AND OUR FIRST PRESENTATION TONIGHT IS FROM REPRESENTATIVE MIKE CARUSO TO PROVIDE A LEGISLATIVE UPDATE.

WELCOME. AND THANK YOU FOR BEING HERE. THANK YOU, MAYOR TINSLEY.

VICE MAYOR MIDDLETON AND COUNCIL MEMBERS. HOPE EVERYBODY'S DOING WELL TODAY.

IT'S SO GREAT TO BE BACK HOME AND IN THE DISTRICT AND HERE IN PALM BEACH GARDENS.

REALLY EXCITED TO BE HERE. I COULD GO ON TODAY FOR ABOUT TWO HOURS AND TELL YOU THE TRAGEDIES AND THE CHAOS THAT WENT ON IN, IN, IN SESSION THIS YEAR, STARTING WITH SPECIAL SESSION.

BUT WE'LL GO OVER A LITTLE BIT OF IT, BUT AND I'LL TRY TO NARROW IT DOWN TO WHAT, TEN MINUTES.

IS THAT TOO LONG. IS THAT GOOD? YOU'RE IN CHARGE.

WE'D LOVE TO. SADLY, THIS SESSION THIS YEAR WAS MORE ABOUT STOPPING BAD LEGISLATION THAN IT WAS ABOUT CHAMPIONING CHAMPIONING THE THE BEST OF LEGISLATION, THINGS WE NEEDED MISGUIDED PRIORITIES, INFIGHTING FAILING TO DELIVER RESULTS TO FLORIDIANS REALLY IS WHAT WHAT IT WAS ABOUT.

AND WE HAD SO MUCH WORK TO DO. WE HAD SUCH AS LOWERING INSURANCE RATES HARDENING OUR HOMES, AFFORDABLE HOUSING, TAX HOLIDAYS, THINGS LIKE THAT.

WHAT WE DID IS MY MY JOB THIS YEAR, IT'S TURNED INTO BEING AS A, AS A I TRY TO STOP BAD LEGISLATION. SOME OF THE BAD LEGISLATION STARTED WITH THE IN SPECIAL SESSION, IF YOU REMEMBER, A THE AMNESTY BILL THAT WAS PUT FORTH BY LEADERSHIP IN THE FLORIDA HOUSE, THAT BASICALLY IT WOULD HAVE WOULD ALLOW CATCH AND RELEASE OF ILLEGAL ALIENS COMMITTING CRIMES. IT WOULD HAVE ALLOWED.

OH. LET'S SEE. OH, IT WOULD HAVE MADE IT ILLEGAL FOR LAW ENFORCEMENT.

BOTH PALM BEACH GARDENS, THE COUNTY SHERIFFS AND THE STATE LAW ENFORCEMENT OFFICERS TO WORK WITH ICE AND SIGN 8287 GS.

THERE WAS NO PENALTIES FOR FOUR FOR ILLEGALS VOTING, THINGS LIKE THAT.

IT WAS. IT HAD BEEN CHAOS. WE KILLED THAT BILL.

I THINK MORE THROUGH SOCIAL MEDIA THAN THE VOTES IN THE HOUSE BECAUSE IT PASSED THE HOUSE.

THE THE SENATE PULLED BACK AND THE GOVERNOR VETOED IT.

AND THE SENATE DIDN'T HELP. YOU KNOW, STEP IN TO OVERRIDE IT.

SO WE WENT ON AND WE PASSED AN IMMIGRATION BILL THAT I THINK WAS PRETTY SOLID.

IT MADE IT LEGAL FOR OUR LAW ENFORCEMENT TO WORK WITH ICE AND THE AND THE DEPARTMENT OF JUSTICE.

IT IT DID. SOME OTHER THINGS, LIKE MADE IT ILLEGAL FOR OUR CHECK CASHING COMPANIES TO, TO DO REMITTANCES OUT OF THE COUNTRY.

FOR THOSE THAT ARE ILLEGAL AND THINGS LIKE THAT, AND HAD SOME VOTING LAWS THAT WERE IN THERE AND TO TIGHTEN UP OUR VOTING LAWS AND MADE IT MANDATORY DETENTION FOR ILLEGALS SO THEY COULDN'T DO CATCH AND RELEASE.

SO AND THAT WAS A BIG THING. AND THAT WAS, THAT WAS THAT WAS A SPECIAL SESSION.

THEN WE GOT TO MAIN SESSION YOU KNOW, THE REGULAR SESSION, AND WE STOPPED THE BILL.

THAT WOULD HAVE ENDED CRAS. AND I DON'T KNOW IF YOU SAW THAT ONE GOING THROUGH THE HOUSE AND ALL THAT.

I WAS VEHEMENTLY AGAINST IT. THE GOVERNOR WAS AGAINST IT, AND AND IT DIED.

