AND THEN ALONG CAME THE PICKLEBALL ATHLETICS CLUB CREATED BY ERIKA [INAUDIBLE] AND IT WAS KIND OF A LIFE CHANGING THE SHIRT I WEAR MY SHIRT. IT SIGNIFIES THAT I'M ON THEIR TRAVELING TEAM WHICH MEANS THAT WE COMPETE BASICALLY ALTHOUGH THE STATE AND REGIONAL NATIONAL INTERNATIONAL TOURNAMENTS THERE'S ABOUT 20 OF US THAT GO TO THESE TOURNAMENTS AND WE TRAVEL AROUND TOGETHER. WE CHEER FOR EACH OTHER AND WHEN WE GO THEY KNOW WHERE THEY ARE. BECAUSE WE'RE CHEERING WE'RE ENTHUSIASTIC AND I'M TELLING YOU SO MANY PEOPLE COME UP TO US AND SAY WHERE ARE YOU FROM. HOWEVER THERE WAS NO STRUCTURED PLAY AND THE ADVANCED AND INTERMEDIATE PLAYERS DIDN'T WANT TO PLAY WITH A NEWBIE LIKE ME. SO A LONGTIME FRIEND IN PALM BEACH GARDENS RESIDENT RECOMMENDED I TRY PAC WITH ERIC'S EXPERT INSTRUCTION AND GUIDANCE AND THE ENCOURAGEMENT OF MY WONDERFUL PICKLEBALL FAMILY. I'D GONE FROM A BEGINNER TO AN INTERMEDIATE AND I'M PROUD TO SAY THAT THIS SEVENTY YEAR OLD WOMAN HAS LOST 32 POUNDS AND GAINED AND GAINED TWO SILVER AND ONE GOLD MEDAL IN MY SKILL AND AGE DIVISION AT A RECENT NATIONAL PICKLEBALL TOURNAMENT. AND I KNOW THIS WOULD NOT HAVE BEEN POSSIBLE ANYWHERE ELSE BECAUSE ERIC HAS THE EXPERIENCE EDUCATION AND CERTIFICATION THAT NO ONE ELSE IN SOUTH FLORIDA HAS. HE WAS ASKED IN THE CONTRACT TO SIGN A NON COMPETE CLAUSE WHICH IS VERY COMMON BUT IT TURNS OUT THE ONLY COMPETITION IS THE CITY PALM BEACH GARDENS HAVE JUST ESSENTIALLY TAKEN HIS MODEL AND ASKED HIM TO LEAVE. THAT DOESN'T SOUND LIKE GOOD FAITH TO ME IT SOUNDS A LITTLE BIT MORE LIKE INTERFERENCE WITH A BUSINESS. SO WHAT WE WOULD ASK IS A LITTLE BIT OF GOOD FAITH. THEY'RE TWO WEEKS AWAY FROM NOT HAVING A HOME AND I DON'T THINK THAT THAT WAS THE INTENTION OF WHAT THE CITY WANTED TO DO WHEN THEY WANTED TO MAKE THINGS BETTER FOR A PICKLE BALL RESIDENTS PICKLEBALL PLAYERS IN THE CITY OF PALM BEACH GARDENS YOU HAVE A UNBELIEVABLE FACILITY THERE A FACILITY THAT'S TRULY THE ENVY OF ALL THE OTHER MUNICIPALITIES AROUND. AND IF YOU START LOOKING IN THE NATIONAL STUFF UNBELIEVABLE PICTURES OF WHAT YOUR CITY HAS TO OFFER. SO WHAT I'M ASKING IS IS 12 HOURS 12 HOURS TO LET THIS TEAM PLAY IN THE CITY PALM BEACH GARDENS HOPEFULLY FOR THE SEASON UNTIL WE CAN FIGURE OUT WHERE YOU WANT US TO BE. WE OPENED OUR FALL SEASON THIS PAST WEEKEND CELEBRATING BOTH THE OPENING OF THE FIELDS AS WELL AS BEING AWARDED THE 2019 FLORIDA YOUTH SOCCER ASSOCIATION RECREATION CLUB OF THE YEAR TOP SOCCER CLUB OF THE YEAR AND TOP SOCCER VOLUNTEER OF THE YEAR FOR THE ENTIRE STATE OF FLORIDA. OUR RECREATION PROGRAM PLAYS EIGHT HUNDRED AND THIRTY GAMES OVER THE NEXT EIGHT WEEKS. WE HAVE 13 SOCCER BOARD MEMBERS AND 165 COACHES WHO RUN THE PROGRAM. ALL OF THEM VOLUNTEERS TO THIS COMMUNITY. WE HAVE 80 CHILDREN WITH VARIOUS DISABILITIES ALONG WITH 120 MIDDLE SCHOOL AND HIGH SCHOOL BUDDY VOLUNTEERS WHO PARTICIPATE IN OUR

