IT WAS UNDER THE P&D STUDY THAT WAS APPROVED BACK IN NOVEMBER OF 2016 BY FHWA OF WHICH THEN THAT'S WHEN THE LOCATION DESIGN CONCEPT ACCEPTANCE WAS ISSUED BY THE FEDERAL HIGHWAY ADMINISTRATION. SO JUST TO GIVE AN OVERVIEW OF THE PROJECT THE PROJECT EXTENDS FOR APPROXIMATELY 2.8 MILES ALONG ON 95 BEGINNING JUST NORTH OF MILITARY TRAIL AND EXTENDING TO SOUTH OF DONALD ROSS ROAD. THERE'LL ALSO BE IMPROVEMENTS ALONG CENTRAL BOULEVARD EXTENDING FOR APPROXIMATELY A QUARTER MILE TO THE WEST AND A QUARTER MILE TO THE EAST OF I 95 WITH A NEW DIAMOND INTERCHANGE AT THE INTERSECTION OF 95 AND CENTRAL BOULEVARD. OTHER OVERVIEW ITEMS AND MENTIONED THE DIAMOND INTERCHANGE ALONG ON 95 BETWEEN THE PROJECT ALONG THE PROJECT LIMITS BETWEEN MILITARY AND DONALD ROSS ROAD. THE MAIN LINE OF I 95 THE EXISTING PAYMENT WILL BE MILLED AND RESURFACED BETWEEN MILITARY TRAIL AND CENTRAL BOULEVARD. THERE WILL BE PARALLEL PARALLEL COLLECTOR DISTRIBUTOR ROADWAYS ALONG THE EAST SIDE AND WEST SIDES OF 95 ESSENTIALLY TO ACCOMMODATE THE WEAVING MOVEMENTS BETWEEN THOSE TWO INTERCHANGE IT'S ACTUALLY AKING THOSE WEAVING MOVEMENTS OFF OF THE MAIN LINE TO IMPROVE TRAFFIC OPERATIONS THERE'LL BE NEW DRAINAGE NEW RETAINING WALLS NOISE WALLS SIGNING A PAYMENT MARKING SIGNALIZATION LIGHTING AND INTELLIGENT TRANSPORTATION SYSTEMS FEATURES INCLUDING CAMERAS AND DYNAMIC MESSAGE SIGNS. CENTRAL BOULEVARD BRIDGE WHICH IS OWNED AND MAINTAINED BY DOTY WILL BE WIDENED TO BOTH THE NORTH AND SOUTH SIDES APPROXIMATELY 21 FEET ON THE NORTH SIDE AND 18 FEET ON THE SOUTH SIDE ALONG BOTH SIDES OF CENTRAL BOULEVARD. THERE WILL BE 10 FOOT WIDE SIDEWALKS THAT ESSENTIALLY WILL BE WILL SERVE AS SHARED USE PATHS FOR BOTH PEDESTRIANS AND BICYCLISTS AND WILL ALSO BE A SEVEN FOOT WIDE BUFFER DESIGNATED BICYCLE LANES ON BOTH SIDES OF CENTRAL BOULEVARD. WANT TO MAKE MENTION THAT CENTRAL BOULEVARD IS AN OFF SYSTEM FACILITY THAT'S ONLY MAINTAINED BY PALM BEACH COUNTY. WE'VE HAD NUMEROUS MEETINGS WITH THE COUNTY BOTH DURING THE PD&E PROCESS AND VERY FINAL DESIGN ESSENTIALLY TO FINALIZE THE TYPICAL SECTIONS THE ROADWAY TYPICAL SECTIONS AND THE BRIDGE TYPICAL SECTIONS ALONG ALONG CENTRAL BOULEVARD AND AS A FUTURE STANDALONE PROJECT WE'LL INCLUDE LANDSCAPING THAT WON'T BE UNDER THIS CONTRACT BUT A SEPARATE SEPARATE STANDALONE CONTRACT SOME OF THE PROJECT OBJECTIVES ELEVEN THAT I HAVE LISTED HERE IS TO OPTIMIZE MOBILITY IMPROVE TRAFFIC OPERATIONS NOT NECESSARILY IMPROVE CAPACITY BECAUSE WE'RE MAINTAINING THE SAME NUMBER OF EXISTING LANES THE SAME NUMBER OF GENERAL PURPOSE LANES ALONG 95. I BELIEVE THERE'S AN HOV LANE IN EACH DIRECTION AS WELL AS 4 GENERAL PURPOSE LANES SO THE WIDENING WILL ESSENTIALLY ACCOMMODATE THE AUXILIARY LANES TO SERVE THE INTERCHANGES MILITARY TRAIL CENTRAL BOULEVARD AND DONALD ROSS ROAD. WE WILL BE ACCOMMODATING THE FUTURE TRAFFIC NEEDS IN THE AREA ENHANCE PUBLIC SAFETY AND FOR MOTORS PEDESTRIANS AND BICYCLISTS ALSO LOOKED FOR WAYS TO MINIMIZE REDUCE THE RIGHT OF WAY IMPACTS THAT WERE INITIALLY IDENTIFIED IN THE PD&E. ONE THING I WANT TO MENTION IS DURING THE DEVELOPMENT OF THE PD&E THE DRAINAGE ANALYSIS THAT WAS DONE DURING THAT PHASE OF THE PROJECT IT WASN'T WELL-DEFINED WE WENT AHEAD AND ADVANCED [00:05:05] THE DESIGNS ADVANCED THE FINAL DESIGN WE REFINED THE DRAINAGE TO PROVIDE A MORE DETAILED DESIGN AS WELL AS TO ADDRESS THE RUNAWAY NEEDS FOR THE PROJECT. THERE WILL BE NOISE WALLS FOR