WE COME BEFORE YOU TONIGHT TO FIRST, THANK YOU FOR YOUR SUPPORT OF OUR MAYOR'S VETERANS GOLF CLASSIC.

THE 2024 EVENT TOOK PLACE ON SATURDAY, NOVEMBER 2ND OF LAST YEAR WITH A SOLD OUT 144 PARTICIPANTS AT SANDHILL CRANE GOLF CLUB.

THIS EVENT WAS OUR 18TH YEAR SUPPORTING THE WEST PALM BEACH RESOURCE CENTER.

IN ADDITION TO THE GOLF TOURNAMENT, WE DID AN ONLINE AUCTION ON SEVERAL ON COURSE GAMES AND OTHER ACTIVITIES THAT CONTRIBUTED TO THE OVERALL DONATION.

ALSO JOINING ME TONIGHT FROM THE VA, COREY PRICE, EXECUTIVE DIRECTOR, BUZZ BRYAN DIRECTOR OF OUTREACH KERRY BOYD, CHIEF OF SOCIAL WORK SERVICES SEAN MONTGOMERY, THE CHIEF OF CENTER OF DEVELOPMENT AND CIVIC ENGAGEMENT.

AND DOCTOR RONALD RONALD WILLIAMS, THE CHIEF OF STAFF WHO WOULD LIKE TO INVITE TO THE PODIUM TO SPEAK ON THE VA THE MISSION OF THE RESOURCE CENTER AND HOW THE FUNDS RAISED FROM THE TOURNAMENT WILL BE USED. MAYOR COUNCIL, THANK YOU VERY MUCH FOR HAVING ME HERE.

IT'S GOOD TO SEE YOU AGAIN. WE ALWAYS HAVE FUN AT THAT EVENT, ESPECIALLY PLAYING AND SEEING YOU GUYS SOMETIMES PLAY WITH US.

MY NAME IS DOCTOR RON WILLIAMS. FOR THOSE THAT HAVE YET THE PRIVILEGE TO MEET, AND I SERVE AS THE CHIEF OF STAFF AT THE VA WEST PALM BEACH INTO HEALTH CARE SYSTEM.

IN MY ROLE, I TOUCHED I'M VERY TOUCHED DAILY BY THE LIFE SAVING EFFORTS AND THE GENUINE COMPASSION OF OUR TEAM HOLDS.

BUT TODAY, BRING ALL THAT TOGETHER WITH ANOTHER TOUCHING TIME OF GENEROSITY THAT WILL, ALTHOUGH NOT MEDICALLY, SAVE VETERANS LIVES. EVERY PENNY DONATED IS A CHANCE FOR THE AMERICAN HERO TO BELIEVE IN THEIR STRENGTH, AND THAT CHANGE IS POSSIBLE. FROM THE ROOF OVER THEIR HEADS AND SUPPLIES THAT SUPPORT HEALTHY LIFESTYLE TO BE CREATED, BUT MOST IMPORTANTLY, SUSTAINED. AND YOU ARE A PART OF WHAT MANY ARE CALLING A BLESSING BECAUSE IT'S NOT WHAT THE VA DOES THAT CHANGES VETERANS LIVES.

BUT WHAT ABOUT OUR COMMUNITY? THAT TRULY LEAVES A LASTING IMPACT? THE POWER OF THE COMMUNITY IS WHAT MAKES MOMENTS LIKE TODAY POSSIBLE.

ANOTHER YEAR HAS COME AND ANOTHER RECORD HAS BEEN UNLOCKED.

THANK YOU. FOR WHAT? THANK YOU WILL NEVER SUFFICE FOR EACH DAY THAT YOU HAVE DONE THESE VETERANS, BUT MAKE IT POSSIBLE YEAR AFTER YEAR TO HAVE THIS HAPPEN FOR THEM.

I PERSONALLY SALUTE YOU, THE COUNCIL MAYOR ALWAYS, AND ALL THE VOLUNTEERS AND THE MEN AND WOMEN WHO VOLUNTEERED THROUGHOUT THAT DAY TO MAKE THIS HAPPEN. FOR ANOTHER FUN TIME WITH EVERYONE, I'D LIKE TO INTRODUCE THE CHIEF OF SOCIAL WORK, WHICH ALSO IS PART OF THIS AND THAT THE HOMELESS PROGRAM FALLS UNDER HER COMMAND, MISS CARRIE BOYD. GOOD EVENING. I JUST WANTED TO SHARE A LITTLE BIT WITH YOU ABOUT WHAT OUR HOMELESS TEAM DOES, AND HOW THIS MONEY IS GOING TO AFFECT VETERANS IN OUR COMMUNITY.

WE HAVE THE VETERANS RESOURCE CENTER, WHICH IS A FRIENDLY WALK IN CLINIC IN BUILDING 16 WITH SHOWERS,

LAUNDRY WASHERS AND DRYERS, A CLOTHING CLOSET, AND A WELL-STOCKED FOOD PANTRY, AS WELL AS TWO HELPFUL SOCIAL WORKERS ON HAND AND READY TO ANSWER ANY QUESTIONS AND PROVIDE REFERRALS TO THE VA COMMUNITY, TO THE VA AND COMMUNITY RESOURCES.

WE'VE BEEN VISITED OVER 2000 TIMES THIS YEAR.

WE PROVIDE OUTREACH. WE HAVE AN AWESOME TEAM OF THREE SOCIAL WORKERS THAT COVER THE ENTIRE CATCHMENT AREA, FINDING AND HELPING STREET HOMELESS VETERANS.

WE PARTNER WITH GROUPS LIKE DEL REY AND RIVIERA POLICE DEPARTMENT, THE PALM BEACH COUNTY HOT TEAM, VICARS HOUSE, THE LORD'S PLACE, AND WE COLLABORATE TO MEET THE NEEDS OF OF THE HOMELESS VETERANS TOGETHER.

OVER 180 VETERANS HAVE BEEN IDENTIFIED BY OUTREACH, AND WE'VE ANSWERED OUR OVER 450 HOMELESS HOTLINE CALLS SO FAR THIS YEAR.

COORDINATED ENTRY IS ONE AMAZING SOCIAL WORKER.

SHE MAINTAINS THE BY NAME LIST EXCUSE ME BY NAME LIST TO TRACK EACH AND EVERY ONE OF OUR IDENTIFIED HOMELESS VETERANS.

WE ALSO HAVE A HUD-VASH DEPARTMENT THAT PROVIDES HUD AND VOUCHERS TO OUR HOMELESS AND PROVIDES PERMANENT HOUSING FOR THEM. IN ADDITION, WE HAVE TWO WE HAVE TRANSITIONAL HOUSING THAT WE PROVIDE TO OUR VETERANS BEFORE THEY GET INTO INDEPENDENT HOUSING.

IN THESE PROGRAMS, WE PROVIDE VETERANS WITH MUCH NEEDED ASSISTANCE, SUCH AS SECURITY DEPOSITS FOR THEIR NEW HOMES AND HUD-VASH ASSISTANCE WITH UTILITY BILLS WHEN THEY ARE IN FINANCIAL BIND. WE PROVIDE NEW FURNITURE AND MATTRESSES FOR WHEN THEY MOVE IN.

WE PROVIDE MOVE IN KITS TO THE VETERANS WE HAVE PAID FOR PET EXTERMINATOR AND PET EXTERMINATION FOR VETERANS WHOSE HOMES HAVE BEEN INFESTED.

WE ALSO PAY FOR ASSISTANCE WITH CLEANING OUT HOMES OF VETERANS WHO NEED THE ASSISTANCE DUE TO MENTAL HEALTH ISSUES.

WE'VE ASSISTED VETERANS WITH RECEIVING COPIES OF BIRTH CERTIFICATES AND STATE ID CARDS WHILE THEY'RE HOMELESS.

WE'VE PURCHASED DAILY AND MONTHLY BUS CARDS FOR VETERANS TO GET TO AND FROM MEDICAL APPOINTMENTS, OR TO AND FROM WORK. WE HAVE A FOOD PANTRY THAT IS WELL STOCKED WITH BOTH DONATED AND PURCHASED ITEMS TO INCLUDE FRESH PRODUCE FOR ALL OF OUR HOMELESS VETERANS.

WE COULD NOT PROVIDE ANY OF THESE RESOURCES TO OUR VETERANS WITHOUT THE PEOPLE LIKE YOU AND DONATIONS LIKE THESE.

WE HAVE ONE MISSION AT THE VA AND THAT IS TO TAKE CARE OF OUR VETERANS.

I'M PROUD OF OUR COMMUNITY AND OUR MEDICAL CENTER.

MY SECOND PRESENTATION IS OUR YEARLY UPDATE ON OUR CHARITY INITIATIVE, WHICH WE STARTED IN FEBRUARY OF 2019.

THE INITIATIVE IS PRESENTED TO GOLFERS AT BOTH GOLF COURSES AT CHECK IN, AND IT'S A $5 VOLUNTARY DONATION.

IN RETURN, THEY GET A DISCOUNTED A POKER CHIP FOR A DISCOUNTED ROUND IN THE SUMMER MONTHS.

