[00:00:01] ALL RIGHT. WE HAVE A 5:00. THANK YOU GUYS FOR COMING EARLIER. I WOULD LIKE TO CALL THIS MEETING TO ORDER. [Items I & II ] WILL YOU PLEASE RISE AND JOIN IN THE PLEDGE OF ALLEGIANCE? AFTER WE DO THE PLEDGE, I'D LIKE YOU TO PLEASE STAND FOR A MOMENT OF SILENCE. THANK YOU. GOING TO ASK THE CLERK TO CALL THE ROLL AND ASK FOR A POINT OF PERSONAL PRIVILEGE AFTER THAT, PLEASE. MAYOR REED HERE. VICE MAYOR LITT. COUNCILMEMBER WOODS HERE, MA'AM. COUNCIL MEMBER MARCIANO. YOU'RE COUNCIL MEMBER TINSLEY HERE. ARE THERE ANY ADDITIONS, DELETIONS OR MODIFICATIONS TO OUR AGENDA THIS EVENING? NO, MA'AM. THANK YOU. SO I ASKED FOR A MOMENT OF SILENCE AGAIN BECAUSE OF THE RECENT AND HORRIFIC MASS SHOOTINGS, AS WELL AS OTHER ACTS OF SENSELESS VIOLENCE THAT HAVE ONCE AGAIN LED US TO MOURN AND LEFT US ALL DEVASTATED, TO KEEP ASKING FOR MOMENTS OF SILENCE EVERY TIME I RUN A MEETING OR PRAYERS IS BECOMING SO INEFFECTUAL. BUT I WANTED TO JUST SHARE THAT IN THE STATE OF FLORIDA. OUR MUNICIPALITIES ARE PREEMPTED FROM REGULATION OF FIREARMS. SO WHATEVER YOUR BELIEFS, I URGE YOU TO TAKE YOUR PASSION AND PLACE IT WHERE IT CAN MAKE A DIFFERENCE. CONTACT YOUR FEDERAL AND STATE REPRESENTATIVES IF YOU HAVE ANYTHING THAT YOU WANT TO SHARE. AND WE JUST NEED TO PROTECT OUR CHILDREN. IT'S MY HOPE THAT OUR MEMBERS OF CONGRESS AND OUR SENATORS WILL WORK TOWARDS IMMEDIATE, NECESSARY CHANGES. I DO WANT TO ASSURE YOU THAT HERE IN THE CITY OF PALM BEACH GARDENS, OUR POLICE FORCE IS DOING A WONDERFUL JOB. WE COULDN'T BE MORE PROUD. WE DO ALL WE CAN IN OUR CITY WITH OUR POLICE. THIS SUMMER, FOR EXAMPLE, WILL HAVE OFFICERS EVERY DAY AT OUR CAMPS TO PROTECT OUR CHILDREN. WE WERE THERE TO THE LAST DAY OF SCHOOL WITH OUR OFFICERS IN HIGH SCHOOLS. AND AFTER THIS MOST RECENT INCIDENT, UNTIL THINGS CHANGE AT THE NATIONAL AND STATE LEVEL, WE NEED OUR OFFICERS PRESENCE INSIDE AND OUTSIDE OUR SCHOOLS. AND I KNOW OUR CITY WILL DO EVERYTHING THEY CAN TO PROTECT OUR CHILDREN. SO I JUST WANTED TO SHARE THAT AND LET YOU KNOW WE ARE IN GOOD HANDS AND TO THANK OUR POLICE STAFF. MAYOR. I GOT SOMETHING TO SAY ON THAT REAL QUICK, TOO, IF YOU DON'T MIND. SO WE ALL GET WE ALL GET PUT INTO THESE POSITIONS SO WE CAN BE PLACES. WE HAVE VOICES FOR THE CITY. HELP THE CITY MANAGER WITH INFORMATION THAT'S GOING ON AROUND THE COMMUNITY, WHICH IS ONE OF OUR BIG JOBS. SO. WHEN WE WHEN WE DO REORGANIZATION EVERY YEAR, WE APPOINT EACH OTHER TO BOARDS AND STUFF LIKE THAT. AND WE ALL KNOW THAT CHELSEA IS THE VICE CHAIR OF THE PALM BEACH COUNTY TRANSPORTATION PLANNING AGENCY, WHICH IS A VERY IMPORTANT BOARD TO, YOU KNOW, HOW TRAFFIC IT GETS MOVED. HOW. YOU KNOW HOW THE MONEY IS GOING TO BE ALLOTTED IN CERTAIN. YOU KNOW, JURISDICTIONS AROUND THE COUNTY. BUT SHE WAS ALSO JUST APPOINTED SECOND VICE CHAIR OR SECOND VICE PRESIDENT. WHATEVER IT IS, IT'S SECOND VICE PRESIDENT OF THE LEAGUE OF CITIES. AND I ASSUME SHE'LL PROBABLY BE PRESIDENT IN 2024, I THINK. RIGHT. I CHECKED INTO THAT. IT'S 2024. SO AND SHE WAS ALSO JUST VOTED IN AS CHAIR OF THE TRANSPORTATION DISADVANTAGED LOCAL COORDINATING BOARD FOR PALM TRAN AND THE TPA. SO I JUST WANTED TO BRING THAT OUT BECAUSE. THOSE ARE THOSE ARE IMPORTANT BOARDS. YOU BRING GOOD INFORMATION BACK TO THE CITY, HELPS THE CITY MANAGER GET THAT INFORMATION. AND I JUST WANTED TO BRING IT TO HIGHLIGHT. I LIKE WHEN STAFF NEEDS TO BE PRAISED. I DO IT. AND I THOUGHT THAT THOSE WERE MILESTONES FOR YOU. SO I JUST WANTED TO BRING IT UP AND SAY, I'M PROUD OF YOU. YOU'RE DOING A GREAT JOB. THANK YOU, CARL. YOU BET. AND LOOK AT THE PICTURE, CHELSEA. OH, WOW. I'M SORRY. RON ARE YOU TRYING TO SAY SOMETHING THAT WAS ALSO A REQUEST OF COUNCIL MEMBER TWINS? OH, MY GOSH. YOU GUYS, BY THIS PICTURE, UNBEKNOWNST TO YOU, YOU GUYS SAID I NEED YOU TO THANK YOU FOR STEALING MY THUNDER. I HAD NO CLUE. OH, GOOD. I'LL GET IT. DOESN'T MATTER. IT'S AS LONG AS THE MESSAGE GETS OUT, IT'S ALL THAT MATTERS. AND THE REASON FOR THE 5:00 MEETING THIS MONTH IS CHELSEA IS NOMINATED FOR A LEADERSHIP PALM BEACH COUNTY AWARD IN THE GOVERNMENT CATEGORY TONIGHT. I'M GETTING PATHETIC. YOU GOT. NO, I JUST. I'M JUST LET DOWN. NO, IT'S A REFLECTION OF ALL YOU GUYS. ANYWAY, LET'S GET DOWN TO BUSINESS. NEXT, WE HAVE ANNOUNCEMENTS. [IV. ANNOUNCEMENTS / PRESENTATIONS: ] THANK YOU, GUYS. BY THE WAY, ANNOUNCEMENTS AND PRESENTATIONS, PLEASE, MAY WE START WITH OUR POLICE DEPARTMENT? MAY I PLEASE BRING MR. CHIEF SHANNON TO OUR PODIUM FOR THE POLICE DEPARTMENT OFFICER OF THE YEAR AWARD. THANK YOU. GOOD EVENING, MADAME MAYOR. VICE MAYOR, COUNCIL MEMBERS. FOR THE RECORD, CLINT CHAN AND YOUR CHIEF OF POLICE. [00:05:02] I WANT TO BRING TO YOUR ATTENTION SOME EXTRAORDINARY ACCOMPLISHMENTS BY ONE OF THE MEMBERS OF OUR AGENCY. AND I'D LIKE TO HAVE AGENT TYLER, PLEASE JOIN ME UP HERE. PALM BEACH GARDENS AGENT TYLER WITT IS ASSIGNED TO A DRUG ENFORCEMENT ADMINISTRATION TASK FORCE AND IS OUR DEPARTMENT'S LIAISON WITH OUR FEDERAL COUNTERPARTS ON ALL DRUG RELATED INVESTIGATIONS THROUGHOUT SOUTH FLORIDA. DESPITE CARRYING A LARGE CASELOAD OF FEDERAL DRUG INVESTIGATIONS, TYLER WAS ABLE TO INVESTIGATE 41 CASES INVOLVING NARCOTICS ACTIVITY WITHIN OUR CITY IN 2021. HE ALSO INVESTIGATED A CUBAN DRUG TRAFFICKING ORGANIZATION RESPONSIBLE FOR NUMEROUS KILOGRAMS OF COCAINE COMING INTO NORTHERN PALM BEACH COUNTY. AS A RESULT, NUMEROUS ARRESTS WERE MADE AND NUMEROUS KILOGRAMS OF COCAINE WERE SEIZED, ALONG WITH $1 MILLION IN CASH. HE IS WORKING ON HIGHLY SENSITIVE CASES WITH THE DEA, WITH DEA, WITH HOMELAND SECURITY AND THE US POSTAL INSPECTOR SERVICE THAT STRETCHED FROM LOS ANGELES TO ATLANTA TO SOUTH FLORIDA AND WITH TIES TO MEXICO. WHEN COMPLETED, THESE CASES WOULD RESULT IN OVER 60 ARRESTS THROUGHOUT THE UNITED STATES AND MEXICO INVOLVING ORGANIZED DRUG CARTELS. AGENT WITTE HAS RECEIVED, OR I'M SORRY, EXECUTED 29 SEARCH WARRANTS WITHIN OUR CITY, AND IT WAS RELATED TO TIPS ON OVERDOSE DEATHS. HE WORKED ON SEVEN OVERDOSE DEATH CASES, PUTTING THE OFFENDERS ASSOCIATED WITH THE NARCOTIC SALES IN JAIL. DURING 2021, AGENT WITTE CASES RESULTED IN LARGE SCALE SEIZURES OF CRACK COCAINE, POWDER COCAINE, METHAMPHETAMINE, FENTANYL, THC MARIJUANA AND A VARIETY OF OTHER ILLEGAL PILLS, ALONG WITH THE SEIZURE OF OVER $1.25 MILLION IN US CURRENCY. TYLER POSSESSES AN INCREDIBLE WORK ETHIC AND IS HIGHLY RESPECTED BY ALL OF HIS PEERS FOR FOR HIS EXEMPLARY EFFORTS. HE WAS NAMED PALM BEACH GARDENS OFFICER OF THE YEAR AND RECENTLY WAS SELECTED BY THE PALM BEACH COUNTY CHIEFS ASSOCIATION AS THE 2021 OFFICER OF THE YEAR FOR THE ENTIRE PALM BEACH COUNTY. THIS IS QUITE AN ACCOMPLISHMENT, AS HE IS LITERALLY COMPETING AGAINST THOUSANDS OF OTHER OFFICERS WITHIN THE COUNTY FROM EVERY AGENCY WITHIN PALM BEACH COUNTY. SO THIS IS ALSO THE SECOND TIME IN THE LAST FOUR YEARS THAT A PALM BEACH GARDENS OFFICER HAS HAS ACHIEVED THE COUNTY OFFICER OF THE YEAR, WHICH IS A PRESTIGIOUS AWARD. SO NEEDLESS TO SAY, THIS IS JUST AN EXAMPLE OF SOME OF THE CASES TYLER WORKED ON LAST YEAR. AND NEEDLESS TO SAY, WE'RE EXTREMELY PROUD OF HIM AND HE IS EXTREMELY DESERVING OF THIS AWARD. AND WE WANTED TO MAKE SURE THAT WE BROUGHT HIM BEFORE YOU TO RECOGNIZE HIM. WE LIKE OUR PICTURE TAKEN WITH HIM, PLEASE. HOPEFULLY HE'S NOT THE GUY YOU'RE GOING TO BE COVERING. OKAY. THAT'S EXTRAORDINARY. LIKE. THANK YOU, MARCI. I APPRECIATE THAT. OUR YOUTH PICKLEBALL. YOUTH PICKLEBALL PROGRAM, CZECH PRESENTATION. I'D LIKE TO CALL UP WENDY TATUM, OUR TENNIS DIRECTOR, AND ANDY MOLL, OUR OPERATIONS MANAGER, TO THE PODIUM, PLEASE. THANK YOU. HI. GOOD EVENING. WENDY TATUM, DIRECTOR OF TENNIS. ANIMAL OPERATIONS MANAGER. WE WANT TO TAKE JUST A LITTLE TIME, A LITTLE OF YOUR TIME TO RECAP KIND OF WHERE WE STARTED AND WHERE WE ARE TODAY. [00:10:07] GIVE US A START HERE. SO A FEW YEARS AGO, WE STARTED VERY HUMBLY IN BURNS ROAD, INDOOR GYM. FEW PEOPLE WE HAD STAFF HAD TO JUMP IN TO MAKE THE GAMES HAPPEN. AND TODAY WE HAVE OVER 400 MEMBERS. AND THAT JUST GIVES US A LITTLE RECOGNITION NOTION OF WHAT YOU GUYS KNOW THAT WE'VE DONE AT TENNIS AND NOW WE'VE INCORPORATED OUR PICKLEBALL PROGRAM. WENDY, COULD YOU PLEASE SPEAK INTO THE MICROPHONE? THANK YOU. SORRY. I THINK OUR PICKLEBALL PROGRAM NOW ADDS AND WE WERE THE LEADING FORCE IN THE USTA AND THE TENNIS WORLD OF. TURNING THE TENNIS AND PICKLEBALL CENTER AND COMBINING THEM. SO EVERYONE LOOKED AT US WHEN WE FIRST