THE PROJECTS TWO LOCATIONS SPECIFICALLY ALONG MILITARY TRAIL ALONG THE SOUTH SIDE TO PROVIDE NOISE ABATEMENT FOR THE WINCHESTER COURTS COMMUNITY AND ALSO ALONG I 95 ALONG THE EAST SIDE OF I 95 SOUTH OF CENTRAL BOULEVARD TO PROVIDE NOISE MITIGATION FOR THE QUAYE APARTMENTS COMMUNITY A FEW OTHERS ACCOMMODATE ADJACENT LAND USES IMPROVE EMERGENCY RESPONSE TIMES TO PROVIDE ADDITIONAL EVACUATION ROUTE AND ALSO TO ENHANCE THE TRANSPORTATION NETWORK AND ACTIVITY IN THE AREA. THE CURRENT PROJECT SCHEDULE A COUPLE OF WEEKS AGO WE  HAD THE OPPORTUNITY TO PRESENT THE PROJECT TO THE TPA GOVERNING BOARD NOVEMBER 14TH AS BEEN MENTIONED WE WILL BE HAVING A PUBLIC INFORMATION WORKSHOP THAT WILL BE HELD HERE IN THE COUNCIL CHAMBERS WE HAVE A 90 PERCENT SUBMITTAL IT'S ALSO KNOWN AS THE CONSTRUCTABILITY SUBMITTAL SCHEDULED FOR APRIL OF 2020 SHOULD PUBLIC SHOULD FINANCING FUNDING BECOME AVAILABLE SOONER. WE'RE LOOKING TO ADVANCE THE PROJECT THAT BEING THAT WE HAVE A PRODUCTION DATE SCHEDULED FOR OCTOBER OF 2021 AND ADVANCED PLANS LETTING SCHEDULE FOR JULY OF 2023 WITH A THREE YEAR CONSTRUCTION DURATION ESTIMATE WITH CONSTRUCTION BEGINNING IN THE SPRING OF 2025 AND ENDING IN 2028 THE NEXT SLIDES ARE AN OVERVIEW OF THE PROJECT EXTENDING FROM MILITARY TO DON ROSS AND ALSO ALONG CENTRAL BOULEVARD. SO YOU SEE SHADED IN IN BLUE THAT REPRESENTS THE PROPOSED PAVEMENT MILLING OR RESURFACING AND WHAT'S REFLECTED IN RED WILL BE NEW CONSTRUCTION AND ROADWAY WIDENING. SO THIS EXHIBIT EXTENDS FROM MILITARY TRAIL TO CENTRAL BOULEVARD THE SLIDE PROVIDES THE LIMITS FROM CENTRAL BOULEVARD TO HOOD ROAD. IN THIS AREA YOU COULD SEE THE PROPOSED DIAMOND INTERCHANGE PERMITS AT THE INTERSECTION OF CENTRAL AND 95 THIS EXHIBIT ILLUSTRATES THE PROPOSED IMPROVEMENTS BETWEEN HOOD ROAD AND DONALD ROSS ROAD AND THIS IS THE INTERSECTION OF CENTRAL BOULEVARD ON 95 SHOWING THE PROPOSED TYPE DIAMOND INTERCHANGE. SURE THE NEXT SEVEN SLIDES REFLECT THE PROPOSED TYPICAL SECTIONS BOTH ALONG 95 AND CENTRAL BOULEVARD. THIS IS THE PROPOSED ROADWAY TYPICAL SECTION THAT EXTENDS FROM MILITARY TRAIL TO CENTRAL BOULEVARD ILLUSTRATING THE PARALLEL CD ROADS. THE COLLECTOR DISTRIBUTOR ROADWAYS ALONG BOTH THE EAST SIDES AND WEST SIDES ABOUT 95 THIS IS A TYPICAL SECTION BENEATH CENTRAL BOULEVARD. THIS IS A TYPICAL SECTION ALONG ON 95 BETWEEN CENTRAL BOULEVARD AND DONALD ROSS ROAD AND YOU'LL NOTICE ON THE OUTSIDE OF EACH BOTH NORTHBOUND AND SOUTHBOUND DIRECTIONS WE'RE PROVIDING AUXILIARY LANES AND THOSE AUXILIARY LANES ARE INTENDED TO ACCOMMODATE THE ADJACENT INTERCHANGES. BOTH CENTRAL BOULEVARD AND DONALD ROSS ROAD SO WE'RE STILL MAINTAINING THE ONE HOV LANE IN EACH DIRECTION AND 4 GENERAL PURPOSE LANES IN EACH DIRECTION. THE TYPICAL SECTION BENEATH HOOD ROAD THIS TYPICAL SECTION ACCOMMODATES BOTH THE EXISTING HOOD ROAD BRIDGE AND THE RECENTLY COMPLETED HOOD ROAD BRIDGE WITH PROVISIONS FOR A FUTURE EXPRESS LANES WITHIN THE MEDIAN THESE NEXT TWO SLIDES ARE FOR CENTRAL BOULEVARD. THIS IS CENTRAL BOULEVARD WEST OF I 95. THIS IS LOOKING IN THE EAST DIRECTION WE'RE PROVIDING 11 FOOT LANES FOR BOTH THE TURN LANES AND THE THREE LANES SO THE TWO LEFT TURN LANES ARE. THIS IS FOR EASTBOUND TO NORTHBOUND ACCESS ONTO THE ON 95. AS I MENTIONED BEFORE WE'RE PROVIDING 7 FOOT BUFFERED DESIGNATED BIKE LANES IN EACH DIRECTION AS WELL AS THE 10 FOOT WIDE CONCRETE SIDEWALK THAT WILL SERVE AS A SHARED USE PATH. THIS IS THE