I WAS INVITED TO COME HERE BY YOUR MANAGER AND EXPLAIN A LITTLE BIT ABOUT THE CONVERSATIONS THAT WE'VE BEEN HAVING AT THE PALM BEACH.

TPA SPECIFICALLY ABOUT A FUNDING APPROACH FOR A COUNTYWIDE MOBILITY VISION.

AND SO WHAT I WANT TO DO IS WALK THROUGH A HANDFUL OF SLIDES, TELL YOU A LITTLE BIT ABOUT WHAT WE'VE BEEN DOING AND WHAT WE'RE TRYING TO ACCOMPLISH, WHAT WE THINK THE ADDITIONAL FUNDING RESOURCES WILL ALLOW US TO DO AS A COUNTY AND HOW THAT WILL BENEFIT OUR INDIVIDUAL MUNICIPALITIES AND BUILD A COHESIVE PICTURE OF OUR FUTURE FOR TRANSPORTATION HERE IN PALM BEACH COUNTY.

IT'S NOT VERY LONG A PRESENTATION, BUT I DO HOPE THAT YOU'LL ENGAGE WITH IT MENTALLY AND THEN GIVE ME ANY FEEDBACK, QUESTIONS, THOUGHTS THAT YOU HAVE FOR ME AS WE GO THROUGH THIS. FIRST, BRIEFLY FOR THE AUDIENCE MEMBERS WHO ARE UNFAMILIAR, AND I ACTUALLY HAD ONE OF OUR WONDERFUL EXPERIENCE FOR ME.

WE HAVE A CITIZEN'S ADVISORY COMMITTEE AND ONE OF THE MEMBERS SERVING ON OUR CITIZENS ADVISORY COMMITTEE YESTERDAY AFTERNOON SAID I'VE BEEN INVOLVED IN GOVERNMENT FOR 20 YEARS AND I HAVE NEVER HEARD OF YOU AND I THOUGHT, OH, WE'VE GOT TO DO A BETTER JOB THAN THAT.

SO WHO IS THE TPA? WE ARE THE PALM BEACH TRANSPORTATION PLANNING AGENCY.

WE ARE A FEDERALLY MANDATED AGENCY THAT IS ESTABLISHED TO MAKE TRANSPORTATION POLICY ON LOCAL TRANSPORTATION RELATED ISSUES.

AND THEN MOST IMPORTANTLY, WE ARE THE AGENCY ENTRUSTED WITH THE STEWARDSHIP AND RESPONSIBILITY OF ALLOCATING THE FEDERAL AND STATE TRANSPORTATION DOLLARS TO PROJECTS AND SERVICES WITHIN OUR COMMUNITY.

WE ARE A GOVERNING BOARD OF 21 LOCALLY ELECTED OFFICIALS.

WE HAVE FIVE COUNTY COMMISSIONERS.

WE HAVE 15 MUNICIPAL ELECTED OFFICIALS, INCLUDING YOUR OWN VICE MAYOR, WHO SITS AS A REPRESENTATIVE ON THE TPA GOVERNING BOARD.

AND THEN ONE PORT COMMISSIONER.

AND TOGETHER, THAT BODY IS ENTRUSTED WITH THE DECISION MAKING RESPONSIBILITIES FOR THE FEDERAL AND STATE TRANSPORTATION DOLLARS FOR OUR PORTION OF THE REGION.

MISSION OF THE TPA IS TO COLLABORATE OR TO COLLABORATIVELY PLAN, PRIORITIZE AND FUND TRANSPORTATION. AND I WANT TO MENTION THE PREDECESSOR TO DISTRICT ONE, COMMISSIONER MARINO. HOW BULLISH WAS OUR VICE CHAIR WHEN WE ESTABLISHED THIS AS OUR VISION, AS OUR MISSION STATEMENT GAVE ME ALL SORTS OF HEARTACHE ABOUT THE SPLIT INFINITIVE IN THE WAY THAT WE'VE WRITTEN THIS TO PUT THE ADVERB IN BETWEEN THE TWO AND THE VERB.

THE POINT IS, YOU LEAD WITH WHAT YOU WANT TO EMPHASIZE, AND THE ROLE OF THE TPA ISN'T JUST PLANNING, PRIORITIZING AND FUNDING, IT'S DOING IT AS A AS A TEAM.

WE'RE COLLABORATIVELY DECIDING WHAT TO DO WITH THE DOLLARS AND HOW TO SPEND THEM TO THE MAXIMUM EFFICIENCY FOR OUR COMMUNITIES.

AND OUR VISION IS A SAFE, EFFICIENT AND CONNECTED MULTIMODAL TRANSPORTATION SYSTEM.

THAT'S WHAT WE WANT TO ACHIEVE.

THAT'S WHAT WE WANT TO SEE HAPPEN THROUGHOUT PALM BEACH COUNTY.

SO WHAT DO WE DO? HOW DO WE DO THAT? WELL, FIRST WE ADOPT A LONG RANGE TRANSPORTATION PLAN THAT ESTABLISHES THE VISION FOR ALL OF PALM BEACH COUNTY WHEN IT COMES TO TRANSPORTATION AND MOBILITY.

BUT THEN AGAIN, MORE IMPORTANTLY, WE FUND THAT VISION THROUGH ADOPTION ANNUALLY OF A FIVE YEAR TRANSPORTATION IMPROVEMENT PROGRAM THAT ALLOCATES AROUND ROUGHLY $600 MILLION PER YEAR FEDERAL, STATE AND LOCAL DOLLARS COMBINED TOWARD TRANSPORTATION PROJECTS AND

SERVICES. AND THEN ON AN ANNUAL EVERY TWO YEAR BASIS.

RATHER, WE REFINE OUR VISION BY UPDATING THE AGENCY'S BUDGET AND DIRECTION THE STAFF, THE DIRECTION TO ME AND MY STAFF AS TO WHAT WE'RE SUPPOSED TO BE ACCOMPLISHING AND HOW DO WE IMPLEMENT THIS OVERALL PICTURE.

AND SO THAT'S CALLED OUR UNIFIED PLANNING WORK PROGRAM, AND WE WORK ON THAT EVERY COUPLE OF YEARS, REFINING AGAIN THE ACTIVITIES OF OUR STAFF.

WHY DO WE WANT A COUNTYWIDE MOBILITY VISION? WELL, FIRST, IT'S BECAUSE TRAFFIC CONGESTION IS BACK.

IF YOU ENJOYED THE RESPITE THAT THE PANDEMIC GAVE YOU LAST YEAR, IT'S OVER THE THERE ARE SIX LOCATIONS THAT WE MONITOR CONTINUOUSLY AND CAPTURE TRAFFIC COUNTS ON A MINUTE BY MINUTE, DAY BY DAY, HOUR BY HOUR BASIS.

AND THERE ARE SIX LOCATIONS ARE ALL SHOWING AN INCREASE OVER PRE-PANDEMIC LEVELS.

SO NOT ONLY HAVE WE SEEN A RETURN TO PRE-PANDEMIC LEVELS, BUT WE ARE ABOVE THEM AT THIS POINT IN TIME, ROUGHLY FIVE PERCENT ABOVE PRE-PANDEMIC LEVELS ON I-95 IN NORTHERN PALM BEACH COUNTY, ANOTHER THREE PERCENT ON NINETY FIVE IN CENTRAL AND SOUTHERN PALM BEACH COUNTY STATE ROAD 80 WITH ALL THE DEVELOPMENT ACTIVITY THAT'S OCCURRING IN THE CENTRAL PART OF PALM BEACH COUNTY HAS SEEN A 13 18 PERCENT INCREASE.

AND THEN I WANT TO MENTION TO BEELINE HIGHWAY WAS THE ONE ROAD IN PALM BEACH COUNTY THAT DID NOT SEE A DECREASE IN TRAFFIC BECAUSE OF THE PANDEMIC.

BEELINE HIGHWAY IN THE NORTHWESTERN PART OF PALM BEACH COUNTY IS PRIMARILY A FREIGHT CORRIDOR. AND WHILE PEOPLE WERE NOT TRAVELING TO AND FROM THEIR PLACES OF EMPLOYMENT AND SERVICES, THEY WERE STILL ASKING FOR GOODS AND SERVICES TO BE DELIVERED TO THEM.

AND BEELINE HIGHWAY NEVER SAW A DROP THROUGHOUT THE PANDEMIC, BUT IT'S ACTUALLY UP TO MUCH HIGHER LEVELS THAN PRE-PANDEMIC.

AND EVEN SOME OF OUR LOCAL COMMUNITY ROADS LIKE US ONE IN BOCA RATON ARE ALSO UP OVER PRE-PANDEMIC LEVELS.

THE OTHER REASON THAT WE NEED TO PLAN AND CREATE AND THEN IMPLEMENT OF.

ALREADY, VISION IS THAT JOBS ARE EXPLODING NOT JUST IN PALM BEACH GARDENS, BUT HERE AND THROUGHOUT PALM BEACH COUNTY, AND WE HAVE GOT TO MAKE INVESTMENTS NOW IN THE URBAN INFRASTRUCTURE NEEDED TO BRING PEOPLE TO THESE PLACES OF EMPLOYMENT AND BRING THEM BACK HOME TO BRING THEM TO THE SERVICES AND THE EDUCATIONAL OPPORTUNITIES THAT WILL EQUIP THEM TO TO FILL THE JOBS THAT WE'RE NOW SEEING COMING OUT OF THE NORTHEAST AND THE MIGRATION OF EMPLOYMENT CENTERS OUT OF THE NORTHEAST PART OF OUR COUNTRY AND INTO INTO FLORIDA AND SPECIFICALLY HERE IN THE PALM BEACH COUNTY.