DID THAT, LIKE, LET'S PICK A BALL. SO WE'LL LEAD A LITTLE BIT INTO THAT WITH WHAT WE'VE DONE WITH THE PROGRAM. SO WE DID HIRE A HEAD PRO, WE WIN WHO HAS DONE A FANTASTIC JOB WITH THE PICKLEBALL. THIS IS JUST A SMALL CONGLOMERATE OF MEMBERS THAT WE HAVE. WE DO ALL KINDS OF CLASSES, ACTIVITIES, EVENTS. SO WE'RE GOING TO GO RIGHT ON TO THE PICKLEBALL BALL. BUT BEFORE THAT, I WANT TO SAY THAT WHEN WE FIRST REALIZED WE WERE GOING TO START PICKLEBALL PROGRAM, WE DIDN'T KNOW MUCH ABOUT IT OURSELVES. SO WE REACHED OUT TO MARTHA AND BOB AND WE SAID, LISTEN, WE'RE GOING TO THINK WE'RE GOING TO DO THIS. CAN YOU HELP US? SO THIS WAS BACK IN 19 MAYBE OR 18 MAYBE. AND BEFORE THAT WE SAT DOWN WITH THEM TALKING ABOUT IT. THEY'VE GUIDED US THROUGH THIS WHOLE ENDEAVOR THAT WE'VE DONE AND WHAT WE'VE BECOME BECAUSE THEIR KNOWLEDGE AND THEY'RE REALLY WANTING TO SHARE WITH US AND MAKE US WHAT WE ARE TODAY AND KEEP US GROWING AND KEEP US. AND THEY'RE ALWAYS ON TOP OF THE CURVE AND LETTING US KNOW WHAT TO DO. SO WE'RE GOING TO START WITH. I MEAN, THIS WAS A PLANNED EVENT. WE ACTUALLY STARTED IT PLANNING IT BEFORE COVID AND WE MOVED IT THREE DIFFERENT DATES BECAUSE OF COVID. BUT WE ENDED UP APRIL 1ST WAS OUR OUR NIGHT FOR THIS. THEY RALLIED THE PICKLEBALL COMMUNITY. THEY SOLD THEY SOLD OUT. THEY SELL TICKETS. AND DO WE HAVE MORE PICTURES OF THEM? I THINK WE DO DO SO. THIS IS JUST A FEW MORE PICTURES OF THAT EVENING. BUT DURING THAT EVENING, THEY RAFFLED, THEY DANCED, THEY HAD MUSIC, THEY HAD A BLAST. AND THEY ENDED UP RAISING FOR OUR JUNIOR PROGRAM. AND THIS IS WHAT'S ALSO REALLY DIFFERENT ABOUT IT. THEY'RE ON THE CURVE OF WHEN YOU LOOK AT PICKLEBALL, EVERYONE SAYS, OH, THAT'S WHAT PEOPLE DO AFTER TENNIS. THEY GO INTO PICKLEBALL. BUT THESE GUYS ARE AHEAD OF IT AND THEY'RE LIKE, WE WANT TO REALLY GIVE IT TO OUR JUNIORS, GET THEM OUT THERE. THIS MONEY WE'RE RAISING IS JUST FOR YOUR JUNIOR PROGRAM. SO WE WERE LIKE, YEAH, LET'S DO IT. AND SO WE WE STARTED LAST SUMMER ON THAT WITH THEIR HELP TOO, WITH THE PICKLEBALL PROGRAM, WITH THE JUNIORS, AND NOW WITH THIS PICKLEBALL BALL. AND THIS SEEMS TO BE LIKE IT'S GOING TO BE A THING. SO WITH THIS PICKLEBALL BALL THIS YEAR, JUST FROM THIS ONE PARTY AND THIS ONE EVENT, THEY RAISED $11,000 TO SPONSOR OUR PROGRAMS. WITH THAT, WE'RE GOING TO BE ADDING MORE PROGRAMS. WE'RE GOING TO DO AFTER SCHOOL PROGRAMS. WE'RE GOING TO ADD CLASSES, CAMPS. WE HAVE CAMPS THIS SUMMER RUNNING. IT'S GOING TO PAY FOR OUR PROS, OUR EQUIPMENT. SO WE ARE ON THE EDGE OF NOT ONLY THE PICKLEBALL PROGRAM WITH THE ADULTS, BUT NOW WE'VE ADDED THE KIDS. AND I THINK TO COME IS GOING TO ALSO BE THE SPECIAL NEEDS, PICKLEBALL SPECIAL NEEDS. AND WE'RE JUST GOING TO JUST KEEP GOING. YEAH. AND WITH THE CAMP, WE ACTUALLY ARE SOLD OUT ALL FIVE WEEKS ALREADY. SO WE CAN GET MORE PROS. I MEAN, WE HAVE A WAITLIST A MILE LONG, SO. AND IT'S NO CHARGE TO THE KIDS BECAUSE OF THEM. DON'T. SO. YEAH. SO WITH THAT, I'M GOING TO SAY ONE THING BEFORE I BRING THEM UP. WE FIRST, IT'S MARTHA AND BOB GILBERT. I KNOW SOME OF YOU PROBABLY KNOW THEM. THEY WERE THE ONES THAT SAT WITH US. THESE ARE THE KIND OF THE BOARD THAT WE MET WITH LEADING UP TO THE EVENT THAT WE WORKED EVERYTHING OUT WITH, AND DENA SCHWARTZ AND THEN BONNIE WILKES. SO THIS WAS OUR CREW AND OUR PARTNERSHIP THAT HELPED US GET TO WHERE WE WERE WITH THIS PICKLEBALL BALL. BUT WE HAVE A LITTLE GIFT FOR THEM THAT WE WANTED TO MAKE SURE THAT THEY KNEW THAT WE THOUGHT THAT THEY WERE A REALLY BIG DEAL. AND SO WE'RE GIVING THEM A SHIRT. AND THEN BEFORE I CALL THEM UP, I WANT TO ANNOUNCE TO THAT THEY MAY NOT KNOW IT BECAUSE I KIND OF ALLUDED TO IT A LITTLE BIT, BUT I KNOW YOU GUYS PROBABLY DON'T KNOW IT. WE JUST SECURED THE WORLD PICKLEBALL OPEN. IT'S GOING TO HAPPEN AT OUR FACILITY IN NOVEMBER THE 17TH THROUGH THE 20TH. WHAT IS REALLY GOING TO HAPPEN IS THEY'RE GOING TO COME IN AND RESURFACE OUR HARD TENNIS COURTS TO PICKLEBALL COURTS. AND THEN THEY'RE GOING TO WHEN THE EVENTS OVER, THEY'RE COMING BACK IN AND FLIPPING THEM BACK TO TENNIS. SO IT'S GOING TO BE A BIG EVENT. WE'RE EXPECTING PROBABLY 500 PLUS PRO AND AMATEUR PLAYERS. WENDY, I'M SORRY, COULD YOU REPEAT THE DATE FOR THAT AGAIN? IT'S GOING TO BE NOVEMBER 17TH THROUGH THE 20TH. THE 16TH IS GOING TO BE AN EXHIBITION TO START AT THE EVENING OF THE 16TH. BUT THE ACTUAL TOURNAMENT STARTS NOVEMBER 17TH. YOU'LL HEAR A LOT MORE ABOUT IT, BUT. [00:15:01] JUST THE START OF IT. IT'S JUST THE START OF IT. SO WITH THAT, I'M GOING TO BRING THESE GUYS UP. NOW. AND I'VE GOT TO SAY ONE THING. SO THIS IS SHULA'S, BONNIE. SHE'S. BUT I'M GOING TO TELL YOU, SHE WAS THE BIGGEST DANCER THAT NIGHT. SO IT WAS THESE SHOES. SO WITH THAT WILL GO AHEAD. OH, AND MARTHA WANTS TO SAY, IF YOU WANT TO SAY A FEW WORDS, IF YOU DON'T MIND. MARTHA GILBERT, A VERY PROUD RESIDENT OF PALM BEACH GARDENS. MADAM MAYOR, VICE MAYOR AND COUNCIL MEMBERS, WE WANT TO THANK YOU FOR BEING SO RESPONSIVE TO US. 2015 IS ACTUALLY WHEN BOB AND I FIRST CAME TO YOU AND SAID, HEY, THEY'RE KICKING US OUT OF THE COMMUNITY CENTER, WOULD YOU BUILD US SOME COURTS? PALM BEACH GARDENS HAS BEEN KNOWN IN THE COUNTY AS BEING THE MOST RESPONSIVE CITY TO PICKLEBALL PLAYERS. EVERYBODY KNOWS THIS. WE WANT TO THANK CHARLOTTE AND WENDY AND THEIR STAFF FOR THE VISION THEY'VE HAD IN HELPING US REALLY DEVELOP THIS PROGRAM. OVER THE LAST TWO YEARS, THE NUMBER OF PICKLEBALL PLAYERS IN THE COUNTRY HAS GROWN BY 30%. WE'RE UP TO 4.8 MILLION NOW. THE FORECAST BY THE END OF THE OF THIS DECADE IS 40 MILLION PLAYERS. THE AVERAGE AGE RIGHT NOW IS 42. IT'S NOT JUST AN OLD PERSON'S SPORT. THE NUMBER ONE MEN'S PRO PLAYER IS 22 YEARS OLD AND THE NUMBER ONE WOMAN'S FEMALE PLAYER IS THE PRO PLAYER IS 15. IF IT GIVES YOU ANY IDEA. SO THAT'S WHY WE'RE VERY EXCITED AND WHY WE'VE BEEN PUSHING SO HARD TO GET THIS YOUTH PICKLEBALL PROGRAM GOING. IT'S REALLY THE FUTURE OF THE SPORT, AND WE'D LIKE FOR YOU TO CONSIDER THE FUTURE OF PICKLEBALL AND PALM BEACH GARDENS. WE ENCOURAGE YOU TO START THINKING ABOUT RIGHT NOW A DEDICATED PICKLEBALL FACILITY AT RUSSO OR ELSEWHERE THAT WOULD HAVE 30 OR MORE COURTS. COLLIER COUNTY AND THE CITY OF NAPLES TOOK ONE OF THEIR COMMUNITY PARKS AND TURNED IT INTO 60 COURTS. THEY JUST HELD THE US OPEN, WHICH THEY HOLD EVERY YEAR THERE, AND IN EIGHT DAYS THEY BROUGHT IN $9 MILLION FOR THEIR COMMUNITY THROUGH THAT TOURNAMENT. THEY USE THAT FACILITY YEAR ROUND. IT'S A HUGE DESTINATION SPORTS FACILITY FOR PEOPLE ALL OVER THE WORLD. NOW, WE THINK WE COULD HAVE SOMETHING VERY SIMILAR, MAYBE NOT QUITE AS BIG, BUT SOMETHING VERY SIMILAR HERE THAT COULD BE USED ALL YEAR ROUND, INCLUDING THE SUMMER MONTHS THAT WE COULD USE TO HOST REALLY LARGE TOURNAMENTS. AND THAT WOULD REALLY BE IN SUPPORT OF KIND OF THE GOAL OF THIS AREA BEING A MAJOR SPORTS DESTINATION. SO IN CLOSING, I WANT TO THANK OUR PICKLE. WE CALL IT THE PICKLE BALL, DINNER, DANCE. I WANT TO THANK THE PLANNING COMMITTEE, WHICH IS DENA SCHWARTZ, BONNIE WILKS, MY HUSBAND, BOB GILBERT. IT WAS BOB'S IDEA, BY THE WAY, DURING THE PANDEMIC TO COME UP WITH A PICKLE BALL. AND ALSO GREG WOLF, WHO'S NOT HERE TONIGHT. AND I WANT TO SPECIFICALLY CALL HIM OUT. HE AND HIS WIFE SPONSORED THE UNDERWROTE THE FOOD AND THE BAND FOR THIS EVENT SO THAT ALL OF THE MONEY COULD COME TO THE CITY. SO HE'S A NEW JERSEY, COULDN'T BE HERE, BUT WITH GREAT THANKS TO HIM AND WITH ALL THE OTHER PICKLEBALL PLAYERS IN THIS COMMUNITY WHO PARTICIPATED. WE'D LIKE TO GIVE YOU A CHECK. FOR $11,260. BEFORE YOU STEP AWAY. I'M NOT SURE IF WE HAVE TO GET YOUR NAME AND ADDRESS. MARTHA GILBERT SIX GILLARD COURT PALM BEACH GARDENS. THANK YOU AND THANK YOU ALL SO MUCH FOR GOING TO COME DOWN AND TAKE ANOTHER PICTURE. ALL RIGHT. [00:20:04] ALL RIGHT. I'LL. THANK YOU, MADAM MAYOR. YOU ARE BIG BILLS BEFORE YOU. BEFORE YOU ALL LEAVE. COULD I JUST 1/2? YES, PLEASE, IF I MAY. IN NEXT YEAR'S BUDGET, WE HAVE PROVIDED WITH YOUR APPROVAL OF THE BUDGET FUNDS TO BUILD SIX MORE PICKLEBALL COURTS AT THE FACILITY, WHICH WILL GIVE YOU MORE THAN 20 NEXT. ONCE WE FINISH THOSE NEXT YEAR. AND JUST TO ADD, I REMEMBER BACK WHEN I WAS FIRST ON THE COUNCIL AND I WAS APPOINTED, DON'T ASK ME WHY TO THE PARKS AND REC ADVISORY BOARD. AND I THINK CHARLOTTE WAS THE LIAISON. AND I REMEMBER MARTHA COMING TO THE PARK AND REC ADVISORY BOARD ASKING FOR A PICKLEBALL COURT ONE AND THAT WAS MANY