AND WE WELCOME EVERYBODY HERE TO THE CITY OF PALM BEACH GARDENS. MY NAME IS NATALIE CROWLEY. I'M THE DIRECTOR OF PLANNING AND ZONING AND WE ARE VERY HAPPY TO HAVE YOU HERE IN OUR COUNCIL CHAMBERS LEARNING INFORMATION ABOUT THE CITY'S INITIATIVE TOWARD MOBILITY. BEFORE I GO ANY FURTHER I WOULD LIKE TO ACKNOWLEDGE MAYOR MARCIANO WHO IS HERE THIS EVENING AND I WOULD ALSO LIKE TO ACKNOWLEDGE COUNCIL MEMBER MARIA MORENO WHO JUST WALKED IN. AND I WOULD ALSO LIKE TO ACKNOWLEDGE OUR CITY MANAGER RON FARIS WHO IS HERE THIS EVENING SO WITH US HERE THIS EVENING WE HAVE OUR TEAM WE HAVE. OUR CITY STAFF AND WE HAVE ANDREA TROUTMAN. SHE IS WITH PINDAR TROUTMAN CONSULTANTS. SHE HAS BEEN A CONSULTANT FOR MANY YEARS TO THE CITY AND SHE HAS WORKED DIRECTLY ON THE CITY'S STUDY. AND WE ALSO HAVE JONATHAN PAUL WHO IS WITH NEW URBAN CONCEPTS WHO HAS ALSO BEEN WORKING WITH ANDREA AND MYSELF. SO WITHOUT FURTHER ADO I WOULD LIKE TO JUST JUMP IN. I DO WANT TO MENTION THAT THIS WORKSHOP IS BEING LIVE STREAMED SO YOU HAVE ACCESS TO IT. AND I FROM WHAT I UNDERSTAND THERE MIGHT HAVE BEEN SOME TECHNOLOGY ISSUES FROM THIS MORNING'S PRESENTATION BUT WE ARE LOOKING INTO THAT. SO THAT WILL BE RESOLVED I CAN ASSURE YOU AND ALL THE CONTENT FROM TONIGHT'S PRESENTATION WILL BE PROVIDED ONLINE AS WELL AS THE LIVE STREAM. SO PUBLIC HAS FULL ACCESS. SO I AM ACTUALLY GOING TO TURN OVER THE BEGINNING PORTION OF THE PRESENTATION OVER TO JONATHAN WHICH SETS OUT THE BROADER FRAMEWORK OF WHY WE ARE DOING THIS. THANK YOU. THANK YOU ALL FOR COMING THIS EVENING TO JOIN US TO DISCUSS MOBILITY IN PALM BEACH GARDENS AND ESSENTIALLY THE WHAT WE'RE WORKING ON IS WHAT'S KNOWN AS A MOBILITY PLAN AND A MOBILITY FEE. IT'S SOMETHING THAT'S BEEN AUTHORIZED BY THE FLORIDA LEGISLATURE AND PART OF THE REASON IT WAS AUTHORIZED IS WAY BACK IN 1985 WHEN FLORIDA WAS EXPERIENCING SIGNIFICANT GROWTH. THE LEGISLATURE AT THAT TIME ADOPTED WHAT WAS KNOWN AS THE GROWTH AND MANAGEMENT ACT OF 1995 AND IT IS BASICALLY INTENDED TO REGULATE GROWTH AND NEW DEVELOPMENT. AND ONE OF THE KEY COMPONENTS OF THAT ACT WAS SOMETHING KNOWN AS TRANSPORTATION CONCURRENCY. IT WAS ESSENTIALLY A REQUIREMENT THAT ANY NEW DEVELOPMENT THAT WENT INTO EITHER CITY OR COUNTY HAD TO HAVE ADEQUATE ROADWAY CAPACITY TO ACCOMMODATE THE TRAFFIC FROM THE PROJECT. SO ESSENTIALLY IF YOU DEVELOPED THERE HAD TO BE ENOUGH CAPACITY ON THE ROADWAY TO ACCOMMODATE THE CARS FROM THE PROJECT AND THAT WORKED FOR A WHILE YOU ACTUALLY WORKED FOR A NUMBER OF YEARS IN PALM BEACH COUNTY PALM BEACH COUNTY AND SARASOTA COUNTY WHERE I'VE ALSO DONE SOME WORK OUT WE'RE PROBABLY TWO OF THE ONES WITHIN THE STATE OF FLORIDA ACTUALLY KEPT UP WITH DEVELOPMENT AND WHAT