SO WE HAVE TO POSITION OURSELVES TO ACCOMMODATE THE GROWTH BECAUSE IT'S HERE.

THE THIRD REASON THAT WE'VE GOT TO DEVELOP A MOBILITY VISION AND WORK COLLABORATIVELY TO IMPLEMENT IT IS THAT THE GAME IS CHANGING HERE IN SOUTH FLORIDA.

TWENTY YEARS AGO, ALMOST AT THIS POINT IN TIME, TWO THOUSAND THREE MIAMI-DADE PASSED A TRANSPORTATION SURTAX, A ONE HALF CENT TRANSPORTATION SURTAX.

THEY ARE USING THE REVENUE ASSOCIATED WITH THAT TRANSPORTATION SURTAX TO ATTRACT DISCRETIONARY, FEDERAL AND STATE GRANT DOLLARS, NOT SMALL GRANTS, BUT HUNDREDS OF MILLIONS OF DOLLARS FROM FEDERAL AND STATE DISCRETIONARY SOURCES TO BUILD MAJOR TRANSPORTATION PROJECTS IN MIAMI-DADE COUNTY.

SIMM ONE OF THOSE EXAMPLES IS THE SOUTH DADE TRANSIT WAY.

THE MIAMI-DADE COUNTY WAS ABLE TO PLEDGE 100 MILLION OF THEIR OWN DOLLARS LOCAL TRANSPORTATION, THEIR TAX DOLLARS TO THE CONSTRUCTION OF A TRANSIT WAY THAT WOULD SERVE FROM THE DOWNTOWN TO SOUTHWESTERN MIAMI-DADE, AND BECAUSE THEY WERE ABLE TO DO THAT WITH 100 MILLION OF THEIR OWN DOLLARS.

THEY WERE ABLE TO ATTRACT 200 MILLION IN FEDERAL AND STATE GRANTS FOR THE CONSTRUCTION OF THAT PROJECT. THE SURTAX MONEY, THOUGH, AND THIS IS KEY.

NOT ONLY DOES IT ALLOW YOU TO ATTRACT THOSE GRANT DOLLARS, BUT IT ALSO CAN BE USED.

TRANSPORTATION SURTAX DOLLARS PER FLORIDA STATUTE CAN BE USED TO OPERATE THE SERVICES THAT YOU CONSTRUCT WITH THE MONEY, SO THEY ARE USING THE REVENUE TO BOTH BUDGET AS MATCHING FUNDS FOR THESE GRANTS TO BUILD PROJECTS AND THEN TO OPERATE THE TRANSIT SERVICES ONCE THEY HAVE CONSTRUCTED THOSE PROJECTS.

THE BROWARD COUNTY IN 2018 PASSED A TRANSPORTATION SURTAX, A ONE CENT TRANSPORTATION SURTAX THAT WILL BE IN PLACE FOR 30 YEARS.

THAT IS ALLOWING THEM TO BEGIN AN AGGRESSIVE SCHEDULE TO IMPLEMENT COMMUTER RAIL ON THE FEC RAIL CORRIDOR THROUGH THEIR MAJOR POPULATION CENTERS.

A DESIRED OUTCOME THAT THIS COMMUNITY IS VERY FAMILIAR WITH AND WE WOULD LOVE TO SEE HAPPEN HERE IN PALM BEACH GARDENS AND IN OTHER LOCATIONS ALONG THE FEC AND PALM BEACH COUNTY. BECAUSE BROWARD COUNTY HAS A SURTAX, THEY ARE ABLE TO TELL DOT.

WE WANT YOU TO DO THE PASSENGER RAIL STUDY NECESSARY TO IDENTIFY THE STATION LOCATIONS, THE NUMBER OF TRAIN SETS WE WOULD NEED TO BUY.

AND THEN BROWARD COUNTY HAS ALSO COMMITTED TO NEGOTIATE THE ACCESS FROM THE FEC TO RUN PUBLICLY OPERATED TRAINS ON THAT PRIVATELY OWNED RAIL CORRIDOR.

VERY IMPORTANT TO REMIND EVERYONE THE FEC IS NOT A PUBLIC ASSET.

IT'S A PRIVATE.

IT'S A PRIVATE RIGHT OF WAY.

IT'S A PRIVATE PROPERTY THAT IN ORDER TO RUN PUBLIC TRANSIT SERVICE UPON IT, WE WOULD NEED TO NEGOTIATE AN ACCESS FEE AND AN AGREEMENT WITH THE FEC TO RUN THAT SERVICE.

AND MIAMI-DADE, IT'S NOT ON THE SLIDE, BUT ANOTHER POINT I WANT TO MENTION.

MIAMI-DADE HAS ALSO DIRECTED THEIR STAFF TO NEGOTIATE WITH THE FEC FOR A PASSENGER RAIL EASEMENT IN MIAMI-DADE COUNTY THAT WOULD ALLOW THEM TO OPERATE PASSENGER RAIL ON THAT FEC CORRIDOR. AND THEN JUST FOR THE MEMBERS OF THE AUDIENCE WHO MAY NOT BE FAMILIAR WITH THIS, THE FEC IS THE EASTERNMOST RAIL CORRIDOR THAT RUNS THROUGHOUT SOUTHEAST FLORIDA.

THE CSX TRAIN LINE, OR THE SOUTH FLORIDA RAIL CORRIDOR, IS ACTUALLY A PUBLICLY OWNED RAILWAY FROM I-95 IN MANGUDYA PARK RIVIERA BEACH AREA ALL THE WAY SOUTH INTO MIAMI.

THAT CORRIDOR IS USED FOR TRI RAIL.

UNFORTUNATELY, THAT CORRIDOR RUNS ALONG I-95, WHERE MOST OF OUR TOWN CENTERS ARE NOT, AND THE FEC RAILWAY RUNS ALONG U.S.

ONE AND ALTERNATE A1A, WHERE MOST OF OUR POPULATION CENTERS AND EMPLOYMENT CENTERS ARE LOCATED. SO IT'S MUCH MORE DESIRABLE TO IMPLEMENT PASSENGER RAIL SERVICE ON THE FEC RAILWAY BECAUSE IT'S MUCH MORE CONVENIENT AND ACCESSIBLE TO THOSE MAJOR POPULATION AND EMPLOYMENT DESTINATIONS.

ANOTHER REASON WE'VE GOT TO DEVELOP A MOBILITY VISION AND THEN WORK COLLABORATIVELY TO IMPLEMENT IT IS THAT INFRASTRUCTURE IS DESTINY.

SIMPLE PHRASE, BUT VERY IMPORTANT INFRASTRUCTURE IS DESTINY.

AND WHAT I MEAN BY THAT IS IF YOU BUILD TRANSPORTATION FACILITIES LIKE THIS, THE MESSAGE YOU ARE SENDING TO PEOPLE IS, I EXPECT YOU TO DRIVE.

I EXPECT THAT BEHAVIOR FROM YOU AND I HAVE PROVIDED A FACILITY THAT ALLOWS FOR THAT BEHAVIOR TO OCCUR.

THIS IS THE INTERSECTION OF OKEECHOBEE BOULEVARD AND PALM BEACH LAKES BOULEVARD IN WEST PALM BEACH. AND WHAT YOU SEE IS NOT ONLY DO THE BEHAVIORS REINFORCE, DOES THE FACILITY REINFORCE THE EXPECTED BEHAVIORS, BUT EVEN THE PRIVATE SECTOR DEVELOPMENT PATTERNS REINFORCE AND CIRCULATE THAT CONTINUOUS MESSAGE THAT WE EXPECT YOU TO DRIVE.

SO YOU HAVE PRIVATE DEVELOPMENT THAT SAYS WE'RE GOING TO PROVIDE PLACES FOR YOU TO BUY A CAR, PLACES FOR YOU TO FUEL A CAR, PLACES FOR YOU TO MAINTAIN YOUR CAR AND REPLACE ITS OIL, AND PLACES FOR EVEN WHERE YOU CAN RENT YOUR CAR WINDOWS SO THAT YOU CAN PROTECT AGAINST THE HEAT AND THE SUN AND THE RADIATION WHEN YOU'RE DRIVING YOUR CAR.

IF AS AN ALTERNATIVE FUTURE, WE SAY WE WANT TO PLAN FOR PEOPLE.

THEN YOU START TO THINK ABOUT WHERE HAVE I COME? WHERE HAVE I CREATED A SPACE, A SAFE, COMFORTABLE SPACE FOR SOMEONE TO WALK ALONG A CORRIDOR LIKE THIS? IF THEY ONLY WANTED TO TRAVEL FROM ONE FROM ONE BLOCK TO THE OTHER IN ORDER TO GO FOR LUNCH OR TO GO AND PURCHASE AN ITEM ON THEIR LUNCH HOUR, OR TO EVEN GET GROCERIES ON THEIR WAY HOME.