YEARS AGO. AND LOOK AT WHERE WE ARE NOW. SO AND NOBODY YOU'RE RIGHT, KNEW WHAT PICKLEBALL WAS. YOU HAD TO EXPLAIN IT TO ALL OF US. SO I THOUGHT IT WAS JUST ME, BUT IT WASN'T. ANYWAY, THANK YOU. THANK YOU ALL FOR YOUR INVOLVEMENT. THANK YOU. ALL RIGHT. MOVING ALONG NEXT. WE HAVE FISCAL YEAR. NO. ALL RIGHT. WHERE ARE THEY GOING TO BE? THOSE EXTRA COINS IN THE VACANT PROPERTY RIGHT NEXT TO THE CONCESSION. IT WAS ALWAYS FUTURE PLAN FOR THAT ANYWAY. THANK YOU. ALL RIGHT. SO NEXT WE HAVE FISCAL YEAR 2021 ANNUAL COMPREHENSIVE FINANCIAL REPORT. AND I HAVE I SEE WE HAVE SEAN O'BRIEN AT THE PODIUM, OUR DEPUTY FINANCE ADMINISTRATOR. PLEASE GO AHEAD. GOOD EVENING FOR THE PRESENTATION OF THE 2021 ANNUAL COMPREHENSIVE FINANCIAL REPORT. I WOULD LIKE TO INTRODUCE BRANDON LOPEZ, SENIOR MANAGER WITH THE ACCOUNTING FIRM MARCUM, WHO'S GOING TO GIVE A BRIEF OVERVIEW OF THE RESULTS. BRENDAN. GOOD EVENING, MAYOR AND COUNCIL MEMBERS. MY NAME IS BRANDON LOPEZ. I'M A SENIOR MANAGER WITH MARCUM, WHERE YOU'RE EXTERNAL AUDITORS. AND I'M HERE TODAY TO PRESENT THE ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR THE FISCAL YEAR ENDED SEPTEMBER 30, 2021. IT'S A LENGTHY DOCUMENT. IT'S ABOUT LIKE 150 PAGES. SO I'M GOING TO KEEP IT TO JUST THE MAJOR POINTS. AND IF YOU HAVE ANY SPECIFIC QUESTIONS, WE CAN GO THROUGH THEM AT THAT POINT. MOST IMPORTANTLY, IF YOU'RE FOLLOWING ALONG, WE'RE GOING TO GO TO PRINTED PAGE ONE, AND THAT IS THE INDEPENDENT AUDITOR'S REPORT. AND IN THAT REPORT, IT KIND OF GOES THROUGH WHAT WE'RE GIVING AN OPINION ON WHAT ARE MANAGEMENT'S RESPONSIBILITIES, WHAT ARE OUR RESPONSIBILITIES AS THE AUDITOR? BUT MOST IMPORTANTLY IS THE FOLLOWING PAGE, WHICH IS PRINTED PAGE TWO, WHICH IS THE OPINION. AND THAT OPINION IS AN UNMODIFIED OPINION. IT'S A CLEAN OPINION. IT'S REALLY THE ONLY OPINION YOU AS A AS A COUNCIL AND AS A CITY WANT TO BE ASSOCIATED WITH. SO WE'RE VERY HAPPY TO LET THE CITY KNOW THAT THEY DID RECEIVE A CLEAN, UNMODIFIED OPINION. AND BEFORE I CONTINUE, I JUST WANT TO MENTION THE REASON WHY WE'RE HERE TODAY IS BECAUSE OF THE HARD WORK OF ALAN AND SEAN AND THEIR TEAM. THESE LAST COUPLE OF YEARS HAVE BEEN A VERY DIFFERENT YEAR WHEN IT COMES TO AUDITING. OBVIOUSLY EVERYTHING WE DO IN LIFE, IT'S BEEN A LOT MORE REMOTE. BUT ONE THING THAT I WANT TO MENTION AND MAKE SURE I GIVE CREDIT TO IS WHENEVER THERE IS A REQUEST, WHENEVER THERE IS A QUESTION, THE INFORMATION WAS THERE FOR US. WHENEVER WE HAD TO LOOK AT SOMETHING, IT WAS PROVIDED TO US IN A TIMELY MANNER. SO WE'RE HERE TODAY TO ISSUE THIS CLEAN REPORT BECAUSE OF THEIR HARD WORK. SO I WANT TO MAKE SURE I MENTIONED THAT. WE CONTINUE ALONG. THERE'S ONLY ONE THING THAT I WANT TO MENTION. IT'S A LENGTHY DOCUMENT, BUT THERE'S A SECTION CALLED MANAGEMENT'S DISCUSSION AND ANALYSIS AND THESE TEN OR SO PAGES, WHAT IT DOES IS IT GIVES A COMPARISON OF PRIOR YEAR AND CURRENT YEAR, AND IT GIVES THE READER AN EXPLANATION OF WHAT VARIANCES, WHAT CHANGES HAPPENED DURING THE YEAR AND WHY. SO IF THERE'S ANYTHING YOU DO READ IN THIS DOCUMENT, THOSE TEN OR SO PAGES GIVES YOU A REALLY GOOD OVERVIEW OF KIND OF WHAT HAPPENED DURING THE YEAR, WHY, AND WHAT ARE THE ECONOMIC OUTLOOKS GOING FORWARD. ONE THING I WANT TO MENTION ALSO IS THERE ARE NO SIGNIFICANT AUDITOR ADJUSTMENTS. SO THE NUMBERS THAT YOU SEE IN THIS REPORT ARE THOSE THAT HAVE BEEN PRESENTED ON A MONTHLY BASIS. NO ADJUSTMENTS WERE MADE BY THE AUDITORS. LASTLY, THIS FINANCIAL STATEMENT AUDITS. THERE'S TWO COMPONENTS. THERE'S THE FINANCIAL STATEMENT, BUT THERE'S ALSO A COMPLIANCE AUDIT BECAUSE IT'S A GOVERNMENTAL ENTITY UNDER GOVERNMENT AUDITING STANDARDS. AND THERE'S MULTIPLE COMPLIANCE REPORTS IN THIS DOCUMENT. AND ESSENTIALLY, IF THERE WERE ANY FINDINGS, IF THERE WERE ANY NONCOMPLIANCE ISSUES, WE WOULD BE REQUIRED TO REPORT THEM IN WRITING AND VERBALLY. AND I'M HAPPY TO LET THE CITY KNOW IN THE COUNCIL THAT THERE WERE NO SUCH ISSUES BASED ON THE PROCEDURES REFORM, THERE WERE NO NONCOMPLIANCE, NOTHING THAT ROSE TO A LEVEL OF WHAT'S CALLED A SIGNIFICANT DEFICIENCY OR MATERIAL WEAKNESS, NOTHING LIKE THAT. AND ONE THING THAT WE'RE ACTUALLY REQUIRED TO DO IS ALSO PERFORM WHAT'S CALLED A FINANCIAL CONDITION ASSESSMENT. AND WE HAVE TO REPORT THAT TO THE FLORIDA AUDITOR GENERAL. AND IN THAT ASSESSMENT, WHAT WE DO IS WE COMPARE THE CITY AND THEIR NUMBERS. IT'S A FIVE YEAR TREND ANALYSIS AND WE COMPARE THAT TO YOUR PEERS. [00:25:04] AND IN THAT ANALYSIS, WE ACTUALLY WERE ABLE TO DETERMINE THAT THERE'S A FAVORABLE FUTURE OUTLOOK AND A FAVORABLE WHEN YOU GO BACK FIVE YEARS. SO THE CITY IS IN A VERY GOOD POSITION NOT JUST FOR THEMSELVES IN THE FIVE YEAR TREND, BUT ALSO IN COMPARISON TO THEIR PEERS. SO I'M VERY HAPPY TO LET THE CITY KNOW THAT. SO THAT COVERS KIND OF THE HIGH LEVEL TOPICS THAT I WANTED TO DISCUSS. I DIDN'T KNOW IF THERE ARE ANY SPECIFIC QUESTIONS THAT YOU HAD FOR MYSELF. DOES ANYONE HAVE ANY SPECIFIC QUESTIONS? NO, THANK YOU VERY MUCH. WE WANT TO SAY THANK YOU, ESPECIALLY TO ALAN AND SEAN AND TO YOUR DEPARTMENT FOR DOING SUCH EXCELLENT WORK THAT IT WAS IMMACULATE, IT SOUNDS LIKE. ABSOLUTELY. ALL RIGHT. THANK YOU SO MUCH FOR YOUR TIME. I APPRECIATE IT. THANK YOU. [V. COMMENTS FROM THE PUBLIC: ] ALL RIGHT. NEXT, WE HAVE COMMENTS FROM THE PUBLIC. I DO HAVE ONE CARD, FOUR ITEMS NOT ON THE AGENDA. COULD I PLEASE HAVE MR.. I'M NOT GOING TO SAY THIS. MANOLO CALVO. COME TO THE. HI. HOW ARE YOU? COME TO THE PODIUM, PLEASE. IF YOU COULD STATE YOUR NAME, ADDRESS AND HOW TO PROPERLY PRONOUNCE YOUR NAME. I'M SORRY FOR THAT. THANK YOU, MANOLO. OH, I KNOW THAT MANOLO BLAHNIK GOT IT. YEAH. OKAY. THANK YOU. AND YOU'LL HAVE 3 MINUTES. THANK YOU. THANK YOU. SO, I'M MANOLO CALVO. I LIVE IN PALM BEACH GARDENS AT 1078 FALKNER TERRACE. SORRY. BECAUSE YOU SPEAK INTO THE MICROPHONE, PLEASE. THANK YOU. I'M MANOLO CALVO. I LIVE AT 1078 FALKNER TERRACE IN PALM BEACH GARDENS, AND I AM THE THE PRESIDENT OF THE SOCCER DIVISION FOR THE PALM BEACH YOUTH ATHLETIC ASSOCIATION. SO I THOUGHT THAT TONIGHT WOULD BE A GREAT TIME TO COME SPEAK TO YOU IN THE SENSE THAT I WANTED TO SHARE WITH YOU SOME OF THE ACCOMPLISHMENTS THAT WE HAVE HAD WITH THE SOCCER DIVISION. SO, FIRST OF ALL, OVER THE LAST EIGHT YEARS, WE'VE DEVELOPED A CLUB INTO A CRITICAL MASS THAT ALLOWS US TO REALLY BENEFIT AT THIS POINT. IT TAKES A WHILE TO BUILD THE PLAYERS AND TO HAVE ENOUGH PLAYERS AND THE FACILITIES AND EVERYTHING WORKED OUT SO THAT YOU CAN START PLAYING TOP SOCCER. AND WE ARE ACTUALLY AT THAT POINT WITH THE CRITICAL MASS. WE HAVE OVER 1000 RECREATIONAL PLAYERS. THE RECREATIONAL PLAYERS, AS YOU PROBABLY KNOW, ARE RUN BY PARENTS AND VOLUNTEERS. IT'S IT'S IT'S AN INCREDIBLE PROGRAM. AND I THINK SECOND TO NONE IN ALL OF FLORIDA. THE THE TRAVEL PROGRAM IS 600 PLUS CHILDREN OR FAMILIES THAT WE HAVE IN THERE. AND AND WE HAVE MANAGED TO DRAW IN TWO OF THE LEAGUES, WHICH WOULD BE THE GIRLS ACADEMY ON THE GIRLS SIDE AND THE NNL ON THE BOYS SIDE. SO THAT'S TOP DRAWER SOCCER GETTING PLAYED RIGHT HERE IN IN YOUR CITY. WE ALSO HAVE TO ANNOUNCE THAT WE HAVE 25 KIDS THAT GOT RECRUITED OR THAT ARE GOING TO COLLEGE THANKS TO THEIR SOCCER OPPORTUNITY. HERE AT PALM BEACH GARDENS. WE ALSO HAVE 16 OUT OF THE 12 TEAMS THAT WE HAVE IN THE ELITE LEAGUES WE HAVE. SIX TEAMS, THREE GIRL TEAMS AND THREE BOY TEAMS THAT ARE GOING TO THE NATIONALS. THAT'S QUITE AN ACCOMPLISHMENT FOR A LITTLE CITY THAT IS UP AGAINST GREAT BIG CITIES LIKE JACKSONVILLE AND MIAMI, ORLANDO, ETC.. AND AND YOU SHOULD KNOW THAT WE ARE VERY DIVIDED IN THE PROGRAM BETWEEN BOYS AND GIRLS. LIKE WE'RE ALMOST STRAIGHT DOWN THE LINE. 50% GIRLS, 50% BOYS. I DON'T KNOW THAT TOO MANY SPORTS ACHIEVE THAT AND. ALSO, I WANT TO POINT OUT THAT WE PROBABLY BRING IN WITH OUR TOURNAMENTS. WE HOST TWO TOURNAMENTS AND WE HOST A LOT OF HOME GAMES WHERE A LOT OF TEAMS COME FROM ALL OVER TO PLAY HERE. AND WE ESTIMATE THAT THAT PROBABLY BRINGS IN ABOUT TWO AND A HALF MILLION DOLLARS IN REVENUES TO THE BUSINESSES, HOTELS, ETC.. AND LASTLY, I JUST WANT TO THANK THE CITY BECAUSE WITHOUT THEM, WE'D BE NOBODY. THOSE FIELDS ARE SECOND TO NONE AND WE'RE VERY GRATEFUL TO BE ABLE TO USE THEM. AND WE THINK THEY'VE DONE A GREAT JOB IN SUPPORTING OUR PROGRAM. AND THAT'S IT. WOW. ON THE NOSE. THANK YOU. THANK YOU SO MUCH FOR SHARING THAT. THANK YOU. THAT'S REALLY IMPRESSIVE ABOUT THE 16 STUDENTS THAT WERE RECRUITED FOR