WELL WE'RE TALKING A LITTLE BIT MORE ABOUT WHAT SETS THE BASIS FOR THE MOBILITY PLAN AND MOBILITY FEE BACK IN 1985. THE FLORIDA LEGISLATURE PASSED A GROWTH MANAGEMENT ACT WAS ESSENTIALLY TRYING TO REIN IN THE SIGNIFICANT GROWTH THAT FLORIDA HAS EXPERIENCED AT THE TIME. AND ONE OF THE MAIN COMPONENTS OF THAT ACT WAS KNOWN AS TRANSPORTATION CONCURRENCY. AND ESSENTIALLY IT WAS A REQUIREMENT THAT AS NEW DEVELOPMENT CAME ONLINE YOU HAD TO PROVIDE ADEQUATE ROADWAY CAPACITY TO ACCOMMODATE THE TRAFFIC FROM THAT DEVELOPMENT. AND SO WHAT A LOT OF COMMUNITIES IN FLORIDA FOUND THEMSELVES DOING IS THEY WOULD APPROVE DEVELOPMENT THE JOE VOLPE WOULD GENERATE TRAFFIC AND THEY'D ADD CAPACITY. AND THAT WORKED FOR FOR A NUMBER OF YEARS. SO I WORKED VERY WELL IN PALM BEACH COUNTY WHERE WE'RE IN RIGHT NOW. YOU HAVE A NUMBER OF SIX LANE ROADWAYS. YOU HAVE SOME ALIEN ARTERIAL IS ESSENTIALLY THAT'S WAS WHAT TRANSPORTATION CONCURRENCY REQUIRED. NEW DEVELOPMENT COMES IN. YOU WIDEN YOUR ROAD TO ACCOMMODATE THE TRAFFIC. AND ESSENTIALLY WHAT THEY FOUND IS MORE AND MORE DEVELOPMENT GENERATES MORE AND MORE TRAFFIC BUT THE PART OF THAT EQUATION THAT THEY FOUND THEY COULDN'T KEEP UP WITH WAS ADDING MORE ROAD CAPACITY ESPECIALLY WITHIN CITIES. AND AS CITIES AND AREAS MATURE SUCH AS PALM BEACH GARDENS THEY'RE FINDING THAT YOU'RE NECESSARILY CAN'T CONTINUE TO BUILD YOUR WAY OUT OF CAPACITY SO THAT THE FLORIDA LEGISLATURE IN 2011 ADOPTED THE COMMUNITY PLANNING ACT. AND ONE OF THE BIG QUESTIONS WAS WHAT HAPPENS WHEN IT'S NO LONGER FEASIBLE TO CONTINUE WIDENING ROADS. YOU KNOW IT'S EASY WHEN YOU'RE GOING OUT IN GREEN PASTURES TO WIDEN A TWO LANE ROAD BEFORE EVENTUALLY THE SIX LANES. BUT ONCE YOU START GETTING ABOVE SIX LANES YOU START TO ASK YOURSELF IS THIS THE BEST WAY TO MOVE PEOPLE ANYMORE IN OUR COMMUNITY AND INCREASINGLY A GREATER NUMBER OF COMMUNITIES THROUGHOUT FLORIDA SAYING IT'S NOT WHETHER YOU'RE A DOWNTOWN AREA LIKE WEST PALM BEACH OR EMERGING SUBURBAN AREAS LIKE PALM BEACH GARDENS WHERE YOU ALREADY HAVE A NUMBER OF ROADWAYS THAT ARE ALREADY SIX LANES. ONE OPTION IS CONTINUE TO WIDEN THEM. YOU GET EIGHT LANES AND WHAT THEY FOUND IS YOU DON'T NECESSARILY GET AS MUCH RETURN ON