HAVE I PROVIDED A SAFE ENVIRONMENT FOR THEM TO PERFORM THAT WITHOUT HAVING TO GET INTO A CAR? HAVE I PROVIDED A SAFE ENOUGH SPACE FOR THEM TO GO THE TWO TO THREE MILES THAT THEY MIGHT BE WILLING TO TRAVEL IN A BICYCLE IF THE ENVIRONMENT PROMOTED THAT BEHAVIOR AND ACCOMMODATED IT? HAVE I PROVIDED A TRANSIT SERVICE THAT WOULD OCCUR FREQUENTLY ENOUGH THAT PEOPLE WOULD CHOOSE TO USE IT TO RELY UPON IT AND NOT HAVE TO OWN A CAR? AND THIS WOULD REALLY ALLOW YOU TO CREATE THIS CAR.

OPTIONAL FUTURE DOESN'T MEAN YOU CAN'T OWN A CAR.

IT DOESN'T MEAN WE HAVEN'T PROVIDED SPACE AND ACCOMMODATION FOR PEOPLE WHO DO DRIVE ALONG THE CORRIDOR, BUT IT MEANS THAT WE'VE CREATED A CAR OPTIONAL INFRASTRUCTURE.

AND WHAT HAPPENS THEN IS WHEN YOU SEND THE MESSAGE THAT WE'RE PLANNING FOR PEOPLE, NOT JUST FOR THE CARS THAT THEY DRIVE IN.

YOU SEE, THE DEVELOPMENT PATTERNS START TO MODIFY AND EVOLVE TO REFLECT THE INFRASTRUCTURE DECISIONS THAT YOU'VE MADE AND THE EXPECTATION THAT PEOPLE SHOULD BE ABLE TO WALK OR BIKE OR RIDE TRANSIT TO THEIR DESTINATION INSTEAD OF JUST GETTING INTO THEIR CAR AND GOING FROM POINT A TO POINT B.

AND SO NOW YOU HAVE THE ABILITY TO PROVIDE ADDITIONAL HOUSING STOCK THAT IS DECOUPLED FROM THE RESPONSIBILITY OF CREATING PARKING SPACES AT TRADITIONAL CAR CENTRIC RATIOS.

SO NOW YOU DON'T HAVE TO PUT TWO TWO PARKING SPACES FOR EVERY UNIT INTO THE DEVELOPMENT PLAN THAT LOWERS THE COST OF CONSTRUCTION FOR THE HOUSING, AND YOU HAVE THE POLITICAL COVERAGE NEEDED WITH A MOBILITY VISION AND THE FUNDING TO IMPLEMENT IT.

YOU HAVE THE POLITICAL COVERAGE NEEDED TO SAY WE WILL PROVIDE FOR THE TRAVEL DEMANDS OF THIS MODERATELY DENSE DEVELOPMENT PATTERN.

WITHOUT HAVING TO.

WITHOUT CAUSING CARMAGEDDON, WITHOUT CAUSING THIS OVERWHELMING ONSLAUGHT OF TRAFFIC CONGESTION THAT IS NORMALLY THE FRUSTRATION THAT YOU WILL HEAR AS ELECTED OFFICIALS WHEN DEVELOPMENTS OF THIS NATURE ARE PROPOSED FOR YOUR CONSIDERATION.

SO IF WE HAVE A VISION THAT SAYS THE TRANSPORTATION PATTERNS AND INFRASTRUCTURE AND SERVICES ACCOMMODATE THIS MODERATELY DENSE OR CONTEXT APPROPRIATE DENSITY, WE CAN INCREASE THE HOUSING STOCK.

WE CAN DECREASE THE COST OF CONSTRUCTING THAT HOUSING AND OVERALL HAVE A NET EFFECT OF PROVIDING MORE AFFORDABLE HOUSING FOR THE PEOPLE WHO WANT TO LIVE IN THE PARADISE THAT WE CALL PALM BEACH COUNTY.

SO THE QUESTION IS, DOES THIS REALLY WORK, DOES INFRASTRUCTURE REALLY DRIVE DEVELOPMENT? I TOOK THE FIRST PICTURE IN THE UPPER LEFT CORNER IN TWENTY SIXTEEN.

AND I WAS TALKING TO THIS COUPLE AND I SAID, WHY DID YOU CHOOSE TO LIVE DOWNTOWN? WHAT DO YOU LIKE ABOUT BEING IN THE URBAN CORE OF DENVER? AND THEY SAID, WE JUST GOT TIRED OF WASTING SO MUCH OF OUR LIVES AND CONGESTION AS WE DROVE AROUND THE OUTER BELT AND WE AND WE SAT ON THE INTERSTATE AND WE SAT ON THE INTERSTATE AND WE SAID, WE DON'T WANT TO OWN A CAR, WE DON'T WANT TO.

WE DON'T WANT TO OWN TWO CARS.

SO THEY MOVE DOWNTOWN ALONG THE LIGHT RAIL CORRIDOR, WHERE THEY CAN NOW GET TO THE AMPHITHEATER TO GO SEE A CONCERT AT RED ROCK CANYON, WHICH WAS FANTASTIC.

AND THEY CAN GET TO THE THE SPORTS ARENA AND THEY CAN GET TO THE GROCERY STORE, AND THEY DON'T HAVE TO GET INTO A CAR TO DO THOSE THINGS BECAUSE THEY'VE MOVED INTO AN ENVIRONMENT THAT ALLOWS THEM TO AGE IN PLACE AND AND FULFILL THOSE ROUTINE SERVICES AND THOSE THOSE NORMAL NEEDS THAT HUMANS EXPERIENCE WITHOUT HAVING TO GET INTO A CAR AND DRIVE.

WHAT IS THE VISION THAT WE'RE TALKING ABOUT AND HOW DO WE PULL THIS TOGETHER FIRST? IT'S CONNECTED AND MULTIMODAL.

WHAT THAT MEANS IS THE TPA GOVERNING BOARD TOGETHER HAS SAID WE HAVE GOT TO GROW THE PERCENTAGE OF PEOPLE WHO WALK, BIKE AND RIDE TRANSIT IN ORDER TO ACCOMMODATE THE GROWTH AND DEVELOPMENT THAT WE KNOW IS COMING INTO ENHANCE OUR ECONOMIC PROSPERITY.

THIS SYSTEM HAS GOT TO BE EFFICIENT, MEANING INSTEAD OF WIDENING ROADWAYS AND ASSUMING THAT THE PATTERNS WILL ALWAYS BE WHAT THEY ARE TODAY, THAT WE WILL HAVE INEFFICIENT TRAFFIC SIGNALS AND WE JUST NEED BIGGER ROADS TO MOVE MORE CARS.

WE'VE GOT TO INVEST IN SMARTER ROADWAYS THAT ARE OUTFITTED WITH APPROPRIATE SENSORS SO THAT WE'RE PREPARED FOR THE VEHICLE TO VEHICLE AND VEHICLE TO INFRASTRUCTURE, FUTURE TECHNOLOGIES THAT ARE COMING, THAT ARE BEING DEPLOYED NOW IN SMALL PERCENTAGES, BUT THAT WILL GROW RAPIDLY IN MARKET SHARE IN RELATIVELY SHORT AMOUNTS OF TIME.

SO WE'VE GOT TO INVEST IN SMART ROADWAYS AND TRAFFIC SIGNALS TO MAXIMIZE THE EFFICIENT USE OF THE SERVICES AND THE FACILITIES THAT WE HAVE INSTEAD OF JUST BUILDING THEM BIGGER.

AND THEN WE'VE GOT TO BUILD SAFE STREETS, COMPLETE STREETS THAT ACCOMMODATE TRANSPORTATION USERS OF ALL AGES AND ABILITIES.

AND THE OTHER TERM, I HAVE IT ON THE SLIDE, BUT I WANT TO INTRODUCE YOU TO IS VISION ZERO. THE TPA HAS ESTABLISHED A COMMITMENT TO WHAT WE CALL VISION ZERO, WHICH IS A GOAL TO ELIMINATE ALL TRAFFIC RELATED FATALITIES AND SERIOUS INJURIES.

ONE OF THE KEY WAYS THAT YOU CAN DO THAT IS BY PROVIDING CLEARLY DESIGNATED SPACES FOR ALL USERS THAT ARE LEGALLY PERMITTED TO BE ON THE ROADWAY.

PEDESTRIANS, BICYCLISTS, TRANSIT RIDERS AND CARS SO THAT THEY CAN NEGOTIATE THE CONFLICTS THAT WE KNOW ARE GOING TO OCCUR SAFELY AND WITHOUT FATAL AND SERIOUS INJURY CRASHES.

WHAT DOES IT LOOK LIKE ON A COUNTY WIDE SCALE? FIRST, YOU'VE GOT THIS CONNECTED NETWORK OF TRANSIT CORRIDORS.

WE CALL IT THE FIVE SIX ONE PLAN, BECAUSE NOT ONLY IS THAT OUR AREA OR COUNTIES AREA CODE FOR TELEPHONE SERVICE, BUT IT'S ALSO A NETWORK OF FIVE NORTH-SOUTH TRANSIT CORRIDORS AND SIX EAST WEST TRANSIT CORRIDORS THAT TOGETHER FORM ONE CONNECTED NETWORK.