THEY STARTED TO SEE OVER TIME IS THAT YOU WOULD APPROVE DEVELOPMENT GENERATE MORE TRAFFIC. THE SOLUTION TO ADDRESS MORE TRAFFIC WAS TO ADD MORE CAPACITY OR WIDEN ROADS OR BUILD NEW ROADS AND NOW WORKS FINE WHEN YOU'RE A GROWING SUBURBAN AREA. WHEN YOU HAVE LOTS OF GREEN OPEN AREAS TO BUILD ROADS AND WIDEN ROADS AND ADD INTERCHANGES ON THE INTERSTATE. BUT INCREASINGLY WHAT STARTED TO HAPPEN IN FLORIDA IS MORE URBANIZED AREAS AS YOU RAN OUT OF ROOM TO WIDEN ROADS DOWNTOWN WEST PALM BEACH DOWNTOWN ORLANDO DOWNTOWN TAMPA MIAMI. THOSE AREAS SORT OF STARTED TO EXPERIENCE IT FIRST WHERE ESSENTIALLY YOU WANTED TO ENCOURAGE DEVELOPMENT DOWNTOWN. BUT THERE WAS NO ROAD CAPACITY. SO WHAT HAPPENED IS IT ENCOURAGED WHAT'S KNOWN AS SUBURBAN SPRAWL PUSH DEVELOPMENT FURTHER OUT INTO THE HINTERLAND WHAT STARTED TO HAPPEN EVEN IN COMMUNITIES SUCH AS PALM BEACH GARDENS IS ONCE YOU'VE ALREADY SIX LAND MOST OF YOUR ROADS THERE'S REALLY NOT A WHOLE LOT OF ROOM TO CONTINUE TO ADD CAPACITY AND MORE INCREASINGLY HAS BEEN KNOWN AS WHAT'S INDUCED DEMAND ESSENTIALLY YOU BUILD IT AND THEY'LL COME YOU WIDEN THE ROADWAY IT GETS CONGESTED AS SOON AS YOU WIDEN SO LOCAL GOVERNMENTS ASK THE FLORIDA LEGISLATURE TO LOOK FOR SOMETHING DIFFERENT AND IT REALLY WAS DRIVEN BY THE FACT THAT MORE AND MORE COMMUNITIES FOUND THEMSELVES THEY WERE NOT IN A POSITION TO WIDEN ROADS ANYMORE OR IF THEY WIDENED THEM YOU STARTED TO TAKE LOCAL BUSINESSES YOU STARTED TO NEGATIVELY IMPACT NEIGHBORHOODS YOU STARTED TO MAKE IT MORE DIFFICULT FOR KIDS ACROSS THE ROAD TO GET THE SCHOOL SO A NINTH IN 2011 LEGISLATURE[00:05:05]
PASSED WHAT'S KNOWN AS A GROWTH MANAGEMENT ACT AND ESSENTIALLY MADE TRANSPORTATION CONCURRENCY OPTIONAL FOR LOCAL GOVERNMENTS. IT PLACED A NUMBER OF RESTRICTIONS ON LOCAL GOVERNMENTS IN TERMS OF HOW THEY REVIEWED DEVELOPMENT AND THEY BASICALLY SAID YOU COULD NO LONGER STOP DEVELOPMENT FOR LACK OF ROADWAY CAPACITY.SO EVEN IF YOU WANTED TO STOP A PROJECT BECAUSE THERE WASN'T ENOUGH CAPACITY THE FLORIDA LEGISLATURE SAID NO YOU CAN'T. YOU HAVE TO COME UP WITH SOMETHING IN YOUR COMMUNITY WHETHER YOU JUST LET THE DEVELOPMENT GO AND PAY AN IMPACT FEE OR NOT EVEN CHARGE YOU AN IMPACT FEE OR YOU COME UP WITH SOMETHING DIFFERENT FOR HOW TO GET PEOPLE AROUND. SO MORE AND MORE COMMUNITIES HAVE BEEN LOOKING AT WHAT'S KNOWN AS A MOBILITY PLAN AND THE REAL BASIS OF THE MOBILITY PLAN IS TO LOOK AT THE MULTIPLE WAYS THAT PEOPLE CAN ACTUALLY ROOF AROUND IN A COMMUNITY WHETHER PEOPLE WANT TO WALK BICYCLE RIDE TRANSIT USE NEW TECHNOLOGY SUCH AS A RIDE SHARE OR UBER LYFT OR EVEN LOOK AT EVENTUALLY AN AUTONOMOUS TRANSIT VEHICLE OR A GOLF CART. AND THEY ALSO STILL WANT YOU TO ADDRESS ROADWAYS TO