PROPOSED TIP OF THE SECTION ALONG [00:10:04] CENTRAL BOULEVARD EAST OF I 95. LOOKING IN THE EAST DIRECTION IT'S A MIRROR IMAGE OF WHAT'S BEING PROPOSED WEST OF I 95. WITH THE SAME IMPROVEMENTS AND THE LAST SLIDE THAT I HAVE IS FOR THE PROPOSED TYPICAL SECTION ALONG THE CENTRAL BOULEVARD BRIDGE AS I MENTIONED BEFORE THE NORTH SIDE WIDENING TO THE LEFT IS APPROXIMATELY 21 FEET AND THE WIDENING ON THE SOUTH SIDE IS APPROXIMATELY 18 FEET WHERE WE ARE PROVIDING ON THE OUTSIDE EIGHT FOOT FOUR INCH SHOULDERS THAT WILL BE SHARED BETWEEN MOTORS AND BICYCLISTS AS WELL AS THE 10 FOOT WIDE SIDEWALK ALONG THE OUTSIDE THAT WILL SERVE BOTH BICYCLISTS AND PEDESTRIANS WITH A 10 FOOT HIGH FENCE ALONG THE OUTSIDE ON BOTH SIDES OF THE BRIDGE AND THERE WILL BE A CONCRETE RAILING THAT WILL SEPARATE VEHICULAR TRAFFIC FROM PEDESTRIAN BICYCLE TRAFFIC AND THAT CONCLUDES MY PRESENTATION. THIS PROJECT HAS LONG BEEN ON THE THE COUNTY'S LONG RANGE THOROUGHFARE PLAN. IT'S BEEN DESIGNATED AS AN INTERCHANGE FOR DECADES AND BECAUSE OF THAT THE CITY AND THE CITY COUNCIL THROUGH ITS POLICY HAS PROACTIVELY DEDICATED THE REQUIRED RIGHT OF WAY THAT'S NECESSARY FOR AN INTERCHANGE AND SPECIFICALLY A TIGHT DIAMOND INTERCHANGE HAS REALLY BEEN THE THE TYPE OF INTERCHANGE THAT HAS BEEN DESIGNATED SO IT IS VERY FORTUNATE THROUGH THIS PROACTIVE THROUGH THESE PROACTIVE MEASURES THAT A SIGNIFICANT PORTION OF THE RIGHT OF WAY EXISTS TODAY TO BE ABLE TO ACCOMMODATE THE INTERCHANGE AND WAS DEDICATED THROUGH THE PLATS FOR REALLY ALL QUADRANTS SO THAT THE QUAYE AND OLD PALM PRIMARILY AND A BIG PORTION OF THAT IS IT HAS ALREADY BEEN CONVEYED TO THE COUNTY ACTUALLY REALLY. AND THIS PRESENTATION WAS WAS MADE TO THE TECHNICAL ADVISORY COMMITTEE RECENTLY AS WELL. AND REALLY IT'S THE SAME COMMENTS. THE THE THE MOST SIGNIFICANT IMPACT AT THIS POINT TO THE RESIDENTS FOR THIS IS THE IMPACT ON THAT NORTHEAST QUADRANT WHERE THE PROPOSED RAMP GOING NORTHBOUND VIRTUALLY ELIMINATES THE ENTIRE LANDSCAPE BUFFER OF THE NEWLY CONSTRUCTED CENTRAL GARDENS APARTMENTS. SO THE PROPOSED PROJECT DUE TO A TIMING PROVISION AS EXPLAINED BY DOT STAFF IS NOT POSSIBLE TO HAVE A WALL. EVEN THOUGH THERE'S OTHER PORTIONS OF THE PROJECT THAT INCLUDE A WALL AND THAT IS A STRONG COMMENT THAT STAFF HAS HAS MENTIONED FROM REALLY FROM THE BEGINNING THERE'S SIGNIFICANT IMPACTS TO THE PARKWAY AND THE ADJACENT PRESERVE AND THERE IS NO WALL PROPOSED. SO YOU KNOW OVERALL WELL WE REALLY DO APPRECIATE STAFF REALLY APPRECIATES THE OUTREACH AND THE INFORMATION AND THE CONTINUED INFORMATION. BUT WE REALLY WOULD LIKE TO WORK WITH DOT AND WE ACTUALLY WOULD LIKE THE OPPORTUNITY TO SPEAK WITH YOU SPECIFICALLY ON THE TIMING BECAUSE THAT RESIDENTIAL PROJECT ACTUALLY WAS APPROVED IN 2012 AND CONSTRUCTION FOR THAT SITE ACTUALLY COMMENCED SHORTLY THEREAFTER. SO THOSE RESIDENCES ARE ACTUALLY ONE PORTION WITHIN THE PROJECT WHICH COMMENCED LONG BEFORE 2016 WHICH WAS YOUR PROJECT DATE. SO WE THINK WE CAN WORK OFFLINE ON THAT DISCUSSION BECAUSE I THINK THAT IMPACTS THE TIMING AND THE CONSTRUCTION OF THAT WALL. BUT I'D LOVE TO GIVE YOU SOME PERMITS THAT HAVE BEEN ISSUED BEFORE THE PROJECT PRIOR TO THAT DATE TO BE ABLE TO SUPPORT AND STRONGLY URGE YOU ALL TO INCLUDE A WALL FOR THOSE RESIDENTS WHO ARE MOST IMPACTED BY THE PROJECT. BUT HAVING SAID THAT I THINK THE PROJECT HAS BEEN WELL THOUGHT OUT AND YOU HAVE WORKED VERY WELL WITH OUR STAFF AND WE'VE HAD