SO THOSE 11 CORRIDORS ARE THE BACKBONE OF THIS PLAN OF REGIONAL MOBILITY THAT SAYS WE CAN PROVIDE A MULTIMODAL FUTURE THAT IS CAR OPTIONAL, BUT WE'VE GOT TO DO IT BY PROVIDING A CONNECTED NETWORK OF ENHANCED TRANSIT SERVICES.

AND THEN WE ALSO NEED TO RECONSTRUCT THE ROADWAYS THAT LEAD TO THESE BACKBONE CORRIDORS IN ORDER TO ACCOMMODATE THE SAFE FACILITIES FOR THE PEDESTRIANS, THE BICYCLISTS AND THE THE TRANSIT RIDERS. AND SO THE GREEN LINES ARE THE CONNECTING STATE ROADS THAT WOULD FEED THIS THE THE BLUE NETWORK HERE.

IN ADDITION TO THAT, YOU HAVE THE COUNTY FACILITIES, ADDITIONAL GREEN LINES THAT ARE CONNECTING ANOTHER ONE HUNDRED AND NINETY MILES OF ROADWAYS THAT ARE CONNECTING TO THAT BLUE NETWORK OF CORE ENHANCED TRANSIT SERVICES.

YOU ALSO HAVE IN SOME PORTIONS OF THE COUNTY WHERE THERE ARE CAR CENTRIC LAND DEVELOPMENT PATTERNS. YOU HAVE SUPPLEMENTAL FUNDING THAT WOULD COME FROM A TRANSPORTATION SURTAX REVENUE STREAM LIKE THIS THAT WOULD ALLOW WHERE ROAD IMPACT FEES ARE INSUFFICIENT TO COVER THE COST OF WIDENING THE ROADS IN PLACES LIKE THE ACREAGE OR IN THE AG RESERVE IN SOUTHWESTERN PALM BEACH COUNTY.

IT WOULD PROVIDE SUPPLEMENTAL FUNDING TO THE COUNTY TO TO COVER THE COSTS OF THOSE ROAD CONSTRUCTION PROJECTS.

AND THEN YOU HAVE THE OPPORTUNITY TO MAKE TRAFFIC SIGNAL INVESTMENTS THAT WOULD MAXIMIZE EFFICIENCY AND TECHNOLOGY.

AND THEN THE LAST COMPONENT OF THIS IS THE MUNICIPAL FACILITIES AND SERVICES.

THAT'S THE THIRD LEG OF THE STOOL WHERE YOU HAVE CONNECTING MUNICIPAL ROADWAYS, CORRESPONDING TRAFFIC SIGNAL INVESTMENTS FOR CITIES THAT DO OPERATE THEIR TRAFFIC SIGNALS

LIKE BOCA RATON AND THEN MUNICIPAL MOBILITY SERVICES.

AND WHAT THAT MEANS IS FOR THE PEOPLE WHO DON'T LIVE ALONG ONE OF THESE BLUE LINES, BUT WHO YOU WANT TO BRING TO THOSE CORRIDORS SO THEY CAN TAKE ADVANTAGE OF THE INVESTMENTS IN REGIONAL MOBILITY.

YOU WILL HAVE REVENUE AVAILABLE SO THAT YOU CAN PROVIDE MOBILITY ON DEMAND SERVICES, SOME SORT OF AN AUTONOMOUS SHUTTLE.

IT CAN BE EITHER AN APP DRIVEN OR A FIXED ROUTE SERVICE, BUT IT WOULD PROVIDE YOU WITH REVENUE. CONTINUOUS REVENUE NOT ONE TIME DEVELOPER PAID FEES, BUT CONTINUOUS REVENUE THAT CAN SUPPORT THE ANNUAL COST OF OPERATING AND PROVIDING A SERVICE LIKE THAT WITHIN YOUR COMMUNITIES. AND SO THAT'S AN ADDITIONAL COMPONENT OF HOW WE WOULD ALLOW FOR PEOPLE TO TAKE ADVANTAGE OF AN INVESTMENT IN A COUNTYWIDE MOBILITY PLAN LIKE THIS.

WHAT DOES IT LOOK LIKE IN PRACTICE? WELL, FORTUNATELY, THE EXAMPLE I HAVE IS THE CITY OF PALM BEACH GARDENS, AND SO WE CAN LOOK IN PARTICULAR AT HOW THIS WOULD HELP THE CITY OF PALM BEACH GARDENS AS AN EXAMPLE.

SO WHAT YOU'VE GOT HERE IS PGA BOULEVARD RUNNING RIGHT THROUGH IN AN EAST WEST ALTERNATE A1A HERE AND I-95 HERE.

IF THIS PROJECT, IF THIS CONCEPT WERE ESTABLISHED, THE FIRST THING IT WOULD ALLOW YOU TO DO ON A REGIONAL SCALE IS ADD THE PASSENGER RAIL SERVICE, THE COMMUTER RAIL SERVICE THAT YOU KNOW IS SO VALUABLE TO YOUR MUNICIPALITY.

IT WOULD ALLOW YOU TO INTRODUCE THAT PASSENGER RAIL SERVICE TO THE FEC RAIL LINE ALONG WITH THE STATION. AND DON'T FUSS WITH ME ABOUT THE LOCATION OF THE STATION.

I KNOW IT'S STILL IN PLAY, BUT IT WOULD ALLOW YOU TO IMPLEMENT THE VISION WHEN IT'S NAILED DOWN. IT WOULD ALSO ALLOW YOU TO TO ADD THE ENHANCED BUS SERVICE ON THE CONNECTING ROADWAYS, IN THIS CASE, IT'S PGA BOULEVARD AND ITS MILITARY TRAIL ARE PART OF THAT FIVE SIX ONE CORRIDOR NETWORK OF ENHANCED TRANSIT SERVICE CORRIDORS.

AND IT WOULD ALLOW YOU TO REBUILD THE CONNECTING STATE ROAD.

IN THIS CASE, IT'S ALTERNATE A1A TO IMPROVE THE THE PEDESTRIAN AND BICYCLE FACILITIES AND PROVIDE A SAFE WAY FOR PEOPLE TO TRAVEL ALONG THAT STATE FACILITY IN ORDER TO GET TO THE ENHANCED TRANSIT SERVICES THAT YOU'VE NOW COMMITTED TO PROVIDING IN YOUR COMMUNITY ON A COUNTY SCALE. FIRST THING IT DOES, THE FUNDING PROVIDED FROM THE SURTAX TO PALM BEACH COUNTY WOULD ALLOW THEM TO UPGRADE THE TECHNOLOGY ASSOCIATED WITH ALL THE TRAFFIC SIGNALS THAT I'VE HIGHLIGHTED ON THE MAP.

SECOND THING IS THAT IT WOULD ALLOW ALLOW THE COUNTY TO RECONSTRUCT A COUNTY MAINTAINED ROADWAY LIKE RCA BOULEVARD AGAIN TO ENHANCE THE PEDESTRIAN AND BICYCLE FACILITIES AND MAKE IT EASIER TO WALK FROM THE GARDENS MEDICAL CENTER TO THIS ENHANCED TRANSIT SERVICE.

AND THEN THE THIRD THING ON THE CITY SIDE IS IT WOULD ALLOW YOU TO REBUILD THE CONNECTING CITY STREETS AGAIN, ENHANCING THE ENVIRONMENT SO THAT YOU CAN PROMOTE AND MAKE IT FEEL COMFORTABLE, REASONABLE AND APPROPRIATE FOR SOMEONE WHO CHOOSES TO WALK OR BIKE TO THE TO THEIR DESTINATION OR TO THE TRANSIT SERVICE.

AND THEN IT WOULD ALLOW YOU TO OPERATE THOSE UP CITYWIDE MOBILITY SERVICES, EITHER ON A FIXED ROUTE BASIS OR ON AN ON DEMAND BASIS.

AND SO I'VE ADDED THAT IN AS A YELLOW HIGHLIGHTED AREA TO DEMONSTRATE THAT YOU WOULD HAVE RESOURCES AVAILABLE TO YOU AS A MUNICIPALITY TO PROVIDE THAT KIND OF SERVICE TO YOUR TO YOUR RESIDENTS AND YOUR EMPLOYEES AND VISITORS.

HOW DO WE ACHIEVE THIS? FIRST? IT HAS TO HAPPEN COLLABORATIVELY IF WE'RE NOT PULLING IN THE SAME DIRECTION, THEN WE'RE NOT GOING TO ACHIEVE IT AT ALL.

SO WE'VE GOT TO REFINE THE MOBILITY VISION ELEMENTS RIGHT NOW.

WE'VE GOT TO WORK TOGETHER TO FIGURE OUT.

DID I SHOW YOU THE RIGHT CONTENT? WE CAN DO IT WITH THE DOLLARS THAT WE'RE CURRENTLY RECEIVING, THE DOLLARS WE'RE RECEIVING RIGHT NOW, FEDERAL GAS TAXES, STATE GAS TAXES, STATE DOCK STAMPS, COUNTY ROAD FEES.

THEY'RE NOT ADEQUATE TO IMPLEMENT THE ENTIRE MOBILITY VISION, BUT WE NEED MORE FLEXIBILITY BECAUSE SOME OF THOSE DOLLARS ARE SILOED TO ONLY BE ABLE TO ONLY BE USEFUL FOR ROAD WIDENING.