IT DIED AT THE END THERE. BUT IT DID PASS THE HOUSE AND THE INSANITY THERE WAS ANOTHER ONE THAT WE WE PASSED THAT WE STOPPED WAS THE GETTING RID OF THE DEPARTMENT OF BUSINESS AND PROFESSIONAL REGULATION.

SO WE NO LONGER HAVE LICENSES FOR CPAS, ENGINEERS, ARCHITECTS, CONTRACTORS, THINGS LIKE THAT.

WE'RE WONDERING IT JUST DIDN'T MAKE SENSE THAT ONE DIED.

BECAUSE THE SESSION JUST WENT ON FOR AN EXTRA 45 DAYS AND THAT SORT OF THING.

SO I, AS A CPA, I JUST COULDN'T UNDERSTAND THAT ONE AT ALL.

AND WITH THE NEED FOR ENGINEERS THESE DAYS, INSPECTING OUR HIGH RISES AND THINGS LIKE THAT.

I'M NOT LICENSING ENGINEERS ANYMORE. SOUNDED JUST CHAOTIC.

SO WE DID THAT. WHAT ELSE DID WE STOP? IT WAS JUST JUST A CRAZY SESSION.

MOVING. WHAT DID WE DO? WE GOT RID OF THE COMMERCIAL RENT TAX.

AND THAT'S SOMETHING I HAD BEEN WORKING ON FOR SEVEN YEARS TO GET RID OF.

AND MY FIRST YEAR I WENT IN, I MET WITH SPEAKER OLIVA.

HE SAID IT'S GOING TO BE A BIG HALL. IT'S ABOUT A TWO, $2.5 BILLION BUDGET LINE.

AND SO WE NIBBLED AWAY AT IT FOR SEVEN YEARS.

AND FINALLY, BEGINNING OCTOBER 1ST, THERE WILL BE NO COMMERCIAL LEASE TAX.

FOR FOR THE STATE. LET'S SEE ANOTHER GREAT BILL.

WE WE PASSED MY SAFE FLORIDA CONDO PROGRAM BILL.

IT LIMITED. WHAT? IF YOU REMEMBER, LAST YEAR WE HAD A $30 MILLION PROGRAM WHICH ALLOWED CONDOS OVER THREE STOREYS, THREE STOREYS OR MORE TO GO. APPLY FOR $150,000 GRANT.

WHAT WE DID IS WE EXTENDED THAT $30 MILLION TO $150 MILLION THIS YEAR, AND WE INCREASED THE AMOUNT TO $175,000.

SO THAT WAS THAT WAS A GOOD THING BECAUSE YOU KNOW, A LOT OF OUR CONDOS AND, YOU KNOW, THAT THEY JUST NEED HARDENING AND, AND A FOR INSURANCE REASONS, MOSTLY. OH, AND THAT'S ONE OF THE BILLS THAT WE KILLED.

WE THEY WERE TRYING TO THEY'RE TRYING TO REPEAL TORT REFORM.

AND THAT WOULD HAVE THAT WOULD HAVE CAUSED OUR.

AND I WORKED HARD AT THAT ONE TO KILL THAT, IT WOULD HAVE MADE OUR PROPERTY INSURANCE, OUR CAR INSURANCE AND OUR HEALTH INSURANCE GO UP.

AND THAT'S THE LAST THING WE WANT. AND YOU'RE YOU'RE LOOKING AT ME LIKE, WHY DID THEY RUN THESE BILLS? THESE BILLS WENT ALL THE WAY TO THE HOUSE FLOOR.

THAT'S HOW THAT'S HOW FAR THEY WENT. THAT'S HOW LEADERSHIP WAS PUSHING THEM.

LET'S SEE, WHAT ELSE HAVE WE GOT? LIVE LOCAL ACT.

WE WE WE EXPANDED THE AMENDED THE LIVE LOCAL ACT AND TO MAKE LET'S SEE LOCAL GOVERNMENTS TO ALLOW LOCAL GOVERNMENTS TO APPROVE THE DEVELOPMENT OF AFFORDABLE HOUSING ON PAR SHARES OWNED BY RELIGIOUS INSTITUTIONS.

THERE WAS A NUMBER OF CHANGES THAT WE DID ON THAT.

AND LASTLY, THE BUDGET AS EVERY STATE IN THE COUNTRY WAS INCREASING THEIR BUDGETS.

FLORIDA IS THE ONLY ONE THAT DECREASED THEIR BUDGET BY ABOUT 2%, ABOUT $2 BILLION, $2.5 BILLION.

AND SOMETHING THAT I THINK WE CAN BE PROUD OF.

TRYING TO BE FISCALLY RESPONSIBLE. AND AS A RESULT OF THAT FISCAL RESPONSIBILITY THAT WE CONTINUE TO EXERCISE, WE'VE WE'VE ACHIEVED THE HIGHEST CREDIT RATING IN THE COUNTRY AMONG ALL THE STATES.

SO THAT THAT KEEPS KEEPS OUR BORROWING COSTS WAY DOWN.