THE $5 THEN GOES INTO A FUND. THE FUNDS COLLECTED ARE THEN DONATED TO OUR CHARITIES 501 C, THREE NONPROFITS AND OTHER LOCAL ORGANIZATIONS AND SCHOLARSHIP FUNDS.

LAST YEAR, WE WERE ABLE TO CONTRIBUTE TO 44 CHARITIES SUCH AS BUSH WILDLIFE TRUST, BRIDGE HOSPICE, LOGGERHEAD MARINE LIFE CENTER. TAKE STOCK IN CHILDREN, PLACE OF HOPE, LITTLE SMILES, CANINES FOR WARRIORS, ERASE PTSD NOW, PALM BEACH GARDENS POLICE AND FIRE RESCUE FOUNDATION AND KIDS CANCER FOUNDATION, AMONG MANY OTHERS. LAST YEAR, THE CLUB WAS ABLE TO MAKE DONATIONS, WHICH COMBINED TOTALED $46,373.82.

AND IT OCCURRED TO ME I WANTED TO ASK, IS PALM BEACH GARDENS IN CHARGE OF THE STREET LIGHTS BETWEEN THAT SECTION, OR IS IT THE COUNTY? AND I DON'T KNOW IF YOU CAN EVEN ANSWER THAT, BUT I JUST, I MY MY CONCERN IS I THINK WE NEED LIGHTS.

THE PROJECTS FOR PUBLIC SAFETY. AND WE HAVE ENTERED ALL THE GOLF COURSE DATA, THE HOLES THE GREENS, THE TEES AND THE FAIRWAYS INTO THE DISPATCH SYSTEM SO THAT THE FIRST RESPONDERS ARE TRYING TO LOCATE AN INCIDENT ON A GOLF COURSE. DISPATCH CAN HAVE THAT AND GUIDE THEM DIRECTLY TO THE COURSE.

SO WE HAD 19 GOLF COURSES WITHIN THE CITY. AND WITH THAT, THAT WOULD BE 324 HOLES OF GOLF AND 325 IF WE COUNT SANDHILL CRANES.

AND TONIGHT, WE WILL HAVE A FEW OTHER ADJUSTMENTS THAT WE WILL GET INTO IN SOME LATER SLIDES.

SO AS FAR AS THE PURCHASE ORDERS, THE TOTAL FOR PURCHASE ORDERS AND CAPITAL IMPROVEMENT PROJECT BALANCES BEING CARRIED FORWARD, PURCHASE ORDERS TOTAL 7 MILLION AND UNSPENT BALANCES ON CIP PROJECTS TOTALED 22.5, FOR A TOTAL OF 29.5 BEING CARRIED INTO THE CURRENT YEAR. THIS SLIDE PROVIDES A BREAKDOWN OF THE MORE SIGNIFICANT PROJECTS THAT ARE BEING CARRIED FORWARD.

YOU'LL NOTE THE TOP THREE. WE HAVE THE DISTRICT PARK FIELDHOUSE AT 9.9 MILLION.

THE KYOTO GARDENS BRIDGE WIDENING PROJECT AT 4.8.

AND THEN THE POLICE DEPARTMENT EXPANSION PROJECT AT 4.6.

SO MOVING ON TO THE OTHER REQUESTED ADJUSTMENTS TONIGHT, WE HAVE A FEW.

SO WE'LL START FIRST WITH THE $2 MILLION FOR THE KYOTO GARDENS BRIDGE PROJECT, ORIGINALLY FUNDED BY OUR SERIES 23 BOND.

DUE TO BOND COVENANTS REQUIRING THE FUNDS TO BE SPENT WITHIN A SPECIFIC TIME FRAME, THOSE MONIES WERE REALLOCATED TO ANOTHER PROJECT.

SO THIS REQUEST RESTORES THOSE FUNDS TO ALLOW THAT PROJECT TO PROCEED FOR THE COCONUT EXTENSION PROJECT.

AVANIR IS REQUIRED TO EXTEND THE EXISTING TWO LANE ROAD ALL THE WAY TO B-LINE.

EVENTUALLY, WE ARE ALSO REQUIRED TO WIDEN THAT LANE, THAT THE TWO LANE TO A FOUR LANE JUST STREAMLINE THIS PROCESS.

WE WOULD LIKE TO MOVE FORWARD WITH CONSTRUCTING OUR PORTION TO MAKE IT A FOUR LANE ROAD.

NOW, THE ESTIMATED COST FOR THIS PORTION OF CONSTRUCTION IS 1.3 MILLION, A FIGURE THAT HAS BEEN REVIEWED AND APPROVED BY OUR ENGINEERING DEPARTMENT.

THESE FUNDS WILL BE SET ASIDE AND WE WILL MAKE PROGRESSIVE PAYMENTS AS THOSE THAT PROJECT PROCEEDS.

NEXT, WE HAVE 1.1 MILLION TO EXPAND TO EXPAND THE TOD IMPROVEMENTS TO INCLUDE A ROUNDABOUT AT RCA AND NORTH CORP, AS WELL AS ADD TWO SIGNALS, ONE AT LAKE VICTORIA AND GARDENS PARKWAY AND ANOTHER AT KIOWA GARDENS EXECUTIVE DRIVE.

EXCUSE ME, EXECUTIVE CENTER DRIVE 365,000 FOR CONTINGENCY TO OUR POLICE DEPARTMENT EXPANSION PROJECT.

WE ALSO ARE REQUESTING $100,000 TO MODIFY A PROJECT AT THE TENNIS CENTER ROUNDABOUT THAT WILL HOUSE A NEW ART IN PUBLIC PLACES PROJECT.

75,000 TO ADD PATTERN PAVEMENT CROSSWALKS ALONG ALTERNATE A-1-A FROM RCA AND GARDENS PARKWAY.

50,000 FOR MONUMENT SIGN AT THE NEST, AND FINALLY 25,000 FOR ADDITIONAL SIGNAGE FOR POTENTIAL MODIFICATIONS FOR THE FEC QUIET ZONE DESIGNATION, FOR A TOTAL OF $6,001,000. SO FINALLY, WE NEED TO ADDRESS ALSO AND CLEAN UP SOME BALANCES IN OUR MOBILITY FUND. THIS YEAR, REVENUES WERE LOWER THAN WE WERE PROJECTING.

SO TO ENSURE THAT THE CURRENT PROJECT STAYS ON TRACK, THIS TRANSFER IS NECESSARY TO PROVIDE FULL FUNDING FOR THAT PROJECT, WHICH IS OUR BURNS ROAD MILITARY TRAIL CYCLE TRACK, WHICH IS ALSO AN FDOT GRANT FUNDED PROJECT THAT WE WILL THAT WILL COVER ROUGHLY 50% OF THE TOTAL PROJECT COSTS. ALL RIGHT, SO MOVING ON TO THE BEGINNING OF THE ANALYSIS OF THE RESERVES, WE HAD A BEGINNING FUND BALANCE OF 7.1 MILLION.

AFTER WE CLOSED OUT THE BOOKS FOR THE YEAR, WE ADDED BACK 7.4.

AND THIS IS LARGELY DUE TO A SIGNIFICANT INCREASE IN OUR BUILDING PERMIT REVENUES AND OUR INVESTMENT INCOME.

WE HAVE A FEW RECOMMENDED ALLOCATIONS FROM BUDGET STABILIZATION FOR VARIOUS PROJECTS AND FUND BALANCE ADJUSTMENTS THAT TOTAL 7 MILLION.

I'M SORRY. AND THEN AFTER ALL THE ADJUSTMENTS, IT WILL LEAVE US WITH AN ENDING BALANCE OF 7.5 IN BUDGET STABILIZATION.

AND THIS IS A VERY CONSERVATIVE FIGURE THAT WE BELIEVE WILL PROVIDE A BUFFER AGAINST ANY POTENTIAL INCREASES RESULTING FROM THE IMPOSED FEDERAL TARIFFS, WHICH WE DO ANTICIPATE COULD INCREASE THE COST OF OUR MATERIALS AND ALSO OUR ONGOING CONSTRUCTION PROJECTS.

SO THIS YEAR, WE INCREASED OUR UNASSIGNED RESERVE BALANCE TO 28.3 MILLION TO STRENGTHEN OUR RESPONSE TO NATURAL DISASTERS AND EMERGENCIES. THIS AMOUNT REPRESENTS 19% OF OUR CURRENT YEAR BUDGETED EXPENDITURES, WHICH EXCEEDS OUR POLICY THRESHOLD SET AT 17%.

THE EXISTING PROJECT SITE IS AT THE WESTERN ENTRANCE TO THE MIRASOL PCD.

ABOUT A THIRD OF A MILE NORTH OF PGA BOULEVARD.

WITH THE BUILD OUT OF MIRASOL OVER THE PAST 25 YEARS, THE THE NEED FOR A DESIGNATED SALES CENTER, PARCEL AND SALES CENTER BUILDING AS A WHOLE IS NO LONGER REQUIRED.

THOSE EFFORTS CAN BE HANDLED IN A IN A MINIMAL OFFICE SPACE, SO THE EXISTING SITE IS 2.4 ACRES.