A LOT OF INPUT FROM OUR COMMUNITIES AND I THINK THAT ONCE WE GET A WALL THERE FOR CENTRAL GARDENS OR SOME FORM OF MITIGATION NOISE MITIGATION BECAUSE YOU ARE RIGHT ON THEIR PARKING LOT THEN THAT'S REALLY NOT ACCEPTABLE. THE REST OF THE PROJECT FINE BUT WE NEED IT. WE NEED TO MAKE SURE THAT EVERYBODY ALL SURROUNDING COMMUNITIES ARE GETTING EQUAL EQUAL NOISE BARRIERS. IT JUST SO HAPPENS AS WE WERE AS WE ADVANCE THE DESIGN THE RIGHT OF WAY IMPACTS IN THE NORTHEAST QUADRANT IS LESS THAN IT WAS IDENTIFIED IN THE PD&E AND I BELIEVE I AND PROVIDE THAT INFORMATION TO STAFF A COUPLE OF WEEKS AGO TO GRAPHICALLY ILLUSTRATE THE REDUCED RIGHT OF WAY IMPACTS FOR THAT QUADRANT BUT WE'LL CERTAINLY TAKE THIS BACK TO THE DEPARTMENT AND SPEAK TO EXECUTIVE STAFF IN THE DISTRICT. I THINK THE PUBLIC IS HEARING THE PD&E DEMONSTRATE LIKE AN ALTERNATIVE ONE IS FOR THE IMPROVED THE PGA BECAUSE IMPROVE THE PGA HAVE SEVERAL LIMITATIONS. SO AFTER ALL THE I THINK THEY START WITH THE 27 ALTERNATIVE. SO FINALLY THAT'S THE PREFERRED ALTERNATIVE RECOMMEND TO THE FHWA THAT'S APPROVED ALTERNATIVE FOR HAVE THIS TYPE [INAUDIBLE] TO CHANGE AT THE NEW LOCATION CENTRAL BLVD. I'VE GOT FOUR QUESTIONS I'LL HIT YOU WITH THE SECOND ONE BY FDOTS OWN IGR ESTIMATES DURING THE MORNING RUSH HOUR CENTRAL BOULEVARD WILL BE HANDLING AS MUCH TRAFFIC AS PGA AND MORE THAN MILITARY TRAIL. SO MY QUESTION IS WHO'S GOING TO PAY TO EXPAND CENTRAL BOULEVARD. AND WHEN WILL IT HAPPEN. CENTRAL BLVD IS THE COUNTY FACILITY. SO WITHIN THIS PROJECT LIMITS. WE PROVIDE PROPOSED IMPROVEMENT THERE. APPROXIMATELY 21 FEET ON THE NORTH SIDE AND 18 FEET ON THE SOUTH SIDE AND THAT'S PRIMARILY TO ACCOMMODATE THE NEW DUAL LEFT TURN LANES FROM CENTRAL TO ACCESS THE ENTRANCE RAMPS TO THE INTERSTATE. JUST A QUICK FOLLOW UP. THE MAYOR HAD HIT THE NAIL ON THE HEAD AS HE OFTEN DOES IT SEEMS TO ME THAT THE PURPOSE OF THIS PROJECT IS TO RELIEVE THE TRAFFIC CONGESTION AT THE PGA INTERCHANGE. CORRECT. AND I'D LIKE YOU TO ANSWER A FEW IF YOU WILL. YEAH THAT'S ONE OF THE INTENTIONS OF THIS PROJECT IS TO ALLEVIATE THE TRAFFIC AT THE PGA INTERCHANGE. CORRECT. SO WE SAW ON THE TRAFFIC PROJECTIONS THAT WERE PROVIDED TO US AND THE PREFERRED ALTERNATIVE THAT WAS PRESENTED TO US THAT IS BASICALLY OUR UNDERSTANDING ME NOT BEING A TRAFFIC ENGINEER BUT TAKING THE PREFERRED ALTERNATIVE FROM THE PD&E AND ADVANCING AT THE FINAL DESIGN. WE ARE PART OF THAT AND THAT THE SECOND PART OF IT WOULD BE ABOUT NORTHLAKE BOULEVARD SIGNAL OPERATION AND I THINK THAT'S THE FOCUS OF THIS PRESENTATION. PALM BEACH COUNTY A PUBLIC WORKS DEPARTMENT IS MADE UP OF SIX DIVISIONS EACH ONE OF THEM HAS SPECIFIC TASKS AND GOALS. ROADWAY AND ROAD AND BRIDGE IS BASICALLY PUBLIC WORKS ARM OF THE DEPARTMENT AND THE DO MAINTAIN OUR INFRASTRUCTURE ROADWAY PRODUCTION DOES PRODUCE DESIGN FOR OUR ROADWAY PROJECTS AND THEY BID THOSE PROJECTS. CONSTRUCTION COORDINATION DOES OVERSEE CONSTRUCTION OF THOSE PROJECTS. TRAFFIC OBVIOUSLY OPREATES AND MAINTAINS THE TRAFFIC CONTROL DEVICES ON COUNTY ROADWAYS AS WELL AS THE TRAFFIC SIGNAL SYSTEMS ON THE STATE HIGHWAY SYSTEM LAND DEVELOPMENT. DEVELOPMENT DOES TAKE CARE OF THEIR PLATTING AND ALSO DRAINAGE ON OUR ROADWAYS AS WELL AS PERMITTING IN THE PUBLIC RIGHT OF WAY. STREETSCAPE OBVIOUSLY DOES THE STREETSCAPE STUFF. THERE ARE OVER FOUR HUNDRED SIXTY EMPLOYEES IN THIS DEPARTMENT AND THE OPERATING BUDGET IS OVER 60 MILLION DOLLARS. THIS