THE EXTENT YOU COULD ACTUALLY IMPROVE INTERSECTIONS OR TO MAKE SOME IMPROVEMENTS IN CONTINUED TRAFFIC FLOW SOME OF THE NEW TECHNOLOGIES THAT ARE COMING ALONG THERE'S A LOT OF THEM OUT THERE. SOME OF THEM WILL BE PASSING FADS. SOME OF THEM WILL ACTUALLY BE VIABLE MODES OF TRANSPORTATION. ONE OF THE BIG WAS ONES BEING WAS WHAT'S KNOWN AS THE PEDAL ASSIST BICYCLE OR ELECTRIC BICYCLE. IT'S ACTUALLY A MOTOR IN THE BACK OF THE WHEEL OR A MOTOR AND THE BICYCLE ITSELF THAT ACTUALLY COULD GET SOMEBODY UP TO 15 MILES AN HOUR WITH RELATIVELY LITTLE EASE AND RELATIVELY LITTLE WORK. AND THAT'S IMPORTANT IN FLORIDA BECAUSE IT'S HOT AND IT RAINS AND YOU NEED TO BE ABLE TO MOVE QUICKER. OTHER COMMUNITIES ARE ACTUALLY ALSO LOOKING INTO THE ABILITY TO MOVE AROUND AND GOLF CARTS. SO THERE'S A VARIETY OF DIFFERENT WAYS THAT PEOPLE ARE GETTING AROUND. ONE OF THE BIG ONES IS BUSES AND CIRCULATOR IS THAT DON'T HANG DRIVERS WHILE IT SEEMED A FAR FETCHED IDEA. WHEN I STARTED WORKING ON SOME MOBILITY PLANS JUST FIVE YEARS AGO THIS IS SORT OF ROCKET SCIENCE. IT WAS WAY OFF IN THE FUTURE WASN'T GOING TO HAPPEN.
I'M NOW ACTUALLY WORKING ON DEVELOPMENT IN GAINESVILLE. WE WERE DOING TEST PILOTS OF THESE AUTONOMOUS TRANSIT VEHICLES GOING BETWEEN THE PROJECT AND THE UNIVERSITY OF FLORIDA. SO IT'S ACTUALLY SOMETHING THAT'S BECOMING REAL SOMETHING THAT'S GOING TO START FINDING ITS WAY IN A LOT OF DIFFERENT COMMUNITIES THROUGHOUT THE STATE AND IT IS A VIABLE TRANSPORTATION OPTION FOR PEOPLE THAT DON'T NECESSARILY WANT A BICYCLE WANT TO WALK OR CAN'T DRIVE. OTHER MODES OF TRAVEL THAT ARE BECOMING MORE AND MORE COMMONPLACE. WHAT'S KNOWN AS RIDE SHARE WHETHER IT'S AN UBER OR LYFT OR WHETHER YOU MOVE INTO A NEW DEVELOPMENT IN A MESS MESSAGE MAY NOT NECESSARILY HAVE SOMETHING INSTEAD OF TWO PARKING SPACES PER UNIT. THEY MAY HAVE A FLEET OF CARS AVAILABLE THAT SOMEBODY COULD ACTUALLY BORROW ON INTERIM BASIS. SO THERE'S A LOT OF NEW TECHNOLOGY THAT'S STARTING TO COME ONLINE THAT THE CITY HAS BEEN LOOKING AT TO FIND OUT HOW IS BEST TO MOVE PEOPLE IN THE COMMUNITY OVER THE NEXT 20 YEARS. AND AGAIN WE ARE LOOKING OUT THIS IS A 2014 MOBILITY PLAN SO IT'S NOT WHAT'S HAPPENING TODAY BUT IT'S ESSENTIALLY HOW DO WE ACCOMMODATE DEVELOPMENT THAT'S COMING AND HOW DO WE PLAN FOR THE FUTURE OF TRANSPORTATION MOBILITY AND PART OF THAT IS THE GROWTH IN JOBS IN THE COMMUNITY. PALM BEACH GARDENS IS NOT ONLY JUST AN ATTRACTIVE COMMUNITY GIVEN ITS HIGH QUALITY OF LIFE IT'S ALSO A JOB CENTER AND THAT ATTRACTS PEOPLE. PEOPLE WANT TO HAVE GOOD PAYING JOBS. THAT'S ONE OF THE THINGS THAT BRINGS THEM HERE IN THIS COMMUNITY CONTINUES TO ADD JOBS AT A FASTER PACE THAN MOST OTHERS IN FLORIDA THE COMMUNITY