YOUR INVESTMENT THE WIDER YOU MAKE YOUR ROADS DOESN'T NECESSARILY MEAN IT ACCOMMODATES THAT MUCH MORE TRAFFIC. AND THEN ONCE YOU GET BEYOND A SIX LANE FACILITY YOU START HAVING BUSINESS IMPACTS YOU START HAVING RIGHT AWAY THAT YOU NEED TO ACQUIRE AND YOU START TO LOOK AT THINGS DIFFERENTLY. AND HOW DO WE NECESSARILY TRANSITION FROM MOVING CARS QUICKLY FROM POINT A TO POINT B TO MOVING PEOPLE AND WHETHER THOSE PEOPLE ARE WALKING BICYCLING RIDING TRANSIT USING SOME TYPE OF NEW TECHNOLOGY OR THEY'RE DRIVING THE FOCUS SHIFTS FROM THE ONLY WAY TO GET AROUND IN YOUR COMMUNITY ISN'T NECESSARILY TO DRIVE A VEHICLE BUT IT'S ALSO TO LOOK AT OTHER MODES OF TRANSPORTATION PALM BEACH GARDENS IS UNIQUELY SET. THE ENTIRE MOBILITY PLAN ITSELF IS BASED AROUND WHAT'S KNOWN AS A FUTURE TRANSIT STATION FOR OTHER TRI RAIL COASTAL OR SOME OTHER TYPE OF RAIL IN THE FUTURE AND THE MALL. AND BASICALLY WHERE WE'RE AT TODAY AND IF YOU LOOK AT THE WAY THE CITY IS LAID OUT THE VAST MAJORITY OF IT IS WITHIN THREE MILES OF WHERE WE'RE AT TODAY AND WHEN YOU START TO TALK ABOUT THREE MILE LENGTH YOU'RE TALKING NECESSARILY ABOUT WHAT'S KNOWN AS A 20 MINUTE CITY IT'S 20 MINUTES TO GET FROM HERE TO THERE VIA THIS MODE OF TRANSPORTATION AND INCREASINGLY NEW TECHNOLOGY IS COMING ONLINE THAT ACTUALLY MAKES THAT 20 MINUTE TRIP MORE FEASIBLE WHETHER YOU'RE LOOKING AT A SCOOTER OR AN ELECTRIC SCOOTER A BICYCLE A TRANSIT CIRCULATOR AND THEN ONCE YOU GET TO YOUR AREA. HOW DO YOU ACTUALLY MOVE AROUND IN TERMS OF WALKING FROM POINT A TO POINT B.SO THAT SAID WE ESSENTIALLY LOOKED AT THE AREA THAT WE'RE IN RIGHT NOW AND HOW DO WE GET PEOPLE MOVING AROUND HERE. HOW DO WE GET PEOPLE EVENTUALLY MOVING TO THE FUTURE TRI RAIL STATION OR THE TRANSIT STATION AND THEN HOW DO WE GET THEM TO MOVE AROUND THROUGHOUT THE ENTIRE COMMUNITY. ESSENTIALLY THE PLAN ITSELF STARTS FROM THE CENTER AND WORKS ITS WAY OUT ONE OF THE UNIQUE FACETS OF THE GARDEN IS ACTUALLY AN EMPLOYMENT CENTER IN PALM BEACH COUNTY. SO THERE'S ACTUALLY A LOT OF JOBS THAT ARE ALREADY HERE. SOME MORE SUBURBAN AREAS WHERE ESSENTIALLY PEOPLE HAVE TO DRIVE EVERYWHERE TO GO TO WORK THAT ISN'T TO SAY WHAT YOU FIND IN THE GARDENS HERE YOU ACTUALLY HAVE THE OPPORTUNITY FOR PEOPLE TO LIVE AND WORK IN FAIRLY CLOSE PROXIMITY WE'VE ACTUALLY FOUND GOING THROUGH THE ANALYSIS THAT A SIGNIFICANT NUMBER OF PEOPLE DO ACTUALLY COMMUTE FROM THE OUTSIDE. BUT THERE'S ALSO A SIGNIFICANT NUMBER OF PEOPLE WITHIN THE GARDENS THAT ACTUALLY LIVE HERE AND WORK HERE AND THAT PROVIDES A UNIQUE OPPORTUNITY TO PROVIDE TRANSPORTATION OPTIONS TO GET PEOPLE AROUND THE THING THAT WE FOUND LOOKING AT THE DATA IS ROUGHLY 43 PERCENT OTHER PEOPLE THAT WORK WITHIN PALM BEACH GARDENS THEIR TRIPS TO WORK IS LESS THAN 10 MILES. AND WHEN YOU START TO TALK ABOUT THOSE LEVEL OF TRIP LENGTHS YOU START TO MAKE IT SUCH THAT OTHER MODES OF TRANSPORTATION ARE VIABLE.
