SHE WAS EVERYWHERE ALL THE TIME AND I DON'T KNOW HOW YOU DID IT BUT I THANK YOU FOR IT. AND I'M GOING TO RELY ON YOU AND YOUR TIME AND YOUR ENERGY AND YOUR EXPERTISE TO KEEP THE FACE OF THIS CITY MOVING FORWARD AS WE MAKE OUR RELATIONSHIPS AND KEEP OUR RELATIONSHIPS WITH OUR NEIGHBORS THROUGHOUT THE COUNTY. CARL HAS A REAL KNACK FOR UNDERSTANDING AND COMMUNICATING WITH OUR RESIDENTS BETTER THAN MOST. HE IS JUST ONE OF US AND ONE OF YOU AND THAT'S NOT SOMETHING THAT'S EASY TO DO. AND I THINK PEOPLE FEEL VERY COMFORTABLE REACHING OUT TO CARL AND HE DOES A GREAT JOB BRINGING THOSE ISSUES TO US SO THAT WE CAN MAKE SURE WE'RE DOING THE RIGHT THING FOR THE RESIDENTS. AND MATT HAS A GREAT WAY OF RESEARCHING AND GETTING INTO THE DETAILS SOMETHING THAT IS PROBABLY BETTER THAN THE REST OF US. AND HE BRINGS A VERY IMPORTANT ROLE TO THE COUNCIL THAT YOU KNOW IT'S NOT ALWAYS UNDERSTOOD BUT WE UNDERSTAND IT BECAUSE WE KNOW WHAT HE GOES THROUGH AND THE TIME COMMITMENT THAT HE PUTS. SO FOR ALL OF THAT I HOPE YOU ALL FEEL VERY COMFORTABLE WITH WHERE THE CITY IS GOING TO GO. THEY RAISED MONEY FOR THE STUDENT LEADERSHIP GROW PROGRAM. THESE ARE THE FUTURE LEADERS OF OUR CITIES COUNTY AND STATE. THEY'RE HIGH SCHOOL STUDENTS AND THE FUNDS GO TO THEIR LEADERSHIP PROGRAM. WE HAD THE PALM BEACH GARDENS NORTH COUNTY DISTRICT PARK CORNERSTONE CEREMONY. SEEING YOUR NAME ON A PLAQUE ON A CITY BUILDING FOR THE FIRST TIME THERE'S NOTHING LIKE IT. SO IT WAS AN INTERESTING DAY AND I WANT TO THANK THE CITY MANAGER AND THE STAFF AND MY FELLOW COUNCIL MEMBERS FOR THEIR FORWARD THINKING AND BEING ABLE TO GET THAT PROJECT DONE THROUGH THE COUNTY AS QUICK AS WE DID. STAY TUNED FOR DETAILS ON AN EXCITING NEW PROGRAM THAT WILL RECOGNIZE LOCAL BUSINESSES AND INCENTIVIZE OTHER BUSINESSES TO BE ENVIRONMENTAL STEWARDS AND UTILIZE SUSTAINABILITY STANDARDS IN THEIR BUSINESS MODELS. I ATTENDED THE BALLENISLES FOUNDATION GRANT AWARDS CEREMONY WHERE SEVERAL DEPARTMENTS OF OUR CITY WERE RECOGNIZED WITH GRANT AWARDS INCLUDING OUR POLICE DEPARTMENT OUR FIRE DEPARTMENT AND OUR PARKS AND RECREATION DEPARTMENT. HE TOOK AN INTERESTING LOOK AT THE TOP 25 MOST IMPORTANT PEOPLE IN THE HISTORY OF FLORIDA THROUGH HIS BOOK FLORIDA MADE. AND IN CASE YOU'RE INTERESTED OF COURSE HENRY FLAGLER WAS ONE HE LISTED. THERE WAS A FORUM CELEBRATION AT CHABAD PALM BEACH GARDENS THAT WAS A LOT OF FUN. I SUPPORTED EQUALITY PALM BEACHES GALA. AND THIS MORNING I ATTENDED A VERY IMPORTANT PROGRAM THROUGH THE JEWISH COMMUNITY RELATIONS COUNCIL AND THE ADL ON ANTI-SEMITISM. THERE WAS ONE IN PALM BEACH GARDENS LAST NIGHT. ATTENDED THE LITERACY COALITION OF PALM BEACH COUNTY LOVE OF LITERACY LUNCHEON AND