IS A MAP OF THE MAJOR ROADWAY SYSTEM IN PALM BEACH COUNTY. THE BLUE LINES ARE THE ROADS THAT ARE MAINTAINED BY PALM BEACH COUNTY AND WHITE LINES ARE THE ROADS ARE MAINTAINED BY THE STATE. AS YOU CAN SEE THE SPLIT IS ABOUT 50/50. WE MAINTAIN OVER 2200 ABOUT 2200 LINEAR MILES OF ROADWAYS WHILE THE STATE MAINTAINS 2300. PALM BEACH COUNTY ALSO OPERATES THE ONLY PUBLIC BUS TRANSIT SYSTEM. IT OPERATES ONE HUNDRED FIFTY FIVE BUSES SERVING 29 MUNICIPALITIES 32 BUS ROUTES AND SERVES ABOUT 9 MILLION ANNUAL PASSENGERS WITH OPERATING BUDGET OF OVER 150 MILLION DOLLARS TWO THIRDS OF THAT FOR FUNDING FOR OPERATION AND MAINTENANCE COMES FROM OUR SALES TAX SORRY FROM OUR GAS TAX.  TRAFFIC ENGINEERING. OBVIOUSLY DOES DESIGN AND BUILD TRAFFIC SIGNALS OR TO OTHER TRAFFIC CONTROL DEVICES. PAVEMENT MARKING ON OUR ROADS AS WELL AS ADVISES ON THE PROJECTS THAT ARE NEEDED TO IMPROVE THE CAPACITY AND SAFETY OF OUR ROADWAY SYSTEM. WE HAVE OR ACTUALLY HUNDRED FORTY FIVE EMPLOYEES THAT WORK IN OUR DIVISION AND WE HAVE AN OPERATING BUDGET OF OVER 24 MILLION DOLLARS. THESE NUMBERS ARE FROM LAST YEAR WE DO HAVE WE DO OPERATE AND MAINTAIN 450 MILES OF FIBER OPTIC COMMUNICATION NETWORK. WE DO IN OUR SYSTEM HAVE A SYSTEM OF MOVE TOWARDS 50 OF THOSE THAT HELP OUR TEAMS [INAUDIBLE] MANAGE ACTIVELY THE ARTERIAL SYSTEM THROUGHOUT THE COUNTY. WE HAVE 110 ONLINE VIDEO CAMERAS 170 CLOSED CIRCUIT TV CAMERAS AND WE MAINTAIN OVER ACTUALLY 1200 SIGNALS ABOUT 80 PERCENT OF THOSE ARE ONLINE. WE DO USE DIFFERENT TECHNOLOGIES TO HELP US GET THERE AND WE [00:45:03] WILL GET NOW INTO THE FOCUS ON NORTHLAKE BOULEVARD AND FOR THAT I WILL HAVE LEE GET STARTED ON THIS. MOST CONCERNED SEGMENT OF NORTHLAKE IS FROM A MILITARY TRAIL TO US 1. THIS SEGMENT OF THE CORRIDOR IS ABOUT JUST OVER A THREE MILE 3.1 MILES. AND BUT IN THIS 3.1 MILE IT HAS 14 TRAFFIC LIGHTS AND THAT THE AVERAGE DAILY TRAFFIC IS FROM 25 THOUSAND TO 53, 54 THOUSAND VEHICLES PER DAY. THAT THAT'S A LOT OF TRAFFIC THAT WILL MAKE THE 14 TRAFFIC LIGHTS ALONG THIS CORRIDOR SEVEN OF THE TRAFFIC LIGHTS WILL OPERATE AT THE LEVEL OF SERVICE OF A D OR E WHICH IS VERY CLOSE TO THE CAPACITY AND SEVERAL INTERSECTION SEVERAL INTERSECTION IS SPLITTING INTERSECTION YOU KNOW THE SIDE STREET DOES SPLIT FACING OPERATION LIKE KEATING DRIVE [INAUDIBLE] AND MACARTHUR BOULEVARD. SPLIT FACING YOU SERVCE YOU KNOW ONE SIDE WAS OF THE SIDE STREET AND THEN SERVE THE OTHER SIDE. THE TWO SIDES DOESN'T GO CONCURRENTLY. YOU KNOW THAT MAKE YOU KNOW SOME SITUATION VERY CHALLENGING IF YOU KNOW BOTH SIDES THAT ALLOW PEDESTRIAN CROSSING YOU KNOW IS WE WILL TAKE AWAY THE GREEN TIME WHEN THE PEDESTRIAN PUSHED THE PASS BUTTON. THE PASS SIGNAL COMES UP. ALSO ANOTHER CHALLENGE ALONG THESE [INAUDIBLE] CORRIDOR IS THE SIGNAL SPACE VERY CLOSE CUTTING RESEARCH STUDY REALLY IF YOU WANT TO COORDINATE THAT THE TRAFFIC LIGHTS WELL YOU KNOW THE SIGNAL THE SPACE BETWEEN THE SIGNALS IS ABOUT TWO THIRDS TO HALF OF THE [INAUDIBLE] LINES. IF A VEHICLE TRAVELED BETWEEN THAT INTERSECTION YOU KNOW THE THAT ACCORDING TO THE SPEED LIMIT OF THIS CORRIDOR 45 MILE PER HOUR THAT WILL MAKE YOU KNOW TWO THIRDS OF THEM TWO THIRDS OF A MILE. THAT'S ABOUT IDEAL SPACE BETWEEN TRAFFIC LIGHTS. BUT LOOK AT THE INTERSECTION SPACE YOU KNOW THAT 3.1 MILE CONTAINS 14 TRAFFIC LIGHTS. YOU KNOW YOU TOOK [INAUDIBLE] YOU KNOW THAT TO MAKE ANOTHER YOU KNOW CHALLENGING SITUATION IN ORDER TO COORDINATE ALL