IT'S JUST ANOTHER THING THAT WE'VE LOOKED AT IS BASICALLY AGAIN THE 20 MINUTE CITY MORE THAN 50 PERCENT OF THE TRAVEL TIME THE WORK IS WITHIN THAT 20 MINUTE TIMEFRAME. AND HOW DO WE PROVIDE OPTIONS BEYOND JUST DRIVING SO PEOPLE CAN LOOK AT OTHER MODES OF TRAVEL TO MOVE AROUND CITY HAS A GROWING DEMOGRAPHIC. MORE PEOPLE ARE CONTINUING TO MOVE HERE. MORE JOBS ARE CONTINUING TO MOVE HERE. SO ESSENTIALLY WE HAVE FUTURE DEMAND BUT THAT FUTURE DEMAND NECESSARILY ISN'T GOING TO BE ACCOMMODATED JUST BY WIDENING ROADS ANYMORE. IT'S GOING TO BE LOOKING AT ADDITIONAL MODES OF TRANSPORTATION WHICH NOW WE'LL TALK ABOUT IN A LITTLE BIT MORE DETAIL RIGHT. SO I'M GOING TO TALK A LITTLE BIT ABOUT HOW WE DEVELOPED THE MOBILITY PLAN. AND LIKE JONATHAN MENTIONED ONE OF THE MOST IMPORTANT ASPECTS OF DEVELOPING A MOBILITY PLAN WAS CONSIDERATION OF THE CITY'S URBAN CORE AND THE CITY HAS BEEN FORTUNATE ENOUGH AND WE HAVE BEEN AN ADVOCATE TO ACCOMMODATE A FUTURE TRI RAIL STATION AND WE HAVE DONE A REALLY A WHOLE EXERCISE IN PARALLEL OVER THE LAST TWO YEARS WORKING WITH THE TREASURE COAST REGIONAL PLANNING COUNCIL WITH A GRANT THAT WE WERE FORTUNATE ENOUGH TO RECEIVE FOR A WHOLE STATION AREA MASTERPLAN AND THAT REALLY IT'S A WHOLE COMPLEMENTARY BUT SEPARATE PATH. WE'VE HAD A WHOLE LOT OF WORKSHOPS DISCUSSING THAT BUT IT IS IMPORTANT TO KEEP THAT IN MIND WHEN DISCUSSING THE OVERALL CITY'S PLAN WHEN WE'RE DISCUSSING THE CITY'S MOBILITY PLAN. SO THIS IS THE STATION LOCATION IN WHICH WE HAVE BEEN VERY COGNIZANT OF WHEN WE HAVE BEEN DEVELOPING OUR MOBILITY PLAN. THIS LIKE I SAID REALLY SHOWS HOW WE WE KICKED KICKED

OFF THIS INITIATIVE AND REALLY THREW OUT THESE WORKSHOPS THAT WE HAVE HOSTED SINCE 2017. WE HAVE ALSO BROUGHT UP CITYWIDE MOBILITY WHICH IS MUCH MORE BROAD IS MUCH MORE COMPREHENSIVE IT INCLUDES THE ENTIRE CITY AND WE'VE DISCUSSED. ALL RIGHT. WELL WE KNOW TRI RAIL IS A POSSIBILITY IN THE FUTURE. HOW ELSE ARE WE GOING TO MOVE PEOPLE AROUND AND THROUGHOUT THE CITY. SO THERE HAVE BEEN MANY WORKSHOPS MANY OPPORTUNITIES AND MANY OF MANY OF YOU SITTING IN THE AUDIENCE HERE HAVE PARTICIPATED IN THOSE MEETINGS AND WE APPRECIATE THAT BECAUSE YOUR INPUT IN ALL OF THESE MEETINGS HAS BROUGHT US TO TODAY AND AND MANY OF THOSE COMMENTS HAVE BEEN INCORPORATED INTO THE PLAN TODAY. SO REALLY WHEN IT WHEN IT COMES TO THE CITY'S MOBILITY PLAN WHAT DOES THAT MEAN. SO REALLY IT'S REALLY BROKEN UP INTO THREE CLEAR PARTS THE COMPREHENSIVE PLAN AMENDMENTS THE DEVELOP THE DEVELOPMENT OF THE