I AM THE NEWLY APPOINTED DELEGATE FOR THE SOUTHEAST FLORIDA TRANSPORTATION COMMITTEE AND WE HAD OUR MONTHLY MEETING. I ATTENDED THE TREASURE COAST REGIONAL PLANNING COUNCIL MEETING. ATTENDED THE BALLENISLES CHARITABLE FOUNDATION AWARDS MEETING AWARDS LUNCH. OR WAS IT JUST A COCKTAIL EVENT RECEPTION? MY MOTHER AND I GOT TO THE POLICE STATION FIRE DEPARTMENT AND LEARN HOW CITY COUNCIL MEETINGS ARE RUN. EVERYONE WE MET ON THIS TOUR WAS WELCOMING AND AMAZING. THEY ALL HAVE OUR UTMOST RESPECT. WHEN WE ARRIVED AT CITY HALL I WAS WELCOMED BY THE MAYOR AND CITY CLERK AND GIVEN A GIFT BAG OF KEEPSAKES. I ALSO HAD THE PRIVILEGE OF WITNESSING THE MAYOR SIGN OFFICIAL DOCUMENTS APPROVED BY THE CITY COUNCIL THE NIGHT BEFORE. I ALSO RECEIVED A CITY ISSUED PHOTO I.D. AND MET WITH THE POLICE AND MET WITH THE ASSISTANT CHIEF OF POLICE. HE GAVE US A TOUR OF EMERGENCY OPERATIONS CENTER 911 DISPATCH CENTER THE POLICE DEPARTMENT AND MOBILE COMMAND POST. MY FAVORITE PARTS WERE SEEING A SWAT TRUCK THE POLICE DEPARTMENT AND MOBILE COMMAND POST. IN THE FORENSIC SCIENCE AREA WHAT I THOUGHT WAS REALLY INTERESTING WAS THE PROCESS OF DNA AND FINGERPRINT IDENTIFICATION. ON TV YOU JUST SEE THEM GET A FINGERPRINT SCAN IT INTO THE SYSTEM AND GET THE INFORMATION OF THE PERSON. HOWEVER IN REAL LIFE THERE IS A MORE INTRICATE PROCESS. FORENSIC SCIENCE IS IMPORTANT. HOWEVER ALL OF THE BRANCHES OF THE POLICE DEPARTMENT ARE EQUALLY AS IMPORTANT AND WE WOULD NOT BE ABLE TO FUNCTION WITHOUT THEM.AFTERWARDS WE WENT TO THE FIRE DEPARTMENT. WE MET THE DEPUTY FIRE CHIEF WHO GAVE US A TOUR OF THE FIRE DEPARTMENT AND MUSEUM. FIRST WE TOURED THE INSIDE OF THE FIRE STATION AND WHAT I THOUGHT WAS INTERESTING WAS HOW FIREFIGHTERS LIVE AT THE FIRE STATION DURING THEIR 24 HOUR SHIFTS. THIS IS BECAUSE FIREFIGHTERS NEED TO BE ABLE TO RESPOND TO EMERGENCIES AT ANY GIVEN TIME. ANOTHER THING I FOUND INTERESTING IS HOW FIREFIGHTERS WAKE UP. THERE WAS A SIREN THAT SLOWLY GETS LOUDER IN THE CASE OF AN EMERGENCY AND THE NOISE AND THE SIRENS SLOWLY GETS LOUDER. SO IT GIVES THE FIREFIGHTERS TIME TO WAKE UP AND OXYGENATE AS JUMPING UP AND RUNNING TO THE TRUCK DOES NOT ALLOW TIME FOR IT. THE REALLY FUN PART WAS GETTING TO SEE THE FIRE TRUCKS AND SPRAY THE HOSE. THAT WAS REALLY FUN. I ENJOYED THAT PART PROBABLY THE MOST. [LAUGHTER] I ALSO GOT TO SEE TWO ANTIQUE FIRE TRUCKS IN THE FIRE MUSEUM AND I GOT TO RIDE IN THE FIRE TRUCK AND PULL THE SIREN. THAT WAS REALLY AMAZING. AND TONIGHT WE HAVE A STORY TO TELL. AND DAVID REYES IS GOING TO TELL THE STORY. HE'S OUR COMMUNITY SERVICES ADMINISTRATOR AND HE IS ALSO THE DIRECTOR OF EMERGENCY MANAGEMENT WHICH IS RIGHT AFTER THIS EVENT OCCURRED WE WENT