I'M SORRY, 25 FOR COLLEGE. THAT'S EXTRAORDINARY. AND THE 50 FIFTY'S GREAT. THANK YOU FOR COMING TONIGHT. WE REALLY APPRECIATE IT. DO YOU WANT TO ADD ANYTHING? I KNOW, MARK, YOU SPEND A LOT OF YOUR TIME ON THOSE FIELDS. IS THERE ANYTHING YOU WANT TO SHARE? I MEAN, TRAVEL, SPORTS AS A WHOLE IS SUCH A SUCH AN IMPORTANT FACTOR FOR GROWTH AND DEVELOPMENT OF OUR KIDS AND OUR REGION. HAVING PALM BEACH GARDENS AS THE CENTER OF NORTH COUNTY AS THE PLACE FOR THE KIDS TO COME AND AND PLAY AT THAT LEVEL IS PRETTY EXCITING. [00:30:03] WHEN MY KIDS WERE LITTLE, WE WERE DREAMING OF HAVING THE OPPORTUNITY AND EVEN THOUGH MY KIDS CHOSE NOT TO PURSUE IT AT THAT LEVEL, MY OLDER SON IS THAT THE CO-CAPTAIN OF THE FSU TRAVEL SOCCER CLUB TEAM, AND IT'S BECAUSE OF THAT. SO I KNOW THERE'S A CHALLENGE WHEN IT COMES TO SPACE. THE PROGRAMS ARE HUGE, THE COMMUNITY IS GROWING. I KNOW THE STAFF WORK EXTREMELY HARD TRYING TO MAKE SURE THAT ALL THE SPORTS ARE REPRESENTED. BUT I JUST WANT TO MAKE SURE THAT OUR KIDS THAT COME TO THIS AREA FROM THE CITY OR FROM THE SURROUNDING NEIGHBORHOOD CITIES GET THE OPPORTUNITY TO LIVE OUT A DREAM AND THAT THE PARENTS AND THE FAMILIES AND YOU GUYS ALL THE TIME AND ENERGY YOU GUYS PUT IN TO MAKING SURE THAT THOSE KIDS HAVE THE PROPER COACHING, THE PROPER SPACE, THE PROPER STRUCTURE THAT'S REALLY HARD TO DO. AND YOU GUYS WORK MUCH HARDER THAN I THINK ANYBODY GIVES YOU CREDIT FOR AND CREDIT TO TIM AND THE STAFF, CHARLOTTE AND EVERYONE ELSE TRYING TO FIND A WAY TO MAKE IT WORK SO THAT YOU GUYS CAN TRY TO MAKE SURE THAT ALL THE SPORTS ARE REPRESENTED AND ALL THE KIDS, THE FIELDS ARE MAINTAINED AT THE HIGHEST LEVEL. AND IT'S NOT EASY. AND I KNOW THAT YOU GUYS ARE WORKING REALLY HARD TOGETHER TO KIND OF COME UP WITH A FORMULA THAT WORKS FOR EVERYBODY. SO I ENCOURAGE YOU TO KEEP WORKING AT IT, KEEP PALM BEACH GARDENS THE PINNACLE OF, OF OF NORTH COUNTY SPORTS. AND I HAVE CONFIDENCE IN ALL OF YOU, AND I THANK YOU ALL. AND THANKS FOR COMING TONIGHT. I KNOW YOU'RE COMING TONIGHT. THANK YOU. THANK YOU SO MUCH, MARK. IT MEANS A LOT AND THANK YOU FOR COMING. [VI. CITY MANAGER REPORT: ] SO NEXT, WE HAVE OUR CITY MANAGER REPORT. RON, DO YOU HAVE A REPORT THIS EVENING? THANK YOU, MAYOR. COUNCILMEMBERS. I HAVE THREE NO TWO ITEMS TO BRING TO YOUR ATTENTION TO THIS EVENING SINCE COUNCILMAN WOULD STILL ONE OF MINE SO GOLFER GOLF COURSE EXPANSION AND OUR AQUATICS POOL COMPLEX I'VE TOLD YOU THAT WOULD CONTINUE TO BRING YOU UPDATES. I'VE ASKED FOR SOME AERIAL VIEWS OF WHAT'S GOING ON AT OUR GOLF COURSE. THE PROGRESS IS BEING MADE AT THE POOL. SO I'LL GIVE YOU A VERY BRIEF PRESENTATION. OUR CITY ENGINEER, TODD ENGEL. GOOD EVENING, COUNSEL. TODD ENGELS, CITY ENGINEER. JUST WANTED TO BRING YOU A BRIEF UPDATE OF WHERE WE ARE WITH THOSE TWO PROJECTS. I'M LOSING THE MICROPHONE HERE. SO AT THE AQUATIC CENTER, I'M HAPPY TO SAY AFTER TWO MONTHS OF SCHEDULING AND WAITING, WE POURED OUR 16,000 SQUARE FOOT DECK THIS WEEK. WE ACTUALLY POURED IT TUESDAY MORNING. THIS IS A PICTURE WE FLOW JUST AFTER THAT. THIS WILL ALLOW US TO FINALLY GET TOGETHER AND COMPLETE THIS PROJECT TO THE PLASTER ROOM OF THE POOL AND THEN START TO INSTALL ALL THE FUN TOOLS, THE SLIDES, THE SPRAY FEATURES. ANOTHER SLIDE THAT WE HAVE GOING ON, WE WILL START TO FILL THE POOL PROBABLY MID-JULY. OUR SLIDE SHOWS UP AT THE END OF JULY THAT WILL BE INSTALLED. WE'LL START TRAINING LIFEGUARDS AND OUR GOAL IS TO GET OPEN BY THE END OF THIS SUMMER. DON'T FORGET, COUNCIL GETS FIRST SLIDE ON THE SLIDE. CARL GOES FIRST AND IF IT HOLDS HIM AND THEN EVERYONE KNOWS WHO WE WERE, WE WERE ASKING WHAT'S THE WEIGHT LIMIT AND HAS IT BEEN REINFORCED? YES, THAT'S ALL WE NEEDED. I APOLOGIZE. PLEASE CONTINUE. SO OUT ON THE GOLF COURSE, WE ARE ACTUALLY STARTING TO GRASP. IF YOU CAN SEE THIS IS AN AERIAL SHOT OF THE ENTIRE GOLF COURSE. WE'RE THIS AREA UP HERE WHERE YOU CAN FINALLY SEE THE GRASS. THAT IS THE PRACTICE AREA. THIS WHOLE AREA IS THE DRIVING RANGE. WE'VE SPRINTED HALF OF THE DRIVING RANGE AND WE ANTICIPATE SPRING IN THE OTHER HALF THIS WEEK. THAT REPRESENTS ABOUT A THIRD OF THE COURSE AND WE'RE GOING TO KEEP MOVING FROM EAST TO WEST AS WE COMPLETE THE PROJECT. THESE THINGS YOU SEE HERE ARE THE FINAL THREE GREENS BEING BUILT ON THE ACTUAL COURSE ITSELF. THEN WE HAVE TWO OTHER MINOR GREENS. WE HAVE A PRACTICE GREEN AND THE CHIPPING GREEN AND WE HAVE A VERY LARGE, ALMOST AN ACRE 18 HOLE PUTTING GREEN OVER HERE TO BUILD. SO ONCE WE COMPLETE THOSE GREENS ARE IRRIGATION PUMP STATION SHOWS UP NEXT WEEK WE'LL BE INSTALLED RIGHT AWAY. WE'LL START TO IRRIGATE AND WE'LL BE GRASSING FROM EAST TO WEST. SO IT'S GOING TO BE VERY EXCITING. WE'VE GOT SOME NICE AERIAL PICTURES TO SHOW YOU GUYS. THIS IS THE ENTRANCE THAT WILL BE INTO THE GOLF COURSE COMMUNITY HERE. THIS WILL BE ALL LAKES. THE ENTRANCE WILL COME AROUND AND GO TO THE NEW CLUBHOUSE. THIS IS THE AVENUE, YOUR NEW CLUBHOUSE HERE. SO WE COMPLIMENTS OUR ENTRANCE AS WE CAN SEE THEIR CLUBHOUSES. WE'RE COMING IN HERE AND YOU CAN SEE THE DEVELOPMENT FORMING OUT IN THE AVENUE PROJECT. THIS IS THE ANCIENT TREE PROJECT. THEIR VIEW OUT OF OUR GOLF COURSE. THIS IS 918 RIGHT HERE. AND THIS IS THE 19TH HOLE WHICH WHEN THE WATER COMES UP, WILL ACTUALLY BE AN ISLAND GREEN OUT THERE. SO WE'LL BE SURROUNDED COMPLETELY BY WATER. AGAIN, THIS IS THE PRACTICE TEE THAT'S BEEN GRASPED AND THE SPRIGGS ARE DOWN. YOU JUST CAN'T. THEY'LL GROW RIGHT OUT OF THE GROUND. THIS IS A VIEW OF HOW OUR TWO COURSES ARE GOING TO WORK TOGETHER. YOU CAN SEE AS YOU COME INTO OUR CLUBHOUSE HERE, THIS WILL BE THE NEW ROADWAY. YOU CAN SEE THAT STARTING TO TAKE SHAPE, THAT WE'LL CONNECT TO THE AVANIR PROJECT AND OF COURSE, BONDING HOW OUR TWO CLUBHOUSES IN OUR GOLF COURSES WILL WORK TOGETHER. AND THAT'S IT FOR THE UPDATE. [00:35:01] ANY QUESTIONS? THIS ACTUALLY MAKES ME ALMOST WANT TO PLAY GOLF. THIS IS. IT'S BEAUTIFUL. I KNOW. I CAN'T BELIEVE I SAID IT OUT LOUD. THANK YOU. DOES ANYONE? YEAH, GO AHEAD. SORRY. NO, PLEASE. WHAT'S THE COMPLETION DATE AGAIN FOR THIS? WE ARE GOING TO WANT TO BE DONE GRASSING THIS COURSE BY AUGUST. SO WE'LL COMPLETE ALL THE OTHER COMPONENTS, THE ROADWAYS, THE PARKING LOTS, THE CLUBHOUSE. IT WILL BE UP AND RUNNING BY JANUARY. AS LONG AS YOU HAVE ALL THAT IRRIGATION FOR THAT GRASS IN AUGUST, THE HOTTEST MONTH. SO WHEN WE DO THE RIBBON CUTTING, IT'S GOT TO BE AROUND. YES. NOT JUST A RIBBON CUTTING. WE'VE GO PLAY. YES. YEAH. LOT OF REQUESTS TONIGHT. ANYONE ELSE WANT TO HAVE ANY QUESTIONS AT ALL? JUST BEFORE MARCH. THAT'S ALL I CARE. THANK YOU SO MUCH FOR YOUR UPDATE. GREAT WORK. I KNOW, I KNOW. LOTS OF HANDS ARE INVOLVED. AND THE MOST AMAZING THING IS THAT HERE ARE OUR STAFF. ALL OF YOUR DIFFERENT DEPARTMENTS ARE INVOLVED. THEY KNOW WHAT YOU'RE DOING, YOUR RIGHT HANDS, KNOW WHAT YOUR LEFT HANDS ARE DOING. IT'S EXTRAORDINARY TO WATCH IT GO. THANK YOU SO MUCH. WE'VE GOT A GREAT GROUP OUT AT GOLF. YEAH, YOU SURE DO. THANK YOU SO MUCH. OKAY, RON, THANKS. NEXT AT THE LAST COUNCIL MEETING, COUNCIL DIRECTOR MEETING TO GATHER SOME DATA AND INFORMATION ABOUT THE B-LINE NORTH LAKE INTERCHANGE THAT THE FDOT WAS PROPOSING TO INSTALL. WHAT WE HAVE BEEN ABLE TO FIND OUT, OUR TRAFFIC ENGINEER MET WITH FDOT. THE FINAL DESIGN IS PROJECTED TO BE DONE THIS AUGUST AND THEY EXPECT TO BE UNDER CONSTRUCTION NEXT YEAR IN THE SPRING OR EARLY SUMMER OF 2023 IN ADDITION TO THAT. THIS FINAL DESIGN OF WHAT THEY CALL THE PARTIAL CONTINUOUS FLOW INTERSECTION, ACCORDING TO THEM, PROVIDES FOR THE OPTIMAL LEVEL OF SERVICE POSSIBLE WHILE LIMITING THE ISSUES AND THE IMPACTS OF RIGHT OF WAY ACQUISITION. AS YOU KNOW, THERE WERE OTHER DESIGNS THAT WERE PRESENTED THE FLYOVER AND THE AT GRADE DESIGN. SO FLYOVER WAS VERY UNPOPULAR AND NOT THE HIGHEST LEVEL OF SERVICE. THE AT GRADE PRESENTED SOME REAL TRAFFIC ISSUES AND SAFETY ISSUES WITH ALL THE LEFT TURNS, DUALS OR TRIPLE LEFT TURNS. SO THE LEVEL OF SERVICE PROVIDED BY THIS PARTICULAR B-LINE EXPANSION PROPOSAL IS, ACCORDING TO THEM, THE MOST SAFE AND THE OPTIMAL OPTIMAL INTERSECTION DESIGN. WHAT WE WERE ABLE TO DO IS TALK TO THEM ABOUT SAFETY, FUTURE SIGNAGE, SOME TRAFFIC PROJECTIONS AND TIMING OF THE CONSTRUCTION. THEY PRESENTED US WITH A PRELIMINARY SIGNING PACT SIGNED PACKAGE IN WHICH OUR ENGINEER WILL REVIEW AND COMMENT ON. WE ARE ENGINEER PROVIDED THEM WITH SOME UPDATED TRAFFIC INFORMATION WHICH