THE BUDGET AMENDMENT ALSO RECORD SEVERAL OTHER ADJUSTMENTS FROM OUR GENERAL FUND TO VARIOUS OTHER FUNDS. WHEN WE CLOSE OUT OUR PRIOR YEAR, OUR ESTIMATES WERE BELOW WHAT WE HAD BUDGETED. SO NOW WE HAVE TO MAKE THOSE FUNDS WHOLE. THERE IS $5.28 MILLION PLANNED TRANSFER TO THE REC IMPACT FUND AS PART OF THE FUNDING PLAN FOR THE OPEN BURNS ROAD COMMUNITY PROJECT THAT'S BEING CARRIED FORWARD. THERE IS ANOTHER $2.7 MILLION ADJUSTMENT REQUESTED FOR ROAD IMPACT FOR OPEN PROJECTS BEING CARRIED FORWARD. THIS ENTRY IS JUST MERELY TO TRUE UP THE BALANCE FOR DEFERRED REVENUES THAT JUST HAVE NOT ARE NOT REALIZE AT THIS TIME UNTIL THOSE PERMITS COME ONLINE. AND FINALLY WE HAVE A TRANSFER TO COVER A SHORTAGE OF 2 MILLION IN OUR REC SPECIAL REVENUE FUND BALANCE BEING CARRIED FORWARD FROM FISCAL YEAR INTO FISCAL YEAR 23 DUE TO VARIANCES AND BETWEEN ACTUAL AND ESTIMATED REVENUES AND EXPENDITURES. THESE TWO UNITS INCLUDE A MOBILE COMMAND UNIT PER RESOLUTION FI THAT WAS APPROVED PER RESOLUTION FIVE 2021 WITH A TOTAL COST OF $779,310. AND THERE WAS ALSO AN AARON LIGHT TRUCK THAT WAS APPROVED PER RESOLUTION 22 2021 WITH A TOTAL COST OF $604,227. AND BOTH OF THOSE VEHICLES ARE OUT FRONT THIS EVENING FOR THE PUBLIC AND COUNCIL TO TOUR. I WOULD LIKE TO MENTION THIS REQUEST HAS NO IMPACT ON THE CITY'S RESERVES. SO LAST BUT NOT LEAST, WE MOVE INTO THE ANALYSIS OF THE GENERAL FUND RESERVES. WE HAD A BEGINNING FUND BALANCE IN A BUDGET STABILIZATION OF 19.8 MILLION AFTER WE CLOSED OUT THE BOOKS FROM LAST YEAR. WE REALIZED AN INCREASE OF 3.9 MILLION THAT WE'RE ADDING BACK TO THOSE RESERVES. AND THEN WE HAVE A FEW ALLOCATIONS. RECOMMENDED ALLOCATIONS FROM BUDGET STABILIZATION TO VARIOUS OTHER FUNDS THAT WE HAD DISCUSSED PREVIOUSLY FOR THE REC IMPACT, THE ROAD IMPACT AND THE REC SPECIAL REVENUE FUND THAT TOTAL 9.9 MILLION TO TO BRING THOSE BALANCE HOLE. AND FINALLY, WE HAVE A RECOMMENDED TO INCREASE A FEW CONTRACTUAL OBLIGATIONS FOR 200 THAT TOTAL 216,000. SO AS AFTER ALL THOSE ADJUSTMENTS ARE MADE, IT'LL LEAVE AN ENDING FUND BALANCE OF 13.6 MILLION IN BUDGET STABILIZATION. I WANT TO JUST DROP BACK FOR A SECOND AS WE GET STARTED, WHAT ALTON MEDICAL CENTER IS AND WHAT THE HISTORIC THE HISTORY OF THE PROJECT AND HOW WE GOT TO WHERE WE ARE TODAY. IT'S REALLY IMPORTANT. THIS IS AN IMPORTANT PROJECT FOR THE CITY OF PALM BEACH GARDENS. FRANKLY, IT'S BEEN MOST OF MY ADULT CAREER. I STARTED WORKING ON THIS PROJECT IN THE LATE 1990S AND THEN IN 2004 AND 2005, IT REALLY STARTED GOING AND IT IS THE CAPSULE OR IT IS THE THE BEGINNING OF THE BEGINNING OF THE PROJECT. THE VISION WAS ALWAYS TO MAKE IT HEALTHILY, HAVE A MEDICAL USE ON THE SITE. AND HERE WE ARE 20 YEARS LATER WITH A MEDICAL USE ON THE SITE REQUESTING IN FRONT OF YOU THIS EVENING A HOSPITAL OF 300 ROOMS AND A MEDICAL OFFICE BUILDING OF 80,000 SQUARE FEET. THE HOSPITAL. WHEN I GO THROUGH THE PRESENTATION, I'M GOING TO SAY 150 BEDS. THE 150 BEDS IS THE FIRST. THEY ARE BUILDING ALL 300 ROOMS, BUT THEY ARE ALLOWING FOR THEY'RE ONLY CONSTRUCTING THE FIRST 150 INTERNALLY AND THEY'LL FINISH THOSE OTHER BEDS AS THEY COME FURTHER. AND I'LL EXPLAIN THAT A LITTLE BIT MORE DETAIL AS WE MOVE THROUGH THE SITE, THROUGH THE PROJECT. SO WHAT'S IN FRONT OF YOU THIS