ITSELF WILL CONTINUE TO GROW AS BOTH RESIDENTS AND EMPLOYMENT OVER THE NEXT 20 YEARS AND WITH THAT I'M GOING TO TURN IT OVER TO NATALIE AND SHE'S GONNA GET INTO A LITTLE BIT MORE OF THE DETAIL OKAY. THANK YOU JONATHAN. SO JONATHAN HAS PROVIDED SOME BACKGROUND ON THE LEGISLATION THAT THE STATE HAS PASSED WHICH HAS ENABLED LOCAL GOVERNMENTS TO TAKE ACTION AND SO REALLY. HOW DOES THAT BENEFIT THE CITY AND HOW DOES THAT SPECIFICALLY BENEFIT CITY RESIDENTS. SO WE'RE GOING TO TALK A LITTLE BIT ABOUT THAT. AND BEFORE WE TALK ABOUT THE SPECIFIC BENEFITS WHICH RELATES TO THE FEES I'M GONNA GO A LITTLE BIT INTO THE PLAN ITSELF BECAUSE IN ORDER TO DEVELOP THE FEE FOR MOBILITY THE PLAN HAS TO BE CREATED IN ORDER TO DEVELOP THE METHODOLOGY THAT DETERMINES WHAT THE FEE IS. SO EVEN THOUGH WE'RE NOT DISCUSSING TODAY THE TRI RAIL STATION AND THE TRI

RAIL STATION MASTER PLAN IT IS IMPORTANT TO KNOW THAT THE CITY OF PALM BEACH GARDENS HAS LONG HAD A STATION DESIGNATED JUST SOUTH OF PGA BOULEVARD FOR A FUTURE TRI RAIL STATION. SO THIS LOCATION IS CERTAINLY IN THE HEART OF THE CITY IT'S IN THE IT'S IN THE CITY'S URBAN CORE AND MANY OF THE CONSIDERATIONS THAT WERE MADE AS WE LOOK AT MOBILITY IN OUR ENTIRE CITY TAKE THIS INTO CONSIDERATION. BUT WHEN WE TALK ABOUT MOBILITY MOBILITY IS A VERY BROAD TERM AND MANY PEOPLE THINK THAT MOBILITY IS OUR TRI RAIL STATION MASTER PLANNING INITIATIVE. AND I DO WANT TO MAKE SURE THAT EVERYBODY HERE UNDERSTANDS THAT THAT'S SIMPLY A SEPARATE PATH. SO THE PATH THAT WE'RE TALKING ABOUT TONIGHT IS LOOKING BROADER IT'S LOOKING AT OUR ENTIRE CITY. IT'S LOOKING AT SPECIFICALLY CREATING A PLAN FOR EVERYTHING EAST OF THE B LINE HIGHWAY AND WE'RE LOOKING FOR A PLAN FOR HOW WE ADDRESS THE DEVELOPMENT OUT WEST TOO. BUT I WANT TO MAKE THAT POINT. SO WITH THAT BEING SAID WE WE KNOW THAT THE TRI RAIL STATION HAS LONG BEEN ON THE BOOKS SO BEFORE THIS ACTUALLY COMES INTO FRUITION THERE ARE MANY THINGS THAT NEED TO OCCUR. TRI RAIL OF COURSE HAS TO NEGOTIATE WITH THE S.F. RTA TO BE ABLE TO PROVIDE FOR TRANSIT SERVICE ALONG THIS SPECIFIC CORRIDOR. OBVIOUSLY THE ACTUAL COMMENCEMENT OF THE DOUBLE TRACKING IS ALREADY UNDERWAY. AND SO FOR THOSE WHO HAVE BEEN FOLLOWING THE STORY OF BRIGHT LINE VIRGIN THAT IS ACTUALLY COMMENCING FROM THE SEGMENT FROM WEST PALM TO ORLANDO. AND ULTIMATELY WHEN THE FUNDING FOR THE OPERATIONS IS DETERMINED THEN ULTIMATELY A TRI RAIL STATION IN THE FUTURE HAS BEEN DESIGNATED A PGA. SO KEEPING THIS IN MIND WE'RE TALKING ABOUT VISION WE'RE TALKING ABOUT THE FUTURE WE'VE BEEN MINDFUL OF THIS. SO THIS IS THESE ARE SOME VISUALS AND SOME PHOTOGRAPHS OF ONE OF THE MANY WORKSHOPS THAT WE HAVE CONDUCTED THAT REALLY TRIES TO REACH