THEY HAVE AGREED TO LOOK AT AND INCLUDE AND DISCUSS WITH OUR ENGINEER IN THE FUTURE ABOUT THE DESIGN OF THIS. ALSO TALK TO THEM ABOUT THE THE TIMING OF. I'M NOT SURE WHEN THE EXPANSION OF B-LINE WEST TO SIX LANES IS GOING TO OCCUR. BUT TO TAKE A LOOK AT THAT AND KEEP THAT IN MIND WHEN THEY DO THE CONSTRUCTION OF THIS. SO THAT IS THE PRELIMINARY DISCUSSION. WE GET THE IMPRESSION THAT THIS IS GOING TO BE DONE, THIS IS GOING TO BE BUILT. WE CAN HAVE INPUT ON SIGNAGE. WE HAVE HAD INPUT ON SOME ADDITIONAL TRAFFIC INFORMATION, HOW MUCH INFLUENCE THAT WILL BE OR WHAT CHANGES WILL BE MADE. WE DON'T KNOW. BUT I WILL BRING BACK TO YOU ANYTHING THAT OUR ENGINEER AND FDOT CAN SHARE IN THE WAY OF INFORMATION. ONCE THEY LOOK AT THE SIGNAGE, ONCE THAT THEY LOOK AT THE TRAFFIC. AND I WILL BRING THAT BACK TO YOU. I WILL TELL YOU THAT APPARENTLY THEY'RE NOT GOING TO BE THERE IN A MONTH, IN JULY. SO I'M NOT SURE WHEN THAT'S GOING TO HAPPEN. SO WE'LL TRY TO PUSH IT AS MUCH AS WE CAN IN JUNE AND TRY TO GET YOU MORE INFORMATION. BUT THEY'RE NOT ENTERTAINING ANY OPTIONS AT THIS POINT. THANK YOU. ALL RIGHT. NEXT IS THE OTHER ISSUE THAT I HAVE THAT I GOT TODAY AND AN EMAIL. THE GOVERNORS RECEIVED A 2020 223 GENERAL APPROPRIATIONS ACT TODAY. MOMENTS AGO, HE ISSUED A LINE ITEM VETO LETTER. OUR LOBBYISTS MATT FOURTH FROM BALLARD PARTNERS IS. [00:40:06] I'M HAPPY TO REPORT THAT THE CITY STORMWATER PROJECT WAS NOT VETOED AND WILL BE INCLUDED IN THE 2223 FISCAL YEAR. THAT'S $500,000 FROM THE STATE. WE HAVE 250,000 BUDGETED. SO WE'LL BE ABLE TO CONTINUE OUR ANNUAL IMPROVEMENTS TO OUR STORMWATER SYSTEM AND IT'S PRETTY GOOD AS IT IS, BUT IT ALWAYS NEEDS MAINTENANCE AND REVISION. SO 750,000 GOING INTO STORMWATER IMPROVEMENTS. CONGRATULATIONS. THAT'S HUGE. AND THANK YOU TO BALLARD PARTNERS FOR REPRESENTING US SO WELL UP THERE AND THANK YOU FOR WORKING ON OUR STORMWATER ALL THESE DECADES. IT WASN'T THAT WAY WHEN I MOVED WHEN I WAS SIX YEARS OLD. WE USED TO WATCH CARS FLOAT AWAY IN THE MIDDLE OF BURNS ROAD. SO THINGS HAVE CHANGED. THANK YOU. I WOULD TELL YOU THAT THAT WAS ONE OF THE VERY FIRST CHALLENGES THAT I FACED WHEN I TOOK THIS JOB. AND WE EVENTUALLY CAME UP WITH THE FUNDING OF EVERY YEAR PROGRAM TO DO THAT. BUT I ALSO HAVE TO GIVE A LOT OF CREDIT TO JOHN BROWN, MY ASSISTANT TO THE CITY MANAGER WHO'S BEEN BIRD DOGGING MAT FOR US ALL YEAR LONG ABOUT GETTING THIS APPROPRIATION APPROVED. JOHN HAS BECOME VERY VALUABLE IN THE LEGISLATIVE AREA AS WELL AS OTHERS, BUT HE'S BEEN VERY HELPFUL THERE. SO THIS HAS BEEN HIS PROJECT. SO HE AND MATT BROUGHT IT HOME. JOHN. THANK YOU, JOHN. ALL DONE. JUST YOU JUST KEEP KNOCKING IT OUT OF THE PARK OVER THERE, JOHN. IT'S PRETTY IMPRESSIVE. WE'RE REALLY APPRECIATIVE. THANK YOU. AND THIS IS THE STUFF THAT REALLY MATTERS. THIS IS THE STUFF THAT I HEAR OTHER MUNICIPALITIES ARE JUST BEGINNING TO WORK ON. AND FOR OUR BUDGET TO HAVE BEEN SET UP SO BEAUTIFULLY THAT THIS IS SOMETHING THAT WE DO PREVENTATIVELY NOW EVERY YEAR AND THAT YOU'RE KEEPING SUCH A GOOD EYE ON IT IN TALLAHASSEE. WE APPRECIATE IT. THANK YOU VERY MUCH. ALL RIGHT. I'M GOING TO MOVE ON, IF THAT'S OKAY. THANK YOU, SIR. NEXT, WE HAVE OUR CONSENT AGENDA. [VII. CONSENT AGENDA: ] IS ANYONE PULLING ANYTHING OFF OF CONSENT? NO. ALL RIGHT. AND NOTHING'S BEING PULLED. SO MAY I GET A MOTION IN A SECOND TO APPROVE THE CONSENT AGENDA, PLEASE? I'LL MAKE A MOTION TO APPROVE THE CONSENT AGENDA AS IS. THANK YOU. CAN'T THANK YOU ALL IN FAVOR I ANY OPPOSE NO MOTION PASSES FIVE ZERO. THANK YOU VERY MUCH. [VIII.a. ORDINANCE 5, 2022 – (2ND READING & ADOPTION) CITY-INITIATED LAND DEVELOPMENT REGULATION AMENDMENT. THANK YOU, PATTY, FOR DOING THAT. HOW MANY TAKES DID IT? WAS IT ONE TAKE? OH, WE'RE STILL IMPRESSED. THAT WAS A LOT. OH, THANK YOU VERY MUCH. ALL RIGHT. WITH THAT, I'M GOING TO OPEN THE HEARING. WE HAVE A STAFF PRESENTATION. HELLO. I DON'T NEED TO ASK YOU TO COME TO THE PODIUM. WE HAVE MARTIN FITZ HERE. THANK YOU. THANK YOU, MADAM MAYOR. FOR THE RECORD, MARTIN FITTS, PLANNING AND ZONING. TONIGHT, I WILL HAVE A BRIEF PRESENTATION, SINCE PETIT HAS HAS GONE OVER EVERYTHING VERY CLEARLY. THIS IS A THIS IS ORDINANCE SIX. THIS IS AN LDR TEXT AMENDMENT. THIS IS A HOUSEKEEPING AMENDMENT TO PROVIDE CONSISTENCY AND IMPROVED ORGANIZATION FOR EXISTING PROVISIONS WITHIN THE CODE. IT DEALS WITH. WITH, AS I SAID, CONSISTENCY ISSUES OR USUALLY THINGS WITH SUCH AS PUNCTUATION ISSUES OR CROSS REFERENCING ISSUES THAT STAFF HAS NOTICED THROUGHOUT THROUGHOUT THE OPERATIONS OF OF DAY TO DAY BUSINESS. WE DO THESE PERIODICALLY AND AS A STANDARD PIECE OF BUSINESS THROUGHOUT THE DAY. THE LAST TIME WE DID THIS WAS IN IN 2017. I'LL VERY BRIEFLY GO OVER WHAT WE'VE WHAT WE'RE PROPOSING THIS EVENING. SECTION 28, WE ADDRESS IN COMMITTEE, WE ARE SIMPLY ADDRESSING TO INCLUDE THE PEOPLE THAT ARE ACTUALLY ATTENDING THE COMMITTEE. SECTION 43. WE ARE MAKING ADJUSTMENTS TO REMOVE A SECTION FOR PROCEDURAL CLEANUP AND TO CORRECT REFERENCES BETWEEN TWO TABLES. SECTION 4046. WE CURRENTLY REGULARLY REQUEST FLOORPLANS AND ROOF PLANS FOR DEVELOPERS AND SO WE ARE ADDING IT TO THE LIST OF REQUIRED PLANS SO THAT DEVELOPERS WILL KNOW TO WHAT WE ARE REQUESTING AS PART OF STANDARD PRACTICE. SECTION 42 CONDITIONAL USES AS A WHENEVER A MATTER OF CONDITIONAL USE IS REQUESTED AS PART OF A CONCURRENT PROCESS WITH A LARGER PETITION SUCH AS A SITE PLAN, THEY USUALLY WILL HAVE THE REQUIRED TWO DIFFERENT APPROVAL PROCESSES. THIS REQUIRES REMOVES THE REQUIREMENT FOR THE DUPLICATIVE APPROVAL PROCESS AND ALLOWS THE MORE SUPERIOR PROCESS, IN THIS CASE, THE COUNCIL PROCESS, TO TO MAKE THE DECISION PROCESS. SECTION 48 IS TO. CLARIFY THAT A COUNCIL. SECTION 48 CLARIFIES THAT THE POSTING ON A WEBSITE IS ALL THAT IS REQUIRED FOR A DRC MEETING. SECTION 159 IS TO BE CONSISTENT WITH STATE STATUTES FOR UPDATES ON HOME BASED BUSINESSES. SAME THING WITH 1.96 FOR MOBILE FOOD TRUCKS, OUTDOOR SEATING, 191 IS TO MAKE CLARIFICATIONS. FOR THE OUTDOOR SEATING WITHOUT SERVICE. FOR THE ART AND PUBLIC PLACES. WE MADE A FEW CHANGES TO REVISE LANGUAGE FOR THE LOCATION, LIGHTING AND PLAQUE REQUIREMENTS TO BE CONSISTENT WITH CURRENT PRACTICE. WE ALSO INCLUDED LANGUAGE REQUIRING THE AP BOARD MEETING AS REQUIRED FOR ALL PETITIONS, AND WE ALSO DUPLICATED THE DEFINITIONS FOR THE ART THAT WAS ALREADY IN THE CODE INTO THIS SECTION SO THAT IT WOULD WORK FOR EASY REFERENCE FOR DEVELOPERS. WE HAVE ADDED ADDITIONAL SIGNAGE TO THE TO THE PERMITTED SIGNS BASED ON REQUESTS THAT WE'VE HAD OVER THE [00:55:03] RECENT YEARS, SUCH AS FOR GAS STATION CANOPIES OR FOR GARAGE ENTRANCE AND EXITS, AND ALSO ADDING A MULTIFAMILY RESIDENTIAL WITHIN A MIXED USE DEVELOPMENT AS A BUILDING ID SIGN AS SOMETHING THAT CAN BE REQUESTED. WE'VE ADDED A REQUIREMENT FOR FOUNTAINS WITHIN LAKES, SOMETHING THAT IS CONSISTENT WITH OUR CURRENT PRACTICE OF WHAT WE'VE BEEN REQUESTING OR REQUIRING, RATHER, WITH SECTION 344, WHERE ADDING FLEXIBILITY FOR IN PARKING WHEEL STOPS, BUT ALSO ADDING THE ABILITY FOR DEVELOPERS TO REQUEST COMPACT PARKING SPACES. 345 WE ARE. MAKING ADJUSTMENTS TO THE PARKING SPACE REQUIREMENTS FOR DAYCARE PICKUP TO BE CONSISTENT WITH OTHER SECTIONS OF THE CODE THAT AT THE SAME REQUIREMENTS, SAME THING WITH THE DUMPSTERS, WE ARE REMOVING INCONSISTENT SET BACK REFERENCES. AND WITH 381 WITH THE ELECTRIC VEHICLE CHARGING STATIONS, WE ARE REMOVING LANGUAGE THAT ACTUALLY DISCOURAGED THE USE OF EV CHARGING STATIONS BY NOT ALLOWING THOSE TO COUNT TOWARDS THE REQUIRED PARKING. AND NOW THE REVISED LANGUAGE ACTUALLY ENCOURAGES THE USE OF EV CHARGING SPACES BY ALLOWING THEM TO COUNT TOWARDS THE REQUIRED PARKING SPACES. IN THE DEFINITIONS WE HAVE REMOVED HARDSCAPE TRELLISES AND PERGOLAS FROM THE HARDSCAPE AND SO THAT THEY HAVE TO MEET THE STRUCTURE SETBACKS AND WE'VE ADDED THE FOUR DIFFERENT SIGN TYPES TO THE. DO THE DEFINITIONS FOR SCIENCE. THIS DID GO TO THE PLANNING, ZONING AND APPEALS BOARD ON MAY 10TH AND RECEIVED A RECOMMENDATION OF APPROVAL BY A VOTE OF 7 TO 0 AND STAFF RECOMMENDS APPROVAL. AND STEPH IS AVAILABLE IF YOU HAVE ANY QUESTIONS. THANK YOU, MARTIN. DO WE HAVE ANY QUESTIONS OR COMMENTS FROM. I DO. AND YOU GO BACK TO THE FOOD TRUCK? YES, SIR. IT'S NOT THAT I'M HUNGRY. HAS THERE BEEN A DROP OFF IN THE FOOD TRUCKS? BECAUSE WHEN IT FIRST STARTED UP, THEY WANTED TO BE EVERYWHERE AND NOW YOU JUST HARDLY SEE THEM OR THEY'RE