EVENING IS PARCEL B WITHIN ALTON. IT'S THE 32.32 ACRE PARCEL OF LAND LOCATED HERE TO THE NORTH IS CARRIER TO THE EAST IS WHAT IS NOW KNOWN AS MADISON. I HAVE CLARITY POINT ON OUR PRESENTATION. IT'S THIS SITE RIGHT HERE. IT IS IN THE PRIVATE DEVELOPMENT AREA OF WHAT WAS THEN CALLED THE SCRIPPS. BRIGER DRY. SO WHAT IS IN FRONT OF YOU THIS EVENING? THERE ARE TWO ITEMS IN FRONT OF YOU TO SEE NEXT WEEK. THREE, THERE'S A PEACE AMENDMENT. THE AMENDMENT IS TO MODIFY THE MASTER PLAN. ALSO A REVISION TO THE PXD PERMITTED USE LIST, A SITE PLAN REVIEW FOR 32.32 ACRES. IT INCLUDES A 300 ROOM HOTEL, 80,000 SQUARE FEET OF MEDICAL OFFICE, A MASTER SIGNAGE PROGRAM. WAIVERS. AND THEN FINALLY, THERE'S A MAJOR CONDITIONAL USE TO ALLOW A HEALTH STOP AS AN ACCESSORY USE TO THE HOSPITAL. SO FIRST, STARTING WITH THE PCD AMENDMENT AND KIND OF BIG PICTURE OF WHAT'S HAPPENING, WE'RE CONVERTING THE USES WITHIN THE DRI AND THE PCD TO HOSPITALS. THE DRY AND THE PCD SPECIFICALLY HAD A CONVERSION MATRIX WHICH ALLOWS FOR THE USES THAT ARE APPROVED ON PARCEL B TO BE CONVERTED INTO HOSPITAL BEDS AND MEDICAL OFFICE. WE'RE ALSO RECONFIGURING SEVERAL OF THE LAKES. THE LAKES ARE EXPANDING BY 5.44 ACRES. WE'RE ADDING AN ADDITIONAL ACCESS POINT TO THE SITE RIGHT HERE AT THE END OF THE ROUNDABOUT. THERE WERE TWO ACCESS POINTS ORIGINALLY ON THE MASTER PLAN. WE'RE ADDING A THIRD ONE. FINALLY, WE'RE AMENDING THE PCD PERMITTED USE LIST TO ALLOW FOR A HEALTH STOP AS A MAJOR CONDITIONAL USE TO TO BE PART OF AN ACCESSORY TO THE HOSPITAL. SO THE SITE PLAN REVIEW A LITTLE BIT ABOUT THE PROJECT. THE SITE PLAN IS, AS I SAID, IS A STORY HOSPITAL. THE FIRST TWO FLOORS ARE THE MEDICAL OFFICE. [00:40:02] AND THEN ON TOP OF THE EXCUSE ME, ARE THE MEDICAL ROOMS. AND THEN ON TOP OF THAT, AT FLOORS THREE THROUGH SEVEN, THOSE THOSE ARE THE HOSPITAL BED SPACES. THE BUILDING WILL BE 118 FEET OF HEIGHT. IT'LL BE 890 FEET AWAY FROM THE RESIDENTIAL PROPERTY TO THE SOUTH HERE. THERE'S ALSO BEING PROPOSED A MEDICAL OFFICE BUILDING. THAT MEDICAL OFFICE BUILDING IS 80,000 SQUARE FEET. IT'S A FOUR STORY BUILDING, AND IT WILL BE A HEIGHT OF 71.4 FEET, KIND OF FOR A FRAME OF REFERENCE THAT BUILDINGS VERY SIMILAR TO NOVA SOUTHEASTERN BUILDING THAT YOU SEE AS YOU'RE DRIVING UP I-95 ON THE EAST SIDE OR ON THE WEST SIDE OF MILITARY TRAIL. THAT BUILDING IS 75,000 SQUARE FEET AND IS 68 FEET OF HEIGHT. AND THE THE HOSPITAL ITSELF AT 118 FEET OF HEIGHT IS JUST A LITTLE BIT BIGGER, TALLER THAN THE CARRIER BUILDING. SO THE MASTER SIGN PROGRAM. THE MASTER SIGN PROGRAM INCLUDES BOTH MONUMENT SIGNS, DIRECTIONAL SIGNS, WALLS, SIGNS, CANOPY SIGNS AND BUILDING DIRECTORY. AND WE'RE GOING TO GO THROUGH THIS IN DETAIL, BUT I WANT TO LET YOU KNOW, IS THAT YOUR POLICE AND FIRE DEPARTMENT ARE IN SUPPORT OF THE SIGNAGE PROGRAM, BECAUSE WHEN YOU COME TO A HOSPITAL, THE FIRST THING YOU WANT TO BE ABLE TO DO IS HAVE AN EASE OF TO GETTING TO WHERE YOU NEED TO GO. AND THAT'S THE PURPOSE OF THE DIRECTIONAL SIGNS. THERE ARE SEVEN WAIVERS IN THE PROJECT. THOSE SEVEN WAIVERS ARE REALLY IN TWO BUNDLES. THE FIRST ONE ARE LAND DEVELOPMENT WAIVERS. THOSE LAND DEVELOPMENT WAIVERS ARE TO ALLOW A REDUCTION OF PARKING SPOTS. THE CODE REQUIRES A TEN FOOT PARKING SPOT WE'RE