MOBILITY PLAN ITSELF AND THE DEVELOPMENT OF THE FEED THE COMPREHENSIVE PLAN AMENDMENTS WERE ALREADY ADOPTED BY THE CITY COUNCIL AND I'M GOING TO JUMP OUT OF THE SHOW JUST TO SHOW YOU THE GOALS OBJECTIVES AND POLICIES THAT WERE ALREADY ADOPTED BY THE CITY COUNCIL A FEW YEARS AGO WHICH SET THE FRAMEWORK FOR ESTABLISHING WHAT WE ARE GOING TO DO. BASED ON WHAT JONATHAN SAID THE FLORIDA LEGISLATURE PROVIDED MUNICIPAL GOVERNMENTS THE AUTHORITY TO DEVELOP A MOBILITY PLAN AND A MOBILITY FEE. SO WE ARE EXERCISING OUR LOCAL AUTHORITY IN DOING SO. THE FRAMEWORK WAS TRANSMITTED TO PALM BEACH COUNTY AND TO THE STATE AND WAS ADOPTED WITH NO COMMENTS NO OBJECTIONS OR NO CONCERNS. THESE ALREADY ARE IN OUR ASK THE CITY'S COMPREHENSIVE PLAN AND REALLY WHAT THEY DO IS THEY LET ALL THE INTERGOVERNMENTAL AGENCIES KNOW THIS IS WHAT WE'RE GONNA DO. THESE ARE THE TOOLS.THIS IS HOW WE'RE GOING TO USE IT AND WE'RE PUTTING YOU ALL ON NOTICE THAT WE'RE GOING TO DO IT. SO THOSE WERE ADOPTED. LIKE I SAID QUITE A FEW YEARS AGO. HOW DO YOU DEVELOP A PLAN. AND THIS WAS THIS WAS I HAVE TO SAY A REALLY AMAZING EXERCISE TO GO THROUGH BECAUSE THIS WAS A COMPLETE TEAM APPROACH WITH ALL THE DIFFERENT DEPARTMENTS THAT THE CITY HAS. AND WE REALLY SAID HOW DO WE GO ABOUT DEVELOPING A PLAN. DO WE. DO WE HIRE A CONSULTANT. AND THEY DO IT ALL. HOW DO WE CREATE THE BEST PLAN POSSIBLE FOR THE CITY OF PALM BEACH GARDENS. HOW DO WE CAPTURE A PLAN THAT CAPTURES THE CULTURE THAT THAT REALLY EMBODIES WHAT WE ARE AS A CITY. AND WE STARTED RIGHT AT THE STAFF LEVEL. WE WE STARTED WITH A STAFF CHARETTE IN 2007 2017. AND YOU CAN SEE ALL THE FOLKS THAT PARTICIPATED IN THIS. WE HAD REPRESENTATIVES VIRTUALLY FROM ALL OUR DEPARTMENTS PROVIDING INPUT. WHAT'S THEIR PERSPECTIVE. YOU KNOW WHAT WE'RE GOING TO HAVE TO MAINTAIN THESE ROADS WHAT IF WE MODIFY THESE ROADS TO BE MORE ACCOMMODATING IF WE NARROW ROAD LENGTH. IF WE IF WE NARROW ROAD WIDTH IF WE INCREASE SIDEWALKS WHAT ARE THE MAINTENANCE EFFECTS. IF WE ADD MORE LANDSCAPING AND RIGHT OF WAY HOW DOES THIS AFFECT. FIRE TRUCKS. SO THIS IS A BIRD'S EYE VIEW. IT IS NOT REMOVING CAPACITY FOR A MILITARY TRAIL MILITARY TRAIL REMAINS AS A SIX LANE DIVIDED ROADWAY WHAT IT IS DOING IT IS TAKING THE EXISTING RIGHT OF WAY AND IT IS PROVIDING AN ENHANCED CROSS CROSS SECTION THAT IS MORE IN LINE WITH THE COMPLETE STREET'S PHILOSOPHY KYOTO GARDENS DRIVE IS A CITY ROADWAY. KYOTO GARDENS DRIVE INCLUDES SOME RECOMMENDED IMPROVEMENTS. AND WHEN YOU SEE THIS CONTINUOUS GREEN