INTO EMERGENCY MANAGEMENT MODE AND I'D LIKE FOR DAVID TO TELL YOU THE STORY OF HIS STAFF AND THE REACTION OF ALL OF THE EMPLOYEES IN THE CITY TO THE FIRE RESCUE THE POLICE DEPARTMENT PUBLIC WORKS COMMUNITY SERVICES ALL OF THOSE EMPLOYEES. AROUND 4:00 O'CLOCK IN THE AFTERNOON FOR ABOUT 45 MINUTES SOME AREAS IN THE CITY ACTUALLY RECEIVED SOME SIGNIFICANT DAMAGE AND A LOT OF PEOPLE PROBABLY DIDN'T REALIZE BECAUSE IT WAS LOCALIZED TO SOME AREAS WITHIN THE CITY. RIGHT AFTER THAT EVENT IMMEDIATELY OUR POLICE DEPARTMENT WAS ALREADY OUT ON THE ROAD AND THEY BEGAN TO ASSESS THE SITUATION AND BEGIN TO SEND THOSE REPORT DOWN TO OUR COMMUNITY SERVICES STAFF. IMMEDIATELY AFTER THAT OUR COMMUNITY SERVICES MANAGEMENT STAFF ESTABLISHED A EMERGENCY OPERATIONS COMMAND UNIT. IT WAS QUICKLY. THEY JUST GOT INTO THE BUILDING. PULLED THE MAPS, GOT AN EMERGENCY COMMAND CENTER, STARTED CALLING THE STAFF TO COME BACK INTO WORK. BY 4:30 IN THE AFTERNOON OUR PUBLIC SERVICES STAFF HAD ALREADY REPORTED WITHIN 30 MINUTES WE HAD STAFF ALREADY BACK TO WORK. WE HAD STAFF GOING OUT ON THE FIELD TO RESPOND AND TO START ASSESSING DAMAGES.
STAFF IMMEDIATELY START REMOVING DEBRIS. PGA NATIONAL ONE OF THE COMMUNITIES ACTUALLY WAS [INAUDIBLE] SEVERAL TREES FELL DOWN AND THERE WAS NO ACCESS IN OR OUT OF THAT COMMUNITY. THE ACCESS WAS COMPLETELY BLOCKED. SO OUR STAFF IMMEDIATELY RESPONDED TO THAT AS A PRIORITY. AND AS I'M GETTING ALL THE REPORTS IN MY OFFICE AND I HAVE MY RADIO AND I COULD LISTEN TO ALL THE CONVERSATION I HEAR ONE OF THE CREW CHIEF DIRECTING STAFF. OK. WE TRAIN ON A YEARLY BASIS TO RESPOND TO EMERGENCIES AND I'M HEARING OUR STAFF ALREADY IS HAVING THAT COMMUNICATIONS ON THE RADIO IN THE FIELD.AT THE SAME TIME WE HAD ANOTHER CREW THAT WAS ASSISTING THE POLICE DEPARTMENT. WE HAD TO SHUT DOWN THE INTERSECTION AT PGA AND MILITARY [INAUDIBLE] COMPLETELY BECAUSE THERE WAS POWER LINES SEVERAL BUSINESSES LOST POWER. TRAFFIC SIGNAL WASN'T WORKING. SO THEY BROUGHT THE MAINTENANCE OF TRAFFIC BLOCKED THE ENTIRE INTERSECTION ASSISTING THE POLICE DEPARTMENT. WE HAVE SEVERAL OTHER TEAMS THAT WERE GOING THROUGHOUT THE COMMUNITY PICKING UP DEBRIS CLEANING UP THE ROADS.

THEY RESOLVED THOSE ISSUES QUICKLY AND INSPECTED SOME OF THE MAIN STRUCTURE TO MAKE SURE EVERYTHING WAS WORKING PROPERLY AND WITHIN 25 TO 30 MINUTES AFTER WE RECEIVED THE COMPLAINT WATER WAS ALREADY DISSIPATING AND ALL THOSE ISSUES WERE RESOLVED. SO WHAT I REALLY WAS MORE IMPRESSED ABOUT IS WITHIN MINUTES OF RECEIVING THE CALL EVERYONE ON STAFF, EVERYONE WHO RESPONDED TO THE EVENT SHIFTED TO EMERGENCY MANAGEMENT MODE. IT WOULD JUST AUTOMATICALLY EVERYBODY FOLLOW ALL THE PROCEDURES ALL THE TRAINING.