REQUESTING REDUCED TO NINE AND A HALF FEET OF PARKING SPOTS. THOSE THAT WIDTH OF THAT PARKING SPOTS CONSISTENT WITH OTHER COMMERCIAL PARCELS WITHIN THE CITY. ALSO, A WAIVER TO REDUCE THE AMOUNT OF LOADING SPACES THAT ARE REQUIRED. LOADING SPACES IN THE CITY CODE ARE BASED OFF OF SQUARE FOOTAGE. WE HAVE LESS THAN WHAT IS REQUIRED BY CODE, BUT WHAT IS NECESSARY FOR THE HOSPITAL? AGAIN, I'LL WALK YOU THROUGH THAT DETAIL. THE NEXT SET OF WAIVERS ARE WAIVERS FOR THE SIGNAGE PROGRAM. I'LL WALK YOU THROUGH THOSE TOWARDS THE END OF THE PRESENTATION. BUT THOSE WAIVERS ARE TO ALLOW FOR ADDITIONAL SIGNAGE, TALLER SIGNAGE, MORE VISIBILITY. THE MAJOR CONDITIONAL USE FOR THE HOW OF STOP. THIS IS A REQUEST TO ALLOW FOR A STOP ON THE SITE. WHAT IS A HALAL STOP? A HALAL STOP ISN'T WHERE A HELICOPTER STOPS AND PARKS. IT IS THERE FOR ONE PURPOSE AND ONE PURPOSE ONLY TO LAND A HELICOPTER AND HAVE IT TAKE OFF. THERE'S NO FUELING, THERE'S NO REPAIR. IT IS JUST THAT IT IS A STOP. AND THE REASON WHY THE HOSPITAL IS REQUESTING A HALAL STOP IS VERY IMPORTANT. AND WE FULLY RECOGNIZE THAT PEOPLE ARE CONCERNED WITH A HELICOPTER FLYING AROUND THEIR HOME. BUT THE REASON WHY THE HEALTH STOP IS THERE IS FOR ONE REASON AND ONE REASON ONLY. IT IS TO ALLOW FOR A PATIENT WHO HAS CARE THAT IS BEYOND THE NEEDS OF THE HOSPITAL TO BE ABLE TO TAKE TO BE ABLE TO TAKE SOMEWHERE ELSE. IT'S REALLY IMPORTANT TO HAVE THAT FACILITY IN OUR AREA. THERE ARE SEVERAL EXAMPLES OF THIS ALL OVER THE ALL OVER THE CITY AND ALL OVER THE COUNTY. THE MAJORITY OF THESE TYPE OF STOPS ARE VERY RARELY USED. THERE'S ONE AT THE PALM BEACH GARDENS MEDICAL CENTER. THERE'S ONE AT WELLINGTON REGIONAL MEDICAL CENTER. IN FACT, I ASKED KEVIN, HIS COMPANY, UNIVERSAL HEALTH SERVICES, MANAGES AND OWNS THAT FACILITY. THEY HAVE NOT LANDED A HELICOPTER THERE ALL YEAR. THIS IS NOT A TRAUMA HOSPITAL. HELICOPTERS ARE NOT GOING TO BE FLYING THERE. THE REASON FOR THE HELICOPTER IS VERY SIMPLE. AS I SAID EARLIER, IF YOUR SON OR CHILD IS AT THAT HOSPITAL AND THEY HAVE A CARE THAT CAN'T BE DELIVERED BY WHAT'S IN THE DRIVING ZONE OF AN AMBULANCE AND IT NEEDS TO BE FLOWN OUT, THIS IS ALLOWS FOR A HELICOPTER TO COME IN AND TAKE THAT PERSON SOMEWHERE ELSE. OR ANOTHER EXAMPLE, IF YOU HAPPEN TO BE BURNED. THE BURN UNIT IS LOCATED IN JACKSON MEMORIAL HOSPITAL IN MIAMI. SO THAT'S THE REASON WHY WE'RE REQUESTING THE HELO STOP. SO HOW DID WE GET HERE? AND THIS IS REALLY KIND OF THE MOST IMPORTANT PART AND I GUESS WHY I'M HERE. HOW DID WE GET HERE? I STOOD IN FRONT OF THIS COUNCIL ON APRIL 1ST, 2010, TO TALK ABOUT THE SCRIPPS FLORIDA PHASE TWO BRIGADIER I THAT SET THE STAGE FOR THIS EVENING. THAT WAS OF, GOSH, 13 YEARS AGO. IT WAS FRONT OF THE PLANNING COMMISSION 14 YEARS AGO. IT'S BEEN PART OF THE FABRIC OF THE CITY OF PALM BEACH GARDENS FOR MANY, MANY YEARS. THE FAMILY THAT OWNED THAT PROPERTY, IT WAS THE TRIGGERS. THE MAIN CONCERN WAS THEY OWNED THAT PROPERTY SINCE 1957. THEY SOLD IT, I BELIEVE, IN 2014 TO COLTER. BUT WHAT HAPPENED AT THAT TIME, A DEVELOPMENT OF REGIONAL IMPACT WAS APPROVED. A COMPREHENSIVE PLAN AMENDMENT WAS APPROVED, THE PLANNED COMMUNITY DEVELOPMENT DISTRICT WAS APPROVED, THE ZONING TEXT AMENDMENT AND A PROPORTIONATE SHARE AGREEMENT. THE SLIDES