SO THROUGH THE FIRE DEPARTMENT'S ACCREDITATION PROCESS, IT WAS RECOMMENDED THAT THE FIRE DEPARTMENT TAKE A LOOK AT THE WAY OUR 911 CALLS ARE PROCESSED, AND PARTICULARLY THE THE TIME IT TAKES TO TRANSFER CALLS FOR EMS AND FIRE CALLS. SO THE FIRE DEPARTMENT HIRED A CONSULTING FIRM TO COME IN AND TAKE A LOOK AT THOSE ASPECTS AND TRY TO FIND THE BEST SOLUTIONS THAT WILL BEST MEET, BEST MEET THE NEEDS OF THE CITY, BOTH CURRENT TIMES AND ALSO FOR THE FUTURE. THE TWO GENTLEMEN THAT CAME IN WERE CERTAINLY SUBJECT MATTER EXPERTS IN THE FIELD. ONE WAS THE CURRENT CHAIR OF THE NFPA COMMITTEE THAT MAKES THE STANDARDS NATIONWIDE FOR COMMUNICATION CENTERS. AND THE OTHER GENTLEMAN WAS THE PAST CHAIR OF THAT SAME COMMITTEE. AT THE HEART OF THE ISSUE IS WHEN AN INDIVIDUAL DIALS 911 ON THE NORTH END OF PALM BEACH COUNTY. THOSE CALLS ARE ANSWERED BY PALM BEACH GARDENS POLICE DEPARTMENT, WHICH IS ALSO KNOWN AS NORTHCOM. POLICE CALLS ARE HANDLED RIGHT THEN AT THAT LOCATION. FIRE AND EMS CALLS HAVE TO BE TRANSFERRED TO PALM BEACH COUNTY FIRE RESCUE TO REGIONAL FIRE RESCUE DISPATCH CENTER. THAT TRANSFER AND THAT PROCESS CAN TAKE UP TO AN ADDITIONAL 60S TO HANDLE THAT 911 CALL. OUR ATTEMPT IS TO REMOVE THAT REDUNDANT TRANSFER OF CALLS AND TRY TO HANDLE EVERYTHING FROM THE ONE LOCATION TO MORE EXPEDITIOUSLY HANDLE 911 ONE CALLS. NOW, YOU MIGHT THINK 60S DOESN'T REALLY SOUND LIKE A LOT OF TIME. WELL, HOLD YOUR BREATH. HE CAN'T HOLD YOUR BREATH ANYMORE AND THEN COUNT FOR 60S. AND THEN WE CAN TALK ABOUT HOW LONG 60S IS. THAT IS A LIFETIME IN A LOT OF CIRCUMSTANCES. SO THE FEASIBILITY STUDY LOOKED AT THREE OPTIONS. THE FIRST OPTION IS TO REMAIN WHERE WE'RE AT CURRENTLY IN PALM BEACH COUNTY REGIONAL COMMUNICATIONS CENTER. THE SECOND OPTION WOULD BE TO CREATE AN INDEPENDENT PALM BEACH GARDENS FIRE RESCUE COMMUNICATION CENTER, ESSENTIALLY OUR OWN FIRE DISPATCH CENTER. AND THE THIRD OPTION WOULD BE TO JOIN PALM BEACH GARDENS POLICE DEPARTMENT'S NORTHCOM CENTER. NOW, OPTIONS ONE AND TWO DIDN'T YIELD ANY TRUE BENEFITS FOR US BECAUSE THEY BOTH INVOLVE SOME SORT OF TRANSFERRING A CALL. SO OPTION THREE WAS THE ONLY OPTION THAT SAVED US ANY TIME. SO IN ADDITION TO SAVING UP TO 60S, WE'LL ALSO SEE AN IMPROVEMENT IN SAFETY AND COMMUNICATION. A GREAT EXAMPLE FOR THIS IS CURRENTLY, IF LAW ENFORCEMENT