EVERYTHING THAT WE HAVE PUT IN PLACE TO RESPOND TO A LARGE EVENT WAS PUT INTO PLACE NO MATTER WHAT THE SIZE OF THE EVENT. EVERYBODY THE COMMUNICATIONS BETWEEN THE POLICE DEPARTMENT FIRE DEPARTMENT COMMUNITY SERVICES WAS JUST JUST AMAZING TO HEAR THEM COMMUNICATING KNOW INFORMING ON ALL THE DIFFERENT ISSUES PUBLIC WORKS REPORTING BACK TO PD. THE ACTUAL LIGHT WITHIN THE PAVEMENT AREA WILL BE FLASHING AS PEDESTRIANS ARE CROSSING SO IT GREATLY ENHANCES THE VISIBILITY OF PEDESTRIANS THAT ARE CROSSING IN THE CROSSWALK AND THEY WILL BE SOLAR POWERED WITH BATTERY BACKUP. THIS IS A SOMEWHAT COMPLICATED INTRICATE OPERATION IN TERMS OF HOW THAT WILL BE CONSTRUCTED SO THAT OPERATIONS AND SEACOAST CAN CONTINUE TO PROVIDE SERVICES TO THE PUBLIC WHILE THE NEW BUILDINGS ARE BEING CONSTRUCTED. THE EXISTING ADMINISTRATION BUILDING AND THE PARKING ASSOCIATED WITH THAT BUILDING WILL REMAIN IN PLACE DURING CONSTRUCTION. THE NEW ADMINISTRATION BUILDING WHICH IS LOCATED IMMEDIATELY BEHIND THE EXISTING BUILDING WILL BE CONSTRUCTED ALONG WITH THE LUNCHROOM AND THE OPERATIONS BUILDING. BETWEEN THE BUILDINGS THAT WILL ALLOW THE EMPLOYEES TO HAVE GATHERINGS. THEY HAVE OCCASIONAL MEETINGS AND LEARNING SEMINARS AND THEY HAVE ACTIVITIES THAT THEY PROVIDE FOR THEIR EMPLOYEES THAT CAN BE COMPLETELY CONTAINED WITHIN THIS INTERIOR COURTYARD AREA. THE BUILDING STYLE IS FUNCTIONAL. IT'S INSTITUTIONAL STYLE WHICH IS IN KEEPING WITH THE FUNCTION AND FORM OF THE FACILITY. THERE ARE HOWEVER A NUMBER OF ADDITIONAL ARCHITECTURAL ELEMENTS AND EMBELLISHMENTS THAT HAVE BEEN PROVIDED INCLUDING SCORING BANDING AND COLOR TO ENHANCE THE FACADES. THE PARAPET HAVE BEEN MODIFIED TO RAISE CERTAIN PORTIONS OF THE PARAPET TO GIVE SOME VISUAL INTEREST TO THE BUILDING AND ALSO FROM THE VIEW OF THE RESIDENTS TO THE EAST TO THE WEST. IT IMPROVES THE VISIBILITY OF WHAT THEY'RE LOOKING AT. THERE WILL BE A STONE VENEER AT THE ENTRANCE TO EACH BUILDING. EACH BUILDING WILL HAVE SIMILAR ELEMENTS OF THE TRELLISES THE STONE VENEER THE SCORING THE TILE ACCENTS. ALL OF THOSE THINGS WILL BE PRESENT ON ALL OF THE BUILDINGS. AND THE COLORS WILL BE CONSISTENT WITH AND COMPLEMENTARY TO THE EXISTING MEMBRANE BUILDING SO WE'LL HAVE AN ENTIRE CAMPUS OF BUILDINGS THAT WILL BE CONSISTENT WITH EACH OTHER. SO AS EARLIER MENTIONED THERE ARE A NUMBER OF BUILDINGS: THE ADMINISTRATION BUILDING THE OPERATIONS BUILDING. THE OPERATIONS BUILDING HOUSES THE WATER TESTING AND THE THINGS THAT THE EMPLOYEES COME AND BRING TESTING MATERIALS AND WATER IN TO HAVE THAT TESTED IN THAT BUILDING. CURRENTLY THE OPERATIONS BUILDING THAT'S ON THE SITE HOUSES THE BOARDROOM. SO WHEN THE BOARD MEETS THEY HAVE TO GO INTO THE FACILITY