TOP SOCCER PROGRAM. THE OPPORTUNITY TO PLAY SOCCER. WE ALSO HAVE 440 CHILDREN PLAYING IN OUR COMPETITIVE PROGRAM ON 40 TEAMS. WE WERE PROUD TO HOST THE ELITE DEVELOPMENT PLAYER LEAGUE GAMES THIS PAST WEEKEND ALONG WITH OUR OPENING DAY. ALL OF THESE PARTICIPANTS WERE FROM SOUTH CAROLINA AND GEORGIA. THEY WERE ALL COMPLETELY IMPRESSED BY THE FACILITIES AND FIELDS THAT WE HAD TO OFFER. I HAVE LIVED AND WORKED HERE AND IN THIS COMMUNITY FOR MORE THAN 20 YEARS. SO THAT'S AN INCREASE OF TWELVE POINT SIX PERCENT. ANOTHER BIG REASON AFTER THE LAST PUBLIC FIRST PUBLIC HEARING ON THE BUDGET I WAS TALKING TO DAVID REYES AND THEY ACTUALLY HAVE A MODEL FROM THE US ARMY CORPS OF ENGINEERING THAT YOU CAN PLUG IN DIFFERENT CATEGORIES OF STORMS. IT WILL TELL YOU THEY'LL TELL YOU THE ESTIMATED TOTAL CUBIC YARDS OF DEBRIS THAT WILL HAVE TO BE REMOVED IN CASE OF A CATEGORY 5 STORM. I BELIEVE ALL OF THOSE THINGS STAY THAT WAY BECAUSE WE HAVE THE FUNDS IN OUR BUDGET THAT WE HAVE. AND I THINK IT'S IMPORTANT AND INCUMBENT UPON US TO KEEP THAT BUDGET THE WAY IT IS AND BALANCED ESPECIALLY BECAUSE OUR BUSINESSES LOOK AT INVESTING IN OUR CITY AND YOU WANT TO HAVE A CITY THAT IS CONSISTENT THAT YOU CAN PLAN ON YOU KNOW HOW TO BUDGET WITH AND STABLE.

THE BUDGET STABILIZATION IS A REFLECTION OF EACH YEAR'S OPERATING RESULTS. IF YOU HAVE POSITIVE VARIANCES IN REVENUES OR EXPENDITURES THEN THAT MONEY FLOWS THROUGH INTO THAT FUND. A HOMEOWNER WITH AN EIGHT HUNDRED AND SEVENTY FOUR THOUSAND DOLLAR HOME WILL PAY APPROXIMATELY FIFTY TWO DOLLARS MORE A HOMEOWNER WITH A SIX HUNDRED THOUSAND DOLLAR HOME WILL PAY THIRTY EIGHT DOLLARS. I THINK THE PROPOSED BUDGET ENABLES THE CITY TO CONTINUE TO PROVIDE THE EXCEPTIONAL SERVICES THAT OUR RESIDENTS EXPECT. COUNTY HAS SUBMITTED A COUPLE OF LETTERS REGARDING YOUR MOBILITY FEE ITEM WHILE THE COUNTY SPORTS EFFORT THAT SUPPLEMENT THE PROVISION OF TRANSPORTATION FACILITY AND AND ENHANCE SAFETY AND MOBILITY FOR ALL MODES OF TRANSPORTATION THROUGHOUT THE COUNTY WE WE ARE OKAY WITH THAT KIND OF APPROACH. BUT WE OBJECT TO THE ORDINANCE AS IT IS PRESENTED TO THE POINT OF VIEW COUNTY'S OBJECTION IS BASED ON THE FACT THAT A MUNICIPALITY CANNOT UNILATERALLY REPEAL THESE LAWS PURSUANT TO COUNTY'S CHARTER. TRAFFIC PERFORMANCE STANDARDS IMPACT FEE AND [INAUDIBLE] THEY ARE APPLICABLE IN EVERY CITY INCLUDING CITY OF PALM BEACH GARDENS. WE FIND AGAIN WE HAVE PREVIOUSLY SAID SO BUT I REPEAT THAT WE FIND NO REASON NO READING OF THE LAW THAT WOULD SUPPORT OTHERWISE. THEREFORE IN LIEU OF ADOPTING THIS ORDINANCE. WHEN WE STARTED THIS MOBILITY DISCUSSION THE COUNTIES HAD FOUR YEARS TO MOVE FORWARD WITH THIS I'M JUST SAYING THAT YOU KNOW IT'S NORMAL FOR ANY LEGAL SITUATION NOT TO BE DO ANYTHING UNTIL THEY'RE FORCED TO. SO NOW THAT IT'S ADDRESSED THAT THEY'RE GOING TO LOSE THIS IMPACT FEE IT'S YOU KNOW IT'S NORMAL FOR THEM TO STAND UP AT THIS POINT AND NOT WANT TO LOSE THAT MONEY. WELL IT WILL MAINTAIN TO BE A LEGAL ISSUE WHICH WILL BECOME A MAX ISSUE AND WE WILL CONTINUE TO VOTE FOR IT AND WE'LL LET MAX DO HIS JOB.