AND WE'VE GOT TO PURSUE SOME CHANGES ON A FEDERAL, ON A STATE AND ON A LOCAL LEVEL TO ALLOW MORE FLEXIBILITY SO THAT WHEN YOU, AS ELECTED OFFICIALS WANT TO RESPOND TO THE COMMUNITY DEMANDS FOR BETTER TRANSPORTATION AND MOBILITY, YOU'RE NOT HAMSTRUNG.

YOU'RE NOT RESTRICTED FROM USING THOSE RESOURCES TO TO RESPOND TO THE NEEDS OF YOUR CONSTITUENTS. AND THEN ULTIMATELY, THE REASON I'M HERE IS WE'RE TALKING ABOUT A TRANSPORTATION SURTAX WE'RE TALKING ABOUT SHOULD PALM BEACH COUNTY AT THE SUNSET OF THE EXISTING INFRASTRUCTURE SURTAX, WHICH FACED BACKWARDS AND RESOLVED THE DEFERRED MAINTENANCE OF OUR FACILITIES AND INFRASTRUCTURE.

THESE NEW FUNDS AGAIN WOULD ALLOW US TO ACCESS THE FEDERAL AND STATE DISCRETIONARY GRANT DOLLARS. I'M GOING TO MENTION VERY QUICKLY THE BIDEN INFRASTRUCTURE PLAN IS PENDING ONE.

ONE OF THE REALITIES THAT WE'RE GOING TO SEE AS PALM BEACH COUNTY IS THAT WE ARE GOING TO BE SOME OF THE ADDITIONAL FUNDING THAT WILL PASS EVENTUALLY AT THE FEDERAL LEVEL IS GOING TO REQUIRE A LOCAL MATCH.

AND WE'RE GOING TO BE A FEW YEARS BEHIND THIS FIRST WAVE OF ADDITIONAL FEDERAL FUNDING BECAUSE WE WON'T HAVE THE TRANSPORTATION OF THEIR TAX DOLLARS TO DRAW SOME OF THOSE, SOME OF THOSE DOLLARS FROM THE FEDERAL GOVERNMENT DOWN HERE.

WE WILL SEE THEM COME TO THE REGION.

I THINK WE'LL SEE BROWARD POSITIONED WELL FOR THAT.

I THINK WE'LL SEE MIAMI POSITIONED WELL FOR THAT.

TAMPA IS RUNNING TO CATCH UP AFTER THEIR SURTAX WAS DECLARED UNCONSTITUTIONAL EARLIER THIS YEAR, BUT THEY'RE WORKING ON PUTTING IT BACK IN PLACE IN 22.

AND I THINK ORLANDO IS GOING TO BE IN THE CONVERSATION ABOUT A TRANSPORTATION SURTAX, PROBABLY IN TWENTY TWO AS WELL.

BUT ULTIMATELY.

IF WE DON'T HAVE THESE RESOURCES, WE'RE ALWAYS GOING TO BE ON THE SIDELINE WATCHING THOSE OTHER MAJOR COUNTIES AND THOSE OTHER URBANIZED AREAS, SOME OF WHOM ARE SMALLER THAN US AND LESS DENSE THAN US.

A PORTION OF IT WOULD BE UNINCORPORATED, BUT THAT WOULD BE A COUNTY IS THE OPERATOR OF THE SIGNAL SYSTEM WOULD RECEIVE MONEY FOR THAT.

AND THEN THE MUNICIPAL SERVICES, THE MUNICIPAL FUNDING WOULD REALLY BE ALLOCATED TO THE CITIES TO TO CONSTRUCT OR RECONSTRUCT YOUR MUNICIPAL ROADWAYS AND THEN TO PROVIDE THOSE MUNICIPAL MOBILITY SERVICES.

THE REALITY IS THAT CONGRESS AVENUE EXTENSION WAS A FUNDED PROJECT.

AND THEN WE JUST GOT A LETTER THIS PAST WEEK FROM THE COUNTY ENGINEERING DEPARTMENT SAYING THEY ARE THEY ARE WITHDRAWING THEIR REQUEST FOR THE MATCHING FUNDS TO CONSTRUCT THAT EXTENSION BECAUSE THEY WERE UNABLE TO ACQUIRE THE RIGHT OF WAY NEEDED TO CONSTRUCT THAT PROJECT. SO WHEN WE WHEN WE ADDRESS AND RESOLVE THE RIGHT OF WAY ACQUISITION ISSUES, I THINK THERE IS DEFINITELY A WILLINGNESS AND A COMMITMENT FROM THE ELECTED OFFICIALS TO PROVIDE THE FUNDING RESOURCES NEEDED.

AND WE ACTUALLY, IN THAT CASE, WE HAVE THE FLEXIBILITY TO CONSTRUCT TO PROVIDE THE FUNDING NEEDED TO CONSTRUCT THAT PROJECT.

TODAY, WE DON'T NEED A SURTAX TO DO THAT.

WE NEED TO RESOLVE THE RIGHT OF WAY ACQUISITION BECAUSE THAT'S ONE THING I CAN SEE THE PEDESTRIAN ALL THIS WHOLE CONNECTED.

THIS IS A PERFECT OPPORTUNITY TO MAKE TO DO IT RIGHT.

SO PHASE TWO SERVICE FOR BRIGHT LINE AS FAR AS I UNDERSTAND, WE'RE GOING TO HAVE AN UPDATE FROM THEM COMING TO THE TPA GOVERNING BOARD IN OCTOBER.

WE'RE IN OCTOBER. IN TWO WEEKS, TWO WEEKS FROM TODAY, THEY'LL BE AT OUR GOVERNING BOARD.

THEY INTEND TO COMMENCE SERVICE FROM PALM BEACH, FROM CENTRAL PALM BEACH UP TO ORLANDO IN 2022. IN ORDER TO HAVE THE QUIET ZONES IN ORDER TO MAKE OUR CITIES ELIGIBLE TO DESIGNATE THEIR SHARE OF THE CORRIDOR AS A QUIET ZONE, TWO THINGS HAD TO HAPPEN.

ONE, THE TPA PROVIDED SUPPLEMENTAL ADDITIONAL FUNDING SO THAT THE RAILWAY CONSTRUCTION AT EACH ONE OF THE CROSSINGS WOULD INCLUDE WHAT WE CALL SUPPLEMENTAL SAFETY MEASURES, WHICH HAVE BEEN BUILT BUT ARE NOT YET FULLY OPERATIONAL.

SO THAT FIRST THING IS IS DONE.

THE ADDITIONAL SAFETY MEASURES THAT SAY WE'VE PROVIDED, WE'VE MADE IT SO HARD FOR A CAR TO PUT ITSELF IN FRONT OF A TRAIN THAT THE TRAIN DOESN'T HAVE TO BLOW ITS HORN ON A ROUTINE BASIS ANY LONGER.

THAT PIECE OF THE PUZZLE HAS BEEN DONE.

ADDITIONALLY, THOUGH, IN ORDER TO ESTABLISH A QUIET ZONE, YOU HAVE TO HAVE SOME SOME COMMUNICATION SYSTEMS DEPLOYED ON THE RAILWAY SO THAT THE TRAIN CAN TALK TO THE CROSSINGS AND THE CROSSINGS TALK TO THE TRAIN.

THE POSITIVE TRAIN CONTROL SERVICE THAT THAT INTERACTION IS THE UMBRELLA TERM FOR THAT THAT HAS NOT YET BEEN IMPLEMENTED.

AND THEN WHAT'S ALSO A COMPONENT OF THE SYSTEM THAT'S CALLED A CONSTANT WARNING TIME SO THAT WHEN YOU HAVE FREIGHT TRAINS THAT RUN AT SLOWER SPEEDS AND PASSENGER TRAINS THAT WILL BE RUNNING AT HIGHER SPEEDS, THEY GIVE THE SAME AMOUNT OF WARNING TIME.

SO THE GATES GO DOWN AND YOU WAIT FOR A SPECIFIC AMOUNT OF TIME BEFORE THE TRAIN CROSSES.

AGAIN, THAT REQUIRES INTERACTION BETWEEN THE TRAIN AND THEN THE TECHNOLOGY AT THE

BOTH OF THOSE TWO THINGS THE POSITIVE TRAIN CONTROL AND THE CONSTANT WARNING TIME SYSTEM WILL BE DEPLOYED PRIOR TO IMPLEMENTING THE PHASE TWO SERVICE FOR BRIGHT LINE.

SO BEFORE YOU HAVE MORE TRAINS, YOU'LL HAVE ALL OF THE PIECES NEEDED TO ESTABLISH THAT QUIET ZONE. THAT BEING SAID, YOU'RE GOING TO NEED TO WAIT UNTIL PHASE TWO IS READY TO GO BEFORE ALL THOSE PIECES ARE COMPLETED, SO UNFORTUNATELY, MY MESSAGE TO YOUR RESIDENTS IS WE HAVE FUNDED ALL THE OUTCOMES NEEDED, BUT IT WON'T BE UNTIL TWENTY TWENTY TWO WHEN PHASE TWO IS IMPLEMENTED THAT YOU WILL BE ABLE TO DESIGNATE.

IT STANDS FOR THOROUGHFARE THOROUGHFARE, RIGHT OF WAY ID MAP FOR NORTH LAKE BOULEVARD, EAST AND WEST.