IT CURRENTLY CONTAINS THE SALES CENTER BUILDING, WHICH IS 5800FT².

ASSOCIATED PARKING ACCESS TO THIS PARCEL IS FROM THAT EASTERN DRIVEWAY, WHICH IS OPEN TO THE PUBLIC RIGHT NOW AS ANY SALES CENTER SHOULD BE.

AND THEN THE GATE HOUSE, WHICH EXISTS JUST SOUTH OF THE PARCEL WITHIN THE MIRASOL BOULEVARD RIGHT OF WAY.

THIS IS THE PROPOSED SITE PLAN. YOU SEE, THERE ARE NOW TWO BUILDINGS PROPOSED ON THE PARCEL.

THIS WILL BE RAZED AND REBUILT IN THE PRETTY MUCH THE EXACT SAME LOCATION THAT IT EXISTS TODAY.

THE SITE ITSELF HAS UPDATED PARKING AND CIRCULATION WITH THE NEW BUILDING.

WE NOW OFFER 71 PARKING SPACES ON SITE, 52 STANDARD PARKING SPACES, 19 GOLF CART PARKING SPACES.

SITE CIRCULATION THROUGH THE SITE IS NOW COMPLETELY SECURED.

THAT EASTERN DRIVEWAY HAS BEEN GATED. IT'S NO LONGER OPEN FOR PUBLIC ACCESS.

IT WILL BE UTILIZED FOR EMERGENCY ACCESS AND GENERAL TRAFFIC EGRESS.

THE ACCESS ON THE WESTERN SIDE WITHIN THE GATE IS NOW OPEN.

THIS WILL NOW FORCE ALL TRAFFIC TO GO THROUGH THE SECURITY OPERATIONS THROUGH THE WEST GATE HOUSE.

WE ALSO OFFER 14 BICYCLE PARKING SPACES. THE EXISTING DOG PARK IN THE NORTHEAST CORNER IS GOING TO REMAIN UNCHANGED.

THE PROJECT SITE WILL BE LANDSCAPED WITH THE SAME STANDARDS THAT ARE UPHELD THROUGHOUT THE MIRASOL DEVELOPMENT, AND IN COMPLIANCE WITH PALM BEACH GARDENS CODE.

WE MEET OPEN SPACE REQUIREMENTS. WE'RE 72% ABOVE LANDSCAPE POINT REQUIREMENTS.

THERE ARE 106 TREES AND PALMS ON SITE THAT ARE GOING TO REMAIN IN PLACE.

THE MAJORITY OF THOSE ARE AROUND THE EXTERIOR OF THE PROJECT SITE, AND YOU'LL KIND OF SEE THE BENEFIT OF THAT WITH SOME OF THE RENDERINGS THAT ARE TO FOLLOW.

AND WE ALSO ARE RELOCATING FOUR TREES AND PALMS ON SITE AS WELL.

SO THE PROPOSED INDOOR PICKLEBALL FACILITY, AGAIN, 18 ZERO ZERO ZERO SQUARE FEET, THERE WILL BE SEVEN COURTS PROVIDED IN THE BUILDING.

IT WILL HAVE AN ELEVATED LOBBY AND SITTING AREA, WHICH WILL GIVE A UNIQUE OBSERVATION PERSPECTIVE FOR PEOPLE WATCHING THE GAMES TAKING PLACE. THERE'LL BE A STRETCH ZONE, LOCKERS AND MEN'S AND LADIES RESTROOMS. THE BUILDING ITSELF WILL HAVE A 35 FOOT HEIGHT.

IT IS A PREFABRICATED METAL BUTLER BUILDING, BUT ONE OF THE EFFORTS THAT THE ARCHITECT WENT THROUGH WAS WORK WITH THE MANUFACTURER TO DESIGN AND CREATE FINISHES FOR THAT BUILDING.

THAT'S GOING TO GIVE IT THE APPEARANCE OF STANDARD BLOCK CONSTRUCTION.

THE ARCHITECTURE IS CONSISTENT COLOR, MATERIALS AND ARCHITECTURAL STYLE WITH OTHER BUILDINGS THAT HAVE BEEN APPROVED ON THE PROPERTY LATELY, AND SOME OF THE IMPROVEMENTS THAT MARISOL HAS UNDERGONE WITH SOME OF THEIR EXISTING BUILDINGS.

BEING THAT IT IS A METAL BUILDING, IT DOES REQUIRE FOR THE MAIN PORTION OF THE STRUCTURE TO HAVE A STANDING SEAM METAL ROOF.

THE COLOR OF THAT HAS BEEN SELECTED TO BE CONSISTENT WITH THE FLAT CONCRETE TILE THAT'S BEING UTILIZED THROUGHOUT THE PROPERTY AS WELL.

SO THESE ARE THE NORTH AND SOUTH ELEVATIONS OF THE BUILDING OR FRONT AND BACK.

THIS IS THE EAST AND WEST ELEVATIONS OF THE BUILDING, AGAIN SHOWING THAT FORESIGHTED ARCHITECTURE THAT'S PROPOSED, AND THE FOUNDATION PLANTING THAT WILL BE CARRIED AROUND THE ENTIRETY OF THE BUILDING.

AND WHAT THIS REALLY SHOWS IS THAT WE ARE MINIMIZING ANY POTENTIAL EXTERIOR IMPACTS TO PEOPLE LEAVING AND COMING INTO THE PROPERTY.

THE LANDSCAPE AROUND THIS BUILDING. WE WORKED VERY CLOSELY WITH SCOTT AND HIS TEAM TO CHOOSE PLANT MATERIAL THAT WAS GOING TO ALLOW THEM TO, YOU KNOW, HAVE THE PROPER SECURITY OBSERVATION AROUND THIS BUILDING.

NOT ONLY OBSERVATION, BUT MANEUVERABILITY AROUND THE BUILDING ITSELF.

THIS IS A VIEW OF THE REAR OF THE BUILDING. AGAIN, FOUR SIDED ARCHITECTURE.

SO THE MULTI-PURPOSE BUILDING, AS I MENTIONED AT THE BEGINNING, IS A 5800 SQUARE FOOT DESIGNATED SALES CENTER BUILDING AT THE MOMENT.

AND WITH THE BUILD OUT OF THE CLUB, THAT KIND OF SQUARE FOOTAGE IS NO LONGER NEEDED FOR THAT USE.

IT'S NOT GOING TO INCREASE STAFFING AT THIS AT ALL.

THE SAME STAFFING THAT EXISTS FOR THE SALES OFFICE, WHICH WILL REMAIN IN THIS BUILDING, WILL STAY IN PLACE.

NO FOOD OR BEVERAGE SERVICE OTHER THAN THE DELIVERY OF POTENTIAL SNACKS AND WATER FOR THOSE MEETINGS.

THE ARCHITECTURE OF THIS BUILDING IS GETTING A LITTLE BIT OF A FACELIFT.

WE ARE REMOVING THE PORTE COCHERE FROM THE FRONT WITH THE REDO OF THE PARKING AND THE CIRCULATION OF THE SITE, BUT COLOR IS GETTING UPDATED. NEW ROOF TO BE CONSISTENT ARCHITECTURALLY THROUGHOUT THE PROPERTY IS BEING PROPOSED FOR THIS BUILDING.

THE CITY DID ISSUE A CALL TO ARTIST FOR PROCUREMENT OF ARTWORKS ON JUNE 3RD.

THE CITY HAD PUBLICLY ADVERTISED A CALL TO ARTISTS WITH A SUBMISSION DEADLINE OF AUGUST 2ND, 2024. $800,000 WAS BUDGETED FOR. THE CITY INITIATED ART IN PUBLIC PLACES FOR THE GARDENS DISTRICT PARK, AS WELL AS THE BURNS ROAD COMMUNITY CENTER. TOTAL BUDGET ALLOCATED PER LOCATION WAS $400,000.

ON JUNE 6TH, A SELECTION COMMITTEE CONSISTING OF CITY STAFF FROM VARIOUS DEPARTMENTS WAS ESTABLISHED TO REVIEW EACH PROPOSALS FOR BOTH LOCATIONS. ON AUGUST 2ND, SIX ARTISTS RESPONDED TO THE CALL TO ARTIST PROPOSALS FOR THE GARDENS DISTRICT PARK, AND FIVE ARTISTS RESPONDED TO THE CALL TO ARTIST PROPOSAL FOR THE BURNS ROAD COMMUNITY CENTER.

THE PROPOSALS WERE EVALUATED BASED ON THE FOLLOWING CRITERIA LISTED HERE, WHICH WERE ARTISTIC EXCELLENCE, RELEVANCE TO THEME AND CONTEXT, FEASIBILITY AND SUITABILITY, COMMUNITY ENGAGEMENT AND IMPACT, AND LASTLY ARTIST QUALIFICATIONS. THE SELECTION COMMITTEE MEMBERS HAD ROUGHLY A MONTH TO INDIVIDUALLY EVALUATE EACH PROPOSAL FOR BOTH LOCATIONS, AND WERE TASKED AND ASSIGNED A SCORE OUT OF 100 POINTS FOR EACH PROPOSAL.