PAINTED BIKE LANE AND MANY OF THESE CROSS SECTIONS JUST KNOW THAT THIS IS STILL CONCEPTUAL SO THERE'S MANY ALTERNATIVES TO EASE MAINTENANCE COSTS AND RESPONSIBILITIES. THERE ARE INTERMITTENT GREEN MARKERS THAT YOU CAN PUT TO REDUCE THE OVERALL MAINTENANCE COSTS AND ISSUES THAT ARE ASSOCIATED VERSUS ONE CONTINUOUS GREEN LANE. BUT THESE ARE AGAIN CONCEPTS. IT'S TAKING THE EXISTING CAPACITY NOT REMOVING ANY CAPACITY IT IS TAKING THE EXISTING RIGHT OF WAY AND RECONFIGURING IT TO ENHANCE THE PEDESTRIAN EXPERIENCED BY PROVIDING AN ADDITIONAL SIDEWALK. AND TO BE ABLE TO PROVIDE A BIKE LANE RCA BOULEVARD VERY SIMILAR IDEA PROVIDING A BIKE LANE AND PROVIDING FOR A VERY WIDE MULTI-MODAL TRAIL BURNS ROAD. IT'S ANOTHER CITY ROAD. THIS PARTICULAR RECOMMENDATION RECOMMENDS A BUFFERED BIKE LANE. THERE IS SUFFICIENT ROAD IN THE RIGHT OF WAY WITHOUT REDUCING CAPACITY TO BE ABLE TO ACCOMMODATE THIS. SO I KEEP EMPHASIZING OUR TEAM. AND SO I DO WANT TO EMPHASIZE THAT OUR ENTIRE DRC TEAM HAS HAD THE OPPORTUNITY TO REVIEW THESE CROSS SECTION. THESE CROSS SECTIONS AND SUPPORTS THE IDEA OF BEING ABLE TO NARROW SOME OF THESE LANES BECAUSE THEY DO BELIEVE THAT THESE RECOMMENDED CROSS SECTIONS CAN ACCOMMODATE FOR EXAMPLE A FIRE TRUCK. AND ACTUALLY WE HAVE INCLUDED A SIGNIFICANT AMOUNT OF FUNDS FOR INTERSECTION IMPROVEMENTS THAT HAVE BEEN INTEGRATED INTO THE PLAN. AND APPROXIMATELY 34 MILLION DOLLARS OF THE CITY'S RECOMMENDED IMPROVEMENTS HAS BEEN INCLUDED FOR ROADWAY IMPROVEMENTS. SO WHEN WE ARE SPEAKING ABOUT MULTI-MODAL IT TRULY IS MULTI-MODAL WE ARE TALKING ABOUT ALL MODES OF TRAFFIC. THE FOCUS IS WE'RE NOT JUST FOCUSING EXCLUSIVELY ON VEHICLES. WE ARE FOCUSING ON PEOPLE. AND SO THIS IS REALLY JUST EVERYTHING IN A NUTSHELL THAT INCLUDES OUR MOBILITY PLAN. WE THINK THAT THE CITY'S PRIMARY FOCUS WAS OUR AMAZING PARKWAY SYSTEM THAT WE ALREADY HAVE IN OUR CITY AS A AS A GREAT FOUNDATION. MANY OF THESE MEANDERING BEAUTIFUL SIDEWALKS ARE ALREADY SHADED AND THEY PROVIDE GREAT CONNECTIVITY. AND SO AS PART OF THE WORKSHOPS AND AS PART OF THE INPUT WE WE REALLY BUILT UPON THAT AND WE KNEW THAT MEANT MOST PEOPLE RIDING A BIKE MAY FEEL RELUCTANT TO GO ONTO NORTH LAKE BOULEVARD OR MILITARY TRAIL AND RIDE A BIKE. WE WILL PROVIDE OPPORTUNITY FOR THAT. MOST OF THOSE ROADS QUITE HONESTLY ARE D.T. OR THE COUNTY THEY'RE PROVIDING BIKE LANES ANYWAY. BUT WE WANTED TO BE ABLE TO PROVIDE ENHANCED WIDE. AND WHEN I SAY WIDE ABOUT 10 FEET 12 FEET MANY OF THE RECOMMENDED IMPROVEMENTS TO ACCOMMODATE