IT'S TWO SEPARATE COMPREHENSIVE PLAN AMENDMENTS.

THESE ARE THE TWO MAPS THAT ARE AFFILIATED WITH THE PROPOSED WIDENING THAT PALM BEACH COUNTY IS INITIATING.

THE FIRST SEGMENT ON THE EAST IS PROPOSING TO WIDEN NORTH LAKE BOULEVARD FROM THE BEELINE HIGHWAY ALL THE WAY TO MILITARY TRAIL FROM ONE HUNDRED AND TWENTY FEET TO ONE HUNDRED AND FORTY TWO FEET ON THE WEST.

THE PROPOSED WIDENING IS IDENTICAL FROM ONE HUNDRED AND TWENTY FEET, TWO HUNDRED TO ONE HUNDRED AND FORTY TWO FEET FROM THE CITY'S WESTERN EDGE OF THE GOLF COURSE, ALL THE WAY TO STATE ROAD SEVEN.

THIS IS A TYPICAL EIGHT LANE SECTION.

THE COUNTY BY NO MEANS HAS DONE ANY FINAL CONSTRUCTION DESIGN.

THEY ARE SIMPLY UPDATING THEIR FUTURE MAP TO SHOW WHAT THEIR WISH LIST IS.

THEY HAVE NOT ACQUIRED THE RIGHT OF WAY.

THEY THEY HAVE NOT COMPLETED THE DESIGN, BUT BY POLICY, THEY ARE TELLING ITS CONSTITUENTS THAT THEY WISH TO DO THIS IN THE FUTURE.

A TYPICAL EIGHT LANE SECTION IS BEFORE YOU HERE WITH ONE HUNDRED AND FORTY TWO FEET AND YOU CAN SEE IT CONTAINS THE FOUR THRU LANES.

HOWEVER, IT DOES NOT THIS.

THIS TYPICAL SECTION DOES NOT CONTAIN TURN LANES, AND WE ALL KNOWN THAT NORTH LAKE BOULEVARD, PARTICULARLY IN THE WESTERN SECTIONS, BECAUSE OF THE SPEED.

THE VAST MAJORITY OF COMMUNITIES HAVE TURN LANES, SO YOU CAN IMAGINE THE INTERSECTION NOT ONLY HAVING EIGHT LANES, BUT MULTIPLE TURN LANES IN MANY OF THE MAJOR INTERSECTIONS.

THE COUNTY'S ESTIMATED COST OF EXPANSION IS FIFTY POINT NINE.

WE THINK THAT'S VASTLY UNDERESTIMATED GIVEN THE RIGHT OF WAY THAT WOULD BE NEEDED, BUT

AND THIS GRAPHIC, I THINK, JUST SAYS IT ALL.

THIS IS A TYPICAL SECTION.

THIS IS OKEECHOBEE AND MILITARY SHOWING FOR A FOUR LANE SECTION EAST WEST ON OKEECHOBEE MEETING MILITARY TRAIL WITH MULTIPLE TURN LANES.

THIS IS JUST TAKING A CLOSER LOOK AT MANY OF THE COMMUNITIES THAT WOULD BE IMPACTED FROM THIS WIDENING. IT INCLUDES SEVERAL COMMUNITIES IN PGA NATIONAL.

WE HAVE CYPRESS HOLLOW PROPERTIES SUCH AS CHRIST FELLOWSHIP AND OTHER RESIDENTIAL COMMUNITIES LIKE HIDDEN HOLLOW.

THIS IS JUST A VERY GENERIC POTENTIAL OR A VERY GENERIC GRAPHIC THAT CITY STAFF DID TO SHOW POTENTIAL IMPACTS, IT'S REALLY JUST SPLITTING THAT TWENTY TWO RIGHT OF WAY, RIGHT DOWN THE MIDDLE. NOW COULD DESIGN SHIFT A LITTLE BIT FURTHER NORTH OR SOUTH SOUTH? ABSOLUTELY. BUT THIS JUST GOES TO SHOW YOU IF YOU WERE TO TAKE TWENTY TWO FEET AND YOU WERE TO SPLIT IT RIGHT DOWN THE MIDDLE AND YOU WERE TO TAKE THAT.

HOW WOULD IT IMPACT FIRE STATION NUMBER THREE? YOU CAN SEE HOW CLOSE THE RIGHT OF WAY WOULD BE GETTING TO THE 911 MEMORIAL.

AND IN THIS PARTICULAR GRAPHIC, THE POTENTIAL IMPACT IS SHOWING IMPACTS TO HIDDEN HOLLOW CREATING NONCONFORMITY IN THOSE RESIDENTIAL SCREEN ENCLOSURES THAT YOU SEE.

AND THESE ARE THE COMMUNITIES THAT WOULD BE IMPACTED OUT WEST FROM THE CITY'S WESTERN EDGE OF THE GOLF COURSE.

OUR OWN PROPERTY, OF COURSE, ON THE GOLF COURSE, OSPREY OUR OSPREY ISLES AND CARLTON OAKS. AND THIS IS A TYPICAL AGAIN, A POTENTIAL, A POTENTIAL IMPACT OF WHAT COULD HAPPEN, ESPECIALLY WHEN YOU ADD THE TURN LANES OF WHAT COULD HAPPEN ENTERING INTO CARLTON OAKS.

YOU CAN SEE HOW CLOSE THAT RIGHT OF WAY IS GETTING TO THE REAR OF THOSE PROPERTIES ON THE CUL DE SAC. ONE OF THE REASONS WHY WE BELIEVE THAT OPPOSITION IS NECESSARY IS WE BELIEVE THAT THE CONNECTION IS PREMATURE AND ONE OF THE MAJOR MAJOR ELEMENTS TO CONSIDER ON WHY IT'S PREMATURE IS THAT THERE'S A PLANNED CONNECTION FROM NORTH LAKE BOULEVARD ALL THE WAY TO THE BEELINE HIGHWAY THROUGH AVANIR.

THIS CITY COUNCIL APPROVED THAT AS A MAJOR MITIGATION MEASURE FOR NORTH LAKE BOULEVARD WHEN IT APPROVED AVENUE.

AND NOT ONLY DID IT DO THAT, IT PROVIDED A TIMING MECHANISM SO THAT AVANIR COULD NOT MOVE PAST ITS FIRST PHASE UNTIL THIS CONNECTION WAS COMPLETE.

AND I AM VERY PLEASED TO TELL YOU THAT AVANIR HAS BEEN ACTIVELY ACTIVELY PURSUING THE NECESSARY ENTITLEMENTS WITH THE CSX AND DOT AND THE COUNTY IN ORDER TO GAIN THE CROSSING IN ORDER TO MAKE THIS CONNECTION SO THEY ARE MOVING.

AND THIS CONNECTION WILL BE A MAJOR RELIEVER TO NORTH LAKE WHEN IT IS COMPLETED AND IT WILL HALT AVENIR CONSTRUCTION CONSTRUCTION FROM GOING INTO THAT SECOND PHASE UNTIL THAT'S MADE. AND THAT'LL PROVIDE ANOTHER OPTION FOR EASTBOUND TRAFFIC TO UTILIZE PGA VERSUS NORTH LAKE BOULEVARD. SO THE PALM BEACH COUNTY SCHEDULE RIGHT NOW, THE ONLY ACTION THAT HAS OCCURRED ON THE EASTERN PORTION IS THAT THERE'S BEEN INITIATION, THERE HAS BEEN NOTHING OFFICIALLY SCHEDULED FOR TRANSMITTAL.

KEEP IN MIND, THIS IS A COMPREHENSIVE PLAN AMENDMENT, SO IT HAS TO GO UP TO D.O., SO IT HAS TO BE APPROVED BY THE BOC FOR TRANSMITTAL.

SO THAT HAS NOT HAPPENED YET ON THE EAST.

THERE HAS NOT EVEN BEEN A TRANSMITTAL HEARING SCHEDULED.

WE DID RECEIVE NOTICE THROUGH ITS INITIATION PROCESS ON THE EAST AND WE DID SEND LETTERS THAT YOU SEE BEFORE. YOU MAY NOT BE ABLE TO WRITE IT, BUT THEY ARE LETTERS FROM CITY STAFF OBJECTING, VOICING CONCERN OVER THAT.

NOW THE WEST IS THE WEST IS IN THE TRANSMITTAL STAGE.

IT HAS BEEN SCHEDULED FOR A TRANSMITTAL HEARING BY THE BOC ON NOVEMBER 3RD AND THAT IS WHAT IS PRECIPITATING ACTION BEFORE THAT BOC MEETING SO THAT THIS RESOLUTION, IF THE COUNCIL APPROVES IT, CAN BE SENT TO THE BOARD OF COUNTY COMMISSIONERS PRIOR TO THAT TRANSMITTAL HEARING.

WE HAVE RECEIVED COMMENTS FROM THE NORTH COUNTY NEIGHBORHOOD COALITION, WHICH IS A COALITION OF VERY VARIOUS HOMEOWNER HOMEOWNERS ASSOCIATIONS AND POSE IN THE WHOLE ENTIRE NORTH COUNTY AREA THAT HAS EXPRESSED OPPOSITION TO THE WIDENING OF EIGHT LANES.

AND WE ALSO HAVE RECEIVED SPECIFIC CONCERN RECEIVED FROM CARLETON OAKS.