JUST BY A CATERING APPOINTMENT. OR HOW'S THAT PROGRAM WORKING? AND WHAT DOES THIS? I WAS READING, I WAS IN OUTDOOR SEATING WHEN YOU WENT OVER FOOD TRUCKS AND I DIDN'T REALLY QUITE GET TO THIS ONE. THIS OUR FOOD TRUCK. WHAT THIS IS DOING FOR US. WE PREVIOUSLY HAD SET UP A FOOD TRUCK PERMIT. THE LEGISLATION PREEMPTED OUR ABILITY TO ALL FOOD TRUCK REGISTRATION AND PERMITS TO THE STATE. SO WE AMENDED OUR CODE TO REMOVE ANY REFERENCE TO A PERMIT. WE STILL WE STILL REQUIRE A FIRE INSPECTION. IT'S NOW AT NO COST, BUT WE'RE STILL WANTED TO HAVE THAT INSPECTION FROM OUR FIRE DEPARTMENT TO MAKE SURE THAT THEY'RE OPERATING SAFELY. I DON'T KNOW IF THE NUMBER OF FOOD TRUCKS OPERATING IN THE CITY HAS DECLINED ANY, BUT I CAN JUST KIND OF WONDER, ARE WE ENCOURAGING? THE FOOD TRUCKS OR WE JUST KIND OF. WE'RE JUST BEING CONSISTENT WITH STATE LAW. THAT IS WHY WE ADDRESSED THIS SECTION. WE WERE WE WE WERE PROACTIVE IN ADOPTING THE THE DE CALLE AND THE PERMIT PROCESS TO ENABLE LIFE SAFETY TO DO AN INSPECTION FOR FOOD TRUCKS AS A MEANS OF ENCOURAGING FOOD TRUCKS IN OUR CITY, BUT DOING SO SAFELY. BUT THEN THE STATE LEGISLATURE, AS MARTIN EXPLAINED, PROVIDED THE PREEMPTIVE LANGUAGE. AND SO WE ARE SIMPLY CLEANING UP THE CODE TO BE CONSISTENT WITH STATE LAW. OKAY. THANK YOU. A COUPLE OF THINGS. THANK YOU FOR ADDING THAT LITTLE BLURB CLARIFYING SECTION 7852. THAT WAS VERY NICE. SEVEN IN REGARDS TO 78 159 I ALSO SAW YOU ADDED IN YOUR PRESENTATION THE J ONE, SO THANK YOU FOR ADDING THAT. AND IN REGARDS TO 78 345 WHERE WE TALK ABOUT ELECTRIC CARS, OBVIOUSLY, I UNDERSTAND WHAT YOU'RE DOING WITH ELECTRIC CARS AND APPRECIATE THAT. AND I WOULD EVEN GO AS FAR REACHING AS SAYING MAYBE IN THE FUTURE WE COULD ENCOURAGE REQUIRING ELECTRIC EV CHARGING STATIONS FOR DEVELOPMENTS OVER A SPECIFIC SIZE. OBVIOUSLY THE SMALLER ONES, IT WOULD BE DIFFICULT. BUT IF YOU'RE AN ALTON OR IF YOU'RE A AVENIR TOWN CENTER OR A DEVELOPMENT RESIDENTIAL OR COMMERCIAL OVER X AMOUNT OF UNITS OR X AMOUNT OF SQUARE FEET, I WOULD HIGHLY ENCOURAGE AT LEAST ONE EV CHARGING STATION AND I KNOW WE HAVE ANOTHER READING, [01:00:01] BUT ANYWAY, I JUST WANTED TO THROW THAT OUT THERE IF THE COUNCIL WOULD AGREE WITH THAT. AND AGAIN, THANK YOU FOR I KNOW THE STATE PREEMPTED THE FOOD TRUCK PERMITTING PROCESS OR THEY REVISE THE LEGISLATION IN REGARDS TO THAT. BUT THANK YOU FOR THINKING OUTSIDE THE BOX IN A WAY, AND STILL REQUIRING THE SAFETY MEASURES, BECAUSE LOOK AT WHAT HAPPENED IN IN THE NORTH OF US, THE AREA NORTH OF US. AND WE DEFINITELY WANT TO MAKE SURE WE KEEP OUR CITY SAFE, AND ESPECIALLY WHEN THE FOOD TRUCKS ARE TYPICALLY USED IN LARGE GATHERINGS AND EVENTS WITH A LOT OF PEOPLE. SO THANK YOU FOR DOING THAT. NATALIE, DID YOU WANT TO SAY SOMETHING? I'M JUST HAPPY TO RESPOND ON THE COMMENT ON THE EV INCENTIVE, BECAUSE RIGHT NOW, THE WAY OUR EXISTING CODE IS, IT'S ALMOST A DISINCENTIVE. IT IS A DISINCENTIVE BECAUSE YOU CAN'T ALLOW FOR THAT PARKING TO COUNT. AND I THINK YOU'VE SEEN IN CURRENT PRACTICE, PARTICULARLY WITH MOST DEVELOPMENTS IN THE CITY WHICH REQUIRE A WAIVER BECAUSE THEY ARE BEING DEVELOPED AS A PAD, EV CHARGERS ARE THE CURRENCY WHICH WE USE TO BE ABLE TO NEGOTIATE AND FOR THE ABLE NOT NEGOTIATE, BUT FOR THE DEVELOPERS TO BE ABLE TO SUBSTANTIATE AND JUSTIFY THEIR REQUESTED WAIVERS IN THE TODD CRITERIA IN OUR COMPREHENSIVE PLAN. EV CHARGERS ARE ALSO REFERENCED AS A MEANS TO ENCOURAGE. WE ARE MORE THAN HAPPY TO LOOK AT THAT POLICY CHANGE IN THE FUTURE. THE GLITCH LIST IS MORE HOUSEKEEPING IN NATURE. THAT IS MORE OF A POLICY CHANGE. WE JUST WE DEFINITELY WANT IT TO JUST HOUSE KEEP BUT WE ARE WE ARE OPEN TO THAT IN THE FUTURE AS IT IS CURRENT PRACTICE. RIGHT. I GET THAT. I JUST WANTED TO THROW THAT OUT THERE WHILE I HAVE THE OPPORTUNITY. OF COURSE. THANK YOU. THANKS. THANK YOU. THANK YOU. MARCY ROCHELLE, I JUST WANTED TO THANK NATALIE AND STAFF. THIS IS A TEDIOUS PROCESS TO GO THROUGH. YOU KNOW, WHEN YOU WRITE YOUR PAPER AND THEN YOU GO THROUGH IT TEN TIMES AND EACH TIME YOU GO THROUGH IT, THERE'S ANOTHER THING THAT HAS TO BE CHANGED. AND ESPECIALLY WHEN THE STATE GOES AND PREEMPTS US, AS THEY DID ON TWO THINGS IN THIS, THE HOME BASED BUSINESSES AND THE MOBILE FOOD TRUCKS ONCE AGAIN TAKING AWAY HOME RULE POWERS AS THEY DID THAT. BUT I'M WITH MARCY ON THAT. IF WE CAN BRING THAT BACK AT SOME POINT FOR COUNCIL TO LOOK AT. BUT THAT WAS THE THING THAT STUCK OUT, STUCK OUT TO ME AS BEING THE MOST POSITIVE THING THAT WE DID IN THIS, BESIDES THE MINOR CHANGES THAT HAD TO BE MADE. SO. AND I GIVE CREDIT TO MARTIN AND DON SONNEBORN, WHO HAS RECENTLY RETIRED, BUT SHE WORKED REALLY HARD ON THIS DOCUMENT. IT WAS A LOT OF WORK FOR HER. THANK YOU. THANK YOU. THANK YOU. ALL RIGHT, MARK. I DON'T HAVE ANY LONG DOCUMENTS, SO THANKS FOR KEEPING IT CLEAN. IT'S IMPORTANT THAT THE CITY'S REGULATIONS ARE DEFINED PROPERLY, WHICH IS ALWAYS NO FUN TO DO. BUT THANKS. AND JUST WANT TO MAKE SURE THAT I'M GLAD TO SEE MOST OF THE THINGS THAT ARE IN THERE KIND OF STREAMLINE SOME OF THE PROCESSES SO IT MAKES IT EASIER FOR STAFF TO KIND OF REVIEW AND CLEAN UP CERTAIN REQUESTS FROM BUILDERS AND WHATEVER ELSE OR THOSE THAT ARE APPLYING INTO THE CITY SO THAT IT DOESN'T DELAY PUT UNNECESSARY DELAYS ON ON PEOPLE. AND WE OBVIOUSLY KNOW THAT YOU GUYS CAN. AND SHOULD BE THE ONES TO KIND OF CLEAN UP ANY LITTLE MINOR DETAILS. THANKS. ALL RIGHT. AND ANY OTHER COMMENTS? ALL RIGHT. EXCELLENT CODE CLEANING. THANK YOU. ALL RIGHT. I DON'T HAVE ANY COMMENT CARDS, SO I WILL GO AHEAD AND CLOSE THIS HEARING. MAY I GET A MOTION IN A SECOND TO APPROVE, PLEASE? I'LL MAKE A MOTION TO APPROVE. ORDINANCE SIX. ANY SECOND, A SECOND AND NO FURTHER DISCUSSION. ALL IN FAVOR. ANY OPPOSED THAT MOTION PASSES FIVE ZERO. THANK YOU VERY MUCH. THE NEXT ITEM IS OUR COUNCIL ACTION, DISCUSSION AND ITEMS OF INTEREST. [X. ITEMS FOR COUNCIL ACTION/DISCUSSION AND ITEMS OF INTEREST: ] TONIGHT WE GET TO HAVE OUR ANNUAL CITY MANAGER EVALUATION. I WOULD LIKE TO KNOW WHO WOULD LIKE TO GO FIRST. ALL RIGHT, I'M CHOOSING MARCY OK. I'LL GO FIRST. YOU READY, RON? WE ALWAYS WE ALWAYS HAVE CONVERSATIONS. SO EVERY WEEKLY MEETING THAT WE HAVE IS, IS, IS SOMEWHAT OF A REVIEW BECAUSE WE TALK ALL THE TIME. BUT I WAS THINKING ABOUT THIS LAST NIGHT AND CITY MANAGER MANAGERS IN GENERAL. THEY? STAY IN A POSITION FOR AN AVERAGE OF 6.9 YEARS. I ACTUALLY LOOKED IT UP ON THE INTERNET AND ONLY 4.5%, YOU PROBABLY ALREADY KNOW THIS OF CITY MANAGERS HAD BEEN IN IN THEIR PARTICULAR CITY FOR 20 YEARS OR MORE. HOW MANY YEARS HAVE YOU BEEN HERE, RON? HOW MANY YEARS HAVE YOU BEEN HERE? [01:05:01] SEE THAT? SO THE MAIN REASON THAT THE 4.5% STAY IS DUE TO STRONG SUPPORT FROM ELECTED OFFICIALS. POLITICAL STABILITY, PERSONAL COMMITMENT TO THE CITIES WAS A BIG ONE AS WELL, AND THERE WERE SEVERAL OTHERS. BUT I KNOW FOR A FACT THAT AND I HAVE WITNESSED IT ON MY COUNCIL PRIOR TO THIS AND NOW THAT FOR DECADES THAT RON, YOU'RE COMMITTED TO THIS CITY FOR SURE. THERE IS NO DOUBT IN MY MIND. WHILE WE MIGHT NOT ALWAYS AGREE ON ALL ACCOUNTS, I KNOW RON IS ALWAYS WILLING TO LISTEN. AND TO ME THAT'S A BIG THING. SOMETIMES JUST LISTENING, DEBATING AN IDEA IS THE BEST WAY TO COME UP WITH AN AWESOME COMPROMISE. AND ACTUALLY THAT COMPROMISE CAN ACTUALLY BE BETTER THAN THE ORIGINAL THOUGHT. SO TO ME THAT'S AN IMPORTANT THING. ONE OF THE EXAMPLES I CAN SAY IN PAST YEARS, OUR COUNCIL HAS ASKED RON TO COME UP WITH IDEAS TO BE MORE TRANSPARENT. THAT WAS A BIG THING. IT ALWAYS IS A BIG THING WITH OUR CONSTITUENTS AND HOW CAN WE IMPROVE TRANSPARENCY? AND YOU ABSOLUTELY DID THAT. YOU CREATED STREAMLINING, LIVING ON THE WEBSITE AND YOU HAD WORKSHOPS AND YOU OVERHAULED OUR WEBSITE TO MAKE IT EASIER TO UTILIZE FOR EVERYBODY. AND YOU ALSO STARTED COLLABORATING WITH OUR BUSINESS OWNERS AND OUR DEVELOPMENTS WHEN WE HAD TO MAKE CHANGES TO OUR REGULATIONS BEFORE IT ACTUALLY CAME TO THE COUNCIL. OUTDOOR DINING WAS ONE VALET. PARKING IS ANOTHER EXAMPLE. WHILE THERE'S ALWAYS ROOM FOR IMPROVEMENT FOR ALL OF US, HAVING SOMEONE OPEN TO IDEAS AND GROWTH IS TO ME THE CATALYST FOR IMPROVEMENT. AND SO FAR I FEEL THAT YOU CONTINUE TO BEAT THE ODDS. AND THANK YOU FOR ALL YOU DO AND FOR LISTENING. THANK YOU. THANK YOU, MARCY. ROCHELLE. I'M JUST GOING TO WORK MY WAY DOWN. THANKS, JESSE. SO RUN FIVE, FIVE YEARS PLUS. AND WHEN I THINK OF OF RON AND YOUR RELATIONSHIP WITH THE STAFF THAT