THAT ARE IN FRONT OF YOU ARE THE EXACT SLIDES I TOOK OFF THE POWERPOINT FROM APRIL 1ST, 2010. THE NEXT SERIES OF SLIDES WILL BE FROM THAT NIGHT. ALSO, IT WAS VOTED UNANIMOUSLY FROM THIS CITY COUNCIL TO ALLOW FOR SETTING THE STAGE FOR THIS EVENING. SO THIS PARTICULAR PIECE OF PROPERTY WAS A PART OF MANY, MANY PLANNING. THIS WAS DURING A DISCUSSION OF WHERE WOULD THE SCRIPPS PROJECT GO IF WE ALL RECALL THE THE DISCUSSION AND DEBATE AT THE TIME? ULTIMATELY, IT WAS CHOSEN TO BE ON THIS SITE. THE FAMILY WHO OWNED THE LAND DEDICATED 30 ACRES OF LAND TO PALM BEACH COUNTY FOR FREE, AND ULTIMATELY THE DEVELOPMENT ORDER WAS APPROVED. BUT IN 2005, THE CITY TOOK A FORWARD VISION ABOUT WHAT SHOULD THIS SITE LOOK LIKE? WELL, THE HELL, THE CHARRETTE. THIS IS ACTUALLY ME RIGHT HERE, I BELIEVE. I SAW ROSS STANDING RIGHT OVER HERE. SO IN 2005, THE CITY HAD A DESIGN CENTER WITH A LOT OF PUBLIC INPUT ON WHAT THIS COULD LOOK LIKE. THE PLAN THAT I'M GOING TO SHOW YOU THIS EVENING ALMOST MIRRORS THAT DESIGN. WAY BACK IN 2005. IT'S WHAT ALLOWED YOUR WHAT'S ALLOWED THE FLORIDA POWER LIGHT TO HAVE ADDITIONAL HEIGHT. BUT IT WAS THE EMPHASIS WAS STARTING WITH THE SCRIPPS SITE OR THE BIGGER PARCEL, WHICH IS NOW ALTON. AND ULTIMATELY THE DESIGN WAS TO ALLOW UP TO 150 FEET OF HEIGHT ACROSS THE SUBJECT SITE. AND THIS WAS FOR CITYWIDE VISION 2006. AND THEN IN 2008, THE NEIGHBORS, BECAUSE OF THE DEVELOPMENT OF REGIONAL IMPACT, THE THEY IT WAS A REGIONAL THING ALL THE REGION HAD THE OPPORTUNITY TO DISCUSS AND DEBATE THIS. WE HELD A PLANNING CHARRETTE WITH THE TOWN OF JUPITER. THE TOWN OF JUPITER WAS CONCERNED ABOUT WHAT'S THE HEIGHTS GOING TO LOOK LIKE ADJACENT TO DONALD ROSS ROAD. WE HELD A CHARRETTE WITH THE TOWN OF JUPITER, AND THAT'S WHERE THE STAIR STEPPING THAT YOU'LL SEE IN DESIGN GUIDELINES CAME FROM. SO THE BUILDINGS AREN'T 150 FEET, RIGHT, OF THE DONALD. ROSS REALTOR RIGHT UP TO THE RESIDENTIAL AREA. IT ALLOWED THE BUILDINGS TO BE TIERED BACK, AND THAT WAS THE AGREEMENT THAT WE WORKED OUT IN 2008 WITH THE CHARRETTE. AND THEN IN 2009 AS PART OF THE DEVELOPMENT OF REGIONAL IMPACT. ANOTHER CHARRETTE WAS HELD TO DESIGN THIS PROPERTY. THAT CHARRETTE. I WON'T EVEN SHOW YOU THAT PLAN BECAUSE IT WAS SO INTENSE. BUT IT WAS A VERY INTENSE PLAN. BUT. BUT AGAIN, IN 2009, TREASURE COAST GAVE THEIR COMMENTS. WE WORKED THROUGH ALL THE REGIONAL COMMENTS, ULTIMATELY RECEIVED APPROVAL FROM THIS CITY COUNCIL. THEN WE RECEIVED APPROVAL FROM FROM TREASURE COAST REGIONAL PLANNING COUNCIL, THE DEPARTMENT OF ECONOMIC OPPORTUNITY. AND THEN FINALLY BACK TO THIS COUNCIL FOR THE APPROVAL THAT LAID THE GROUNDWORK FOR WHAT IS IN THIS EVENING AND THAT NIGHT ON APRIL 1ST, 2010. I DON'T THINK ANY OF YOU WERE SITTING ON THE CITY COMMISSION. I THINK MISS TINSLEY, YOU WERE LIKE THE NEXT MEETING I HAD THE OPPORTUNITY TO SHOW I HAD I HAD JOHN GLIDDEN DRAW. WHAT COULD THIS LOOK LIKE BASED ON THE DESIGN GUIDELINES? AGAIN, THIS IS THE EXACT SLIDE I SHOWED THE CITY COUNCIL THIS DRAWING. MR. GLIDDEN DID A QUICK LITTLE DRAWING FOR US, REVIEWED THE DESIGN GUIDELINES, AND THIS IS THE INTENSITY THAT'S ALLOWED ON THE SITE. THIS IS A 12 STORY BUILDING ON THE CORNER. WE HAD PARKING GARAGE, A SIX STORY BUILDINGS, NINE STORY BUILDINGS. MY