THE TRAFFIC LIGHTS TOGETHER. AND ON TOP OF THAT YOU KNOW THIS THE LEVEL SERVICE [INAUDIBLE] IT'S ALL THAT'S CALCULATED BASED ON THE TYPICAL TRAFFIC OPERATION. AND IF YOU HAVE A PEDESTRIAN PUSH THE PEDESTRIAN BUTTON YOU ARE TRYING TO CROSS A MAJOR STREET ON NORTHLAKE. YOU KNOW THAT'S SOMETHING EXTRA. AND ALSO YOU HAVE AN EMERGENCY VEHICLE IF YOU KNOW THE EMERGENCY THINK OH YOU KNOW DON'T WANT TO GO THROUGH THE TRAFFIC LIGHTS THEY WILL HOLD UP ALL THE TRAFFIC AND THAT WILL HAVE AN EXTRA BURDEN FOR THE TRAFFIC SIGNAL INTERSECTION AND ALSO BETWEEN THE OLD DIXIE AND ALTERNATOR THERE IS A RAILWAY CROSSING AND THAT ON AVERAGE ABOUT 20 CROSSING PER DAY THAT'S ALMOST LIKE ONE CROSSING PER HOUR. YOU KNOW WHEN THESE THINGS HAPPEN EMERGENCY VEHICLE PEDESTRIAN PUSH BUTTON AND TRAIN CROSSING YOU KNOW WHEN THESE THINGS HAPPENS YOU KNOW YOU YOU KNOW THE INTERSECTION COULD GO QUICKLY FROM A LEVEL SURVEYS D OR E TO F FAILING. SO YOU KNOW WHEN THE INTERSECTION IS FAILED YOU CAN QUICKLY BUILD UP THE TRAFFIC QUEUE AND WE'LL NEED YOU KNOW WE'LL NEED THE TIME TO DISSIPATE THOSE QUEUE. ALSO. YOU KNOW IF YOU HAVE A SURROUNDING CONSTRUCTION PROJECT GOING ON SOME TRAFFIC WILL RE ROUTE IT REDIRECT YOU THE YOU KNOW CERTAIN DIRECTIONS CERTAIN MOVEMENT IT WILL GET HEAVIER. WHEN THAT HAPPENS ALSO EXACERBATE THE CONDITION OF A TRAFFIC LIGHT INTERSECTION OPERATING. YOU KNOW THESE ARE THE CHALLENGES WE'RE FACING. AND ON A [00:50:06] DAY TO DAY YOU KNOW OPERATION WITH THESE TRAFFIC LIGHTS AND OVER THE YEARS WE HAVE TRIED DIFFERENT TECHNOLOGIES AND [INAUDIBLE] WILL GO OVER THE TECHNOLOGY. YOU KNOW WE TRIED AND OVER THE YEARS YOU KNOW. GOOD EVENING. ALL RIGHT. SO SO THIS THIS GRAPHIC HERE SHOWS THE TIMELINE OF SOME OF THE KEY ACTIVITIES AS IT RELATES TO TRAFFIC SIGNALS TIMING. SO IN 2015 WE DEPLOYED AN ADAPTIVE TRAFFIC CONTROL SYSTEM. UNLIKE OUR TRADITIONAL SYSTEMS WHERE WE CHANGED THE TIMING PARAMETERS PRE SCHEDULE THROUGHOUT THE DAY. THIS ONE IN REAL TIME REACTS AND RESPONDS TO TRAFFIC DEMANDS BY HAVING EXTRA DETECTION EXTRA SENSORS AND ALGORITHMS THAT RUN THAT SYSTEM. IN 2017 WE HAD TO MIX QUITE A BIT OF ADJUSTMENTS ASSOCIATED WITH LANE CLOSURES AND DIVERSIONS WHEN THE PEDESTRIAN PORTION OF THE U.S. ONE BRIDGE JUST NORTH OF NORTHLAKE COLLAPSED. AND IN 2018 I'M SURE YOU HAVE ALL SEEN THESE CONSTRUCTION PROJECTS AT KEY INTERSECTIONS MILITARY TRAIL AS WELL AS OLD DIXIE INCLUDED QUITE A BIT OF ELEMENTS AND WE HAD TO MAKE ADJUSTMENTS TO ACCOMMODATE THESE AS WELL. AND THEN IN 2019 AFTER SIGNIFICANT CHALLENGES WE DECIDED TO TURN OFF THE ADAPTIVE SYSTEM THAT WAS DEPLOYED IN 2015 TEMPORARILY AND THEN WE PUT BACK NEW OPTIMIZED TRAFFIC SIGNAL TIMING PLANS JUST TO GO A LITTLE MORE IN-DEPTH ON THE ADAPTIVE TRAFFIC CONTROL SYSTEM THAT WE HAVE IT'S CALLED INSYNC AGAIN DEPLOYED IN THE SPRING OF 2015. INITIALLY SHOWED US SOME POSITIVE RESULTS SIMILAR TO WHAT YOU WOULD GET WHEN YOU RETIME A SIGNALIZED CORRIDOR. AND THEN WE STARTED OVER THE YEAR SEEING SOME CHANNEL CHALLENGES PARTICULAR TO NORTHLAKE BOULEVARD IN THIS CASE INCONSISTENT OPERATION AROUND THE INTERCHANGE WITH 95. IT'S A LIMITATION WITH THE ALGORITHMS AS WELL AS THE PEDESTRIAN ACTIVATIONS AND HOW THE SYSTEM HANDLES THEM RANDOMLY AT CERTAIN INTERSECTIONS AS LEE HAS MENTIONED. AND THEN SO WE FOUND OURSELVES HAVING TO CONSTANTLY TWEAK THE SYSTEM AND MAKE ADJUSTMENTS AND GO TO THE VENDOR AND TRY TO FIND SOLUTIONS CONSTANTLY. EVEN