I DID WANT TO MENTION THAT.

IT IS THE CITY, IF THE COUNCIL DOES APPROVE THE RESOLUTION THIS EVENING, IT IS OUR INTENTION TO OBJECT THROUGH THE IPAQ PROCESS, WHICH IS THE INTER LOCAL AGREEMENT WE HAVE ENTERED INTO FOR COORDINATED PLANNING.

IT'S A MECHANISM TO EXPRESS CONCERN AND AND IT IS REQUIRED AS PART OF ANY OBJECTIONS THAT WE ISSUE ON COMPREHENSIVE PLANS.

WE INTEND TO DO SO.

AND IF THE BOC DOES ADOPT, IT IS THE CITY'S INTENTION TO CHALLENGE THE PETITION THROUGH

MORE IMPORTANTLY, THE CITIZENS THAT LIVE ALONG NORTH LAKE BOULEVARD, YOU KNOW, WHAT'S IT GOING TO DO TO THEIR PROPERTY VALUE? YOU KNOW, IT'S JUST AN ANTIQUATED WAY OF THINKING.

THIS HAS BEEN DONE IN DIFFERENT STAGES.

AS YOU ALREADY KNOW, WE STARTED ON THE MAIN POOL ALREADY THAT IS UNDER CONSTRUCTION RIGHT NOW, AND THE NEXT PHASE WILL BE THE DESTRUCTION, THE DEMOLITION AND DESIGN AND CONSTRUCTION OF THE AQUATIC CENTER BUILDING.

AFTER THAT, WE THEN MOVE TO THE MAIN FACILITY ITSELF.

THIS IS THE PROJECT SITE.

THIS IS WHAT THE MAIN POOL WILL LOOK LIKE.

SO THEY THEY BUILT.

I'M SORRY THEY GOT APPROVED A MASTER SITE PLAN, BUT THERE WERE TWO DIFFERENT COMPONENTS OF THAT SITE PLAN. THE AREA IN YELLOW WAS ORIGINALLY APPROVED FOR A SMALL BANK AND A FAST FOOD RESTAURANT THAT WAS CHANGED A COUPLE OF YEARS LATER TO APPLEBEE'S.

APPLEBEE'S OPERATED THERE FOR, I THINK ABOUT TWO DECADES AND IT'S BEEN CLOSED NOW FOR FIVE OR SIX YEARS.

AND SO WE'RE COMING IN TO REVITALIZE THIS VERY IMPORTANT INTERSECTION.

I THINK IT'S VERY IMPORTANT TO UNDERSTAND THE COMMERCIAL NATURE OF THIS INTERSECTION, THIS TRULY IS A COMMERCIAL NODE WITHIN THE CITY OF VERY IMPORTANT COMMERCIAL NODE.

WE ARE SURROUNDED BY COMMERCIAL ON ALL FOUR SIDES OF US.

YOU HAVE THE BANYAN TREE PEGGED TO THE WEST NORTH LAKE SQUARE, PD TO THE SOUTH NORTH LAKE CONGRESS CENTER TO THE EAST, AND THEN THE FORMER TRAILER PARK, WHICH IS, AS YOU PROBABLY

THE THE AREA HIGHLIGHTED THERE IN PINK IS AN AREA THAT I WANT TO FOCUS ON REAL QUICKLY.

SO THIS IS THAT SAME AREA, BUT NOW WE'RE LOOKING WEST ON NORTH LAKE JUST TO ORIENT YOURSELF. SO THE AREA THAT YOU SEE IN GREEN IS OUR ACTUAL APPROVED LANDSCAPE BUFFER THAT WAS APPROVED IN NINETEEN NINETY FIVE.

SO FIRST THING WE DID WAS WE KEPT THE SEACOAST UTILITY IN PLACE, ISLAND LINES IN PLACE.

THAT LAND IS THERE IS STILL THERE.

WE ARE ACTUALLY JUST GOING TO CREATE A NEW LANDSCAPE BUFFER.

SO ESSENTIALLY DOUBLING THE AMOUNT OF OPEN SPACE IN FRONT OF THE PROJECT AND GOING GET INTO THE ACTUAL LANDSCAPE PLAN IN A COUPLE OF SLIDES.

THE OTHER THING THAT WE DID WAS WE ADDED A DECELERATION LANE BECAUSE CURRENTLY, IF YOU'RE GOING TO THE PEP BOYS SITE, YOU ACTUALLY HAVE TO STOP ON NORTH LAKE OR START TO DECELERATE ON NORTH LAKE.

THIS ALLOWS MOTORISTS THAT ARE GOING WESTBOUND TO ACTUALLY PULL OFF A NORTH LAKE AND START THEIR DECELERATION A MUCH SAFER PEDESTRIAN AND MOTORIST ENVIRONMENT.

SO AS YOU CAN SEE, PEOPLE CAN NOW DECELERATE AS THEY TURN INTO THE SITE.

ANOTHER IMPORTANT IMPROVEMENT WE'VE MADE IS ONCE YOU GOT INTO THE SITE, THE ACTUAL ENTRANCE INTO APPLEBY'S WAS ABOUT THIRTY FOUR FEET FROM NORTH LAKE.

SO IF THERE WAS SOMEBODY AT THAT INTERSECTION AND OR SOMEBODY COMING IN OR SOMEBODY CROSSING THAT, ALL OF A SUDDEN YOU MIGHT NOT HAVE ENOUGH ROOM FOR CARS TO STACK AND THEN THEY AUTOMATICALLY GO OUT INTO NORTH LAKE.

SO WITH THE DECELERATION LANE, WE ALSO DECIDED WITH THE HELP OF STAFF TO MOVE THAT ENTRANCE FURTHER NORTH.

THIS ALLOWS MORE STACKING, SO WE'RE GREATLY IMPROVING THE TRAFFIC STACKING AND CIRCULATION FOR THIS SITE.

THESE ARE DRAMATIC IMPROVEMENTS FOR THE PEDESTRIAN ELEMENT AND ALSO FOR MOTORISTS IN THE AREA. SO HERE'S OUR PROPOSED SITE PLAN.

THERE'S A LOT OF LINES.

I DON'T EXPECT YOU TO READ THIS RIGHT NOW, BUT WHAT I REALLY WANTED TO POINT OUT, SOMETHING VERY UNIQUE WITH THIS SITE IS THAT WE HAVE LOCATED THE CONVENIENCE STORE IN THE CENTER OF THE SITE.

IF YOU THINK OF CONVENIENCE STORES THAT YOU VISIT, THEY'RE ALMOST ALWAYS EXCLUSIVELY AT THE BACK OF THE PROPERTY OR ON THE SIDE OF THE PROPERTY.

THEY ALWAYS HAVE WHAT WE CALL A BACK OF HOUSE.

AND THAT'S BECAUSE CONVENIENCE STORES JUST BY THEIR NATURE, HAVE A LOT OF EQUIPMENT.

THEY HAVE A LOT OF STORAGE, A LOT OF FREEZERS, THE AREAS TO, YOU KNOW, TO KEEP THEIR EQUIPMENT AND OTHER THINGS.

SO YOU TYPICALLY HAVE A CONVENIENCE STORE THAT ONLY HAS TWO OR THREE REALLY GOOD SIDES, BUT TO HELP WITH THE CIRCULATION OF THIS PARTICULAR SITE AND TO MAKE THIS A VERY PROMINENT A FLAGSHIP STORE FOR 7-ELEVEN, WE DECIDED TO CENTER IT IN THE MIDDLE OF THE PROPERTY. SO YOU'LL SEE LATER WHAT YOU HAVE IS A CONVENIENCE STORE THAT ACTUALLY HAS FOUR SIDED ARCHITECTURE. THERE IS NO BACK OF HOUSE FOR THIS CONVENIENCE STORE.

ALL THE ARCHITECTURE IS SYMMETRICAL.

IT GOES AROUND AND COMPLEMENTS THE PEDESTRIAN AS THEY WALK AROUND THE ENTIRE BUILDING.

AND THERE'S NO BACK OF HOUSE TO THIS TO GIVE YOU SOME OF THE OTHER ELEMENTS ON THE SITE PLAN. OUR FUEL CANOPY IS LOCATED THERE IN FRONT OF THE STORE.

WE HAVE SIX PUMPS, 12 FUELING POSITIONS, WHICH IS A VERY STANDARD NUMBER FOR A CONVENIENCE STORE GAS STATION.

AND THEN WE ALSO HAVE A SELF-SERVICE CAR WASH.

NINE HUNDRED AND EIGHTY SQUARE FEET AND THIS IS ON THE NORTH SIDE OF THE PROPERTY.

AND THEN WE'VE LOCATED OUR DUMPSTERS INTERNAL TO THE SITE, AWAY FROM THE RIGHT OF WAYS.

SO THE ENTRANCE ON NORTH LAKE IS A RIGHT IN, RIGHT OUT, AND THEN THE ENTRANCE ON CONGRESS IS GOING TO BE A RIGHT IN, RIGHT OUT AND THIS IS ONCE THE CONGRESS AVENUE EXTENSION HAPPENS, THERE WILL BE A MEDIAN IN THE MIDDLE OF CONGRESS AVENUE.

AND SO THIS MOVEMENT, ONCE THAT HAPPENS, WILL BE A WRITE IN WRITE OUT AT CONGRESS THERE.

