WE PROVIDE OVERSIGHT, ACCOUNTABILITY AND TRANSPARENCY FOR MORE THAN 12,000 PUBLIC OFFICIALS, EMPLOYEES AND ADVISORY BOARD MEMBERS, AS WELL AS CERTAIN VENDORS AND LOBBYISTS THROUGHOUT PALM BEACH COUNTY.
THE CODE OF ETHICS APPLIES NOT ONLY TO COUNTY GOVERNMENT, BUT ALSO TO ALL 39 MUNICIPALITIES, ENSURING THAT PUBLIC OFFICIALS AND EMPLOYEES ACT WITH INTEGRITY, INDEPENDENCE AND IMPARTIALITY, AND THAT THE PUBLIC OFFICE IS NEVER USED FOR PERSONAL GAIN.
BUT OUR ROLE IS NOT JUST ABOUT ENFORCEMENT, IT'S ABOUT PREVENTION.

WE CURRENTLY HAVE AUTHORIZED THE EXECUTION OF $18 MILLION IN CONSTRUCTION CONTRACTS, AND HAVE SPENT AN ADDITIONAL $534,000 TO PROCURE ESSENTIAL MATERIALS TO EXPEDITE THE CONSTRUCTION PROCESS DUE TO LONG LEAD ITEMS IN THE MARKETPLACE.
OUR SITE PLAN APPROVAL BEGAN ON APRIL 29TH, 25 DAYS AFTER OUR EXECUTION OF THE P3 AGREEMENT, AND YOU CAN SEE THAT IT WENT THROUGH THE NECESSARY FORMS AND GOT THROUGH OUR APPROVAL ON JANUARY 9TH OF 2025.
OUR CONSTRUCTION PLANS WERE SUBMITTED BEFORE THE NINE MONTH, NINE MONTH MILESTONE FOR THE AGREEMENT ON JANUARY 3RD, AND OUR FINAL CONSTRUCTION PLANS WERE. APPROVAL WAS OBTAINED ON APRIL 3RD.

WE ALSO WORK WITH YOUR TRADITIONAL HEALTHCARE PROVIDERS, WHICH WOULD BE HOSPITALS AND OTHER THINGS THAT WE CONSIDER TO BE CULTURAL FACILITIES, WHICH WOULD BE SPORTS FACILITIES IN ADDITION TO THEATERS.

SO WE WANTED TO LAY OUT THE SOURCES OF FINANCING THAT HAVE BEEN OBTAINED FOR THIS PROJECT. TO START, I CAN CONFIDENTLY SAY TO YOU TONIGHT THAT WE HAVE SECURED A TERM SHEET FOR BANK FINANCING FOR THIS PROJECT THAT HAS BEEN SIGNED AND EXECUTED NOT ONLY BY THE FOUNDATION, BUT ALSO A NATIONALLY RECOGNIZED BANK.
THAT AMOUNT IS FOR 29 MILLION. I'LL DISCUSS IT A LITTLE BIT MORE IN DETAIL ON THE NEXT SLIDE.
WE ALSO HAVE A SUBORDINATE LOAN THERE. THAT'S FROM LARRY ROBBINS.
THAT $29 MILLION. THE REASON WHY WE HAVE THAT SUBORDINATE LOAN IS ONE.
IT'S ANOTHER PLEDGE OF MONEY FROM LARRY, WHICH HE'S ALREADY PLEDGED. 10 MILLION. SO THIS IS IN ADDITION TO THAT, BUT IT WILL BRIDGE US TO ADDITIONAL FUNDRAISING THAT THE THAT THE FOUNDATION HOPES TO SECURE.