ON THE SLIDE, HERE ARE THE EVALUATION SCORES FOR EACH LOCATION AND THE LINE ITEMS THAT ARE HIGHLIGHTED IN YELLOW ARE THE HIGHEST RANKING PROPOSALS FOR THE GARDENS DISTRICT PARK.

THE HIGHEST RANKING PROPOSAL WAS BOO-BOO SKETCH FINE ART ART PROPOSED BY BENJAMIN HELLER, AND FOR THE BURNS ROAD COMMUNITY CENTER.

THE HIGHEST RANKING WAS PLAZA STUDIOS FROM THE ARTIST MATTHEW PLACEK.

THE. ON SEPTEMBER 6TH, THE SELECTION COMMITTEE RECONVENED TO REVIEW AND CHOOSE TWO FINALISTS, ONE FOR THE GARDENS DISTRICT PARK AND THE OTHER FOR THE BURNS ROAD COMMUNITY CENTER.

THE ESTIMATED TOTAL COST FOR BOTH SELECTED ART PIECES WAS $64,080.

AND GIVEN THAT THE ESTIMATED TOTAL COST FOR BOTH PROJECTS WAS UNDER THE TOTAL ALLOCATED BUDGET OF $800,000, THE CITY DID DECIDE TO RETAIN A SPECIFIC ARTIST TO PROCURE ADDITIONAL ARTWORK FOR THE TENNIS AND PICKLEBALL CENTER, WHERE A STAFF SELECTED A PROPOSAL BY DANIEL DANIEL SHAUGHNESSY, THE FOURTH FOR AN ART SCULPTURE TITLED LOTI.

THE ARTISTS THAT WE HAVE HERE ARE FOR THE BURNS ROAD COMMUNITY CENTER IS MATTHEW PLACEK.

HE IS ORIGINALLY FROM COLUMBUS, NEBRASKA, AND HE HAS BEEN AN ARTIST FOR MORE THAN THREE DECADES.

HIS PIECES HAVE RANGED FROM SMALLER SCALE TO LARGE SCALE PIECES, WHICH HAVE BEEN INCLUDED IN NUMEROUS HOSPITALS, UNIVERSITIES, AND CORPORATE COLLECTIONS, BOTH NATIONALLY AS WELL AS INTERNATIONALLY.

AND TO YOUR RIGHT ARE SOME OF HIS EXISTING PORTFOLIOS THAT ARE LOCATED IN NEBRASKA.

THE ESTIMATED COST FOR THIS ART SCULPTURE IS EIGHT $383,500.

THE ARTIST IS PROPOSING A QUARTERLY MAINTENANCE, JUST ONLY UTILIZING MILD DETERGENT AS WELL AS REPAIRS ON AN AS NEEDED BASIS. THE PROPOSED TIMELINE FOR COMPLETION IS PROJECTED TO TAKE APPROXIMATELY EIGHT MONTHS FROM THE FINALIZED START DATE.

AND AS I HAD MENTIONED EARLIER, ON DECEMBER 18TH, CITY STAFF DID CONVENE TO REVIEW AND FINALIZE A CONCEPTUAL SITE PLAN MODIFICATIONS. THE SITE PLAN MODIFICATIONS WILL INCLUDE PEDESTRIAN ACCESSIBILITY BY REMOVING A PORTION OF VEHICULAR ACCESS ON THE WESTERN SIDE OF THE EXISTING ROUNDABOUT AREA.

IT WILL ALSO CREATE A DIRECT PEDESTRIAN PATHWAY EXTENDING FROM THE MAIN ENTRANCE AREA LEADING UP TO THIS ART SCULPTURE AS DEPICTED HERE ON THIS RENDERING. AND LASTLY, LANDSCAPING WILL ALSO BE INCORPORATED AROUND THIS RECONFIGURED AREA TO COMPLEMENT AND ENHANCE THE SCULPTURE.

HERE WE HAVE A RENDERING PROPOSED BY THE ARTIST.

THIS RENDERING IS TO SCALE IN REFERENCE TO THE BUILDING.

THE PROPOSED RENDERING DEPICTS THE ART SCULPTURE TO BE LOCATED AT THE MAIN ENTRANCE ROUNDABOUT AREA.

THE MATERIAL MOVING ON TO THE ART DETAILS. THE MATERIAL IS MARINE GRADE STAINLESS STEEL DESIGNED FOR LOW HEAT ABSORPTION AS WELL AS AIR MOVEMENT. THE ARTIST IS PROPOSING A PERFORATED SHEET METAL AND STAINLESS STEEL THAT WILL BE DESIGNED IN A FORM OF A LOTUS PETAL, CREATING AN OPEN CEILING, ENSURING THE PUBLIC GET TO ENJOY THE BREEZES THROUGHOUT THE DAY, PARTICULARLY DURING THIS HOT SUMMER MONTHS. THE ART SCULPTURE WILL STAND 16 FOOT TALL WITH A WIDTH OF 12FT, AND WILL INCLUDE AN ENTRANCE HEIGHT OF APPROXIMATELY 8.4FT, AS DEPICTED HERE ON THIS RENDERING.

THE ARTIST IS PROPOSING TWO ENTRANCES FOR TO ENSURE BETTER MANEUVERABILITY AND ACCESSIBILITY WITHIN THE ART SCULPTURE.

ADDITIONALLY, THE ARTIST IS PROPOSING A LIFESPAN OF APPROXIMATELY 20 YEARS AND IS ALSO UTILIZING A UV RESISTANT CERAMIC

THE FOUNDATION OF THE SCULPTURE WILL BE MET WITH AN ARRAY OF DIFFERENT COLOR SEQUENCES.

THE SYSTEM DOES INCLUDE OR THE LIGHT SYSTEMS WILL BE IN-GROUND, WHICH WILL INCLUDE SIX LED LIGHT FIXTURES MOUNTED IN THE CUSTOM FLOOR ENCLOSURES OF THE FOUNDATION AS DEPICTED ON THIS RENDERING HERE BELOW.

IT WILL ALSO INCLUDE A UNIQUE LIGHT AT THE CENTER OF THESE LED FIXTURES, WHICH WILL BE A UNIQUE FOG NOZZLE.

HE HAS PROVIDED ARTWORK THROUGHOUT MIDWEST AS WELL AS IN FLORIDA AND IN THE CITY.

SOME OF HIS ARTWORKS IN THE CITIES INCLUDE THE BLOOMS AT THE DOWNTOWN AT THE GARDENS, SOLARIS AT FLORIDA POWER AND LIGHT COMPANY, AND LASTLY THE EGRET THAT IS YET TO BE INSTALLED WITHIN PHASE THREE OF BANYAN TREE PUD.

THE ESTIMATED COST FOR THIS ART SCULPTURE IS $429,940.

THIS ALTERNATE ALIGNMENT OF SEMINOLE PRATT WHITNEY ROAD HAS SEMINOLE PRATT WHITNEY ROAD COMING ALL THE WAY THROUGH AVENIR AND THEN EXTENDING BACK USING USING THE COCONUT BOULEVARD TO DIRECT TRAFFIC FURTHER FURTHER NORTH.

AND THIS MAP SHOWS THE REALLY IS INTENDED TO SHOW THE CHARACTER OF AVENIR, WHERE YOU CAN SEE MANY OF THE COMMUNITIES WERE HERE BEFORE YOU THIS EVENING, ASKING FOR MODELS AND ARCHITECTURAL APPROVAL.

MANY OF THESE COMMUNITIES ARE WELL UNDER WAY OF BEING CONSTRUCTED, BUT YOU CAN SEE THE PRIMARY CHARACTER OF OF ALL THE NEIGHBORHOODS ALONG THIS ROADWAY AND THE PRIMARY CHARACTER OF ALL OF THE COMMUNITY.

THIS IS CLEARLY A NEIGHBORHOOD ROAD. THIS IS A STARK CONTRAST TO THE EXISTING CONDITION OF SEMINOLE PRATT WHITNEY ROAD.

SO THIS THIS PHOTOGRAPH, WHICH WAS RECENTLY TAKEN FROM FROM A DRONE FOOTAGE SHOWS THE INTERSECTION OF SEMINOLE PRATT WHITNEY ROAD, WHICH IS IT'S A IT'S IT'S A COUNTY ROAD.

IT'S A MAJOR ROAD. IT HAS A TREMENDOUS AMOUNT OF TRAFFIC ON IT.

THAT'S WHY IT'S BEING WIDENED BY PALM BEACH COUNTY AS WE SPEAK.

YOU CAN SEE THE CONSTRUCTION OCCURRING. IT HAS A TREMENDOUS AMOUNT OF TRUCK TRAFFIC AND VOLUMES IN GENERAL, AND IT IS A VERY DIFFERENT CHARACTER THAN AVANIER DRIVE.

SO NOW I'M GOING TO TALK A LITTLE BIT ABOUT THE TPA FOR THE BENEFIT OF THOSE WHO ARE TUNING IN OR ARE HERE WATCHING THIS PRESENTATION.