OUT TO THE PUBLIC. AND I KNOW THAT THERE ARE SOME PEOPLE HERE IN TODAY'S AUDIENCE WHO HAVE ATTENDED SOME OF THOSE WORKSHOPS WHICH IS GREAT BECAUSE REALLY WITHOUT PUBLIC INPUT WE REALLY CAN'T GET A PROPER PLAN. WE REALLY WANTED TO REACH OUT. WE WANTED TO GARNER AS MUCH OPPORTUNITY AS POSSIBLE. WE'VE HOSTED SEVERAL WORKSHOPS WITH THE BUSINESS COMMUNITY AND FROM RESIDENTS TRYING TO GET THEIR FEEDBACK NOT ONLY ON THE TRI RAIL STATION MASTERPLAN BUT THIS MOBILITY PLAN ITSELF. SO REALLY TONIGHT TONIGHT IS SORT OF THE LAST FINAL PUBLIC WORKSHOP WE HAVE BEFORE THE COUNCIL IS PRESENTED FOR THE IS PRESENTED WITH THE FINAL PLAN FOR ADOPTION IN JULY. SO WHAT IS A MOBILITY PLAN AND HOW DO YOU EVEN DO IT. SO REALLY THOUGH OUR APPROACH IS BROKEN INTO THREE CLEAR SEGMENTS. THE FIRST ONE WHICH HAS ALREADY BEEN COMPLETED IS THE ADOPTION OF THE COMPREHENSIVE PLAN AMENDMENTS INTO THE CITY'S COMPREHENSIVE PLAN OUR COMP PLAN OUR COMPREHENSIVE PLAN AS WE REFER TO IT.IT'S OUR LIVING DOCUMENT THAT SETS THE SPECIFIC GOALS OBJECTIVES AND POLICIES THAT GUIDES THE CITY. SO THE COMPREHENSIVE PLAN AMENDMENTS REALLY WERE AND THEY WERE ADOPTED A FEW YEARS AGO BY THE COUNCIL. THEY SET THE FRAMEWORK FOR WHAT WE ARE GOING TO DO. THEY CROSS THE STATUTES AND WE WENT THROUGH THAT WHOLE PROCESS. SO THAT HAS ALREADY BEEN CHECK DONE. THE SECOND PROCESS IS ARE THE DEVELOPMENT OF THE MOBILITY PLAN ITSELF WHICH I'LL GO INTO AND THEN THE FEE LIKE I MENTIONED PREVIOUSLY IS DEVELOPED FROM THAT PLAN. SO I'M GOING TO TALK A LITTLE BIT ABOUT HOW DO WE CREATE THE PLAN. WELL WE REALLY WANTED TO START AT THE GRASSROOTS LEVEL.
WE WANTED TO ENGAGE THE PUBLIC WHICH WE DID AND WE CONTINUE TO DO SO AND WE ALSO REALLY WANTED TO REACH OUT TO ALL OF OUR DIFFERENT DEPARTMENTS BECAUSE ALL OF THE PLANNING RECOMMENDATIONS THAT COME OUT OF THIS AFFECT ALL OF OUR DEPARTMENTS THEY AFFECT OUR STREETS CREWS WHO HAVE TO MAINTAIN THE ROADWAYS THEY AFFECT OUR FIRE RESCUE VEHICLES WHO HAVE TO DRIVE ON THE ROADWAYS. SO IF WE HAVE A SPECIFIC WIDTH THAT WE ARE PROPOSING WE NEED TO MAKE SURE THAT FIRE TRUCKS FOR EXAMPLE CAN SAFELY NAVIGATE THROUGH THE CITY AND WE HAD A REALLY ENGAGEMENT ACROSS THE BOARD FROM ALL OF OUR DEPARTMENTS. SO IT WAS A WONDERFUL PROCESS THAT WE WENT THROUGH WHERE WE WERE ABLE TO GET FEEDBACK FROM SO MANY OF OUR DEPARTMENTS NOT JUST PLANNING FROM ENGINEERING TO REALLY ALL EVERY SINGLE DEPARTMENT IN OUR CITY PARTICIPATED. WE HAD OUR OUR PLANNERS GO OUT AND MAP THE ENTIRE CITY ON FOOT. SO WE COLLECTED DATA AND THIS WAS A SLIDE THAT ONE OF OUR PLANNERS PRESENTED. AND FROM HER EXPERIENCE SHE STOOD AT NORTH LAKE AND MILITARY. SHE COLLECTED THIS DATA AND IN HER OBSERVATION UNTIL YOU STAND AT THAT INTERSECTION AND YOU HEAR THOSE CARS AND YOU SMELL THOSE FUMES AND YOU SEE THE BLATANT DISREGARD OF VEHICLES TRYING TO BLOW THEIR HORN AT YOU WHILE YOU'RE TRYING TO JUST SAFELY CROSS THE ROAD YOU REALLY DON'T UNDERSTAND WHAT IT'S LIKE TO BE A PEDESTRIAN OR A CYCLIST. NOT ONLY DO YOU