BUT ALSO THERE'S ADDITIONAL FUNDRAISING THAT THEY HOPE TO RAISE. SO LARRY HAS PUT UP THAT EXTRA MONEY. AND, YOU KNOW, TO DATE, THE GUYS PLEDGED OVER $20 MILLION BOTH IN DONATIONS AND SUBORDINATE LOANS TO THIS PROJECT.
SO THERE'S A LOT OF SKIN IN THE GAME, AS JEFF MENTIONED.
$2.6 MILLION HAS BEEN SPENT TO DATE ON THIS PROJECT.
AS MENTIONED, I CAN CONFIDENTLY SAY THERE IS A TERM SHEET.
I'VE REVIEWED IT, OUR TEAM HAS REVIEWED IT, THE FOUNDATION HAS REVIEWED IT.
IT IS EXECUTED WITH A NATIONAL BANK THAT HAS ASSETS IN EXCESS OF 200 MILLION.
THIS IS NOT A SMALL BANK. THIS IS A TOP 20 BANK IN THE COUNTRY BASED ON ASSET SIZE.
UNFORTUNATELY, WITH MOST OF THESE FINANCINGS AND MOST OF THESE TERM SHEETS THAT WE RECEIVE FOR NONPROFITS, THERE IS A CONFIDENTIALITY CLAUSE IN THE TERM SHEET AS WE AS IT CURRENTLY STANDS.

AGAIN, $29 MILLION CREDIT FACILITY. IT'S A TAX EXEMPT RATE.
BUT 5.59%, IT'S A FIVE YEAR TERM LOAN WITH A 25 YEAR AMORTIZATION.

BUT BECAUSE OF THAT PROCESS AND WHY WE WANT TO TAKE THAT TIME TO DO IT IS THE BENEFIT IN THE RATE.IF WE DID THIS TAXABLE, THE TAXABLE EQUIVALENT RATE WOULD BE 7.03% VERSUS THE 5.59%.

AND JUST SO YOU KNOW, A COMMON MISCONCEPTION WHEN WE TALK ABOUT MUNICIPAL BONDS FOR THESE SORT OF NONPROFIT PROJECTS, THERE IS NO, NO MUNICIPAL ENTITY, WHETHER IT BE THE ISSUER, THE CITY, THE COUNTY, THE STATE IS ON THE HOOK FOR THIS.

WE CONSULTED WITH A FEW DIFFERENT COMPANIES, AND WHAT WE LEARNED WAS OVER THE NUMBER OF YEARS THAT THEY WERE ON THE WALL THE WATER WAS ABLE TO WORK ITS WAY INSIDE AND BEHIND THE CLEAR COAT.
AND THAT'S KIND OF WHAT CAUSED THAT PAINT TO FAIL.
SO WE SPOKE TO MR. FULLER. MARK FULLER HAS WORKED IN THE CITY FOR A LONG TIME.

AND WE LOOKED AT OUR PLAZA AND, YOU KNOW, OUR WATER WALL, AND, YOU KNOW, WE LOVE OUR WATER WALL.
AND WE REALLY WANTED TO TRY AND INCORPORATE THAT INTO THE NEW PIECE.
AND SO WHAT HE PROPOSED TO US WAS UTILIZING THE STAINLESS STEEL PANELS THAT WE HAD, BUT THEN COVERING THEM WITH A NEW BRUSHED STAINLESS STEEL PANEL AND THEN MOUNTING A POLISHED STAINLESS STEEL FISH ONTO THESE PANELS AND THEN MOUNTING THEM ONTO THE WATER WALL, AND THEN LAYING OUT THE FISH IN KIND OF A FASHION THAT LIKE, LOOKS LIKE A SCHOOL, BUT THEN ALSO MOUNTING THEM AT VARIOUS DEPTHS, SO BETWEEN 1IN AND 3 INCH OFF OF THE PANEL. AND SO IT KIND OF GIVES YOU THIS COOL DEPTH EFFECT INSTEAD OF IT LOOKING KIND OF FLAT AND 2D.
THAT'S WHAT IT WOULD LOOK LIKE DURING THE DAY AND IN THE EVENING AND IN THE EVENING.
IT'S GREAT BECAUSE WE HAVE THESE KIND OF MULTICOLORED LED LIGHTS IN THE FOUNTAIN, AND THE POLISHED STAINLESS STEEL FISH WOULD REFLECT THEM IN A DIFFERENT FASHION THAN THE PANEL ITSELF. AND SO IT JUST KIND OF GIVES IT A COOL CONTRAST.
AND THEN MARK WANTED ME TO READ JUST A REAL QUICK PIECE, JUST A QUICK BLURB FROM HIM ABOUT IT.
THIS NEW INSTALLATION DISCARDS THE ORIGINAL PANEL TO PANEL DISPLAY OF A SINGLE FRAGMENTED DNA STRAND WITH A SYMPATHETIC, VISUALLY ANIMATED INTERPRETATION OF A SCHOOL OF FISH SWIMMING FROM PANEL TO PANEL.
THE INDIVIDUAL FISH, IN THREE SIZES, ARE RANDOMLY DISPERSED ACROSS THREE DIFFERENT LAYERS, PROJECTING BEYOND THE INDIVIDUAL PANELS. THIS PROVIDES ADDED DIMENSION AND CHARACTER TO THE OVERALL SCHOOL, AS FISH WOULD SPATIALLY APPEAR TO BE IN FRONT OF OR BEHIND ONE ANOTHER.