WHERE DO WE SPEND OUR MONEY? HALF OF IT GOES.

ALMOST HALF OF IT GOES TO HEALTH AND HUMAN SERVICES, WHICH IS MEDICAID.

EDUCATION TOOK 30, $32 BILLION, OR ABOUT 28%.

WHAT WHAT THAT INVOLVED WAS INCREASING OUR PER CAPITA ALLOCATION OF FUNDS FOR STUDENTS K THROUGH 12 TO OVER $9,000.

$9,500. ALMOST. WHEN I STARTED IN THE HOUSE SEVEN YEARS AGO, IT WAS JUST UNDER $6,000.

SO WE'VE INCREASED IT OVER WELL OVER 50% IN THE LAST LAST SEVEN YEARS.

SO THAT'S A BIG THING. AND ONCE AGAIN, FOR THE 12TH YEAR IN A ROW, WE'VE WE WE WE FIXED WE DID NOT RAISE THE COST OF TUITION IN OUR STATE COLLEGES AND OUR UNIVERSITIES. SO IF YOU GO TO A STATE COLLEGE OR UNIVERSITY RIGHT NOW, YOU'RE GOING TO PAY THE SAME THING THAT WE THAT STUDENTS WERE PAYING IN 2012.

AND WELL. YOU CAN'T SAY THAT ABOUT ANYTHING. YOU KNOW, SO THAT'S THAT'S A BIG DEAL.

AND THE PURPOSE OF IT IS TO TRY TO ATTRACT PEOPLE TO COME TO FLORIDA.

WE WANT WE WANT BRAIN TALENT COMING TO COME TO FLORIDA AND STAYING HERE BECAUSE WE KNOW IF WE GET THEM HERE, THEY TYPICALLY STAY HERE FOR THE WEATHER AND OTHER THINGS, JOBS AND ALL THAT STUFF.

TRANSPORTATION TOOK UP 22 BILLION TRANSPORTATION, NATIONAL RESOURCES AND ENVIRONMENT AND LET'S SEE, CRIMINAL JUSTICE, 5 BILLION AG, 2.5 BILLION TOTAL BUDGET, $117 BILLION.

AND IN DOING THAT, WE WE AS I SAID, WE CUT $2 BILLION FROM REPEALING THE BUSINESS TAX, RENT.

AND WE CREATED SOME SALES TAX HOLIDAYS, MADE SOME OF THEM PERMANENT, LIKE THE BACK TO SCHOOL HOLIDAY.

IT'S NOW PERMANENT IN OUR STATUTES. IT'S NOT SOMETHING WE GOT TO VOTE ON EVERY YEAR AUGUST AND THINGS.

SO FOR THE MONTH OF AUGUST, EVERYTHING CHILDREN'S CLOTHES UNDER $100.

SCHOOL SUPPLIES UNDER 50. PERSONAL COMPUTERS UNDER $1,500.

SO THEN WE HAD, YOU KNOW, THE HURRICANE. HOLIDAY FOR GENERATORS AND THINGS LIKE THAT.

AND AND AND THAT'S ABOUT IT. AND I THINK, YOU KNOW, I DON'T HAVE THE LIST, BUT I DID I COME THROUGH WITH

ANY ANY APPROPRIATIONS THIS YEAR? I'M NOT SURE.

I'M NOT SURE. AS AS ONE THAT, YOU KNOW, I, I.

I KNOW OUR CITY MANAGER CAN ANSWER THAT, BUT.

YES. WELL, I HOPE SO. I JUST DON'T REMEMBER. BUT APPROPRIATIONS WAS A STRANGE THING THIS YEAR BECAUSE I WAS OPPOSING LEADERSHIP THE WHOLE TIME. AND SO I DIDN'T GET ANY OF MY BILLS PASSED, AND I DIDN'T TECHNICALLY GET ANY APPROPRIATIONS THROUGH, BUT I DID MANAGE TO HAND THEM ALL OUT TO DIFFERENT FRIENDS IN THE FLORIDA HOUSE THAT WORKED HARD ON THEM, AND I HELPED GET THOSE APPROPRIATIONS PASSED THROUGH TO THE GOVERNOR.

SO PASSES VETO PEN. SO THAT'S THAT'S WHERE WE ARE.

SO ANY QUESTIONS I'LL BE HAPPY TO ANSWER THEM.

THAT'S THAT'S THE STATE OF THE STATE. YEAH. GOOD.

GOOD. SO WE'VE HEARD THE TERM ZOMBIE BILLS ABOUT THE BILLS THAT COME BACK FROM PREVIOUS YEARS.

WHAT ARE YOUR TOP ONE, 2 OR 3 YOU THINK WE MIGHT BE CONTENDING WITH THIS YEAR THAT WILL AFFECT MUNICIPALITIES AFFECT MUNICIPALITY? THAT'S A GREAT QUESTION. COUNCILMAN. WOMAN. MEMBER.