NOT ONLY ARE YOU CHALLENGED OR NOT ONLY NOT ONLY IS IT A GREAT EXPERIENCE TO BE ABLE TO COLLECT THE DATA BUT FROM AN ANECDOTAL EXPERIENCE AND A PROFESSIONAL EXPERIENCE BEING ABLE TO GET THERE ON THE FIELD AND COLLECT THAT INFORMATION WAS REALLY IMPORTANT IN THE DEVELOPMENT OF OUR MOBILITY PLAN. AND SO ALL OF OUR PLANNERS WENT OUT. WE MAP THE CITY. THIS IS JUST ONE SLIDE THAT BASICALLY SAID HERE ARE THE CONDITIONS HERE ARE THE SIGNAL HERE'S THE WIDTHS HERE ARE THE BENEFITS HERE. HERE ARE THE CHALLENGES. AND WE DID THIS THROUGHOUT THE ENTIRE CITY AND THE COLLECTION OF DATA WAS ACTUALLY DONE ALL IN-HOUSE. SO WHILE THE CONSULTANTS HAVE BEEN WORKING WITH US WE WERE ABLE TO GATHER ALL OF THIS DATA THROUGH OUR OWN PLANNING AND ZONING DEPARTMENT. THIS IS ANOTHER EXAMPLE OF ONE OF THE PLANNERS SLIDES THAT THEY PREPARED WHERE THEY NOTED IN THEIR DATA SET A SIDEWALK LEADING TO NOWHERE. IT'S A DIRECT GAP THAT WE HAVE IN OUR PEDESTRIAN NETWORK THAT NEEDS TO BE REMEDIED. SO WE COLLECTED THIS DATA AND CLEARLY YOU CAN SEE THAT THEY HAD SOME FUN WITH IT AND THAT'S GREAT. BUT THE BOTTOM LINE IS IS THAT THE DATA THAT WAS COLLECTED THROUGHOUT THE ENTIRE CITY WAS ABLE TO BE PLUGGED IN TO AN ENTIRE SPREADSHEET. AND I WHEN I SAY SPREADSHEET I MEAN SPREADSHEET PAGE AFTER PAGE AFTER PAGE WE COLLECTED THIS DATA THIS DATA. THEY HAVE TO PAY A ROAD IMPACT FEE TO ADDRESS THEIR IMPACTS. JUST VEHICULAR IMPACTS ON THE ROADWAY NETWORK WHAT WE'RE PROPOSING IS TO TURN THAT UPSIDE DOWN A LITTLE BIT AS ALLOWED IN THE FLORIDA STATUTES AND DEVELOP A MOBILITY FEE WHICH WILL BE VERY SIMILAR TO ROAD IMPACT FEE.BUT IT'S GOING TO BE ALLOWED TO BE USED FOR PEDESTRIAN IMPROVEMENTS BICYCLE IMPROVEMENTS ROADWAY IMPROVEMENTS TRANSIT IMPROVEMENTS. SO THERE'S ALL THESE ADDITIONAL CAPACITIES THAT ARE DETERMINED BASED UPON THE PLAN THAT WE'VE DEVELOPED AND THEN WE DETERMINE THE COST FOR ALL OF THOSE IMPROVEMENTS. AND THAT'S WHAT THE FEE IS BASED UPON. THIS HERE IS SHOWN WHAT THE SYSTEM IS TODAY. THIS IS THE BENEFIT ZONES OF THE COUNTY'S ROAD IMPACT FEES AND ZONE 1 ENCOMPASSES THE MAJORITY OF THE CITY OF PALM BEACH GARDENS. SO YOU HAVE A PROJECT ON PGA BOULEVARD BUILDING A NEW BANK. THEY HAVE TO PAY THEIR ROAD IMPACT FEE. THE COUNTY TAKES THE MAJORITY OF THE ROAD IMPACT FEE AND CAN SPEND IT ANYWHERE FROM 2 KW DOWN TO PALM BEACH SHORES. IT DOESN'T NECESSARILY HAVE TO BE SPENT IN THE CITY OF PALM BEACH GARDENS