SO AS RESIDENTIAL GETS BUILT OUT, WHICH I KNOW IS TEN, 15, 20 YEARS AWAY IN THE CITY THE COMMERCIAL BASE WILL CONTINUE TO SUPPORT THE UPRISING NEEDED TO FUND POLICE AND FIRE, RECREATION AND ALL THE SERVICES THAT WE OFFER IN OUR CITY.
AND RON IS INVOLVED IN THAT FROM DAY ONE WITH HIS MANAGEMENT TEAM ON ALL AVENUES.
SO, WHEN HE SAYS IT'S A TEAM APPROACH, HE REALLY DOES MEAN THAT.

AND OUR FACILITIES LIKE THE BURNS ROAD REC CENTER AS AN EXAMPLE.
WE JUST SAW THAT SATURDAY. WHAT AN AMAZING FACILITY.
AND, YOU KNOW, KUDOS TO STAFF. BUT KUDOS TO YOUR LEADERSHIP FOR THAT AS WELL.
KNOWING THAT WE DEFINITELY NEEDED THAT IN OUR CAPITAL IMPROVEMENT PLAN TO RENOVATE.
AND I THINK THE COMMUNITY IS GOING TO REALLY BENEFIT FROM THAT.

AND I'VE GOT TO TELL YOU, I'VE, YOU KNOW, BEEN IN PUBLIC SERVICE TO AROUND POLICE DEPARTMENTS.
IT WAS IMPRESSIVE. AND I WAS TRULY SHOCKED AT EVERYTHING YOU GUYS DO, NOT ONLY FOR THINGS THAT WE SEE DAILY AND THINGS THAT COULD HAVE IMAGINED, BUT THINGS I WOULD HAVE NEVER THOUGHT OF. SO IT GOES A LOT TO SAYING STUFF TOWARDS THE CHIEF, BUT ALSO TOWARDS THE GUYS IN THE FIELD THAT HAVE TO LEARN ALL THESE NEW THINGS AND WORK ALL THESE THINGS, BUT THEY ARE WAY ADVANCED OF ANYTHING I'VE COULD HAVE IMAGINED, AND I REALLY APPRECIATED THAT.
BUT DESANTIS WAS IN TOWN TODAY TO SIGN A BILL FOR FIREFIGHTER HEALTH AND SAFETY.
SO THANK YOU FOR TAKING CARE OF THE FIREFIGHTERS AND GIVING A 42 HOUR WORKWEEK.
SO IT WAS PRETTY COOL TO SEE HIM. ONE OF THE COOL THINGS ABOUT, LIKE I HAD MENTIONED ABOUT THE POLICE DEPARTMENT, BUT BEING THERE WITH THE GOVERNOR AND EVERYTHING OF COURSE THE SWAT TEAM AND SOME OF THE OFFICERS ENDED UP DOING THE SECURITY DETAIL FOR THE AUDIENCE AND EVERYTHING.
AND IT WAS PRETTY NEAT TO SEE THEM IN ACTION RIGHT AFTER I'D GOTTEN THE TOUR AND KNOW SOME OF THE GUYS, AND I CAN'T TELL YOU HOW PROFESSIONAL THEY WERE AND HOW WELL DONE.
AND BUT IT WAS PRETTY NEAT TO JUST SEE HOW THEY HANDLED IT THINGS PROFESSIONALLY.
ONE OF THE BIGGEST THINGS THAT STOOD OUT TO ME WAS THEY CAME UP TO ME AND INTRODUCED MYSELF AS THE UNMARKED GUYS AND SAID, THIS IS WHO WE ARE. THIS IS WHERE WE'LL BE. IF SOMETHING HAPPENS, ONE OF US WILL COME GET YOU OR YOU FIND US.