SHOWS UP ON SCENE FIRST, AND THERE'S AN INCIDENT THAT MAY INVOLVE A WEAPON, THAT FIRE RESCUE MAY NEED TO HOLD BACK A LITTLE BIT BEFORE THEY CAN SECURE THAT SCENE. THAT PROCESS NOW INVOLVES A DISPATCHER AT THE POLICE DEPARTMENT HAVE TO PICK UP THE PHONE, DIAL SEVEN DIGITS, WAIT FOR THE PHONE TO RING. SOMEBODY HAS TO ANSWER THE PHONE AT PALM BEACH COUNTY FIRE RESCUE. THEY HAVE TO TRANSFER THAT SAME CALL TO THE THE DISPATCHER THAT'S COMMUNICATING WITH OUR PERSONNEL ON THE FREQUENCY. AND YOU CAN SEE ALL THE TIME THAT THAT TAKES BY HAVING CO-LOCATING OUR DISPATCHERS. THAT SAME PROCESS CAN LITERALLY BE AS SIMPLE AS ONE DISPATCHER LEANING OVER TO THE NEXT DISPATCHER AND SAYING, HEY, TELL FIRE RESCUE TO HOLD IT FOR A SECOND. THERE'S A GUN INVOLVED. IN ADDITION, WE'LL SEE SOME SOME RESOURCE DEPLOYMENT IMPROVEMENTS AS WELL. WHEN YOU'RE INVOLVED IN A REGIONAL COMMUNICATION CENTER, ONE OF THE DRAWBACKS TO THAT IS VERY DIFFICULT TO CUSTOMIZE AND CURTAIL RESPONSE OPTIMIZATION PLANS THAT ARE THE BEST FOR YOUR DEPARTMENT. WE KIND OF GET STUCK IN WHAT'S BEST FOR THE COLLECTIVE. THEY CAN'T DO SOME THINGS FOR CERTAIN DEPARTMENTS WHEN THINGS CAN IMPACT THE GLOBAL ENTITY. IN ADDITION TO THAT, WE'LL ALSO SEE SOME REGIONAL COLLABORATION OPPORTUNITIES IN THE FUTURE, PARTICULARLY ON THE NORTH END OF THE AGENCIES THAT ARE CURRENTLY SERVICED BY NORTHCOM. SO ON THE AGAIN, ALL THE PHONE CALLS, ALL THE 911 CALLS ON THE NORTH END OF PALM BEACH COUNTY ARE ANSWERED BY PALM BEACH GARDENS POLICE DEPARTMENT. SO THOSE OTHER AGENCIES WOULD SEE THOSE SAME IMPROVED RESPONSE TIMES WHEN IT COMES TO CALL PROCESSING. NEXT STEPS. WORKFORCE EXPANSION FOR TRANSITION, WE'RE GOING TO NEED TO HIRE 12 DISPATCHERS OR EMERGENCY COMMUNICATIONS OPERATORS. WE ALREADY HAVE FOUR THAT ARE IN BACKGROUND PROCESS RIGHT NOW THIS FISCAL YEAR. IN SIX MONTHS WILL HIRE ANOTHER FOUR. FOLLOWING YEAR, WE GET THE FINAL COMPLEMENT OF WHAT WE NEED FOR THE CENTER INFRASTRUCTURE SET UP WITH. SINCE WE ARE A JOINT DISPATCH CENTER ALREADY FOR OTHER AGENCIES, WE'RE JUST GOING TO HAVE TO ADD ON A MODULE FOR THE FIRESIDE. [00:10:07] SO WE'LL BE ABLE TO RUN THOSE KIND OF REPORTS THAT EXTRA DRILL DOWN AS THE DEPUTY CHIEF WANTS, BECAUSE WE'RE GOING TO BE ABLE TO PICK WHAT TYPE OF TECHNOLOGY WE WANT TO UTILIZE. THEY WILL BE ABLE TO ADD ON TO OUR