THE PALM BEACH COUNTY TPA, THE THE TRANSPORTATION PLANNING AGENCY, IT IS THE METROPOLITAN PLANNING ORGANIZATION OR MPOS FOR ALL OF PALM BEACH COUNTY. IT'S A FEDERALLY MANDATED PUBLIC AGENCY THAT WORKS WITH PARTNERS ACROSS THE COUNTY, FLORIDA, AND NATIONWIDE TO PRIORITIZE AND FUND THE TRANSPORTATION SYSTEM.

THE GOVERNING BOARD CONSISTS OF 21 LOCALLY ELECTED OFFICIALS, 15 OFFICIALS FROM MUNICIPALITIES.

FROM MUNICIPALITIES AND FIVE OF THE SEVEN BOARD OF COUNTY COMMISSIONERS.

AND THIS IS IMPORTANT BECAUSE WHAT I'M GOING TO SHOW YOU NEXT ARE SEVERAL EXHIBITS THAT WERE ADOPTED BY THE TPA GOVERNING BOARD.

SO THIS IS THIS IS WHO THE TPA IS. AND THIS IS WHAT THE GOVERNING BOARD DOES.

AND YOU CAN SEE OUR MAYOR IS CURRENTLY THE CHAIR OF THE GOVERNING BOARD AND SERVES ON THE COMMITTEE.

BUT MANY OF THESE DOCUMENTS THAT I'M GOING TO REFER TO IN THE NEXT SLIDES GO GO QUITE A WAYS BACK.

SO WE'RE GOING TO START AT THE 2040 TPA ADOPTED LONG RANGE TRANSPORTATION PLAN.

WHAT IS THAT? THAT IS THE CULMINATION OF AN INCREDIBLE AMOUNT OF EXERCISE AND COORDINATION THAT'S DONE BY STAFF TO LISTEN AND RECEIVE INPUT FROM ALL OF THE DIFFERENT JURISDICTIONS WHO PARTICIPATE AS PART OF THE TPA PROCESS AND THE PUBLIC.

THAT SHOWS A FORECAST OF THE COUNTY'S LONG RANGE PLAN.

SO THIS IS DONE EVERY FIVE YEARS BY FEDERAL MANDATE.

AND IT'S AN EXTENSIVE EXERCISE. IT'S ONE THAT IS ONE OF THE PRIMARY GOALS AND REQUIREMENTS OF THE TPA.

SO EVERY FIVE YEARS, THE GOVERNING BOARD ADOPTS A NEW LONG RANGE TRANSPORTATION PLAN.

AND IT IS DONE WITH EXTENSIVE COORDINATION AND INPUT FROM THE MUNICIPALITIES AND THE COUNTY AND THE PUBLIC.

THIS IS THE 2040 PLAN THAT WAS ADOPTED IN OCTOBER OF 2014.

AND IN THE IN THE GREEN OVAL YOU CAN SEE AN ALIGNMENT OF SEMINOLE PRATT WHITNEY ROAD.

THIS IS COMING UP NORTH PAST NORTH LAKE BOULEVARD ALONG THE SOUTH SIDE OF MECCA, GOING STRAIGHT UP AND GOING UP ALONG THAT C-18 NOT THROUGH AVENIR. THIS IS THE POINT OF SHOWING THIS EXHIBIT IS NOT GOING THROUGH AVENIR.

IT IS COMING UP THAT EAST SIDE OF MECCA FARMS. IT IS GOING UP ALONG THE C-18 18 CANAL, AND IT IS CONNECTING TO THE BEELINE HIGHWAY WHERE I'M SHOWING MY CURSOR RIGHT HERE.

SO LET'S FAST FORWARD FIVE MORE YEARS. THIS IS THE 2045 ADOPTED LONG RANGE PLAN.

YOU CAN SEE THE SAME ALIGNMENT. THIS WAS ADOPTED IN 20 IN DECEMBER OF 2019.

WHAT'S IMPORTANT TO NOTE HERE IS THAT AVENIR WAS APPROVED IN 2016.

SO AVENIR WAS LONG APPROVED AND AWARE, AND THE AVENIR RECEIVED A TREMENDOUS AMOUNT OF INPUT FROM PALM BEACH COUNTY AT THE TIME. IN FACT, AVENIR ENTERED INTO A PROPORTIONATE SHARE AGREEMENT DIRECTLY RELATED TO TRAFFIC AND TRAFFIC MITIGATION WHERE THE COUNTY WAS A PARTY TO.

SO THE COUNTY WAS WELL AWARE OF AVENIR. THEY WERE WELL AWARE OF AVANIR'S TRAFFIC DISTRIBUTION IN THE COUNTY WAS WELL AWARE THAT AVANIR HAD ITS APPROVALS WHEN THIS 2045 PLAN WAS ADOPTED IN 2019.

ALL RIGHT. WE'RE GOING TO FAST FORWARD FIVE MORE YEARS.

THIS IS MORE RECENTLY. THIS IS THE ADOPTED 2050 PLAN.

THIS WAS JUST ADOPTED. THIS WAS ADOPTED IN DECEMBER OF 2024.

AS YOU CAN SEE THE TPA STAFF HAS GONE DIGITAL NOW WHICH IS WONDERFUL.

WE TRACKED THIS VERY, VERY CLOSELY. REALLY AS PART OF ALL OF THESE UPDATES, WE WERE SORT OF MONITORING SEMINOLE PRATT WHITNEY ROAD ALL ALONG. WE NOTICED THIS SUBMITTAL THAT CAME IN AS PART OF THAT PROCESS, WHERE THE SPONSORSHIP OF THIS ALIGNMENT WAS SUBMITTED BY PALM BEACH COUNTY. SO PALM BEACH COUNTY STAFF TOOK THIS EXHIBIT OF SEMINOLE PRATT WHITNEY ROAD.

THEY SHOWED THE ALIGNMENT HERE IN TEAL. THERE IS A SLIGHT CHANGE NOW ON THE ALIGNMENT VERSUS THE 2040 AND THE 2045 PLAN.

THEY'RE SHOWING A LITTLE DIP RIGHT HERE. AND WHY ARE THEY SHOWING THAT DIP.

WELL THAT MAKES A WHOLE LOT OF SENSE BECAUSE THIS CROSSING HERE, WHICH IT WAS PREVIOUSLY APPROVED BY THE CSX OR EXISTING RATHER WAS NOW APPROVED TO BE RELOCATED BECAUSE AVENIR, THROUGH THEIR APPROVAL, DID CONSENT AND AGREE TO EXTEND COCONUT BOULEVARD ALL THE WAY UP AND CONNECT TO THE BEELINE HIGHWAY HERE.

SO IN ORDER TO RECEIVE THIS CROSSING HERE WHERE MY CURSOR IS, THIS CROSSING HAD TO BE CLOSED HERE.

SO IT MADE ALL THE SENSE IN THE WORLD TO US WHEN WE SAW THIS EXHIBIT, BECAUSE THIS LITTLE DIP THEN REPRESENTED A NEW CONNECTION WHEREBY THE TRAFFIC WOULD HAVE TO UTILIZE THE NEWLY LOCATED CSX CROSSING. MAKES SENSE RIGHT? SO WE FOLLOWED THAT. PALM BEACH COUNTY STAFF SUBMITTED THAT.

AND THIS PLAN WAS ADOPTED BY THE GOVERNING BOARD, WHICH, AS I MENTIONED BEFORE, INCLUDED VARIOUS MEMBERS OF MUNICIPALITIES, MEMBERS OF THE BOARD OF COUNTY COMMISSIONERS.

SO NOW, TO MAKE THINGS EVEN MORE INTERESTING, I SHOW YOU THE COUNTY'S COMPREHENSIVE PLAN.

THIS IS THE CURRENT THOROUGHFARE RIGHT OF WAY IDENTIFICATION MAP, WHICH THEY REFER TO AS THEIR TIM MAP.

THIS THIS ALSO SHOWS A DIFFERENT ALIGNMENT OF SEMINOLE PRATT WHITNEY ROAD.

SO IT CAN BE CONFUSING. WE UNDERSTAND. BUT THIS IS FOR FOR THIS.

THIS EXHIBIT IS SHOWING YOU SEMINOLE PRATT WHITNEY ROAD AGAIN NOT UTILIZING AVANIER DRIVE FOR ITS CONNECTION.

RATHER IT IS TAKING A STRAIGHT SHOT UP THE WEST SIDE OF MECCA FARMS, AND IT IS CONNECTING HERE TO THE BEELINE HIGHWAY.

AND I'M NOT HERE TO COMMENT ON HOW THIS COULD BE DONE OR, YOU KNOW, OR ANYTHING, BUT THIS IS WHAT IS ON THE BOOKS IN PALM BEACH COUNTY'S COMPREHENSIVE PLAN TODAY. SO THAT SAME MONTH OF DECEMBER, DECEMBER 10TH, I'M GOING TO SHOW YOU A SLIDE WHERE OUR STAFF PARTICIPATED ON A PANEL WITH VARIOUS REPRESENTATIVES. COMMISSIONER WEISS A COUNTY ENGINEER, WAS ON THE PANEL, AND ONE OF OUR STAFF MEMBERS, THEY PRESENTED AT IBIS AND THEY WERE DISCUSSING TRAFFIC IN GENERAL UPDATES ALONG THE NORTH LAKE BOULEVARD CORRIDOR.