YOU MANAGE, THE WORDS THAT COME TO MIND FIRST ARE FORWARD THINKING. YOU ALLOW US TO BE PROACTIVE INSTEAD OF REACTIVE, AND THAT MOVES THE CITY FORWARD IN A WAY THAT FEW CITIES CAN. WHETHER IT'S PREPARING AHEAD FOR OUR STORMWATER TREATMENT, WHICH YOU SAID WAS ONE OF THE FIRST THINGS THAT YOU STARTED TO WORK ON AND SETTING UP A PROGRAM THAT CONTINUES INTO THE FUTURE AND THAT WE CAN SUSTAIN, WHETHER IT'S THE TEN YEAR FINANCIAL PLAN THAT WAS PUT INTO PLACE, WHETHER IT'S YOUR MENTORSHIP OF STAFF WHO ARE GOING TO LOSE A LOT OF STAFF THIS YEAR AND THE MENTORSHIP THAT YOU PROVIDE SO THAT WHEN WE LOSE THAT STAFF, THERE ARE ASSISTANTS AND DEPUTIES AND OTHER STAFF MEMBERS THAT CAN STEP INTO LEADERSHIP ROLES. AND THAT'S REALLY IMPORTANT TO MAKE SURE THAT THE CITY CAN CONTINUE ON THE CURRENT PATH THAT WE'RE ON. THE NEXT THING THAT COMES TO MIND IS FLEXIBILITY, AND I THINK THAT'S REALLY KEY. YOUR ABILITY TO BE ABLE TO PIVOT AND CHANGE PLANS AS FINANCIAL RESOURCES CHANGE, AS TIME CHANGE IS. AND WE SAW WITH THE PANDEMIC, WITH COVID, WHERE WE HAD TO PIVOT, SOMETIMES IT'S PIVOTING TO HELP PROVIDE STAFF WITH THE EXTRA THAT THEY NEED TO BE ABLE TO MAKE IT. AND I THINK THAT'S ANOTHER QUALITY THAT'S REALLY IMPORTANT AND THAT YOU DISPLAY WITH WITH STAFF AND THE CITY. AND THE THIRD ONE WAS COLLABORATION. WE'VE HEARD BEFORE HOW ALL THE DEPARTMENTS IN THE CITY WORKED TOGETHER ON ALL OF THE PROJECTS THAT STARTS AT THE TOP THAT'S UNDER YOUR LEADERSHIP. AND I REALLY GOT TO SEE THAT IN ACTION OVER THE PAST FIVE YEARS. SO LIKE MARCI SAYS, NOBODY AGREES ON EVERYTHING, BUT THE LINES OF COMMUNICATION ARE ALWAYS OPEN. AND I THINK WE'VE HAD GOOD LINES OF COMMUNICATION AND GOOD DISCUSSIONS AND LOOK FORWARD TO THE REST OF THE TIME. I HAVE LEFT WORKING WITH YOU AND STAFF. BY THE TIME YOU HAVE LEFT. ALL RIGHT, MARK, PLEASE. SO AFTER FIVE YEARS AS WELL, I'M COMING FROM THE PRIVATE SECTOR. [01:10:02] I ALWAYS MARVEL AT HOW WELL THE STAFF AND THE CITY WORKS. AND YOUR LEADERSHIP OF THE TEAM HAS ALWAYS BEEN SOMETHING THAT I'VE ALWAYS VERY MUCH BEEN IMPRESSED BY. THAT DOESN'T HAPPEN IN GOVERNMENT. I THINK OUR RESIDENTS NEED TO BE AWARE THAT, YES, THIS IS GOVERNMENT, BUT YOU'VE CREATED A TEAM AROUND YOU THAT ALLOWS THE GOVERNMENT NOT TO RUN LIKE A GOVERNMENT. BUT, YOU KNOW, THAT'S THAT DOESN'T MEAN THAT WE SHOULD ALWAYS REST ON OUR LAURELS. I MEAN, YOU'RE GOING TO HEAR AND YOU'VE ALREADY HEARD AND YOU WILL CONTINUE TO HEAR ALL THE WONDERFUL THINGS THAT YOU DO FOR THE CITY. YOUR HEART'S ALWAYS IN THE RIGHT PLACE, AND IT'S ALWAYS LOOKING AT THE BENEFIT OF THE CITY. AND THAT'S ALWAYS THE MOST IMPORTANT THING. I'VE NEVER SENSED ANY TYPE OF ULTERIOR MOTIVE WITH WITH WHAT YOU DO. YOU'RE VERY SHARP AND YOU'RE ON TOP OF ALL OF IT, JUST CONSTANTLY REINVENTING, BUT ALSO JUST REMEMBERING TO EVALUATE PROCESSES ON A REGULAR BASIS. KEEP THINKING ABOUT WAYS TO MAKE THINGS BETTER, KEEPING US KEEPING THE FUTURE COUNCIL ENGAGED, KEEPING COMMUNICATION LINES OPEN, AND LISTENING TO FUTURE ELECTEDS. I KNOW ALL OF YOU LIVE IN THE CITY OR AROUND THE CITY, AND YOU ALL HEAR FROM YOUR NEIGHBORS AND YOUR FRIENDS AND YOU BRING IT ALL BACK TO THE CITY AND TO RON. AND WHEN YOU HAVE YOUR MEETINGS, SOMETIMES THE COUNCIL, THE ELECTEDS, GET A LITTLE BIT OF A DIFFERENT OPINION FROM PEOPLE, WHICH SOMETIMES WHEN THAT'S OUR JOB, IS TO BRING THAT TO YOU AND TO MAKE SURE THAT THOSE VOICES ARE HEARD AND THAT THAT THE CITY CONTINUES TO PROGRESS. BUT I DON'T THINK YOU'RE GOING TO FIND A BETTER CITY RUN CITY ANYWHERE. AND YOUR CREDIT. SO. THANK YOU SO MUCH, MARK. CARL. I DON'T REALLY HAVE TO GO. YOU GUYS KIND OF SET IT ALL. YOU KNOW, WE USE THESE WORDS LIKE FAMILY, YOU KNOW, LEADERSHIP. AND AND THEN THE GOVERNMENT AND THIS CITY IS REALLY IS A GOVERNMENT. BUT, YOU KNOW, EVERY DEPARTMENT. IS INTERTWINED WITH EACH OTHER, EVEN IF IT'S LIKE PUBLIC WORKS WITH POLICE, FIRE AND EVERYBODY IS FRIENDLY AND AND SOMEWHAT GETS ALONG WITH HILLS AND VALLEYS WHEN YOU HAVE THIS MANY EMPLOYEES. BUT, YOU KNOW, I'VE BEEN WATCHING RON SINCE I'VE BEEN 26 YEARS OLD BECAUSE HE WAS MY CITY MANAGER HERE WHEN I WAS JUST A YOUNG COP. SO. 75. YEAH. YEAH, I KNOW. SO. AND WE NAMED THIS BUILDING AFTER HIM FOR THE ACCOMPLISHMENTS OF, OF WHAT HE'S DONE OVER 20 YEARS. AND WE WANTED TO NAME THIS BUILDING AFTER HIM BECAUSE WE WANTED HIM TO ENJOY IT AND NOT NAME IT LATER IN HIS HONOR. LET HIM GET TO WALK INTO IT, YOU KNOW, WHEN HE'S HERE. AND WE REALLY DIDN'T GET ANY PUSHBACK FROM THE COMMUNITY ON THAT, BECAUSE THE PEOPLE THAT LIVE HERE KNOW THAT RON AND HIS STAFF, YOU KNOW, ARE ARE A PART OF THE COMMUNITY. SO, YOU KNOW, I LOOK UP TO RON. I'M NOT AFRAID TO SAY THAT HE'S HE MENTORS ME IN SOME WAYS AND IN A MAN ENOUGH TO BE A COUNCIL MEMBER WHEN IT'S NEEDED. BUT I LEAN ON HIM A LOT ON SOME OF THESE DIRECTIONS THE CITY'S GOING. AND, YOU KNOW, IT'S OUR JOB TO ASK QUESTIONS AND REPORT TO THE COMMUNITY. SO, YOU KNOW, I HAVE NO PROBLEM SAYING HOW MUCH I RESPECT HIM AND HOW MUCH THE COMMUNITY RESPECTS YOU AND HOW MUCH YOUR STAFF RESPECTS YOU. AND I THINK. I CAN EVEN BE BOLDER THAN THAT. BYE BYE. THIS COMMUNITY AND THIS STAFF, I MEAN, YOU ARE WELL LOVED MAN IN THIS CITY. AND I APPRECIATE MY TIME THAT I'VE BEEN AROUND YOU. I'M GOING TO BE HERE FOR ANOTHER FEW YEARS. AND THEN JUST LASTLY, KNOW NORTH PALM IS LOSING THEIR CITY MANAGER AGAIN. HE'S GOING TO BOCA, I GUESS, FOR ASSISTANT CITY MANAGER. BUT IF IT WASN'T FOR RON AND STAFF OUR JOB BECAUSE WE'RE ALL ADULT ENOUGH TO DO OUR JOB. OUR JOBS. OUR JOB CAN BE EASY BECAUSE OF HOW THIS IS RUN. SO IF IT WASN'T FOR THIS CITY AND AND RON, OUR JOB COULD BE COMPLETELY DIFFERENT. SO I'M THANKFUL WE'RE COUNCIL MEMBERS IN PALM BEACH GARDENS AS OPPOSED TO SOME OTHER JURISDICTION. SO. AND WE ALL TALKED ABOUT IT. THANK YOU, RON. THANK YOU, GUYS. AND THANK YOU, STAFF. THANK YOU, CARL. SO I COULD SIT HERE AND ECHO EVERYTHING ALL OF OUR COUNCIL MEMBERS JUST SAID. BUT I DECIDED TO DO SOMETHING DIFFERENT THIS YEAR. NOT ALL. NOT YET. SO YOU HAVE BEER, BUT NO BEER. I WILL ONLY GET TO HOPEFULLY IF I'M LUCKY, I'LL GET ONE MORE TERM WITH YOU. SO I'LL ONLY HAVE SIX YEARS WITH YOU. BUT YOU'VE HAD STAFF MEMBERS HERE WITH YOU ALMOST SINCE YOU GOT HERE. AND SO I THOUGHT I WOULD ASK THEM ABOUT YOU INSTEAD OF JUST COUNCIL MEMBERS. NOT THAT WE'RE ADJUST, BUT THE FOLKS THAT HAVE BEEN WITH YOU FOR A LONG TIME. [01:15:01] SO IF YOU'LL INDULGE ME, I HAVE A LIST OF THINGS THAT PEOPLE EITHER TEXTED TO ME OR I ASKED THEM FACE TO FACE AND JUST GRAB THEM OFF IN CORNERS TO ASK THEM WHERE YOU COULDN'T HEAR US TALKING. AND I WANT YOU TO KNOW WHAT YOUR STAFF IS SAYING ABOUT YOU INSTEAD. SO. HERE WE GO. YOU WANT TO SHOW UP FOR WORK JUST TO MAKE HIM PROUD? RON STRESSES THE IMPORTANCE OF TEAMWORK BECAUSE WE ARE ALWAYS ALL IN THIS TOGETHER. JUST LOOK AT HIS TRACK RECORD. ONE OF MY FAVORITE ONES. HE IS A HE IS A MENTOR MORE THAN ANYTHING. AND IF YOU ASK ANY ONE OF OUR STAFF, EACH ONE OF US WOULD SAY HE IS OUR MENTOR. RON PROVIDES A POSITIVE WORK CULTURE THAT ENSURES HIS STAFF AND MAKES THEM WANT TO SUCCEED IN PROVIDING A WONDERFUL CITY TO OUR RESIDENTS. WE ALL WANT TO DO OUR BEST AND BE BETTER FOR HIM. THERE IS TREMENDOUS LOYALTY. OUR EXCELLENCE IS BECAUSE OF HIM. HE IS THE BEST LEADER, A FRIEND AND FATHER FIGURE. HE GENUINELY CARES FOR OUR STAFF AND OUR RESIDENTS. HE RAISES US ALL UP AND ALLOWS US TO EXCEL. RON HAS CREATED THE MOST POSITIVE WORK CULTURE I HAVE EVER WORKED IN, AND I'VE BEEN WORKING WITH HIM FOR 20 YEARS. AND WORKED OTHER PLACES TOO. THEY ADDED THAT IN I HAVE WORKED. HERE'S ANOTHER ONE. I HAVE WORKED IN OTHER MUNICIPALITIES AND CANNOT AND WILL NOT WORK ANYWHERE ELSE BECAUSE OF HIM. HE IS CONSISTENTLY THINKING ABOUT THE NEEDS OF OUR STAFF AND OUR RESIDENTS. THIS IS TRUE. I KNOW YOU WAKE UP AT 2:00 IN THE MORNING AND. EMAIL US WITH YOUR SOLUTIONS. HE ENCOURAGES UNPARALLELED, UNPARALLELED EMPLOYEE EXCELLENCE, SUPPORT AND INVOLVEMENT. HE IS A DAD TO US ALL. RON IS PROACTIVE. HE THINKS OUTSIDE OF THE BOX AND SINCERELY VALUES EVERY SINGLE ONE OF US. RON IS AN INCREDIBLE MAN. EVERYBODY HERE IS INVOLVED IN EVERY OPINION COUNTS. AND THIS IS THE ONLY CITY I KNOW OF WHERE THE NEEDS OF STAFF, ESPECIALLY DURING HARD TIMES LIKE COVID AND THE RECENT ISSUES WITH RENT AND INFLATION, WERE THE CITY MANAGER REALLY CONNECTS WITH OUR STAFF TO TRULY GET AN UNDERSTANDING OF THEIR NEEDS AND PIVOTS