WHERE THE IMPACTS ARE FELT. THAT IS NOT WHAT WE THINK IS FAIR FOR THE CITY. SO WHAT WE'RE PROPOSING AS PART OF THE MOBILITY FEE IS THAT IT'S THE BENEFIT ZONE IS THE CITY EAST OF THE B LINE HIGHWAY. SO THAT SAME BANK COMES IN ALONG PGA BOULEVARD IT WILL PAY A MOBILITY FEE ALL OF THAT MONEY WILL GO TO THE CITY THE CITY WILL DECIDE HOW THAT MONEY IS PAID WITHIN THAT AREA NO LONGER SENDING MONEY UP TO JUPITER NO LONGER SENDING MONEY TO PALM BEACH SHORES. IT IS. THE BENEFITS ARE IN THIS AREA WHERE THE IMPACTS ARE WEST OF THE BEE LINE. WE'RE ALSO WE'RE INTENDING TO KEEP THAT AS THE ROAD IMPACT FEE SYSTEM BECAUSE THERE ARE ROAD IMPROVEMENTS THAT ARE STILL NEEDED WEST OF THE B LINE. SO THAT'S WHY IT'S DISTINGUISHED INTO TWO SEPARATE AREAS THIS TABLE SHOWS A COMPARISON OF WHAT IS BEING COLLECT DID TODAY PER DIFFERENT TYPES OF LAND USES AS TO WHAT WE'RE PROPOSING FOR THE MOBILITY FEE. IT'LL JUST BE MORE SITE SPECIFIC LOOKING AT THE DRIVEWAYS AND THE ADJACENT INTERSECTIONS TO THE DEVELOPMENTS RATHER THAN LOOKING AT FIVE MILE RADIUS AND THAT'S WHERE WE ARE WITH THE MOBILITY FEE. SO I DO HAVE SOME SLIDES THAT I'LL GO INTO TO SPEAK TO THAT IN A MOMENT. SO THIS IS A SLIDE TO CAPTURE SOME OF THE PUBLIC INPUT OPPORTUNITIES THAT WE'VE HAD. SO THIS KIND OF GOES INTO SOME OF THE VARIOUS JURISDICTIONS OF THE CITY. THERE'S REALLY MANY MANY DIFFERENT JURISDICTIONAL CONTROLLING ISSUES IN OUR CITY WHERE WE HAVE MILITARY TRAIL FOR EXAMPLE WHICH IS A COUNTY ROADWAY RCA BOULEVARD NORTH LAKE BOULEVARD PGA BOULEVARD A STATE ROAD AND YOU HAVE SEVERAL CITY ROADS. SO IT'S A WHOLE HODGEPODGE OF ROADWAY CONTROL AND EACH ROADWAY HAS THEIR OWN SET OF GUIDELINES THEIR OWN PERMITTING PROCESS.BUT OUR MOBILITY PLAN INCLUDES ROADS ACROSS THE BOARD. SO WE INCLUDE STATE ROAD COUNT KENT STATE ROADS COUNTY ROADS AND LOCAL ROADS. SO THE STATE WILL BENEFIT AND THE COUNTY WILL BENEFIT AS WELL. AND OF COURSE THE CITY WILL BENEFIT TOO. WE ALSO WILL BE TAKING ON THE ADDITIONAL MAINTENANCE RESPONSIBILITIES FOR THESE ROADWAYS. SO ULTIMATELY THE COUNTY WILL HAS THEY HAVE A HUGE BENEFIT BY NOT HAVING TO MAINTAIN MANY OF THESE ROADWAY SEGMENTS ONCE THE MOBILITY PLAN IS IN PLACE. SO I DO WANT TO EMPHASIZE THAT AS WELL. BUT AT THE END OF THE DAY THERE MAY BE SOME CHALLENGES GOING FORWARD. EVERY SINGLE COMMUNITY I'VE WORKED IN HAS BEEN ABLE TO LEVERAGE THEIR MOBILITY PLAN TO ACTUALLY GET ADDITIONAL FUNDS FROM AREAS THEY WEREN'T EVEN EXPECTING BECAUSE IT'S A LOT OF COMMUNITY USE THAT WHILE ZOMBIES GARDENS BEING PROACTIVE IT'S ESSENTIALLY THE FIRST LOCAL GOVERNMENT IN PALM BEACH COUNTY TO HAVE A CITYWIDE MOBILITY PLAN. WEST PALM IS DONE ONE FOR A MILE SQUARE MILE DOWNTOWN BUT YOU THINK OF ALL