IT WAS A HIGHLY ATTENDED MEETING. FROM WHAT WE GATHER, THERE WAS QUITE A FEW PEOPLE, QUITE A FEW PEOPLE IN THE ROOM, YOU KNOW, 300 PEOPLE TO JUST FOR AN ESTIMATION PURPOSES.

AND THESE ARE THE EXACT SLIDES THAT WERE SHOWN BY THE COUNTY ENGINEER AT THAT MEETING IN IBIS.

AND THIS WAS THE FIRST TIME THAT WE SAW A NEW ALIGNMENT POP UP.

THIS WAS BRAND NEW INFORMATION THAT WE SAW THAT SHOWED SEMINOLE PRATT WHITNEY ROAD UTILIZING AVENUE SEMINOLE PRATT WHITNEY ROAD UTILIZING AVENUE DRIVE, OR UTILIZING AVENIR TO CONNECT THROUGH THE COMMUNITY AND THEN UTILIZE THE COCONUT CONNECTION AS PART OF THE SEMINOLE PRATT WHITNEY ROAD ALIGNMENT.

THIS WAS THE THE SLIDE THAT WAS ACTUALLY SHOWN.

COUNTY STAFF INDICATED TO TO THE CITY THAT THAT THE RAILROAD.

THE RAILROAD CROSSING AGREEMENT THAT WAS ENTERED INTO AS PART OF THE AVANIR APPROVAL WOULD HAVE NEVER BEEN EXECUTED, HAD NOT HAD THERE NOT BEEN ANY CONTEMPLATION OF SEMINOLE PRATT WHITNEY ROAD COMING THROUGH AVANIR.

SO WE LOOKED VERY CLOSELY AT THAT CROSSING APPLICATION AGREEMENT.

AND THERE'S ABSOLUTELY NO MENTION OF SEMINOLE PRATT WHITNEY ROAD IN THAT AGREEMENT.

SO JUST TO JUST TO PROVIDE ABSOLUTE CLARIFICATION FOR IN CASE THERE'S ANY CONFUSION, THIS IS THE IN TEAL IS THE ADOPTED ALIGNMENT THAT HAS BEEN ADOPTED BY THE TPA GOVERNING BOARD.

THIS IS THE COCONUT EXTENSION. AND YOU CAN SEE WHERE I WAS DISCUSSING EARLIER.

THIS IS THE NEW CROSSING LOCATION. SO THERE CAN ONLY BE ONE CROSSING, SO IT MAKES ALL THE SENSE IN THE WORLD TO TIE INTO ULTIMATELY ON THE NORTHERN PORTION OF AVENIR INTO COCONUT TO UTILIZE THAT NEW CSX CROSSING.

AND WE DO SUPPORT THIS ALIGNMENT. SO NOW I'M GOING TO SHOW SOME ADDITIONAL SLIDES THAT WERE SHOWN THAT EVENING BY THE COUNTY ENGINEER REGARDING SOME OF THE CONSTRUCTION AND THE STATUS OF THOSE CONSTRUCTION PROJECTS ALONG NORTH LAKE BOULEVARD.

AND THESE ARE THE EXACT SLIDES. I REALLY JUST SNIPPED THEM AND PUT THEM IN THIS PRESENTATION.

THE FIRST SEGMENT IS THE EXISTING CONSTRUCTION THAT IS THAT THAT IS OCCURRING ON SEMINOLE PRATT WHITNEY ROAD.

THEN YOU HAVE ANOTHER SEGMENT OF NORTH LAKE BOULEVARD, WHICH IS BRINGING THE CONSTRUCTION TO FOUR LANES ALL THE WAY TO HALL.

AND THEN YOU HAVE A THIRD SEGMENT OF NORTHLAKE BOULEVARD FROM EAST OF HALL TO MORE OR LESS TO COCONUT, AND THEN THE REMAINING SEGMENTS OF NORTHLAKE BOULEVARD.

IMPROVEMENTS HAVE BEEN COMPLETED BY AVANIR. THOSE WERE MANDATED AS PART OF THE DEVELOPMENT ORDER, AND THOSE ARE DONE SO THESE ARE. COUNTY. COUNTY.

WIDENING PROJECTS OF NORTHLAKE BOULEVARD. SEGMENT ONE.

THIS IS SEMINOLE PRATT WHITNEY ROAD. THIS IS THE PHOTOGRAPH THAT I SHOWED YOU EARLIER WITH THE DRONE FOOTAGE SHOWING THAT IT'S ACTIVELY UNDER CONSTRUCTION.

THE CONSTRUCTION IS ESTIMATED TO BE COMPLETE MID 2026 AT THIS POINT.

THIS IS BY THE COUNTY'S ESTIMATE. SEGMENT NUMBER TWO IS I'M GOING TO GO BACK JUST SO IT'S REALLY CLEAR AS TO WHAT SEGMENT TWO TWO IS. THIS IS SEGMENT TWO HERE. SO THIS IS THIS IS THE FOUR LANING TO HALL.

THE BID DATE IS EXPECTED IN EARLY OF 2025. FROM WHAT I UNDERSTAND CONSTRUCTION HAS COMMENCED CONSTRUCTION.

SO IF THAT HAS, THAT'S GREAT. WHAT I WANT TO EMPHASIZE IS THIS CONSTRUCTION TIME FRAME ESTIMATED TO BE COMPLETE LATE 2028. THAT IS THE COUNTY'S ESTIMATE AT THIS POINT IN TIME.

SO I'M NOT SURE IF THAT WILL CHANGE. BUT WHEN THIS PRESENTATION WAS MADE BACK IN DECEMBER, THAT WAS THE ESTIMATED COMPLETION DATE. SEGMENT THREE THIS IS AND I'M GOING TO JUMP BACK.

JUST SO EVERYBODY'S ABSOLUTELY CLEAR ON WHAT THIS SEGMENT IS.

SO THIS IS A REALLY LARGE SEGMENT HERE. THIS IS FROM EAST OF HALL TO COCONUT.

THIS IS A MAJOR SEGMENT THAT DOES INTERFACE ALONG THE FRONT FACADE OF AVANIR.

SO BOTTOM LINE, WHEN ARE THESE IMPROVEMENTS GOING TO BE DONE? HOPING LATE 2028 2029. SO THIS IS YOU KNOW, AS I MENTIONED, YOU KNOW, I HAD THE OPPORTUNITY TO TO WORK ON AVANIR AS A PLANNER WHEN IT WAS GOING THROUGH THE PROCESS.

AND I DO REMEMBER NORTHLAKE BOULEVARD BEING ACTIVELY DISCUSSED.

I REMEMBER TALKING ABOUT NORTHLAKE MANY YEARS EVEN BEFORE THEN.

SO AS PART OF THE RESEARCH FOR THIS PRESENTATION, WE PULLED THE COUNTY'S ROAD IMPROVEMENT PROGRAM.

THIS WAS ONE FROM THIS WAS THE ADOPTED 2013 CAPITAL IMPROVEMENTS PROGRAM ADOPTED BY THE BOARD OF COUNTY COMMISSIONERS.

YOU CAN SEE THESE NORTH LAKE IMPROVEMENTS HAVE BEEN ON THE CAPITAL IMPROVEMENT PROGRAM.

ACCORDING TO THIS CHART FOR MORE THAN TEN YEARS.

AND THEN I WAS ACTUALLY ABLE TO FIND JUST TODAY, AN OLDER CAPITAL IMPROVEMENT SCHEDULE THAT WAS ADOPTED BY THE BOARD OF COUNTY COMMISSIONERS IN 2010, WHICH ALSO SHOWS NORTH LAKE BOULEVARD.

SO, YOU KNOW, WE'RE IT'S NOW 2025. SO WE ARE NEARLY 15 YEARS FROM THIS DOCUMENT HERE THAT INDICATED THAT THESE ROAD IMPROVEMENTS WERE FUNDED AND WERE MOVING, AND WE'RE STILL WAITING UNTIL 2029 FOR THESE ROAD IMPROVEMENTS TO BE COMPLETE.

SO IN CONCLUSION, WHAT DOES THIS RESOLUTION DO? THIS RESOLUTION INDICATES THE CITY SUPPORTS THE APPROVED ALIGNMENT OF SEMINOLE PRATT WHITNEY ROAD, AS DEPICTED ON THE TPA 2050 PLAN, AND THE CITY REMAINS COMMITTED TO WORKING WITH THE COUNTY ON THIS CONNECTION BECAUSE THE COORDINATION WILL BE NECESSARY TO TIE IN TO THIS. THERE HAS NEVER BEEN ANY DOCUMENT APPROVED THAT PROVIDES FOR AN ALTERNATIVE ALIGNMENT USING AVANIR DRIVE AS SEMINOLE PRATT WHITNEY ROAD, AND IT IS DISINGENUOUS TO REPRESENT THAT THIS WAS EVER AN OFFICIAL ALTERNATIVE. FURTHERMORE, THE FACT THAT THERE WAS NO STAFF COMMUNICATION, NO COMMUNICATION ON THIS SUBJECT PRIOR TO REPRESENTING THIS NEW PROJECT TO THE PUBLIC IS MISLEADING, AND IT SETS FALSE EXPECTATIONS TO THE RESIDENTS CITY.