ACCORDINGLY TO REALLY TAKE CARE OF PEOPLE. AND THIS IS MY FAVORITE ONE. I SAVED IT FOR LAST. COLIN POWELL ONCE SAID, AS A LEADER, YOU SET THE TONE FOR THE ENTIRE TEAM. HERE IS WHAT THIS LONG STANDING STAFF MEMBER SAID ABOUT RON. HE IS A VISIONARY. HE IS FOCUSED. HE IS FEARLESS. HE IS COMPASSIONATE. HE IS SKILLED. IF I HAD TO BOIL IT DOWN, THOUGH, I THINK THE SOURCE OF RON'S LEADERSHIP IS LOVE. LOVE FOR THE CITY. LOVE FOR HIS PEOPLE. THE LOVE OF PUBLIC SERVICE. IT IS TRUE. IT IS AUTHENTIC. AND IT IS WHAT KEEPS HIM GOING. THANK YOU. NICELY DONE. I KNOW. ARE WE KEEPING THEM FOR ANOTHER YEAR OR WE FIGURE THAT OUT YET? YEAH. COULD YOU STICK AROUND A LITTLE LONGER, PLEASE, SIR? WANT TO DO IT AGAIN? THANK YOU ALL VERY MUCH FOR YOUR KIND WORDS. I APPRECIATE IT VERY MUCH. I'M EMBARRASSED AND HUMBLED AT THE SAME TIME. BUT EVERY YEAR MY WIFE ASKED ME, WELL. HOW MANY MORE YEARS? FOR THE LAST 12 YEARS, I'VE SAID I'D NEED FIVE MORE YEARS TO GET THIS DONE. SO IF YOU'LL HAVE ME, I NEED FIVE MORE YEARS TO GET THIS DONE. EVEN IF IT TAKES ME 20. THAT'S A DEAL. I THINK WE NEED AN ORDINANCE FOR THAT. THANK YOU VERY MUCH. SO WE'LL GO ON TO ITEMS FOR COUNCIL DISCUSSION OR INTEREST. DOES ANYONE HAVE ANYTHING THEY'D LIKE TO SHARE? YEAH, I DO, ACTUALLY. I'M SORRY. I KNOW YOU GUYS GOT TO RUN, BUT NO GOOD. TWO THINGS. ONE, I WILL NOT BE HERE NEXT MONTH. YOU ALL KNOW AND I WILL BE IN SUPPORT AND I WILL NOT BE HERE TO VOTE FOR IT. BUT WHEN WE HAVE THE MAXIMUM IT'LL SET AT NEXT MONTH'S MEETING, I'LL BE SUPPORTIVE OF THAT MAXIMUM MILLAGE. AND THAT IS NOT SETTING. THE MILITANTS ARE SETTING THE MAXIMUM. SO I SPOKE WITH THE CITY MANAGER ABOUT IT AND YOU GUYS CAN TALK ABOUT IT MORE NEXT MONTH. SO THAT'S THAT ALSO, YOU KNOW, THIS TOMORROW IS NATIONAL. WHAT IS IT, GUN VIOLENCE AWARENESS DAY AND TOMORROW'S THE DAY. WE HAVE A VERY ACTIVE GROUP IN OUR CITY AND WE CONTINUE TO AS YOU MENTIONED EARLIER, MADAM MAYOR, THE THE CONSTANT BARRAGE OF OF OF GUN VIOLENCE IN THIS COUNTRY AND HOW WE'RE ALL JUST EXTREMELY FRUSTRATED AND KNOW WE CAN'T DO ANYTHING AT THE AT THE LOCAL LEVEL. BUT WE ALL TALK TO OUR FRIENDS AND FAMILY. AND WHEN YOU READ THE STATS, 80% OF OF GUN OWNERS ARE IN SUPPORT OF OF BETTER GUN CONTROL LEGISLATION AND 90% OF AMERICANS [01:20:08] ARE IN SUPPORT OF IT. HOW IN GOD'S NAME CAN WE SIT HERE AND NOT NOT SEE SOMETHING HAPPEN FROM THE LOCAL LEVEL? WE PASSED A RESOLUTION PRIOR TO YOU AND MARCI BEING ON THIS COUNCIL. WE HAD AT THAT TIME THREE REPUBLICANS AND TWO DEMOCRATS. SO OBVIOUSLY NOT A PARTIZAN ISSUE. WE SPENT A LOT OF TIME WITH THE PATIENTS OF THE CITY, ATTORNEY AND MANAGER AND STAFF LISTENING TO US DEBATE HOW BEST TO WORD THAT RESOLUTION. AND I'M NOT GOING TO READ IT, BUT IT'S ON THE RECORD FOR ANYONE THAT WANTS TO READ IT. AND HERE WE ARE AGAIN TODAY AND NOTHING CHANGES. FORTUNATELY, OUR CITY HAS DONE WHAT WE CAN. THE STATE OF FLORIDA HAS DONE SOME NICE THINGS TO PROTECT OUR SCHOOLS, BUT THAT DOESN'T MEAN THAT GUN VIOLENCE ISN'T EVERYWHERE ALL THE TIME. THERE WAS A QUESTION AND A REQUEST FROM FROM SOME OF THE MEMBERS OF THE OF THE MOMS DEMAND ACTION TO LIGHT THE BULBS OVER THE PGA OVERPASS ORANGE TOMORROW AND THROUGH THE WEEKEND. I THOUGHT THAT WOULD HAVE BEEN A WONDERFUL WAY FOR US JUST TO SHOW OUR SUPPORT OF THE RESOLUTION THAT WE HAD ALREADY PASSED. I WAS TOLD BY THE CITY MANAGER THAT THAT THOSE LIGHTS ARE PROGRAMED AND I HAD NO IDEA A YEAR IN ADVANCE. SO OBVIOUSLY THAT WASN'T SOMETHING THAT WE COULD DO. BUT, YOU KNOW, I THINK IT'S IMPORTANT THAT WE TRY AS A COUNCIL FOR FIRST OF ALL, I DON'T KNOW IF WE NEED A RESOLUTION FOR THIS, BUT FOR NEXT YEAR TO MAKE SURE THAT JUNE 3RD IS IS LIT ORANGE IN SUPPORT OF THAT RESOLUTION. AND, YOU KNOW, THERE ARE A NUMBER OF THINGS THROUGH THE YEAR THAT WE ALL ARE PASSIONATE ABOUT, WHETHER IT'S, YOU KNOW, CANCER AWARENESS MONTH OR ALZHEIMER'S OR WHATEVER IT HAPPENS TO BE. I THINK IT WOULD BE A NICE THING FOR US TO PUBLISH THESE THINGS, OR AT LEAST TO SHOW THAT WE'RE TRYING TO LISTEN TO OUR RESIDENTS, LISTEN TO OURSELVES, WHERE WE PASS RESOLUTIONS IN SUPPORT OF ISSUES THAT OUR RESIDENTS WANTED US TO SUPPORT, AND MAKE SURE THAT OUR KEY PLACE IN OUR CITY WHERE EVERYBODY SEES ALL THE TIME IS IS SOMETHING THAT WE CAN SHOW THAT WE SUPPORTED OURSELVES AND SUPPORT OUR RESIDENTS. SO I DON'T KNOW HOW WE DO THAT FOR NEXT YEAR. I KNOW WE CAN'T DO IT FOR TOMORROW BECAUSE YOU TOLD ME WE CAN'T BASED ON THE TIMING. BUT IF WE ARE PREPARING FOR NEXT YEAR, I CERTAINLY WOULD LIKE TO SEE IF THERE'S A WAY THAT WE CAN WE CAN BE ENGAGED IN SOME WAY TO MAKE SURE THAT THE THINGS THAT WE WANT TO SEE AND HOW WE CAN DO THAT TO MAKE SURE THAT THOSE THOSE LIGHTS CAN BE LIT IN SUCH A WAY TO SUPPORT OUR RESIDENTS. I'LL BE WEARING MY ORANGE ALL WEEKEND. ANYONE ELSE. I'M IN FAVOR OF THAT. IF I'M IN FAVOR OF SUPPORTING THAT AS WELL, IF THAT'S AN OPTION SOMETHING FOR NEXT YEAR, OBVIOUSLY, BECAUSE IT CAN'T BE PROGRAMED THIS YEAR. THAT MAKES SENSE. ALL RIGHT. PLEASE, RON. I UNDERSTAND. THE EMOTIONAL ISSUES OF WHAT YOU'RE TALKING ABOUT. I UNDERSTAND IT'S A POLITICAL ISSUE TO. OUR PROGRAM AND OUR PHILOSOPHY AND POLICY HAS BEEN ON THE BRIDGE TO DEAL WITH CHARITABLE ORGANIZATIONS AND THOSE TYPES OF ACTIVITIES AND NOT MAKE POLITICAL STATEMENTS OF WHETHER YOU'RE. NO ONE'S IN FAVOR OF GUN VIOLENCE, I'M SURE, AND I'M CERTAINLY NOT. I'M ALSO CAUTIOUS ABOUT USING CITY. FACILITIES, TAXPAYER DOLLARS TO SUPPORT A CAUSE, A POLITICAL CAUSE ONE WAY OR THE OTHER. SO I JUST WANT TO BE CAUTIOUS THAT. WE DON'T GO DOWN THAT ROAD BECAUSE EACH ONE OF YOU MAY HAVE A DIFFERENT FEELING ABOUT A POLITICAL ISSUE. AND IT HAS ALWAYS BEEN LOCAL GOVERNMENT'S JOB, AS YOU POINT OUT, TO DEAL WITH THE LOCAL ISSUES. STATE PREEMPTS US FROM DOING ANYTHING ABOUT GUNS. THEN YOU HAVE THE FEDERAL ATTEMPTS BY CONGRESS TO TRY TO DO SOMETHING ABOUT IT. YOU HAVE THE CONTINUAL ARGUMENT OF OF DEAL WITH THE MENTAL STATE AND PUT GUNS IN SCHOOL, OUTLAW GUNS, THIS GUN, THAT GUN. AND IT GETS TO BE VERY POLITICAL. AND OBVIOUSLY RIGHT NOW THERE'S TWO SIDES OR MORE IN CONGRESS TO EVERY ISSUE. SO I THINK IT'S SOMETHING THAT WE I THINK WE NEED TO TALK FURTHER ABOUT IT, BY ALL MEANS, AND MAKE SURE WE KNOW WHERE YOUR ALL'S BOUNDARIES ARE AND WHEN THEY AREN'T. SO WE HAVE A YEAR TO TALK ABOUT IT, BUT I THINK WE DO. WE CAN EXPLORE A POLICY. RIGHT NOW, IT'S CHARITABLE ORGANIZATIONS AND WE'RE FULL. SO IN ORDER TO PUT SOMETHING ELSE IN, I HAVE TO TAKE SOMETHING OUT. SO THERE ARE ALL TYPES OF PROGRAM ISSUES THAT WE NEED TO REALLY EXAMINE BEFORE WE DO THIS. AND I'M MORE THAN HAPPY TO DISCUSS IT WITH YOU. ALL RIGHT. WELL, WE'LL START THAT DISCUSSION THEN. [01:25:02] THANK YOU, MARK. AND THERE ARE OTHER CITIES THROUGHOUT FLORIDA THAT ARE LIGHTING UP THEIR CITY HALLS OR WHATEVER ORANGE THIS WEEKEND. SO WE WON'T BE THE FIRST NOR WILL BE THE LAST. SO I THINK WE CAN CERTAINLY FIND A WAY TO MAKE IT WORK. AND I DON'T THINK RECOGNIZING THE VIOLENCE, IT'S NOT IT'S NOT NICE. IT'S NOT ASKING FOR A POLICY. IT'S NOT ASKING FOR A SPECIFIC LANGUAGE IN A LAW. IT'S JUST STATING THAT WE AS A CITY AND AS RESIDENTS, WE UNDERSTAND THE CONCERN OF THE RESIDENTS. AND WE DON'T WANT TO. WHATEVER WE CAN DO TO HELP ENCOURAGE THE CONVERSATION IS REALLY WHAT THE PURPOSE IS. THANK YOU. ANYTHING ELSE? ALL RIGHT. AS WE FINISH UP, I WANT TO TO THANK OUR AMAZING CITY COUNCIL FOR SHOWING UP TO THE RYE OPENING. WE ALSO HAD THE MURAL AT DOWNTOWN AT THE GARDENS, WHICH IS ABSOLUTELY STUNNING. PLEASE GO TAKE A LOOK. THAT ALSO OPENED, SOME NEW BUSINESSES OPENED. WE ALSO HAD THE PLEASURE OF ENJOYING THE SPECIAL OLYMPICS, WHERE THE FLAME OF HOPE WAS CARRIED BY OUR FRIENDS IN LAW ENFORCEMENT AS GUARDIAN OF THE FLAMES FOR THE SPECIAL OLYMPICS. AS THE FLAME CAME THROUGH, IT WAS REALLY MOVING. BUT MOST OF ALL, I WANT TO THANK OUR STAFF FOR MEMORIAL DAY. WE SUDDENLY HAD TO MOVE INSIDE AND IT WAS DONE EFFORTLESSLY. AND WE WERE ABLE TO HOLD A VERY TOUCHING REMEMBRANCE DESPITE A BIT OF THUNDER, LIGHTNING AND A COUPLE OF ODDS AND ENDS LIKE THAT. BUT IT WAS SEAMLESS BECAUSE OUR STAFF IS IMMACULATE AND AMAZING. AND WITH THAT, I THINK WE'RE DONE. YEAH, WELL, I JOIN THE MEETING. THANK YOU ALL SO MUCH. OH, WAIT, WAIT. CITY ATTORNEY'S REPORT. DID WE HAVE ONE? NOTHING TO REPORT. OKAY, PERFECT. ALL RIGHT, NOW WE'RE GOING TO ADJOURN. THANK YOU, SIR. * This transcript was compiled from uncorrected Closed Captioning.