POINT OF SHOWING THIS IS WHAT YOU'RE GOING TO SEE TONIGHT IS MUCH LESS INTENSE THAN WHAT ULTIMATELY COULD BE BUILT. SO THIS SO ULTIMATELY, WE GOT TO THESE DESIGN GUIDELINES AFTER ALL OF THESE THREATS AND ALL THE DISCUSSION AND ALL THE PUBLIC INPUT, THERE WERE A TON OF PUBLIC MEETINGS FOR THIS SITE. ULTIMATELY, WE GOT TO THESE DESIGN GUIDELINES, AND THOSE DESIGN GUIDELINES OUTLINED THE CRITERIA FOR HEIGHT, THE DESIGN CRITERIA, HOW THE TRAFFIC WOULD FLOW THROUGHOUT THE SITE, ALL BUILT WITHIN THIS DOCUMENT. THERE ARE THE REGULATING DOCUMENT FOR THIS PIECE OF PROPERTY. AND YOU CAN SEE ON THE LEFT HAND SIDE THE TEARING SYSTEM THAT WAS APPROVED. IT WAS 150 FEET. YOU CAN GO 150 FEET OF HEIGHT. IT'S AT 55 FEET. YOU CAN GO 75 FEET AND THEN TEARING FROM THAT POINT FORWARD. THE CITY, THE CITY OF PALM BEACH GARDENS THEN RESPONDED AFFIRMATIVELY THAT BOTH HOSPITALS AND MEDICAL OFFICES ARE PERMITTED USES AND PARCEL B BASED ON THE CITY'S COMPREHENSIVE PLAN, THE APPLICABLE ZONING DISTRICT, THE DRI DEVELOPMENT ORDER AND THE PCD APPROVALS FOR ALTON. IT IS REALLY IMPORTANT TO NOTE THIS IS THE ONLY SITE REMAINING WITHIN ALTON OR HOSPITAL IS A PERMITTED USE. THIS WAS SET UP TO ALLOW FOR IT THE CONVERSION IN THE DRI SET UP FOR THIS TO ALLOW IT TO OCCUR. AND THAT IS WHAT OUR REQUEST THIS EVENING WILL BE A HOSPITAL. WE TRIED TO FACTOR INTO A LOT OF OUR DESIGN DECISIONS THAT WE MADE. SO THIS IS THE PROPOSED PLAN OF DEVELOPMENT. IT DOES REFLECT TWO BUILDINGS. AS KEN MENTIONED, WE HAVE OUR SEVEN STOREY, 300 BED HOSPITALS CENTRALLY LOCATED ON THE SITE, ABOUT JUST SHY OF 900 FEET FROM THE SOUTHERN PROPERTY LINE. AND THE FOUR STORY 80,000 SQUARE FOOT MEDICAL OFFICE BUILDING LOCATED ABOUT 430 FEET FROM THE SOUTHERN BOUNDARY LINE. THE SITE PLAN DOES REFLECT THREE DRIVEWAYS OFF OF PASTURE BOULEVARD. EACH OF THESE DRIVEWAYS IS DESIGNED WITH A MINIMUM OF 100 FOOT THROAT DISTANCE INTERIOR TO THE SITE. THE TWO NORTHERN DRIVEWAY LOCATIONS WHICH ARE LEFT ON THIS PLAN ARE FULL ACCESS OPENINGS AND EACH ARE PROVIDED WITH A LEFT AND RIGHT TURN LANE WITHIN PASTURE BOULEVARD, ALL OF WHICH ARE DESIGNED TO MINIMUM FDOT STANDARDS. AND SO WHAT THAT MEANS IS 280 FEET WORTH OF STACKING, PLUS AN ADDITIONAL 50 FEET WORTH OF PAPER, SO THAT IN CONJUNCTION WITH THE 100 FOOT THROAT DISTANCE PROVIDED INTERIOR TO THE SITE, REALLY IS GOING TO HELP MITIGATE ANY POTENTIAL TRAFFIC BACKUP THAT MAY OCCUR AT THOSE DRIVEWAY LOCATIONS FROM BEING WITHIN THE DRIVE LANES OF PASTURE BOULEVARD. REALLY KEEP THOSE TRAFFIC LANES OPEN. WHILE WE CAN'T RESTRICT ANY ACCESS TO ANY OF THESE DRIVEWAYS FROM ANY USER ON THE SITE, WHAT WE'VE REALLY TRIED TO CONSIDER WITH THE LAYOUT OF THE SITE DESIGN AND THE DRIVEWAY LOCATIONS IS HOW IT'S GOING TO FUNCTION THE SITE AND TRY TO MINIMIZE THE CONFLICTS BETWEEN USES AND MAKING SURE THAT EACH ASPECT OF THE SITE HAS CONVENIENT ACCESS TO IT. SO IF WE LOOK FIRST AT SERVICE AND BACK OF HOUSE SAYS DIRECT ACCESS FROM THE MIDDLE DRIVEWAY ALONG FROM PASTURE, THIS IS GOING TO BE YOUR LOADING DOCK TRASH SERVICE, FOOD PREP, THE CENTRAL ENERGY PLANT, WHICH IS KIND OF THE THE HEARTBEAT OF THE HOSPITAL IN ITSELF. ALL OF THAT IS LOCATED ON THE NORTH SIDE OF THE BUILDING. THAT PUTS IT ABOUT 1200 FEET FROM THE RESIDENCES TO