THE CITY URGES PALM BEACH COUNTY OR EXCUSE ME? YES, THE CITY URGES PALM BEACH COUNTY TO EXPEDITIOUSLY MOVE FORWARD WITH THE NORTHLAKE BOULEVARD CONSTRUCTION PLANS, WHICH HAVE BEEN INCLUDED IN THE COUNTY CIP SIP SIP FOR FOR FOR SINCE 2013 AND AS SHOWN THIS EVENING SINCE SINCE 2010 OR LONGER AND ARE NOT NOT AND ARE NOT EXPECTED TO BE COMPLETE UNTIL 2029.

AND THE CITY OPPOSES ANY EXTENSION OF SEMINOLE PRATT WHITNEY ROAD, USING AVANIER DRIVE AS AN ALTERNATIVE ALTERNATIVE ALIGNMENT.

I WANT TO DISPEL SOMETHING AS WELL. WHEN MISS CROWLEY PRESENTED THAT THERE WAS A MEETING AT IBIS ON DECEMBER THE 10TH, AND THERE WAS THEY PRESENTED TO THE IBIS CULTURAL ARTS AND PERFORMANCE COMMITTEE.

THE PEOPLE WHO ATTENDED THAT MEETING WERE EXPECTING SOMETHING ELSE.

THEY CAME TO THAT MEETING AND THE FEEDBACK FROM THAT MEETING WAS VERY POOR.

AND IBIS, BY THE WAY, WOULD HAVE NO AUTHORITY ON CHANGING ANY OF THE TPA PLANS OR COUNTY PLANS THAT THEY'RE NOT IN THAT DECISION MAKING MODE.

OKAY, SO DESPITE WHAT YOU READ, WHOEVER PUT OUT THE COMMUNIQUE WHICH FLOATED AROUND IN THE COUNTY FOR QUITE SOME TIME, I GUESS IBIS WAS JUST THERE AS AN INNOCENT BYSTANDER.

SO WE HAVE NO POSITION ON ON THAT WHATSOEVER.

I WANT TO THANK YOU ALL FOR STEPPING UP TO PROTECT OUR CITY'S COVETED NEW RESIDENTS AT AVENIR FROM THIS COUNTY PLANNED ROAD REALIGNMENT THAT WOULD RUN THROUGH THE HEART OF A QUIET COMMUNITY ON A TWO LANE, 56 FOOT NEIGHBORHOOD ROAD WHICH WILL PRECIPITATE TRAFFIC CONGESTION, CONGESTION, CONFLICT WITH LOW SPEED VEHICLES AND ENDANGER PEDESTRIANS, END QUOTE.

THAT BEING SAID, AND TO BE CLEAR, WELL, I DON'T THINK ANYONE IS LOOKING TO SIDE WITH THE COUNTY AT THE EXPENSE OF OUR NEW AND SOON TO BE NEW AVENIR NEIGHBORS.

I THINK IT WOULD BE REMISS IF SOMEONE DIDN'T CALL OUT THE BLATANT HYPOCRISY OF THE CITY, THIS MANAGER STAFF COUNCIL SHOWING THIS MUCH CONCERN ABOUT POTENTIAL TRAFFIC ISSUES REGARDING WEALTHY AVENIR TRANSPLANTS WHILE BLOWING OFF THE CONCERNS OF THE LESS AFFLUENT RESIDENTS OF OUR OLDEST PALM BEACH GARDENS NEIGHBORHOODS.

THAT ARE FACING SIMILAR PENDING TRAFFIC ISSUES IN THE NEAR FUTURE.

THE PEOPLE WHO LIVE IN OLD PALM BEACH GARDENS SURROUNDING HOLLY DRIVE ARE PRIMARILY WORKING CLASS, LONGTIME RESIDENTS IN OUR CITY'S OLDEST AND MOST HISTORIC NEIGHBORHOODS.

OUR HOMES AREN'T WORTH AN AVERAGE $1.3 MILLION, LIKE AVENIR, WHERE TEACHERS AND FIRST RESPONDERS AND STORE CLERKS AND LOCAL BUSINESS OWNERS, RETIREES WHO'VE RAISED THEIR FAMILIES HERE, AND THEIR KIDS WHO ARE NOW RAISING THEIR YOUNG FAMILIES HERE.

AND THERE'S EVEN ONE CITY COUNCILMAN IN OUR NEIGHBORHOOD, SO MANY OLD PALM BEACH RESIDENTS.

PALM BEACH GARDENS RESIDENTS HAVE SPOKEN OUT SO MANY TIMES ABOUT WHAT ADDED ICE RINK TRAFFIC IS GOING TO DO TO OUR ALSO QUIET, TWO LANE RESIDENTIAL ROADS AND COMMUNITIES, INCLUDING OUR SCHOOL CHILDREN WALKING AND BIKING DAILY TO AND FROM OUR NEIGHBORHOOD ELEMENTARY AND HIGH SCHOOLS, PLUS OUR HIGHLY PEDESTRIAN COMMUNITY OF DOG WALKERS, OUTDOOR EXERCISERS, ETC.

BUT NONE OF YOU CARED ABOUT THAT. I DON'T DISAGREE THAT THE COUNTY'S PROPOSED REALIGNMENT OF SEMINOLE PRATT AVENUE IS A BAD IDEA.

IT IS, AND I'M GLAD THAT THE CITY IS FIGHTING AGAINST THAT.

BUT I CAN'T LET PASS THE UNBELIEVABLE HYPOCRISY OF PROTECTING ONE NEIGHBORHOOD RIGHT AFTER THROWING ANOTHER UNDER THE BUS.

TWO MONTHS AGO. MAYBE IT ONLY MATTERS WHEN THE COUNTY DOES IT TO YOU, BUT YOU DON'T CARE WHEN YOU DO IT TO YOUR OWN CITIZENS.

PALM BEACH COUNTY STAFF WAS MADE AWARE OF THE PROPOSED RESOLUTION FOR YOUR MARCH 6TH TWO, 2025 MEETING TO TO SUPPORT THE CONSTRUCTION OF SEMINOLE PRATT WHITNEY ROAD EXTENSION AS DEPICTED ON THE 2040, 2045 AND 2050 ADOPTED PALM BEACH COUNTY TRANSPORTATION PLANNING AGENCY LONG RANGE TRANSPORTATION PLAN AND OPPOSE PALM BEACH COUNTY'S PLAN TO CONNECT ALTERNATE ALIGNMENT OF SEMINOLE PRATT WHITNEY ROAD EXTENSION TO THEIR DRIVE.

IN SUMMARY, PALM BEACH COUNTY RESPECTFULLY REQUESTS THAT THIS ITEM BE POSTPONED.

POSTPONED TO THE CITY AND COUNTY STAFF WILL ALLOW.

THE TPA STAFF HAVE HAD A CHANCE TO DISCUSS RESOLVE ANY MISUNDERSTANDINGS.

SPECIFICALLY, WHILE SEVERAL COUNTY ROADWAYS ARE INCLUDED IN THE TPA'S LONG RANGE PLAN, WE ARE RAISED AWARE OF THE TP MODEL FOR TRAFFIC MODELING PURPOSES,

AND THE TPS BOARD DOES NOT HAVE AUTHORITY TO ADOPT ALIGNMENTS FOR CUTTING ROADWAYS, NOR DOES IT DICTATE THE TIMING OF COUNTY ROAD PROJECTS.

THE LONG RANGE TRANSPORTATION PLAN IDENTIFIES THE EXTENSION OF SEVEN WINNING ROAD NORTH OF NORTH LAKE BOULEVARD, AS OTHER LOCAL PROJECTS SUBMITTED DURING THE CALL FOR PROJECTS, WHICH SIMPLY MEANS THAT THESE ARE NOT INCLUDED FOR FUNDING CONSIDERATION FROM THE TPA.

THE COUNTY'S TRUE LONG RANGE PLANNING TOOL IS A THOROUGHFARE RIGHT OF WAY.

IDENTIFICATION MAP. TIFF MAP. IT STILL SHOWS THE COUNTY'S INITIATIVE INTENTION TO HAVE SOME ROAD EXTENSION THAT CONNECTS TO NORTH LAKE BOULEVARD TO BEELINE HIGHWAY.

THIS CONNECTION WAS INITIALLY INCLUDED IN THE 1980 TEN, BUT SINCE THAT TIME THERE HAVE BEEN SIGNIFICANT CHANGES TO DEVELOPMENT PATTERNS, NOT JUST IN THE CITY BUT ALSO IN WEST PALM BEACH AND UNINCORPORATED PALM BEACH COUNTY.