JUST CALL ME CHELSEA. I CAN'T DO THAT FROM HERE.

WHAT'S GOING TO COME? I THINK I THINK SOME OF THESE BILLS ARE GOING TO COME BACK.

THE DBP BILL. I'M PRETTY SURE IT'S GOING TO COME BACK.

I THINK THE INSURANCE TORT REFORM REPEAL IS GOING TO COME BACK.

YOU KNOW, I'LL CONTINUE TO FIGHT IT. AND ALONG WITH THE GOVERNOR AND AND I THINK THOSE ARE THE PRIMARY ONES.

I THINK THAT FROM A, FROM A MUNICIPALITY SPECIFIC PERSPECTIVE THEY WILL LEADERSHIP WILL CONTINUE TO CUT HOME RULE, YOU KNOW, ATTACK HOME RULE. AND IT'S JUST BEEN THE PREDOMINANT THEME THIS PAST YEAR.

SO YOU KNOW, THAT'S SOMETHING THAT WE WE KEEP OUR EYE OPEN.

AND I KNOW YOU GUYS KNOCK ON MY DOOR A LOT AND AND SAY, HELP, YOU KNOW, SO I'LL BE THERE FOR YOU.

WELL, WE APPRECIATE ALL THE PHONE CALLS THIS WHOLE YEAR. AND YOU'VE SHOWN UP FOR MEMORIAL DAY AND EVERYTHING LIKE THAT.

HOW DO RESERVES LOOK? DID YOU ADD TO RESERVES THIS YEAR WITH ALL THE CHANGES OR WHAT WOULD THE STATE DO? WE DID. WE ADDED I BELIEVE WE ADDED $3 BILLION TO RESERVES AND OR 2 OR $3 BILLION.

WE'RE UP TO AROUND $15 BILLION IN RESERVES WITH THE STATE.

THAT'S A LOT OF SAVINGS TO HAVE. I THINK WE WE ALSO DECREASED DEBT BY ABOUT $2 BILLION.

SO THAT'S THAT'S A GOOD THING TOO. SO IT'S ALL THE SAME.

YOU KNOW, WE'RE EITHER CUTTING DEBT BACK DEBT, AND WE HAVE THE LEAST AMOUNT OF DEBT THAN ANY OTHER STATE IN THE COUNTRY.

SO WE'RE IN GOOD SHAPE. YEAH, WE'RE WE'RE HAPPY TO BE IN FLORIDA FOR SURE.

OH, YEAH. FLORIDA'S GREAT. THANK YOU. WE'VE GOT A GOOD GOVERNOR.

AND AND HE KIND OF LAYS IT OUT THERE AND HAS BEEN A GREAT LEADER.

A CHAMBER THAT WAS BUILT BY SMALL BUSINESSES FOR SMALL BUSINESSES.

THAT SPIRIT STILL DRIVES US TODAY. YOU KNOW, WITH OVER 83% OF OUR MEMBERS, WE'VE BECOME WE WHO ARE SMALL BUSINESSES.

SINCE THAT HUMBLE BEGINNING, WE'VE BECOME ONE OF THE LARGEST AND MOST RESPECTED CHAMBERS IN THE STATE WITH OVER 800 MEMBERS.

OUR COMMITMENT TO SMALL BUSINESSES HAS NEVER SWAYED AND WE CONTINUE TO DO THAT.

THEY ARE THE BACKBONE OF OUR LOCAL ECONOMY AND WE'RE HERE TO HELP THEM GROW AND THRIVE.

BUT UNLESS THEY PROVIDE THE SUPPORT AND THE GUIDANCE AND THE CONSULTING AND THE CHECK INS, USUALLY THE HIGH PERCENTAGE OF THEM DIDN'T REALLY GO WELL OR GO GO ANYWHERE.

WE'VE HAD A BIG, BIG, BIG SUMMER. A LOT OF FACILITIES HAVE OPENED AND WE BROUGHT THEM TO THE COMMUNITY.

ALL DUE TO THE INVESTMENTS MADE BY THIS COUNCIL.

AND WE WANTED TO SHARE SOME OF THE IMPACTS OF THOSE INVESTMENTS IN THE COMMUNITY.

LET'S TALK BURNS ROAD COMMUNITY CENTER. WE OPENED IT A FEW SHORT MONTHS AGO.

JUNE 2ND, 2025. AND IMMEDIATELY FILLED IT WITH THOUSANDS OF RESIDENTS.

AMAZING FACILITY. ROUGHLY 20,000FT² LARGER THAN PREVIOUS ITERATIONS OF THE OF THE COMMUNITY CENTER, WHICH WAS WAS DESIGNED WITH A DETAILED AND FOCUS ON IMPROVING SOME OF OUR, OUR FACILITY SPACES ON CREATING MORE PROGRAM SPACES FOR SCIENCE AND TECHNOLOGY. SOME THINGS THAT COULD TAKE US INTO THE FUTURE OF OF SERVING THE COMMUNITY.