THE SOUTH. SO NOT ONLY DO WE HAVE THAT DISTANCE SEPARATION, WE ALSO HAVE THE BUILDING ITSELF. BY PLACING ALL OF THOSE ELEMENTS ON THE NORTH SIDE, WE TAKE THOSE IMPACTS FROM LIGHTING, FROM SOUND, POTENTIAL SMELLS. IF THAT WOULD OCCUR IN THOSE USES. ALL OF THAT HAS A GREATER MITIGATION EFFECT BEING ON THE NORTH SIDE OF THIS BUILDING. PATIENT VISITOR PARKING LIKELY IS GOING TO UTILIZE THAT SOUTH ENTRANCE. THIS IS BECAUSE THE MAIN ENTRY POINT TO THE HOSPITAL IS ON THE SOUTHERN FACE. THE WALK IN EMERGENCY DEPARTMENT DROP OFF IS ON THAT SOUTHEAST CORNER OF THE HOSPITAL, KIND OF WHERE YOU SEE THAT LOOP. AND THEN THE MAIN PATIENT VISITOR PARKING LOT IS LOCATED ON THE SOUTHERN SIDE OF THE BUILDING. ONE OF THE ASPECTS OF THE SITE DESIGN IS ACTUALLY WE TOOK THE MEDICAL OFFICE FACILITY, WHICH IS THE NON 24 HOUR USE OF OUR PROGRAM, PUSH IT TO THE SOUTHERN SIDE OF THAT SITE. AND SO IF THERE ARE ANY LATE NIGHT ACTIVITIES ASSOCIATED WITH THE HOSPITAL, WHATEVER THOSE MAY BE, ALL OF THAT'S PUSHED NORTH, IT'S PUSHED FURTHER AWAY FROM THE RESIDENCES TO THE SOUTH IN AN EFFORT TO TRY TO MITIGATE ANY OF THOSE POTENTIAL IMPACTS. THE EMERGENCY DEPARTMENT FOR DROP OFF FROM EMERGENCY VEHICLES AND AMBULANCES IS LOCATED ON THE NORTHEAST CORNER OF THE HOSPITAL SITE. IT'S HIGHLY VISIBLE. IT IS OUR SHORTEST, MOST DIRECT ACCESS POINT ONTO THE SITE. THIS LIMITS THE NECESSITY FOR AMBULANCES TO NAVIGATE THROUGH THE SITE AND CREATE ADDITIONAL CONFLICTS, EITHER WITH PEDESTRIANS WALKING ON THE CROSSWALKS, OTHER VEHICLES IN SITE, AND IT ALSO BEING PLACED ON THE NORTH SIDE OF THE BUILDING LIKE THE CENTRAL ENERGY PLANT AND ALL THE LOADING SERVICES AGAIN GETS THAT DISTANCE SEPARATION AND THE PHYSICAL SEPARATION WITH THE BUILDING ITSELF TO MITIGATE ANY POTENTIAL IMPACTS. HOSPITAL STAFF PARKING IS LOCATED ON THE NORTHERN END OF THE SITE. WE SEPARATE THAT AWAY FROM THE PATIENT AND VISITOR PARKING AGAIN SO WE DON'T HAVE THAT COMPETITION OF PARKING SPACES. WE DON'T WANT STAFF EATING UP, PARKING CLOSE TO THE HOSPITAL AND THEN HAVE PATIENTS AND VISITOR HAVE TO PARK AT THE VERY END OF THE HOSPITAL SITE AND WALK TO IT. ALSO, AGAIN, IT'S TAKING THAT MOST INTENSE OR POTENTIAL HIGH VOLUME TRAFFIC OF SHIFT CHANGES AT THE HOSPITAL, PUSHING IT TO THE NORTHERN NORTHERN END OF THE SITE. THE STOP TRAFFIC PATTERN IS CAN MENTION THIS IS GOING TO BE EXTREMELY RARE ONLY IN THOSE SITUATIONS WHERE WE HAVE TO SEND A PATIENT OUT TO RECEIVE MEDICAL [00:55:01] SERVICES THAT AREN'T OFFERED AT THE HOSPITAL. THEY WOULD TRAVEL BY AMBULANCE FROM OUR AMBULANCE, DROP UP DIRECTLY TO THE HELL TO STOP, GET IN THE HELICOPTER AND LEAVE. WE DO OFFER ALSO PROVIDE A PRETTY EXTENSIVE PEDESTRIAN CIRCULATION PATTERN THAT IS SAFE, CONVENIENTLY MARKED, OFFERS ACCESS TO ALL THE PARKING AREAS, ALL OF THE BUILDING ENTRANCES, AS WELL AS THE PUBLIC AMENITY SPACES AND THE PUBLIC RIGHT OF WAY. PARKING ON THE SITE IS GOING TO BE DISTRIBUTED THROUGH THREE MAIN PARKING LOTS. AS KEN MENTIONED, THE INITIAL PHASE ONE BUILDOUT IS ONLY FOR 150 OF THE 300 HOSPITAL BEDS. HOWEVER, ON DAY ONE, WE ARE PLANNING TO CONSTRUCT ALL OF THE REQUIRED PARKING FOR THE FULL BELT OF THE HOSPITAL. THE APPLICANT IS ALSO MAKING A PRETTY SIGNIFICANT COMMITMENT TO ELECTRIC VEHICLE PARKING