THAT WAS AT THIRTY NINE JURISDICTIONS AND PALM BEACH COUNTY ONE POINT SIX MILLION ALMOST TWO MILLION RESIDENTS. THE GARDENS IS THE ONLY ONE THAT ACTUALLY HAS A PLAN THAT IT'S DEVELOPED ITSELF AND THAT'S REALLY ONE OF THE BIGGEST DRIVERS OF THIS DEVELOPMENT WILL PAY ITS SHARE. BUT THERE'S ALSO A LOT OF OTHER FUNDING OPPORTUNITIES THAT COME UP CONSISTENTLY IN COMMUNITIES THAT ARE READY FOR IT HAVE DONE VERY WELL IN GETTING THOSE MONIES. OK YES SIR. THE STATE LEGISLATURE ALLOWS YOU TO ASSESS THESE IMPACT FEES. DOES IT ALSO STATE THAT YOU CAN WITHHOLD THOSE FEES FROM THE COUNTY. YES YES. THANK YOU. YES I JUST WANTED TO SUPPORT THE COMMENTS ABOUT THE INCREASED ACTIVITY LEVEL OF THE RESIDENTS AND VISITORS TO OUR CITY. I'M A FREQUENT USER AND HAVE BEEN FOR ABOUT 30 YEARS OF THE PARKS BOTH LOCAL AND COUNTY AND STATE AND FEDERAL LEVELS. AND TO SEE PEOPLE EVEN MY AGE AND BEYOND WHO HAVE CHOSEN TO MAKE PHYSICAL ACTIVITY PART OF THEIR LIFESTYLE AND PART OF THEIR SOCIAL WELL-BEING IS VERY EVIDENT. JUST GLAD TO LIKE TO SEE UNTIL CRANE TRAIL A TWO MILE STRIP BETWEEN PGA AND NORTH LAKE. THE ACTIVITY LEVEL IS TREMENDOUS. WE DO INLINE SPEED SKATING. WE DO CYCLING OUT THERE AND WE RUN INTO ALL KINDS OF PEOPLE. WE'VE RUN INTO GROUPS OF ANYWHERE FROM 10 TO 35 PEOPLE AT TIMES AND TAKE THE TIME TO TALK TO THEM. THEY LOVE THAT SECTION IT'S SAFE. IT'S OFF THE ROADS IT'S SEPARATE IT'S NICE AND IT'S IT'S A PEACEFUL ASPECT TO THEIR SOMETIMES CHAOTIC DISORDER LIVES. SO YOU KNOW THIS IS GREAT. OKAY AND THEN WHEN YOU LOOK AT THE NEW PROPOSED REPLACEMENT FEE IS THAT REPLACEMENT FEE HIGHER OR LOWER. SO THOSE TWO KNOWS THAT YOU'RE REFERRING TO ARE ACTUALLY INDICATING THAT NO. WE HAVE ACTUALLY SHOWN THEM WE HAVE MET WITH COUNTY STAFF. WE HAVE SHOWN THEM OUR PLAN. WE HAVE SAID HEY THESE ARE IMPROVEMENTS ON YOUR ROADWAYS ARE YOU OK WITH THAT. AND AND THEIR RESPONSE IS WELL YOU KNOW OBVIOUSLY WE HAVE TO REVIEW THE SPECIFICS AT THE TIME OF PERMITTING BUT WE INTENTIONALLY REACHED OUT TO THE COUNTY TO BE ABLE TO LET THEM KNOW AND I'M SURE THAT THEY WILL CONTINUE TO FOLLOW OUR JOURNEY AS WE TAKE THE NEXT STEPS. THERE ARE NO ACTUALLY THERE IS IN SEMINOLE COUNTY A LATERAL COUNTY ORANGE COUNTY SARASOTA COUNTY. THERE IS ROUGHLY 50 LOCAL GOVERNMENTS THROUGHOUT FLORIDA THEY'VE ALREADY GONE THROUGH THE PROCESS OF ADOPTING A MOBILITY PLAN AND A MOBILITY FEE. SO IT'S NOT SOMETHING THAT'S NEW BUT IT IS SOMETHING THAT IS NEW TO PALM BEACH COUNTY. BUT THE FLORIDA LEGISLATURE IS PRETTY SPECIFIC IN TERMS OF WHEN IT MADE CHANGES REGARDING DEVELOPMENT THAT THIS WAS SOMETHING THAT LOCAL GOVERNMENTS COULD DO INCLUDING PALM BEACH GARDENS INCLUDING ANY LOCAL GOVERNMENT WITHIN PALM BEACH COUNTY.