SO THE CAR WASH ALSO AND THIS CAME THROUGH, YOU KNOW, WORKING WITH STAFF, STAFF DID NOT WANT THE CAR WASH TO COME OUT AND THEN HAVE AN IMMEDIATE TURN ONTO CONGRESS BECAUSE IT COULD CAUSE CONFLICTS THAT CLOSE TO THE EXIT POINT.

SO THE CIRCULATION FOR THE CAR WASHES IT, IT COMES IN AND IT LOOPS BACK OUT THE SAME ROAD SO THAT THAT ALLEVIATES POTENTIAL CONFLICTS AT THE ACTUAL CONGRESS AVENUE.

SO WE WE SPEND A LOT OF TIME WITH STAFF TO COME UP WITH THE BEST CIRCULATION PLANS.

AND WE THINK WE'VE COME UP WITH SOMETHING THAT'S GOING TO DRAMATICALLY IMPROVE THE CIRCULATION FOR THIS SITE.

SO HERE'S OUR LANDSCAPE PLAN.

AS I MENTIONED BEFORE, IN THE SLIDE I SHOWED YOU BEFORE THE LANDSCAPING ON NORTH LAKE WAS DIRECTLY UNDER THE FPR LINES.

I'M IN OVER UTILITY SO SO THAT LANDSCAPING HAS GOT TO COME OUT.

AND IN WORKING WITH THE CITY'S FOUR STORES, DETERMINED THAT THE TREES AROUND THE AREA JUST WEREN'T PROPERLY MAINTAINED.

A LOT OF THEM WERE WRECKED BECAUSE OF THE UTILITIES THEY WEREN'T PROPERLY CARED FOR.

SO IT'S A REALLY MAKE THIS AN IMPORTANT CORNER.

WHAT WE AGREED TO WITH THE HELP OF THE CITY IS THAT WE'RE GOING TO JUST CREATE A BRAND NEW BUFFER ON NORTH LAKE AND CONGRESS, ONE HUNDRED PERCENT MATCHING USING SPECIES THAT THE CITY ACTUALLY PROPOSED TO US CITY SPECIES THAT HAD BEEN TRIED AND TESTED IN COMMERCIAL ELEMENTS. SO WE'RE USING TREES THAT ARE DUE WELL FOR A COMMERCIAL CORNER.

SO THIS ENTIRE AREA WILL ALL BE BRAND NEW.

I'LL HAVE BRAND NEW TREES MATCHING UNDERSTORY MEDIUM SHRUBS.

EVERYTHING WILL BE NEW ON THE SITE.

A TOTAL REFRESH OF THIS CORNER, AND WE'RE EVEN EXTENDING OUR PLANTING OUTSIDE OF OUR PROPERTY LINE. SO WE'RE GOING OUT INTO THE MEANDERING SIDEWALK ALONG NORTH LAKE TO ACTUALLY DO GROUND COVER.

SO IT DOESN'T JUST STOP AT OUR PROPERTY LINE THAT IT GOES OUT, AND WE'VE AGREED WITH THE CONDITIONAL APPROVAL THAT WILL HELP MAINTAIN THAT AREA OUTSIDE OF OUR PROPERTY LINE.

THEY'RE BEAUTIFUL SPECIMENS, SO WE ARE JUST KEEPING THEM.

IT'S A GOOD EXISTING BUFFER AND WE'LL KEEP THOSE FOR WHATEVER HAPPENS TO NORTH.

WE'VE GOT A GOOD SOLID BUFFER THERE.

THERE'S A WALL, SIX FOOT FOUR WALL AS WELL.

SO SO WE DEFINITELY HAVE A GREAT BUFFER THAT WE'RE GOING TO REMAIN IN THAT PARTICULAR AREA. SO ONE OF THE WAIVERS THAT WE ARE REQUESTING, WHAT THEIR APPLICATION IS THAT IN THE CODE, IF YOU HAVE A BAY DOOR THAT OPENS TO A RIGHT AWAY, YOU HAVE TO HAVE A WALL BLOCKING THE BAY DOOR AND THE EXIT FOR OUR CAR WASH IS CONSIDERED A BAY DOOR.

THEY HAVE A LOT MORE EXTRA AMENITIES FOR FOUR PEOPLE.

WHEN THEY SEE THIS BUILDING, THEY KNOW IT'S A 7-ELEVEN.

AND YOU'LL ALSO NOTICE THAT THIS NEW 7-ELEVEN LOGO IS BEING PROPOSED.

AND WE ARE EXCITED TO BE ABLE TO SAY THAT WITHIN SIX BARGAINING SESSIONS WELL BEFORE THE END OF THE LAST FISCAL YEAR, WE WERE ABLE TO MAKE THIS PROCESS HAPPEN AND REALLY WORK DILIGENTLY TOGETHER TO MAKE THIS CONTRACT HAPPEN.

THE UNION REPRESENTS ONE HUNDRED AND SEVENTEEN EMPLOYEES OF THE CITY'S FIRE RESCUE DEPARTMENT AND EVERYTHING FROM FIRE MEDIC UP THROUGH BATTALION CHIEF, INCLUDING LIFE SAFETY PERSONNEL.

AND THE MEMBERS VOTED VERY STRONGLY IN FAVOR OF RATIFICATION OF THIS AGREEMENT ON THE DATES OF SEPTEMBER 7TH AND 8TH.

WE HAD ESTABLISHED AN ANNUAL MEDICAL EXAM AND FITNESS PHYSICAL FITNESS BY BRINGING IN OF A EXPERT OUTSIDE TO CREATE IT TO CREATE A VALIDATED PHYSICAL ASSESSMENT FOR WORK, WHICH WE HAVE FOR EMPLOYMENT FOR NEW HIRES, BUT DIDN'T HAVE THAT FOR EXISTING EMPLOYEES.

AND AS A RESULT OF THAT, THE FIRST YEAR OF THE CONTRACT ON THE FIRST FULL PAY PERIOD WOULD BE COMING UP HERE TOWARDS THE END OF THE MONTH.

EMPLOYEES WOULD WILL RECEIVE AN AVERAGE OF SEVEN AND A HALF PERCENT TO BASE SALARY AS A RESULT OF BEING SLOTTED INTO THEIR CURRENT PAY RANGES.

AND THEN IN YEARS, TWO AND THREE EMPLOYEES WOULD RECEIVE A TWO PERCENT MARKET ADJUSTMENT, PLUS AN ADDITIONAL THREE PERCENT TO BASE SALARY UP TO THE MAX MAX FOR THEIR POSITION.

AND AGAIN, ADJUSTING THE PAY RANGES TO KEEP PACE WITH THE MARKET AT TWO PERCENT EACH

THIS IS PAID ON A BIWEEKLY BASIS.

IT IS NOT ADDED TO BASE SALARY, BUT IT IS CONSIDERED PART OF TOTAL COMPENSATION AND RESCUE LIEUTENANTS AND DISTRICT CAPTAINS RECOGNIZING THE EXTRAORDINARY AMOUNT OF.

PARAMEDICAL EMERGENCY MEDICAL SERVICES THAT THEY PROVIDE, AND CONSIDERING THE FACT THAT 80 PERCENT OF OUR CALLS FOR SERVICE ARE EMERGENCY MEDICAL RELATED, THEY HAVE THE MOST DEMANDING RIGOROUS WORK AND IN ORDER TO INCENTIVIZE THAT AND RECOGNIZE THAT WHICH THE REST OF THE MARKET DOES.

THOSE COSTS THAT PAY WOULD BE INCREASED FROM 5000 BY 5000 TO 10 FROM 10 TO FIFTEEN THOUSAND ANNUALLY, AND THE TOTAL COST FOR THAT WOULD BE TWO HUNDRED AND SEVENTY THOUSAND.

I'M HERE TONIGHT TO THANK OUR CITY ADMINISTRATION, OUR FIRE ADMINISTRATION, FOR WHAT SOME OF YOU HAVE ALREADY SAID IS IS A A RECORD SETTING NEGOTIATIONS BETWEEN OUR FIREFIGHTERS AND OUR CITY FOR THE FIRST TIME IN OUR COLLECTIVE BARGAINING HISTORY.

THE CITY OF PALM BEACH GARDENS, FIREFIGHTERS, OUR FIRE ADMINISTRATION AND OUR CITY ADMINISTRATION WERE ABLE TO COME TO AN AGREEMENT PRIOR TO THE END OF OUR CONTRACT, WHICH EXPIRED ON OCTOBER 1ST.

IN FACT, WE WERE ABLE TO COME TO AN AGREEMENT ON AUGUST 16, TWENTY TWENTY ONE, ROUGHLY ONE AND A HALF MONTHS PRIOR TO OUR CONTRACT EXPIRING.

I TRULY BELIEVE IT'S CARL COLLABORATION LIKE THIS THAT COMES FROM GREAT LEADERSHIP AND THE RESULTS OF A TEAMWORK, ULTIMATELY BENEFITING OUR RESIDENTS AND THE BUSINESSES THAT WE SERVE. SO ON BEHALF OF PALM BEACH GARDENS FIREFIGHTERS, I'D LIKE TO THANK OUR NEGOTIATIONS TEAM, OUR CITY COUNCIL, MR., FERRIS, MR.