THOUGH THE SYSTEM IS SUPPOSEDLY AN ADAPTIVE SYSTEM SO SECONDLY HARDWARE FAILURES THAT THAT'S A KEY ONE. SO THIS SYSTEM REQUIRES LIKE THREE ADDITIONAL HIGHLY SENSITIVE ELECTRONIC PIECES OF EQUIPMENT IN THE SILVER BOX THAT RUNS THE TRAFFIC SIGNAL AT EVERY LOCATION LET ALONE ADDITIONAL HARDWARE UP IN THE AIR TO DETECT CUES AND MEASURE DELAYS OF VEHICLES THAT ARE STANDING IN THE QUEUE. WE'VE SEEN REPETITIVE FAILURES AND IN THESE COMPONENTS AND WHEN THESE FAIL THE SYSTEM REVERTS TO KIND OF A FAILSAFE MODE AND RUNS OFF OF HISTORICAL DATA. HOWEVER THAT WAS ALSO A BIG BIG CHALLENGE. THAT WASN'T A SMOOTH TRANSITION. THEN CAME THE CONSTRUCTION ACTIVITIES IN 2018 THAT ARE STILL BEING WRAPPED UP AT OLD DIXIE AND NORTH MILITARY SOME PICTURES OF THESE LANE CLOSURES DETECTION WENT OUT THE WINDOW OBVIOUSLY WITH THE WHOLE SUPPORT STRUCTURES AT THESE INTERSECTIONS BEING CHANGED SO THAT THE DEFINITELY SOME NON OPTIMAL OPERATIONS AT THESE TWO INTERSECTIONS TOOK PLACE FOR QUITE SOME TIME AND THEN IN 2019 AGAIN THE CHALLENGES WITH THE SYSTEM ESCALATION OF COMPLAINTS WE WENT AHEAD AND RETIMED THE CORRIDOR PUT BACK TO ADDITIONAL TIMING PLANS GIVEN THE CONSTRAINTS THAT WE HAVE ON THE LACK OF DETECTION AT THESE TWO KEY INTERSECTIONS THAT ARE UNDER CONSTRUCTION. WE DID MEASURE THE BEFORE AND AFTER CONDITIONS AND FOUND STABILITY AND POSITIVE RESULTS AFTER THIS DEPLOYMENT. WE ALSO ADDED THIS CORRIDOR UNDER THE FDOT SUPPORTED THE ACT OF ARTERIAL MANAGEMENT PROGRAM IT'S THIS THIS PROGRAM IS FOCUSED ON PROACTIVE INTERACTION WITH THE SIGNALS SYSTEM WE HAVE FIVE OPERATORS AND SIGNAL TIMING ENGINEERS THAT MAN OUR TRAFFIC MANAGEMENT CENTRE FROM 7 TO 7 AND MONITOR MONITOR CERTAIN CORRIDORS FOR ANY ISSUES WITH [00:55:02] TRAFFIC AND JUST REOCCURRING CONGESTION OCCURRING CONGESTION AS WELL AS ANY INCIDENTS OF DIVERSIONS THAT TAKE PLACE. SO UNLIKE TRADITIONAL WAYS OF DOING THINGS IT'S TAKEN THAT SECOND LEVEL OF MORE EYES ON THE SYSTEM. AGAIN THIS THIS THIS CORRIDOR WAS ADDED TO THAT NETWORK AND IS CONSTANTLY BEING MONITORED THROUGH A BUNCH OF INTELLIGENT TRANSPORTATION SYSTEM COMPONENTS SUCH AS CAMERAS AND THESE BLUETOOTH UNITS THAT HELP ASSESS TRAVEL TIME AND SPEED IN A RELATIVE MATTER SIMILAR TO WHAT YOU SEE ON YOUR GOOGLE MAPS WHEN YOU'RE TRYING TO GET SOMEWHERE THESE PICK UP YOUR ANY ENABLED BLUETOOTH DEVICE AND MATCH IT DOWNSTREAM. AND THIS IS HOW IT KEEPS TRACK OF TRAVEL TIME AND SPEED ON THE CORRIDOR. AND THIS IS JUST A QUICK SNAPSHOT OF SOME OF THE IMAGES WE SEE FROM OUR FROM OUR TRAFFIC CONTROL CENTER. AND THIS THIS SLIDE HERE SHOWS A SAMPLE OF THESE PROJECTS SOME OF WHICH ARE PROGRAMMED SOME ARE UNDER CONSTRUCTION LIKE THE ONES WE MENTIONED THAT NORTHLAKE MILITARY NORTH LAKE IN OLD DIXIE HOOD ROAD IS BEING WRAPPED UP AND FINALLY TO JUST TO RECAP IT'S TAKEN SEVERAL INITIATIVES WHEN IT COMES TO TRAFFIC SIGNAL TIMING ALONG THIS CORRIDOR WITH SUPPORT FROM FDOT UNDER ITS ARE ACTIVE ARTERIAL MANAGEMENT PROGRAM THAT THAT THE SYSTEM INITIALLY WORKED OK. HOWEVER WE WE RAN INTO QUITE A BIT OF ISSUES WITH IT AND CHALLENGES GIVEN THE UNIQUE CHARACTERISTICS OF THIS OF THIS CORRIDOR. SO AS OF THIS YEAR WE'VE PUT BACK ALL TIMING PLANS TRADITIONAL TIMING PLANS THAT CHANGED BY TIME OF DAY. I MEAN THE SYSTEM THAT THE STATE OR THE COUNTY IS USING TO COORDINATE TRAFFIC FOR IT SO SO [01:10:03] THE SYSTEM THE INTERSECTIONS CAN SPEAK TO ONE INTERSECTION AFTER ANOTHER IS NOT SMART