INSIDE THE GATES. ANYONE WHO WHO WANTS TO COME IN AND VISIT HAS TO GO INSIDE THE GATES. THAT BOARDROOM WILL NOW BE LOCATED WITHIN THE ADMINISTRATION BUILDING IN A SECURED AREA WHERE THE PUBLIC CAN COME IN AND VISIT AND GO TO THE BOARD MEETINGS IF THEY CHOOSE. AND IT WILL ALL BE EFFICIENTLY HANDLED WITHIN THE ADMINISTRATION BUILDING. THE LUNCHROOM AND THE STORAGE BUILDINGS. THE STORAGE BUILDINGS ARE FAIRLY TYPICAL OF A BUTLER BUILDING WITH THE EXCEPTION OF THE ONE EXISTING BUILDING. THE ONE EXISTING STORAGE BUILDING WILL BE IMPROVED WITH NEW DOORS A SLIGHTLY EXTENDED CANOPY ON THE REAR AND PAINT AND COLOR THAT WILL MATCH THE OTHER BUILDINGS. ONE OF THE THINGS THAT THEY ARE PROPOSING TO DO THAT THEY WOULD LIKE TO DO. THE TIMING OF THIS IS QUESTIONABLE. IS PUTTING IN COVERED PARKING WITH SOLAR PANELS ABOVE THE COVERED PARKING. THEY HAD HOPED TO BE ABLE TO GET THE FPL GRANTS THAT ARE AVAILABLE ON OCCASION FOR THAT. WE HAVE REQUESTED WAIVERS TO ALLOW FOR COVERED PARKING. IN THE INTERIM IF WE CAN'T GET THOSE GRANTS TO FUND THAT SOLAR PANEL PROGRAM THEY WILL BE INSTALLING LANDSCAPE ISLANDS AND TREES WITHIN THOSE ISLANDS IN THE INTERIM. IF THAT PROGRAM RE-ESTABLISHES ITSELF THEN THEY WILL TAKE ADVANTAGE OF THAT. THE BUFFER LANDSCAPING FOR THE AFFECTED AREA IS SEVERELY LIMITED BECAUSE OF THE EXISTING UTILITIES THAT ARE UNDERGROUND AND THE EASEMENTS THAT ARE PART OF THE EXISTING FACILITY THAT ARE THERE. ALONG THE PERIMETER ALONG THE WESTERN PERIMETER AND THE SOUTHERN PERIMETER THERE ARE A NUMBER OF LINES UNDERGROUND AND SEACOAST HAS ESTABLISHED WHEN THEY FIRST DEVELOPED THE ISLES AN EASEMENT WITH THE ISLES FOR MAINTENANCE OF THOSE AREAS. THE ISLES WAS CONSTRUCTED WITH A VERY LARGE PERIMETER BUFFER AND THERE IS A SIX FOOT WALL ON TOP OF A BERM THAT'S ON THE ISLES PROPERTY.THE PROPOSED PLAN PROPOSES TO ENHANCE THAT BUFFER WITH ADDITIONAL LIGUSTRUM TREES WHICH WILL BE PLANTED ON THE ISLES PROPERTY OUTSIDE OF THE SEACOAST BOUNDARIES BUT THAT WILL FURTHER ENHANCE THE ISLES' SCREENING BETWEEN THEIR PROPERTY AND THE SEACOAST PROPERTY. THE PUBLIC AREAS WHERE THE GENERAL PUBLIC WILL COME INTO THE SITE WILL HAVE THE MAJORITY OF THE LANDSCAPING AS WELL AS THE AREA AROUND THE MAIN CAMPUS. THE SOUTH END OF THE PROPERTY IS A FUNCTIONING UTILITY PLANT AND THERE IS LIMITED LANDSCAPE AREAS THERE AS IT WOULD CREATE A CONFLICT WITH THE FUNCTION OF THE SITE. WE HAVE MOVED AND LOCATED THESE BUILDINGS