PRESENT SYSTEM. SO OF COURSE, THAT'S ALSO GOING TO BE A SAVINGS. WE ALSO GOT TO LOOK AT SOME RADIO EQUIPMENT TO MAKE SURE THAT THE FIRESIDE IS GOING TO BE EQUIPPED WITH THE NEEDED RADIOS THAT WE HAVE, AND LAUNCH DATE AGAIN, SUMMER 2026. WE'VE GOT A TIMELINE FOR ALL THE TRAINING BECAUSE EVERYBODY'S GOING TO BE CROSS-TRAINED. YOU'LL BE TRAINED IN THE POLICE SIDE FIRST AND THEN YOU'LL BE TRAINED IN THE FIRESIDE. SO ALL THE OPERATORS OVER TIME. THAT'S WHY WE HAVE A SUMMER 2026 DEADLINE, IF YOU WOULD, TO MAKE SURE EVERYBODY'S CROSS TRAINED. THEN WE GET INTO THE CRIME SCENE INVESTIGATIONS. THIS IS NOT A NEW PROJECT. BACK IN 2018, WE DID A BUILD OUT OF OUR DETECTIVE BUREAU. WE WERE HOPING TO DO THE CRIME SCENE AT THAT TIME, BUT WE DID NOT HAVE THE FUNDING. NOW, OF COURSE, WE HAVE FOUND THE FUNDING TO DO THAT. IT'S GOING TO INCREASE THE SIZE OF OUR CRIME SCENE LABORATORY LAST FISCAL YEAR OR THIS FISCAL YEAR, I SHOULD SAY WE ADDED A NEW CRIME SCENE PERSON JUST BECAUSE OF VOLUME. THIS EXTRA BUILD OUT WILL GIVE US CRIME PREVENTION AND ALSO CRIME SOLVING EFFORTS THAT WE'VE NEVER HAD BEFORE. YOU'RE GOING TO SEE AN ALTERNATE LIGHT SOURCE ROOMS THAT WILL BE EXPLAINED. WHAT THAT IS IS WE CAN LOOK FOR FLUIDS, BLOOD, AND WE CAN HAVE ZERO LIGHT IN THERE. NOW IT'S A JOINT ROOM THAT WE USE ALL SORTS OF THINGS. IT'LL HAVE ITS OWN. WITH THE SPACE, WE'RE GOING TO BE ABLE TO START LOOKING AT SOME CUTTING EDGE EQUIPMENT BECAUSE WE JUST DIDN'T HAVE THE ROOM, BUT NOW WE WILL. AND SO TO MEET ALL THOSE REQUIREMENTS, WE NEEDED TO BUDGET FUNDS, WHICH YOU ALREADY APPROVED IN THE BUDGET. SO THIS PROJECT WAS ALREADY APPROVED IN THE BUDGET. THANK YOU. AND THE CITY ENGAGED ARCHITECTURAL FIRM HARVARD JOLLY. AND WHY WE CHOSE HARVARD JOLLY IS BECAUSE HARVARD JOLLY WAS INVOLVED IN THE ORIGINAL CONSTRUCTION OF THE FACILITY. SO THEY HAVE A LOT OF LEGACY INFORMATION AND STRUCTURAL INFORMATION, WHAT THEY CALL THE MECHANICAL ENGINEERING AND STUFF. AND THEY. THE IDEA WAS THAT THEY WOULD DESIGN THE PROJECT AND THEN WE WOULD BID IT OUT. SO NOW ANGELA IS GOING TO TALK ABOUT THE PROJECT ELEMENTS, AND THEN I'LL COME BACK AND TELL YOU ABOUT THE REST OF THE PROCUREMENT PROCESS. GOOD EVENING, MAYOR AND COUNCIL. THE PROJECT INCLUDES RENOVATING THIS AREA TO INCLUDE SIX ADDITIONAL AREAS. SORRY. WORK STATIONS SHOWN HERE