FOR A MULTI-MODAL EXPERIENCE ALONG OUR PARKWAYS AND THAT REALLY IS THE THEME YOU WILL SEE IN THE MOBILITY PLAN THROUGHOUT THIS THROUGHOUT THE CITY'S PRESENTATION.SO IF YOU LOOK AT THEM LIKE I SAID IF YOU LOOK AT THE REPORT ALL THE APPENDICES LAY OUT SPECIFIC RECOMMENDED IMPROVEMENTS. WE HAVE A PLAN FOR WALKING AND BIKING. WE HAVE A PLAN FOR TRANSIT MOBILITY IMPROVEMENTS AND WE HAVE APPENDIX G WHICH IS OUR ROAD AND INTERSECTION PLAN OF IMPROVEMENTS. AND NOW ANDREA IS GOING TO GO OVER THE FEE I GET THE FUN STUFF THE PRIMARY DIFFERENCE BETWEEN A ROAD IMPACT FEE AND A MOBILITY FEE. IS THAT THE ROAD IMPACT FEE IS BASED IS CALCULATED BASED UPON VEHICULAR CAPACITY. IT IS SPENT ON VEHICULAR CAPACITY IMPROVEMENTS WHEREAS A MOBILITY FEE IS CALCULATED BASED ON MOVING PERSONS NOT MOVING VEHICLES. SO IT'S CALCULATED BASED UPON MULTI-MODAL CAPACITY IMPROVEMENTS AND IT CAN BE SPENT ON BOTH PEDESTRIAN BICYCLE AND VEHICULAR IMPROVEMENTS. SO YOU'RE NOT ONLY COLLECTING IT FOR JUST THE PADS AND BIKES YOU CAN STILL SPEND IT ON ROADWAYS DETAILED METHODOLOGY IS ESTABLISHED TO ESTABLISH THE MULTI-MODAL CAPACITIES. AND THEN YOU ALSO ASSIGN THE COSTS FOR THESE CAPACITIES CAPACITY IMPROVEMENTS THE MOBILITY PLAN WHICH NATALIE WENT INTO DETAIL ESTABLISHES THE CAPACITY INCREASES FOR THE ENTIRE CITY. AND THEN WE DETERMINE THE COST FOR THAT TO DETERMINE THE FEE WITH THE COUNTY. THEY HAVE A WHAT THEY CALL A CONSUMPTION BASED FEE WHERE THE FEE IS ESTABLISHED BASED UPON THE NUMBER OF TRIPS THAT A LAND USE GENERATES AND VEHICULAR TRIPS BUT THERE'S NO SPECIFIC PLAN IS JUST CALCULATED BASED UPON HOW MUCH THAT LAND USE WILL CONSUME OF THE CAPACITY. THIS MOBILITY FEE IS BASED ON A SPECIFIC MOBILITY PLAN. SO YOU KNOW EXACTLY WHERE THE FEE IS GOING TOWARDS IT'S GOING TOWARDS THIS PLAN. THAT IS FOR THE CITY ANOTHER BIG DIFFERENCE IN THE ROAD IMPACT FEE VERSUS THE MOBILITY FEE IS WHERE THE MONEY CAN BE SPENT. THIS IS THE COUNTIES IMPACT FEE ZONES AND YOU CAN SEE FOR THE CITY OF PALM BEACH GARDENS THEY CAN COLLECT ROAD IMPACT FEES IN THE CITY OF PALM BEACH GARDENS AND SPEND THE MONEY ONLY ON VEHICULAR IMPROVEMENTS ALL THE WAY FROM CUESTA DOWN TO PALM BEACH SHORES. SO THE MONEY THAT IS GENERATED IN THE CITY IS NOT NECESSARILY SPENT IN THE CITY. THIS IS THE BENEFIT ZONES THAT ARE PROPOSED FOR THE MOBILITY P E OF THE B LINE WILL BE WHERE THE MOBILITY FEE IS COLLECTED AND SPENT. SO YOU WILL PROVIDE IMPROVEMENTS IN THAT AREA FOR TRIPS PERSON AND VEHICULAR TRIPS THAT ARE GENERATED IN THAT AREA.