TO INCREASE THE LANDSCAPING AS MUCH AS WE CAN ALONG THE WESTERN BOUNDARY TO ENHANCE THE VIEWS FROM THE ISLES ON THE WEST. WE ARE REQUESTING SEVEN WAIVERS.AS I MENTIONED SOME OF THESE ARE EXISTING AND SOME OF THEM ARE PROPOSED. THE FIRST THREE RELATE TO THE COVERED CANOPY PARKING FOR THE SOLAR PANELS TO ALLOW 50 SPACES IN A ROW TO BE COVERED BY THE SOLAR PANELS TO ALLOW MORE THAN NINE PARKING SPACES IN A ROW WITHOUT A LANDSCAPE ISLAND AND TO ALLOW THE INTERIOR PARKING SPACES ALONG THE CENTRAL CORE OF THE DRIVEWAY NOT TO HAVE SHADE TREES. SO WE'RE PROPOSING TO PUT THAT COVERED PARKING THAT WE WOULD NEED THOSE THREE WAIVERS TO BE ABLE TO FUNCTION TO DO THAT. IN THE INTERIM IF THEY ARE NOT ABLE TO PROVIDE THAT SOLAR PANEL THEY WILL CONSTRUCT THE ISLANDS AND PUT IN THE TREES. WAIVER NUMBER FOUR IS TO ALLOW A PORTION OF THE WESTERN BUFFER TO BE REDUCED FROM 25 FEET TO 20 FEET. THAT IS A FUNCTION OF THE LOCATION OF THE BUILDINGS AND SOME OF THE EXISTING TREES THAT WE'RE TRYING TO PRESERVE. WE'VE HAD TO MOVE THE BUILDING SLIGHTLY TO THE WEST TO PRESERVE SOME OF THE EXISTING OAK TREES AND IN ORDER TO DO THAT THAT PUSHED THE DRIVEWAY AND PARKING FIVE FEET CLOSER TO THE BOUNDARY OF THE PROPERTY SO THE 25 FOOT BUFFER HAS BEEN REDUCED TO 20 FEET. THIS IS ALL STILL WITHIN THE BUFFER SECTION THAT I'LL SHOW YOU IN JUST A SECOND. THE EXISTING CONDITION OF THE WESTERN AND SOUTHERN BUFFERS WE WOULD LIKE TO REMAIN AS THEY CURRENTLY EXIST AND WE WOULD LIKE TO ASK FOR A WAIVER FOR THE FLEET MAINTENANCE WAREHOUSE BUILDING. THE FOUNDATION LANDSCAPING BECAUSE THE WAY THE BUILDING FUNCTIONS AND THE CARS NEED TO GO IN AND OUT IN THE WAY IT WORKS JUST DOES NOT ALLOW FOR LANDSCAPING AROUND IT. AND THEN THE WALL SIGN. WE WOULD LIKE TO TAKE THE WALL SIGN AND SPLIT IT SO THAT IT'S ACTUALLY TWO SIGNS INSTEAD OF ONE. IT'S STILL BELOW THE STANDARD IN WHAT THE CODE WOULD ALLOW. HERE WE HAVE MORE DESCRIPTIVE. AND WE'RE ASKING THAT THE EXISTING BUFFER ALONG THIS SECTION OF THE PROPERTY AND THIS SECTION OF THE PROPERTY REMAIN BECAUSE THAT IS WHERE THE UTILITY LINES CURRENTLY EXIST. HERE IS A CROSS SECTION OF THE SECTION BETWEEN THE ADMINISTRATION BUILDING AND THE ISLES WHERE WE'RE PROPOSING TO PUT THE TREES THE LIGUSTRUM TREES. THE PROPERTY BOUNDARY IS HERE. THE LIGUSTRUM TREES WILL BE HERE. THE WALL AND BERM ARE LOCATED BETWEEN THE LIGUSTRUM TREES AND THE EXISTING BUFFER.

THERE'S A GAP THERE. THESE PROPOSED TREES WILL FILL IN THAT GAP ALONG THAT ENTIRE LENGTH OF THAT PROPERTY WHERE WE HAVE THESE NEW BUILDINGS. THE SIGN THAT WE'RE REQUESTING THE WAIVER FOR IS TO ALLOW FOR THE SEACOAST UTILITY AUTHORITY THE WORDS AND LETTERS TO BE LOCATED ALONG THE EDGE OF THE CANOPY AS YOU WALK IN WITH THE LOGO BEING UP ON THE TOP OF THE BUILDING. SO THOSE BASIC TWO SIGNS HAVE BEEN CREATED. BOTH OF THOSE SIGNS TOGETHER ONLY EQUAL 66 SQUARE FEET. THE CODE ALLOWS 90 SQUARE FEET SO WE'RE BELOW WHAT THE CODE WOULD ALLOW EVEN WITH TWO SIGNS.