IMMEDIATELY. THE NUMBER ONE THING THAT WE HAD GOING ON IN THE SUMMERTIME IS, OF COURSE, CAMP GARDENS.

THE PREVIOUS ITERATION OF THE SUMMER CAMPS THAT WE WERE ABLE TO HOST IN BURNS ROAD COMMUNITY CENTER WOULD HOST ABOUT 250 KIDS PER WEEK, WHICH IS A GREAT FIGURE. AND AND WE TRIED TO MAX OUT THAT FACILITY AS MUCH AS WE CAN.

OF COURSE, CHILD CARE IS ONE OF OUR MOST IMPORTANT SERVICES TO THE COMMUNITY.

NOW WITH THIS SUMMER 2026 AND THE LARGER FACILITY, WE WERE ABLE TO UP THOSE NUMBERS TO ABOUT 380 KIDS PER WEEK.

AND AGAIN, OVER 100 KIDS MORE THAN WHAT WE WERE ABLE TO DO IN PREVIOUS FACILITIES WE WERE ABLE TO DO HERE IN THIS SUMMER.

AND THAT SERVICE TO THE COMMUNITY. WHILE MAINTAINING I THINK ANOTHER SILVER LINING IS OUR SENIOR PROGRAMING.

BECAUSE WE WOULD PACK THE OLD FACILITY. THE PREVIOUS BURNS COMMUNITY CENTER WITH ALL OF THE CHILDREN THAT WE COULD POSSIBLY FIT.

UNFORTUNATELY, THE SENIORS WOULD HAVE TO TAKE A HIATUS OF TEN WEEKS, AND NOBODY WAS HAPPY ABOUT THAT.

AT LEAST OF ALL THE SENIORS. AND I WANTED TO SAY THAT WHILE WE WERE ABLE TO INCREASE OUR CAPACITIES FOR SUMMER CAMPS AT THE TUNE OF OVER 100 KIDS PER WEEK. WE WERE ABLE TO ACTUALLY HOLD SUMMER CAMP SENIOR PROGRAMS, AND WE ESTIMATE THE AMOUNT OF ATTENDANCE FOR THE ENTIRE SUMMER AT ROUGHLY A LITTLE OVER 100 SENIOR PARTICIPATIONS. AGAIN, THAT'S ALL DIFFERENT SORTS OF PLAYING BRIDGE, MAHJONG, BINGO.

WE CAN MOVE ON TO THE AQUATIC COMPLEX. AQUATIC COMPLEX HAS BEEN UNDER DEVELOPMENT FOR A FEW YEARS.

WE'VE HAD A LOT OF UPDATES, A LOT OF UPGRADES TO THE TO THE SIZE OF THE FACILITIES, BUT ALSO THE DESIGN OF THE FACILITIES.

OUR MAIN POOL WAS ABLE TO ACCOMMODATE MORE PROGRAMS. WE WANTED TO TEACH PEOPLE HOW TO SWIM. WE WANTED TO BRING OUR MORE AQUA FIT PROGRAMS TO THE COMMUNITY.

AND YOU COULD SEE SOME OF THOSE PICTURES HERE.

WE HAD A FOCUS ON AQUA FIT AND TRAINING NEW STAFF.

WE WERE ABLE TO GET JUNIOR LIFEGUARD PROGRAM GOING THAT WE'VE ALWAYS BEEN WANTING TO GROW FROM.

THERE'S A NATIONAL LIFEGUARD SHORTAGE. WE WANTED TO MAKE SURE THAT WE CAN MAYBE START THEM YOUNG, 12 YEARS OLD, TEACH THEM LIFESAVING SKILLS, AND THEN THEY GROW INTO THE POTENTIAL OF JOINING OUR WORKFORCE AT 15 YEARS OLD.

AND LET'S TALK SOME NUMBERS THERE. OUR LARGEST AQUATIC OPERATION TO DATE OVER 118 AQUATIC STAFF MEMBERS AND 89 OF THEM ARE LIFEGUARDS TO MAKE SURE THAT WE COULD RUN A FULL SCALE OPERATION.

WE TRACKED OVER 40, ALMOST 4500 TRAINING HOURS IN THE LAST CALENDAR YEAR.

AND OUR STAFF IS WELL TRAINED AND WELL CERTIFIED.

313 RED CROSS CERTIFICATIONS. AGAIN, I WANTED TO HIGHLIGHT THAT JUNIOR LIFEGUARD PROGRAM THAT IS MORE OR LESS A FEEDER PROGRAM.

WE WERE ABLE TO GROW TO 95 CAMPERS THIS SUMMER, WHICH WAS INCREDIBLE.

TYPICALLY ABOUT 30 IN THE PAST. I WANTED TO HIGHLIGHT SOME OF THE PATRON TRENDS.