WE'RE CONTINUING TO KEEP THE ROAD IMPACT FEES WEST OF THE B LINE INCLUDING AVENUE IN THE WESTERN COMMUNITIES BECAUSE ROADWAY IMPROVEMENTS ARE NECESSARY IN THAT AREA

AND WE FELT THAT THAT WAS MORE APPROPRIATE FOR THAT AREA THE COUNTY ALSO HAS VERY LIMITED ROADWAY IMPROVEMENTS IN THE CITY SO IT DOESN'T MAKE A WHOLE LOT OF SENSE TO BE COLLECTING ROAD IMPACT FEES WHEN YOU HAVE NO IMPROVEMENTS TO DO. SO WHAT DOES THIS MEAN FOR A NEW DEVELOPMENT THE TABLE THAT WAS HANDED OUT OVER THERE PROVIDES A COMPARISON OF WHAT IS BEING COLLECTED NOW BY THE CITY FOR THE COUNTY ROAD IMPACT FEES AND WHAT OUR DRAFT MOBILITY FEE IS. AND AS AN EXAMPLE FOR A FIFTY THOUSAND SQUARE FOOT RETAIL DEVELOPMENT THE CITY IS NOW COLLECTING OVER FIVE HUNDRED FIFTY THOUSAND DOLLARS IN ROAD IMPACT FEES OF WHICH FOUR HUNDRED THOUSAND GOES TO THE COUNTY THAT THEY CAN SPEND IN THAT ZONE ONE ALL THE WAY FROM REQUESTED UPON THESE SHORES. THE CITY KEEPS ONE HUNDRED AND FIFTY THOUSAND DOLLARS WITH OUR PLANNED A MOBILITY FEE. IT'S COMPARABLE BUT IT'S AROUND FOUR HUNDRED AND FIFTY THOUSAND DOLLARS WHICH ALL GOES TO THE CITY TO DO MULTI-MODAL IMPROVEMENTS IN THE CITY AND THIS IS JUST AN EXAMPLE OF WHAT WAS COLLECTED IN THE LAST SIX MONTHS. THE ROAD IMPACT FEES COLLECTED BY THE CITY IS ABOUT ONE POINT THREE MILLION DOLLARS OF WHICH A MILLION DOLLARS WENT TO THE COUNTY AND THE CITY RETAINED AROUND 300 THOUSAND IF WE'RE HAD THE MOBILITY FEE ADOPTED. THE CITY WOULD HAVE COLLECTED A LITTLE OVER ONE POINT ONE MILLION DOLLARS AND ALL OF THAT WOULD HAVE REMAINED IN THE CITY WHAT WE'RE PROPOSING IS THAT THE MOBILITY FEE WILL REPLACE THE COUNTY ROAD IMPACT FEE AND THE CITY ROAD IMPACT FEE EAST OF THE B LINE AND YOU'LL PROVIDE YOU'LL PAY FOR ONE MOBILITY FEE. IMPACT FEES WILL NO LONGER BE TRANSMITTED TO THE COUNTY AND TPM CONCURRENCY WILL STOP. WE'RE NOT PROPOSING TO ELIMINATE ANY REVIEW OF TRAFFIC. IT'LL BE MORE OF A SITE ACCESS REVIEW LOOKING AT DRIVEWAYS LOOKING AT INTERSECTIONS NEAR THE AREA. BUT AS FAR AS CONCURRENCY WHERE YOU HAVE TO LOOK AT A FIVE MILE RADIUS THAT WILL NO LONGER BE REQUIRED SO I KNOW THERE'S