ENOUGH TO MOVE TRAFFIC BECAUSE IT GETS INTERRUPTED OVER A PEDESTRIAN. IT SHOULD SOMEHOW HAVE TO RESET ITSELF. AND THEN WITHIN A CYCLE OR TWO. BESIDES YOU'RE TAKING YOUR LIFE TO CROSS NORTHLAKE BOULEVARD ANYWAY. RIGHT. BUT IT SHOULD BE SMART ENOUGH TO WITHIN A CYCLE REGROUP AND THEN START MOVING TRAFFIC HARMONIOUSLY EVEN THOUGH THAT'S IMPOSSIBLE. BUT PGA BOULEVARD IS A WHOLE DIFFERENT ANIMAL. WE'RE NOT MOVING THAT MUCH TRAFFIC. PROBABLY A THIRD OF THE AMOUNT OF TRAFFIC ON PGA THAT THERE IS ON NORTHLAKE. SO IT'S BEEN WORKING AND IT'S BEEN OFF FOR HOW LONG. PGA. SINCE MARCH I BELIEVE RIGHT. SO WHAT'S THE PROBLEM WITH FIXING. PGA. YEAH. SO WHAT HAPPENED IS THAT THIS VENDOR INSYNC WAS SUMMONED OVER AND AS [INAUDIBLE] SAID HE CAME HERE TO VISIT US ACTUALLY THE CEO OF THE COMPANY BECAUSE THEY GOT THE WORD THAT WE TURNED OFF THEIR SYSTEM AND WE MAY NOT REINSTATE IT. [INAUDIBLE] FROM THE SCHOOL BOARD SPOKE TO US A CEREMONY WHERE CRAIG GOLDENFAR DONATED AEDS TO OUR CITY. MARIA. HE HAD JUST LEFT THE PALM BEACH GARDENS POLICE STATION WHICH WAS OFF DUTY AND WAS ON HIS WAY HOME WHEN HE NOTICED SOMETHING OCCUR APPROXIMATELY A MILE IN THE ROADWAY IN FRONT OF HIM AS AS HE APPROACHED HE REALIZED THAT A SEMI TRACTOR TRAILER HAD DRIVEN OFF THE ROADWAY AND COLLIDED WITH THE GUARDRAIL. THE TRUCK AND TRAILER RIG OVERTURNED ON ITS ROOF IN THE IN THE BUSHES IMMEDIATELY AND IMMEDIATELY CAUGHT FIRE. OFFICER BAEZ CALLED IN THE ACCIDENT [01:25:03] EXITED HIS VEHICLE TO ASSESS THE SCENE. HE FOUND THE DRIVER LAYING ON THE GROUND IN A DITCH ONLY FEET FROM THE FULLY ENGULFED TRACTOR TRAILER. OFFICER BAEZ OBSERVED A DARK FLUID ON THE DRIVER'S BODY AND CLOTHING WITH THE FIRE QUICKLY SPREADING THROUGH THE THICK BRUSH AREA BAEZ DRAGGED THE VICTIM ABOUT 20 YARDS TO HIS PATROL VEHICLE. HE DROVE HIM UP THE SHOULDER OF THE ROADWAY TO AN AREA THAT WAS SAFE FROM THE FIRE. LEARNING THAT THERE WAS NO OTHER OCCUPANTS IN THE TRUCK OFFICER BAEZ IMMEDIATELY BEGAN CHECKING THE VICTIM FOR INJURIES AND DETERMINED THAT THE BLACK FLUID THAT WAS ON HIS BODY APPEARED TO BE EITHER DIESEL FUEL OR HYDRAULIC FLUID FROM THE ACCIDENT. HE RINSED THE FLUID OFF THE VICTIM AND THEY WAITED FOR PALM BEACH GARDENS FIRE RESCUE TO ARRIVE PALM BEACH GARDENS AND PALM BEACH COUNTY FIRE RESCUE UNITS ARRIVED ON THE SCENE EXTINGUISH THE FIRE AND BEGIN TREATING THE VICTIM. PALM BEACH GARDENS FIRE CAPTAIN JASON O'BRIEN CONTACTED HIS COMMAND STAFF AND ADVISED HIM OF OFFICER BIAS HEROIC ACTIONS. HE STATED IN AN EMAIL RECOGNIZING OFFICER OFFICER BAEZ'S ACTIONS QUOTING HIS SELFLESS ACTIONS AND WILLINGNESS TO PUT HIMSELF IN HARM'S WAY PROBABLY SAVED THIS DRIVER'S LIFE AND CERTAINLY LIMITED THE INJURIES THAT HE HAD SUSTAINED. THE CITY MEETING ITS LEASE REQUIREMENTS FOR THE COUNTY IN TERMS OF PHASE TWO AS CHARLOTTE POINTED OUT THE FACILITY WILL INCLUDE A VARIETY OF INDOOR SPORTING AMENITIES INCLUDING BASKETBALL VOLLEYBALL PICKLEBALL FOOTBALL ETC.. THE CITY WILL OWN THE FACILITY AFTER THE INITIAL TERM OF THE AGREEMENT WHICH COINCIDES WITH OUR INITIAL FIRST TERM OF THE INITIAL FIRST TERM OF THE LEASE AGREEMENT. SO WHEN THE LEASE AGREEMENT ENDS THEN THE TERM OF THIS WILL END AND THE CITY WILL OWN THE FACILITY THAT PUBLIC PRIVATE PARTNERSHIP RULES OF FLORIDA STATUTES REQUIRE THAT AT SOME POINT A PUBLIC ENTITY MUST OWN THE FACILITY AT THAT TIME WE MAY CHOOSE AGAIN TO TURN AROUND AND LEASE THE FACILITY BACK TO THE FOUNDATION.