ON THE SITE. AS WE'RE ALL AWARE, I BELIEVE THAT THERE IS NO CODIFIED LANGUAGE WITHIN THE CITY AT THE MOMENT FOR REQUIRED ELECTRIC VEHICLE PARKING. HOWEVER, WE ARE COMMITTED TO PROVIDING 4% OF THE TOTAL REQUIRED PARKING ON SITE AS ELECTRIC VEHICLE SPACES. THIS COMES OUT TO 40 PARKING SPACES ON SITE TOTAL, WHICH WILL BE DISTRIBUTED AGAIN THROUGH ALL THREE PARKING AREAS. THE SITE PLAN ALSO OFFERS A PRETTY EXTENSIVE AMOUNT OF PUBLIC OPEN SPACE, PUBLIC AMENITIES AND PARK SPACE. THE MAJORITY OF THIS IS REFLECTED IN A GREENBELT STYLE PARK, WHAT WE CALL PASTURE PARK ALONG PASTURE BOULEVARD. IT OFFERS PASSIVE RECREATIONAL OPPORTUNITIES TO HOSPITAL PATRONS AS WELL AS THE PUBLIC. IT WILL BE OPEN TO THE PUBLIC WALKING ALONG PASTURE BOULEVARD AS MEANDERING PATHWAYS, MULTIPLE OPPORTUNITIES FOR SHADED SEATING AT THE VERY SOUTHERN END ADJACENT TO THE MEDICAL OFFICE. BUILDING IS A HEALING GARDEN ALONG WITH THIS KIND OF REPRESENTED WITH THE LITTLE STARS ON THE PLAN ARE POTENTIAL LOCATIONS FOR PUBLIC ART INSTALLATIONS. THE APPLICANT WOULD LIKE TO COMMISSION AND INSTALL PUBLIC ART PIECES TO BE IN COMPLIANCE WITH THE ART AND PUBLIC PLACES REQUIREMENT WITHIN THE CITY. THE APPLICANT REALLY WANTS TO MAKE SURE THAT THEY ARE A GOOD NEIGHBOR IN THIS PROCESS AND WE MET WITH THEM MULTIPLE TIMES IN THIS PARTICULAR EXHIBIT IS SOMETHING THAT WE CREATED TO BE UTILIZED DURING THOSE MEETINGS SO THAT WE COULD CONVEY NOT ONLY WHAT IS ALLOWED TO BE CONSTRUCTED ON SITE, BUT ACTUALLY WHAT WE ARE PROPOSING TO KIND OF EASE SOME OF THOSE CONCERNS OR FEARS, LIKE KEN MENTIONED IN THE BIOTECH BIOTECH DISTRICT WITHIN THE PCD DESIGN GUIDELINES, THERE ARE THOSE TIERED SETBACK REQUIREMENTS, PARTICULARLY IN RELATION TO THE SOUTHERN BOUNDARY ADJACENT TO PARCEL E, WHICH IS THAT RESIDENTIAL PIECE. SO YOU CAN SEE THAT OUR BUILDINGS ARE WELL WITHIN WHAT'S ALLOWED WITHIN THE DESIGN GUIDELINES. AND AFTER MEETING WITH THE NEIGHBORS, I FEEL WE'VE REALLY TRIED TO EASE THEIR CONCERNS WITH THIS POTENTIAL IMPACT. ALONG WITH DESIGN CONSIDERATIONS FOR BUILDING HEIGHT AND SETBACK, WE ARE ALSO INCREASING THE REQUIRED LANDSCAPE BUFFER ALONG THAT SOUTHERN BOUNDARY. THE PCD DESIGN GUIDELINES CURRENTLY REQUIRE A 25 FOOT LANDSCAPE BUFFER. WE ARE PROPOSING A 50 FOOT LANDSCAPE BUFFER, ALONG WITH A SIX FOOT BERM AND A SIX FOOT CONCRETE POST AND PANEL WALL INSTALLED ON TOP OF THAT BERM. PARCEL E CURRENTLY ALSO HAS A 25 FOOT LANDSCAPE BUFFER EXISTING ON THEIR SIDE OF THE PROPERTY BOUNDARY. SO OUR 50 FOOT BUFFER, ALONG WITH THEIR 25 FOOT LANDSCAPE BUFFER, IS GOING TO RESULT IN 75 FEET WORTH OF LANDSCAPE BUFFER BETWEEN THE TWO PROPERTIES. ARCHITECTURE HAS BEEN SOMETHING THAT REALLY WENT THROUGH, ALONG WITH THE ENTIRE PROJECT, REALLY KIND OF THAT QUINTESSENTIAL DESIGN PROCESS, RIGHT? IT'S NOT LINEAR. YOU'RE NOT MAKING A DECISION AND SOLVING A PROBLEM WITHOUT REVISITING SOMETHING. AND SO THIS HAS BEEN THAT REVISIT, YOU KNOW, PROCESS THAT WE'VE GONE THROUGH. WE COME UP WITH AN IDEA, YOU EVALUATE IT, YOU REDESIGN, YOU EVALUATE IT, YOUR REDESIGN, YOU MEET WITH STAFF, YOU REDESIGN, YOU MEET WITH NEIGHBORS, YOU REDESIGN. AND WE'VE GONE THROUGH THAT. NOTHING KIND OF PORTRAYS THAT MORE THAN THE ARCHITECTURE. THE HOSPITAL SYSTEM HAS A STANDARD FOOTPRINT