THE TERM IS DUE FOR AN UPDATE TO REFLECT THE ACQUIRED RIGHT OF WAY FOR SOUTH PARK ROAD, AS WELL AS TO ADD A NEW SEGMENT OF COCONUT BOULEVARD BETWEEN NORTHLAKE BOULEVARD AND BEELINE HIGHWAY. AS WITH OTHER ROADWAY EXTENSION PROJECTS, IS NOT TO EXPECT SIMILAR PRATT WHITNEY ROAD TO BE COMPLETED IN PHASES, WITH THE FIRST PHASE OF THIS CONSTRUCTION INITIALLY RECEIVED DESIGN FUNDING IN FY 25 OF THE COUNTY'S FIVE YEAR OLD PROGRAM.

THE INITIAL PHASE OF CONSTRUCTION APPROVED PROVIDES QUIET ACCESS TO THE COUNTY WATER AND WASTEWATER FACILITIES, WITH THE MECCA FARM SITE SUPPORTS A CONNECTION TO AVENUE DRIVE EXACTLY AS SHOWN IN THE AVENUE APPROVED MASTER PLAN.

THE COUNTY SUPPORTS THE CITY'S COMPREHENSIVE TRANSPORTATION ELEMENT POLICY 2.20.17, WHICH STATES THE CITY SHALL ENCOURAGE ALL INITIATIVES THAT RELIEVE CONGESTION ON ON ROADS BY ENCOURAGING PARALLEL ROADWAYS. TRANSIT ROUTES, MULTI-MODAL IMPROVEMENTS.

HISTORICALLY SHOWN, CONNECTION AVENUE IS NECESSARY FOR A CRITICAL LIFE SAFETY ISSUE. PROVIDES AN ALTERNATIVE FOR TIMES OF STRAINING TRAFFIC CONGESTION ON NORTH LAKE BOULEVARD.

WHILE THE CITY MASTER PLAN CLEARLY SHOWS THIS CONNECTION WITH WESTWARD DRIVE, THE COUNTY PLAN ACCORDINGLY.

HOWEVER, THERE IS A CHANGE IN DIRECTION. THE COUNTY REQUESTS THE CITY PROVIDE DOCUMENTATION CONFIRMING THEIR MUTUAL UNDERSTANDING OF CHANGE.

THAT IS THE MAJORITY OF THE COMMENTS THAT I AND I'M TELLING YOU, I SPENT THREE HOURS LAST SATURDAY, RESPONDING TO TRAFFIC EMAILS SO I CAN TELL YOU I HAVE A TON OF EMAILS AND I'M NOT EVEN GOING TO SAY WHAT I RESPONDED TO ON SUNDAY, BUT NORTHLAKE BOULEVARD. I 100% AGREE. IT IS GIVING SO MANY PEOPLE HEARTBURN, AND HAVING A RELIEVER ROAD LIKE COCONUT IS GOING TO BE IS GOING TO MAKE THIS WHOLE AREA EXPONENTIALLY BETTER.

HAVING A RELIEVER ROAD, GOING NORTH AND CONNECTING AS PROPOSED, AS NATALIE JUST DESCRIBED, HAVING SEMINOLE PRATT GOING NORTH AND TURNING IN, NOT THROUGH A RESIDENTIAL NEIGHBORHOOD, BUT AS IT WAS PLANNED FOR MANY, MANY, MANY YEARS, IS ALSO GOING TO BE AN AMAZING RELIEVER ROAD AND I AM VERY EXCITED TO HAVE THAT HAPPEN IF IT HAPPENS IN THE FUTURE. BUT WE NEED TO ALSO CONSIDER WHAT WAS JUST SHOWN FROM WE HAVE NORTH LAKE BOULEVARD FROM COCONUT EAST WAS ALREADY SIX LANED.

WE HAVE TWO LANES GOING WEST FROM COCONUT WEST, SO IF WE COULD HURRY THAT UP AND EXPAND FROM 2 TO 4 AND 2 TO 6 LANES, OR MAYBE EVEN CONSIDER DOING THE TWO LANES TO SIX LANES ALL THE WAY TO COCONUT, THAT WOULD BE EXPONENTIALLY. THAT WOULD BE AN EXPONENTIAL RELIEF TO RELIEVING TRAFFIC ON NORTH LAKE BOULEVARD.

AND I DON'T UNDERSTAND WHY IT TAKES THREE YEARS TO GET THAT DONE WHEN IT HAS BEEN ON THE CIP SINCE 2013.

AVENIR WAS ABLE TO BUILD THE SIX LANES IN, I THINK LIKE A YEAR.

SO WHEN THEY STARTED AND WE HAVE COCONUT EXTENDING ALL THE WAY TO CROSS OVER TO THE B-LINE AS A MAJOR RELIEVER, THAT HAS BEEN CLEARED AND IT'LL BE DONE IN 18 MONTHS TIME.

SO I JUST DON'T UNDERSTAND HOW WE IT'S GOING TO TAKE SO LONG TO EXPAND IT.

SO I'M 100% IN SUPPORT OF THIS RESOLUTION. I REALLY ENCOURAGE THE COUNTY TO EXPAND NORTH LAKE AND DO AS THEY HAD PREVIOUSLY DESCRIBED TO HELP OUR RESIDENTS, ALL OUR RESIDENTS, THE COUNTY RESIDENTS AND OUR GARDENS RESIDENTS AND WEST PALM RESIDENTS NOT HAVE HEARTBURN WHEN THEY DRIVE EVERY DAY ON NORTH LAKE BOULEVARD.

THE OTHER ROAD, SEMINOLE PRATT WHITNEY ROAD, NEEDS TO BE PARALLEL.

IT NEEDS TO BE BUILT. THE ACREAGE NEEDS THAT SUPPORT, BUT NOT THROUGH AVENIR.

SO WE'LL HAVE TWO KIND OF MAJOR ROADS GOING ONE THROUGH AVENIR, ONE ON THE OUTSKIRTS OF AVENIR, WHICH SHOULD HELP TRAFFIC GO NORTH AND SOUTH SINCE AND SOUTH AND NORTH, BECAUSE I DON'T THINK STATE ROAD SEVEN WAS EVER GOING TO GO THROUGH.

THAT'S A DIFFERENT TOPIC FOR ANOTHER DAY. BUT CERTAINLY WE NEED TO HAVE TWO ROADS GOING THROUGH THOSE AREAS COMING TOGETHER OVER THE B-LINE TO KIND OF SUPPORT TRAFFIC IN THAT AREA. SO I'M FULLY IN SUPPORT OF THE RESOLUTION.

INSTEAD OF PUTTING ALL THAT, WE KNOW WHAT KIND OF TRAFFIC IS ON SEMINOLE PRATT AND IT'S NOT GOLF CARTS AND IT IT'S NOT SMALLER VEHICLES, IT'S NOT CHILDREN ON BICYCLES. IT'S NOT PEOPLE GOING TO AND FROM PUBLIX OR THE SCHOOL OR THE OR WHATEVER.

SO TO BLEND DIESEL TRUCKS, DUMP TRUCKS, CEMENT TRUCKS.

WORK VEHICLES. DOOLEY'S INTO A COMMUNITY THAT IS GOING TO HAVE, YOU KNOW, THE CHILDREN AND THAT KIND OF STUFF. IT JUST DOESN'T SIT RIGHT. GO UP NORTH, TURN RIGHT AND CONNECT OVER TO TO THE BEELINE.

AND SINCE IT WILL BE MORE OF A RURAL ROAD, I DON'T KNOW.

I'M NOT A DEVELOPER EITHER, BUT I WOULD THINK IT WOULD BE A LITTLE BIT MORE OPEN WITH WITH LESS TRAFFIC.

AND WE ALL KNOW ALL OF US SAID WE HAVE TO MOVE TRAFFIC ON NORTH LAKE BOULEVARD, SO WHY CAN'T WE JUST MOVE IT AROUND IT? IT MAKES THE THE LANDS THERE. OBVIOUSLY IT'S BEEN ON THE RADAR FOR HOW LONG, NATALIE? IT'S A MORE THAN A DECADE SINCE 2010. RIGHT. SO WHY DON'T WE JUST STICK WITH WHAT COMMON SENSE SHOWS? AND NOW THAT THE WHOLE AREA IS DEVELOPED AND EVEN HIGHLIGHTS THAT, IT'S A BETTER IDEA.

NOW THAT WE KNOW THAT AVENIR IS BLOSSOMED INTO WHAT IT IS, THAT PARTICULAR CONNECTOR ROAD, IT JUST MAKES SENSE. AND WE CAN MOVE TRAFFIC OFF OF NORTH LAKE AND AROUND AVENIR, AND MAYBE KEEP SOME OF THE BIGGER COMMERCIAL VEHICLES OFF OF NORTH LAKE BOULEVARD, BECAUSE THEY'LL HAVE A FASTER WHO WANTS TO GO DOWN NORTH LAKE BOULEVARD AND BUY AVENIR, ALL THE DIESEL TRUCKS, THE DOOLEY'S, THE WORK VEHICLES.

THEY CAN ZIP AROUND ALL OF NORTH LAKE BOULEVARD BY JUST USING THAT CONNECTOR ROAD.

SO I'M GOING TO SUPPORT COMMON SENSE, AND BECAUSE THAT'S WHAT I DO.