LOOKING BACK, OUR LAST FULL OPERATION, IF YOU IF YOU LOOK INTO SOME OF THE DEVELOPMENTS AND THE INVESTMENTS MADE BY THIS COUNCIL LET'S GO BACK.

PRIOR TO THAT WAS 19 WAS OUR LAST FULL YEAR OF OPERATIONS.

WE WERE ABLE TO SUPPORT 32,000 ATTENDEES, PATRONS LEARN TO SWIM PARTICIPANTS AND AND 623 LEARN TO SWIM PARTICIPANTS IN TOTAL. AND YOU FAST FORWARD NOW TO TO LAST YEAR AND WE'VE INCREASED TO 39,000, A LITTLE OVER 39,000 TOTAL PARTICIPANTS AND OVER 1000 LEARN TO SWIM.

WHICH IS OUR NUMBER ONE, I THINK SERVICE TO THE COMMUNITY AND THE AQUATICS FIELD IS TO TEACH OUR YOUNG YOUNG RESIDENTS HOW TO SWIM.

AND THEN THIS YEAR, WE'RE STILL IN THE MIDST OF IT.

WE END IN LABOR DAY AROUND LABOR DAY. BUT WE'RE TRACKING AT GREATER THAN 41,000 PEOPLE WILL ENTER THE GATES OF THE AQUATIC COMPLEX, WHICH IS AN AMAZING FIGURE. AND OVER 1100. LEARN TO SWIM.

PARTICIPANTS. ONE OF THE BIGGEST UPGRADES OF THE WHOLE COMPLEX WAS OUR PLAYGROUND, NEWLY OPENED TO THE COMMUNITY.

A LARGE FOCUS ON LISTENING TO THE RESIDENTS. WE LISTENED TO THE RECREATION ADVISORY BOARD MEMBERS.

WE WANTED TO FOCUS ON SHADE AND ACCESSIBILITY, SO I THINK WE ACHIEVED THAT WITH OUR PARKS AND GROUND DIVISION OPENING UP THE BURNS ROAD PLAYGROUND. HUNDREDS AND HUNDREDS OF PEOPLE EVERY SINGLE DAY AT ANY GIVEN TIME.

IT'S ONE OF THE MOST POPULAR PLAYGROUNDS IN THE NORTH COUNTY, WITHOUT A DOUBT. WE WANTED TO OPEN UP THESE BRAND NEW FACILITIES TO THE PUBLIC.

BUT IN ORDER TO SERVE THEM HOLISTICALLY, WE WANTED TO MAKE SURE THAT WE COULD TRAIN AND HAVE A FOCUS ON SAFETY AND IN ENGAGING IN RECREATION WITH THE COMMUNITY.

WE WANTED TO FOCUS ON PARTNERING WITH OUR, OUR POLICE AND OUR FIRE DEPARTMENTS TO HAVE DRILLS.

I WANT TO HIGHLIGHT THE PROJECT ADAM INITIATIVE BY FIRE DEPARTMENT.

ON TOP OF THE INCREASE IN CAPACITIES OF CHILD CARE PROGRAMS, WE'VE BEEN ABLE TO HOST SENIORS FOR THE FIRST TIME IN A LONG, LONG, LONG TIME, AND THEN THE AQUATIC COMPLEX.

GETTING UP TO OVER 41,000 PEOPLE ATTENDING OUR COURT AT COMPLEX IS A GREAT FIGURE FOR US.

OVER 30% IN TOTAL PARTICIPANTS. THAT'S ENOUGH WITH JUST RECREATION.

I WANT TO BRING UP TIM FORD TO TALK ABOUT OUR SPORT, TOURISM AND PALM BEACH GARDENS.

MOST NOTABLY, AS YOU'RE ALL AWARE, WE HAD THE HONOR OF HOSTING REAL MADRID HERE FOR OVER THREE WEEKS OUT AT GARDENS DISTRICT PARK.

SO ON THE HEELS OF THAT, I'M HERE TO GIVE A BRIEF KIND OF STATE OF SPORTS TOURISM IN PALM BEACH GARDENS.

SO THIS PRESENTATION IS GOING TO FOCUS SOLELY ON CITY OWNED FACILITIES.

BUT I DO WANT TO GIVE A QUICK SHOUT OUT TO A COUPLE OF OUR PARTNERS THAT ALSO DRIVE SOME TOURISM TO THE AREA,

PGA NATIONAL BEING ONE OF THEM, OBVIOUSLY HOSTING THE COGNIZANT CLASSIC.

BUT IN ADDITION, EACH YEAR THEY HOST A NUMBER OF NCAA AND HIGH PROFILE JUNIOR GOLF EVENTS.

AND WHILE NEITHER OF THESE SPRING TRAINING BASEBALL FACILITIES IS WITHIN THE CITY BOUNDARIES, DUE TO THE CITY'S PROXIMITY TO BOTH OF THOSE AND ITS PROXIMITY IN BETWEEN BOTH OF THOSE, THE CITY'S BUSINESS COMMUNITY BENEFITS GREATLY FROM THEIR YEAR ROUND EVENTS AND HOTELS, RESTAURANTS, AND OTHER SERVICES.