THAT THEY HAVE UTILIZED AND CONSTRUCTED IN MULTIPLE LOCATIONS ALL OVER THE COUNTRY. THEY KNOW IT FUNCTIONS WELL AS A MEDICAL FACILITY, WHICH IS IMPORTANT. IT MEETS THEIR NEEDS, SERVES THEIR COMMUNITIES, AND WE TRIED TO UTILIZE THAT HERE ON THIS SITE FIRST. THEY ARE ENHANCING THE PEDESTRIAN LEVEL ARCHITECTURE BY CHANGING MATERIALS TO A STONE MASONRY UNIT WITH DETAILED PATTERNING. WE'VE GOT ALUMINUM AIRPORT STYLE CANOPIES AT ALL OF THE MAIN ENTRANCES REALLY CREATES A UNIQUE ARCHITECTURAL PROJECT THAT NOT ONLY US IS IS PROUD TO HAVE AS PART OF THEIR PORTFOLIO, BUT WE FEEL THAT THE CITY OF PALM BEACH GARDENS WOULD BE PROUD TO HAVE WITHIN THEIR CITY. THE LOADING DOCK IS TO THE NORTH. THIS IS A NICE LITTLE EMPLOYEE AREA THAT WAS DESIGNED AS GOOD COMMENT. WE ADDED THAT IN AND THAT ALSO THE LAKE WAS EXPANDED. AND THE STATE HAD A PROCESS IN PLACE UP UNTIL 2019 WHEREBY A CERTIFICATE OF NEED WAS REQUIRED BEFORE A HOSPITAL COULD COME INTO AN AREA. WHEN THE LEGISLATURE GOT RID OF THAT IN 2019, IT PUT IT ON THE INDIVIDUAL MUNICIPALITIES AND THE COUNCIL TO FIGURE OUT HOW TO NAVIGATE WHEN A PROJECT THIS SIZE COMES INTO A COMMUNITY. AND HOW TO. YOU'RE DEALING WITH WITH INDIVIDUAL PROPERTY RIGHTS BECAUSE THE CITY DOESN'T OWN THAT PROPERTY. SOMEBODY DOES. SOMEBODY COMES IN, PURCHASES THAT PROPERTY, AND THEY THEY WANT TO PUT IN A PROJECT THIS SIZE. AND AGAIN, AS WAS MENTIONED BY MR. BRANDENBURG, THE COLLABORATION THAT EXISTED BETWEEN OUR CITY AND UNIVERSAL HEALTH CARE, BETWEEN KEVIN DELILLO, KEN TUMOR, JEFF ATWATER AND AND OUR STAFF, AS WELL AS THE RESIDENTS TO MAKE THIS HAPPEN IN A WAY THAT IS SUCH A POSITIVE FOR OUR COMMUNITY IS REALLY TO BE COMMENDED. WE WERE ABLE TO MAKE IT HAPPEN DESPITE NOT HAVING THAT FRAMEWORK THAT SAID, YOU HAVE TO DO IT THIS WAY. SO WE SHOWED THAT IT CAN BE DONE AND IT CAN BE DONE IN A WAY THAT WILL BENEFIT THE COMMUNITY GREATLY. THE FIRST STEP IN THAT PROCESS WAS THE CITY BEING PROACTIVE IN DOING OUR OWN NEEDS ASSESSMENT AND GETTING THAT BACK AS A HEALTH CARE PROVIDER AND SEEING WHAT THE FUTURE PROJECTIONS ARE FOR THE GROWTH OF THE CITY AND WHAT THE HOSPITAL BED SITUATION WILL LOOK LIKE GOING FORWARD WHEN THE HOSPITAL FINALLY GETS HERE, WE WILL BE IN A GOOD POSITION, A POSITION THAT WE WOULD NOT BE IN WITHOUT THEM HERE. SO THE BUILDING IS BEAUTIFUL. I THINK THEY DID A GREAT JOB IN THE DESIGN OF THE BUILDING. IT DEFINITELY SAYS PALM BEACH GARDENS. IT SAYS MODERN. IT FITS WITH THAT RESEARCH AND DEVELOPMENT PARCEL AND WHAT WE WANT THAT AREA TO LOOK LIKE, AS DOES THE MEDICAL BUILDING. AND SO SINCE THE RESUBMISSION, I RECEIVED NOTHING BUT SUPPORT, ASIDE FROM A FEW EMAILS THAT TOOK PLACE LITERALLY WITHIN HOURS OF THE LAST EMAIL BLAST THAT CAME FROM THE ANONYMOUS WEBSITE WHICH WAS LISTING OUT OF DATE INFORMATION, LINKS TO BLOGGERS AND ETC., THAT HAS BEEN SENT TO RESIDENTS, SPURRING THEM TO RESPOND TO THE OPPORTUNITY TO PAT OUR RESIDENTS ON THE BACK BECAUSE THEY DID NOT FALL PREY TO INCENDIARY AND OUT OF DATE REACTIVE WEBSITES, BLOGS AND EMAILS THAT WERE MEANT TO SCARE. JUST BECAUSE INFORMATION HAS A DOT COM OR A PERSON ONCE WROTE FOR AN EDITORIAL PAPER. THIS IS STILL BIASED INFORMATION AND OUR RESIDENTS CAN SEE THAT. AND SO I REALLY WANT TO APPLAUD THEM FOR THAT.