A FEW OF THE HIGHLIGHTS SOME OF THE KEY HIGHLIGHTS REALLY WERE PRIMARILY ON THE OPERATIONAL SIDE PERTAINING TO STAFFING PROMOTIONS AND OVERTIME. WE MADE SOME ADJUSTMENTS IN THE CONTRACT LANGUAGE THAT WOULD PROVIDE MANAGEMENT WITH A GREATER ABILITY TO CONTROL AND REDUCE OVERTIME IN THE LEAST COSTLY MANNER AS POSSIBLE WHILE AT THE SAME TIME PROVIDING ALL THE EMPLOYEES OF ALL THE RANKS IN THE COLLECTIVE BARGAINING UNIT MORE PRACTICAL ON THE JOB TRAINING EXPERIENCE AS WELL AS MORE TIME IN THE SEAT TIME ON THE JOB TO BECOME BETTER QUALIFIED AND PREPARED TO APPLY FOR VARIOUS PROMOTIONAL EXAMS AND OPPORTUNITIES WHEN THEY BECOME AVAILABLE. IN PARTICULAR ALSO WITH RESPECT TO TRAINING WE MADE CHANGES IN THE PERSONAL LEAVE AND EXCHANGE OF TIME ARTICLES THAT WOULD PROVIDE IN ADDITION TO TIME OFF THAT'S ALREADY IN THE CONTRACT FIVE ADDITIONAL SHIFTS OFF PER YEAR IN PERSONAL LEAVE AND FIVE ADDITIONAL SHIFT EXCHANGES PER YEAR SPECIFICALLY FOR FIRE SERVICE RELATED TRAINING AND EDUCATION AS APPROVED BY MANAGEMENT AND THOSE SHIFTS ARE SEPARATE FROM THEIR ACCRUALS OR SHIFTS OFF THAT THEY WOULD GET. ANOTHER IMPORTANT AREA ADDRESSED THAT'S NEW TO THE CONTRACT IS THAT ALL FIREFIGHTERS OF THE DEPARTMENT WILL HAVE ANNUAL MEDICAL EXAMS AND AS A RESULT OF THAT THE CITY WILL BE NOTIFIED WHETHER OR NOT THEY ARE FIT FOR DUTY. IN ADDITION TO THAT NEW TO THE CONTRACT IS ALL FIREFIGHTERS WILL HAVE AN ANNUAL PHYSICAL FITNESS ASSESSMENT IN ORDER TO MAINTAIN THE BEST MINIMUM LEVEL OF PHYSICAL FITNESS AND WELL-BEING NECESSARY TO PERFORM THEIR JOB SUCCESSFULLY AND SAFELY. TURNING TO MORE OF THE FINANCIAL ASPECT IN PARTICULAR REGARDING SALARIES THE CONTRACT PROVIDES FOR A NEW SALARY PLAN FOR ALL OF THE RANKS IN THE COLLECTIVE BARGAINING UNIT AS WELL AS A NEW UPGRADED SET OF PAY GRADES AND TITLES FOR OUR COMMUNITY RISK REDUCTION FORMERLY KNOWN AS OUR LIFE SAFETY DIVISION. THE ADJUSTMENTS THAT WERE MADE FOLLOWED THE SAME PROCESS THAT WE DO FOR ALL OF THE EMPLOYEES IN THE CITY PARTICULARLY IN THE POLICE CONTRACT WHERE THESE PAY RANGES ARE MARKET DRIVEN WHICH MEANS THAT WE TRY TO DO OUR BEST TO MAINTAIN COMPETITIVE STANDING WITH THE TOP THREE COMPETITOR DEPARTMENTS IN THE COUNTY BASED ON DATA THAT WE HAD AS THEY DID SEPTEMBER OF 2018. SO IN PARTICULAR FOR THE FIRST YEAR OF THE CONTRACT EFFECTIVE ON RATIFICATION BY THE RANK AND FILE WOULD RECEIVE A 4 PERCENT MARKET ADJUSTMENT TO BASE PLUS THE 3 PERCENT ACROSS THE BOARD WAGE INCREASE. IN ADDITION TO THAT EMPLOYEES EMPLOYED AS OF 10 1 18 AND STILL EMPLOYED AS OF TODAY WOULD RECEIVE A ONE AND A HALF ONE TIME LUMP SUM PAYMENT CALCULATED ON THEIR NEW BASE SALARY INCLUDING THE 4 PLUS 3 PERCENT AND THEN[01:35:02]