BUT FOCUSING SOLELY ON CITY OWNED FACILITIES, THOSE FACILITIES NOW DRIVE AN ESTIMATED $24 MILLION PLUS OF ECONOMIC IMPACT TO OUR BUSINESS COMMUNITY. THE CITY IS ALSO THE REIGNING LARGE MARKET EXCELLENCE IN SPORTS TOURISM.

AWARD WINNERS THROUGH OUR FLORIDA RECREATION FLORIDA RECREATION AND PARKS ASSOCIATION COMPETING AGAINST THE BIGGEST COUNTIES IN THE STATE.

SO WHAT'S THE DIFFERENCE? WELL, IT STARTS WITH THE FACILITIES.

AND THE IMPETUS TO BUILDING THESE FACILITIES HAS NEVER BEEN SPORTS TOURISM.

RATHER, IT'S TO PROVIDE THE BEST RECREATIONAL AMENITIES TO THE CITY'S RESIDENTS AND ITS USER GROUPS, SUCH AS THE PALM BEACH GARDENS YOUTH ATHLETIC ASSOCIATION.

BUT THROUGH COUNCIL LEADERSHIP AND STAFFS VISION AND EXECUTION, THE CITY HAS BUILT SOME OF THE FINEST PUBLIC OR PRIVATE SPORTS FACILITIES IN THE COUNTRY, AND OUR COMMUNITY SERVICES TEAM MAINTAINS THESE FACILITIES YEAR IN AND YEAR OUT TO THE HIGHEST LEVEL.

SO REALLY A BYPRODUCT OF BUILDING THESE AWESOME FACILITIES HAS BEEN A TON OF SPORT TOURISM OPPORTUNITIES AND IN GROWING SPORT TOURISM OPPORTUNITIES. YOU KNOW, PEOPLE, WHEN THEY DO COME HERE FOR THESE EVENTS NATIONALLY AND INTERNATIONALLY, THEY'RE BEYOND AMAZED THAT THESE FACILITIES ARE OPEN TO THE PUBLIC.

365 DAYS OF THE YEAR. ONE RECENT EXAMPLE OF THAT.

WE HOSTED THE DELEGATION FOR THE ENGLAND NATIONAL TEAM, WHO IS CONSIDERING PALM BEACH GARDENS FOR ITS BASE CAMP FOR NEXT SUMMER'S WORLD CUP.

WELL, THE HEAD COACH OF THE ENGLAND TEAM WAS HERE ON THAT VISIT. WE TOURED THEM AROUND SEVERAL OF THE FIELDS OUT AT GARDENS DISTRICT PARK.

AND STOIC GUY. THIS COACH AND LARGELY QUIET THROUGH THE THROUGH THE SITE VISIT.

BUT AS HE WAS LEAVING, HE TURNED TO STAFF. HE SAID, WHAT IS THIS PLACE? HE SAID, THIS IS A PUBLIC PARK THAT SUPPORTS OUR YOUTH SPORTS ORGANIZATIONS.

AND HE JUST SAYS AND KIND OF GOT IN THE CAR. SO A VERY BRIEF BUT A STRONG TESTIMONY TO THE CITY'S FACILITIES. THE NEXT DIFFERENCE IS OUR PARTNERS, STARTING WITH THE PALM BEACH COUNTY SPORTS COMMISSION.

GEORGE LINDLEY AND HIS TEAM WORKS WITH OUR STAFF.

DAY IN AND DAY OUT TO BRING THE BIGGEST AND BEST SPORT TOURISM OPPORTUNITIES TO OUR CITY.

DEPENDING ON THE EVENT. DIFFERENT ORGANIZATIONS HAVE DIFFERENT NEEDS AND WANTS FOR HOTEL OPTIONS.

AND WE'RE VERY BLESSED, AS YOU'RE AWARE, TO HAVE A NUMBER OF OPTIONS ALONG THE CORRIDOR AND BEYOND.

TO SUPPORT ALL OF THESE EVENTS. AND FINALLY, THE BIGGEST DIFFERENCE IS THE TEAM.

HOSTING REAL MADRID WAS REALLY THE ULTIMATE EXAMPLE OF WHAT THIS TEAM CAN DO.

IT WAS PRETTY AMAZING TO WATCH ALL THESE DEPARTMENT HEADS AND THEIR TEAMS PULL TOGETHER AS A FAMILY, AS A UNIT, TO PUT ON THIS CAMP FOR REAL MADRID AND TO EXCEED THE EXPECTATIONS OF REAL MADRID, TO EXCEED THE EXPECTATIONS OF THE BIGGEST BRAND IN THE WORLD OF SPORTS.