MANY FOLKS HERE WHO REPRESENTS DEVELOPERS AND WHO REPRESENT OTHER BUSINESSES WHO REGULARLY PAY FOR IMPACT FEES. SO I THINK YOU ALL UNDERSTAND THAT THIS IS NOT A TAX. THESE ARE IMPACT FEES THAT ARE REQUIRED TO BE PROVIDED AT THE ISSUANCE OR THE COLLECTION OF BUILDING PERMITS. AND WHAT WE ARE DOING IS WE ARE FUNDAMENT FUNDAMENTALLY ALTERING THE STRUCTURE OF THE IMPACT FEE COLLECTION. THE METHODOLOGY NOW HAS BEEN COMPLETELY MODIFIED TO REFLECT A MULTI-MODAL PERSON CAPACITY APPROACH AND THE FUNDS ARE GOING TO BE COLLECTED BY THE CITY. THEIR OVERALL ACROSS THE BOARD LESS FROM AN OVERALL PERSPECTIVE. IF YOU ARE A DEVELOPER PAYING MONEY AND THE MONEY WILL BE SPENT EXCLUSIVELY IN THE CITY. WE'VE ENGAGED THE PUBLIC AND REALLY THIS IS THE LAST PUBLIC WORKSHOP BEFORE WE MOVE TO ADOPT THE MOBILITY PLAN AND THE MOBILITY FEE AT THE JULY 11TH CITY COUNCIL MEETING AND I'M VERY PROUD TO SAY THAT WE ARE THE FIRST CITY IN PALM BEACH COUNTY TO BE DOING SO.THE WORKSHOPS WE HAVE ANOTHER WORKSHOP THAT HAS BEEN SCHEDULED THIS EVENING AND WE'RE FOR THAT IS PRIMARILY FOCUSED ON THE RESIDENTS. BUT IT'S OPEN TO THE PUBLIC AND ANYBODY WISHES TO ANYBODY IS WELCOME TO ATTEND. THE CITY IS WHERE THE CITY IS TAKING THIS STEP IN ORDER TO PROVIDE ACCOUNTABILITY BECAUSE THE COUNTY COLLECTS THOSE IMPACT FEES AND THEY ARE SPENT. AND IF THE COUNTY CHOOSES TO SPEND MONEY IN THE CITY OF PALM BEACH GARDENS THAT IS THEIR CHOICE. AND THERE HAVE BEEN PROJECTS THAT THE COUNTY HAS MOVED FORWARD WITH. BUT AT THE END OF THE DAY THERE'S REALLY NOT A WHOLE LOT OF COUNTY ROADS IN THE CITY LEFT TO WIDEN HOOD ROAD. YOU KNOW THERE'S A FEW OTHERS BUT REALLY NOT SIGNIFICANT. SO ALL OF THIS GROWTH IN THE CITY THAT'S GOING TO BE OCCURRING PARTICULARLY AROUND THE T O D STATION ALL OF THE IMPACT FEES THAT ARE GOING TO BE COLLECTED IS NOW GOING TO BE DIRECTLY ACCOUNTABLE BECAUSE THE CITY HAS THE ABILITY TO SPEND THAT MONEY IN OUR JURISDICTIONAL BOUNDARIES. SO THAT'S THE WAY WE SEE IT. AND THAT'S WHY WE'RE MOVING FORWARD YES JACK. ON IMPROVING OUR IMPROVING CITY ROADS HAS THE COUNTY SPEND MONEY ON IMPROVING CITY ROADS.