IN ORANGE. THE OFFICE SPACES THAT WERE LOCATED IN THIS ORANGE SPACE WILL THEN BE RELOCATED TO THE EXPANSION AREA SHOWN IN YELLOW. THIS IS A TWO STORY EXTENSION, ESSENTIALLY OF THE POLICE DEPARTMENT BUILDING, SO THE FIRST FLOOR INCLUDES THE DISPATCH CENTER, A SORRY DISPATCH ADMINISTRATION. THERE IS A LOT OF VARIETY WITHIN THE GARDENS OF WOODBURY DEVELOPMENT. THERE ARE A NUMBER OF DIFFERENT ARCHITECTURAL FLOOR PLANS, LOT SIZES AND DIFFERENT NUMBER OF UNITS PER BUILDING. GOING BACK IN TIME IN 1978, THE NEIGHBORHOOD WAS ORIGINALLY APPROVED BY PALM BEACH COUNTY AND BUILT AT THAT TIME. THEN IN 1988, CITY OF PALM BEACH GARDENS ANNEXED THE DEVELOPMENT, AND IT HAS SINCE BECOME KNOWN AS GARDENS OF WOODBURY. AT THAT TIME, THE CITY ASSIGNED A RESIDENTIAL MEDIUM ZONING DISTRICT TO THE NEIGHBORHOOD BECAUSE OF THE EXISTING DENSITY, BUT WHAT THEY DID NOT DO AT THAT TIME WAS EVALUATE THE CODE REGULATIONS FOR THE NEIGHBORHOOD. IN 1998 WAS THE ONLY OTHER APPROVAL THAT WE HAVE HAD FOR THIS PROJECT. IT WAS A CITY INITIATED EFFORT TO PROVIDE A TEN FOOT WIDE BUFFER EASEMENT ALONG PGA BOULEVARD, INCLUDING A WALL AND LANDSCAPING, TO HELP SCREEN THE VEHICLES FROM THE RESIDENTS. SO THIS REQUEST GETTING INTO IT IS A CITY INITIATED REQUEST TO REZONE THE GARDENS OF WOODBURY DEVELOPMENT FROM RESIDENTIAL MEDIUM ZONING TO A PUD OVERLAY WITH UNDERLYING RESIDENTIAL MEDIUM ZONING, AND TO ESTABLISH THE PROPERTY DEVELOPMENT REGULATIONS BASED ON THE EXISTING CONDITIONS OF THE NEIGHBORHOOD. SO WHY ARE WE DOING THIS KNOWING THAT THIS IS AN EXISTING COMMUNITY WHICH HAS BEEN BUILT FOR OVER 40 YEARS. THE SITUATION IS THAT THE NEIGHBORHOOD DOES NOT MEET ANY OF OUR CITY CODE REQUIREMENTS. ASIDE FROM THE DENSITY OF THE NEIGHBORHOOD ITSELF, THE DEVELOPMENT OF TOWNHOME LOTS THEMSELVES BEING ATTACHED TO SINGLE FAMILY UNITS CANNOT MEET MINIMUM LOT COVERAGE, CANNOT MEET MINIMUM SETBACKS AND OTHER REGULATIONS. AND SO BEFORE US TONIGHT IS THE PUD OVERLAY REZONING TO MEMORIALIZE ALL OF THE EXISTING NONCONFORMITIES AND TO ALLOW FOR FUTURE IMPROVEMENTS IN THE NEIGHBORHOOD TO EXIST ALONGSIDE ALL OF THE EXISTING THROUGHOUT THE COMMUNITY. THE INTERIM PRESIDENT DID AUTHORIZE THE CITY TO PROVIDE THIS PUD OVERLAY FOR THE NEIGHBORHOOD, AND THEY HAVE PROVIDED THIS INFORMATION TO THE RESIDENTS THROUGH SEVERAL HOA MEETINGS.