THEY'RE PLAYING FROM SUNRISE WELL INTO THE EVENING, 2 OR 3 DAYS, AND THEN THEY'RE GONE AND THE FACILITIES ARE SHOWING WEAR AND TEAR.

IT'S A LOT ON OUR STAFF TO PULL THOSE EVENTS OFF.

AND SO WHAT WE'RE FOCUSED MORE ON NOW IS BRINGING THESE HIGH LEVEL ORGANIZATIONS IN.

THEY'RE USING TWO FIELDS AT A TIME FOR TWO HOURS A DAY, BUT FOR AN EXTENDED PERIOD 2 OR 3 WEEKS.

AND SO WHAT THAT'S MEANT IS LESS IMPACT TO THE SPORTS TURF, LESS DOWNTIME.

WE NOW ARE OUR MULTI-PURPOSE FIELDS PRE-COVID.

WE ARE CLOSING OUR MULTI-PURPOSE FIELDS 16 WEEKS A YEAR.

WE'RE NOW DOWN TO REALLY A MAXIMUM OF 12 WEEKS A YEAR THAT THESE FIELDS ARE CLOSED EACH YEAR AND LESS DEMAND ON STAFFING.

AGAIN, YOU KNOW, HAVING STAFF HERE FOR A FEW DAYS AT A TIME, 14 TO 16 HOURS A DAY, IT'S A LOT.

BUT TWO, TWO FIELDS, A COUPLE HOURS A DAY IS MUCH MORE MANAGEABLE.

AND ALL THAT LESS HAS MEANT MORE. SO MORE ECONOMIC IMPACT.

PRE-COVID, WE ARE AT ABOUT $15 MILLION A YEAR OF ECONOMIC IMPACT.

AND AGAIN, $24 MILLION IS NOW THE YEAR AND IS NOW THAT FIGURE AND SEEMINGLY EXPANDING EVERY YEAR MORE PERMITTING OPPORTUNITIES, USING LESS FIELDS AT A TIME MEANS MORE FIELDS, MORE FACILITIES ARE OPEN TO THE PUBLIC TO USE AND MORE POSITIVE MEDIA.

REAL MADRID, FOR EXAMPLE, WAS POSTING EVERY DAY THAT THEY THEY'RE IN OUR PARK.

SO WHAT'S NEXT? MORE OF THE SAME. SO MAJOR LEAGUE SOCCER HAS BEEN A BIG IMPACT.

WE'VE NOW HEARD FROM NO LESS THAN A QUARTER OF MAJOR LEAGUE SOCCER TEAMS FOR NEXT NEXT YEAR'S PRESEASON, SO THE DEMAND JUST KEEPS GOING UP AND UP, WHICH IS A GREAT THING FOR US.

WE GET TO NOW PICK AND CHOOSE WHO WE WANT AND AGAIN, WORLD CUP.

WE'LL BE LOOKING AT HOSTING A BASE CAMP FOR THE 2026 WORLD CUP AND VERY EXCITING.

WE'LL BE ABLE TO EXPAND IN THIS NEW FACILITY AND THEY'LL BE ABLE TO START A VOLLEYBALL REC VOLLEYBALL LEAGUE, WHICH WE'VE NEVER BEEN ABLE TO DO DUE TO THE CONSTRAINTS AT THE COMMUNITY CENTER.

AND WHEN THEY'RE NOT PLAYING SIMILAR TO WHAT WE DO AT OUR OTHER FACILITIES, WE WILL BE LOOKING TO FILL FILL THE FACILITY WITH SPORT TOURISM OPPORTUNITIES.

SO THE IMPACT TO GET TO FINALIZE THIS $24 MILLION ECONOMIC IMPACT FACILITY REVENUES THAT OFFSET OUR RECREATION DEPARTMENT OPERATING COSTS, SUCH AS OUR SENIOR PROGRAMS. DANIEL WAS TALKING ABOUT OUR COMMUNITY EVENTS AND ITS ESTABLISHED PALM BEACH GARDENS AS A WORLDWIDE DESTINATION FOR SPORTS.

THIS IS A CITY INITIATED PETITION REQUESTING A SMALL SCALE COMPREHENSIVE PLAN.

LAND USE MAP AMENDMENT. WE'RE GOING TO BE MODIFYING THE FUTURE LAND USE DESIGNATION FOR APPROXIMATELY 11.61 ACRES.

THE DONALD ROSS VILLAGE PUD. AND SO, TO PROVIDE SOME NECESSARY CONTEXT FOR THE INITIATIVE HERE, THE DONALD ROSS VILLAGE PUD WAS INITIALLY APPROVED IN 2003 WITH THE PASSAGE OF ORDINANCE 53, 2002. AND THIS IS KIND OF WHERE THE THE JUSTIFICATION FOR THIS ORDINANCE KIND OF COMES IN.

THE THE INITIAL APPROVAL OF THE PROJECT PROVIDED FOR A REZONING OF THE SITE TO MIXED USE.

HOWEVER, A SIGNIFICANT PORTION OF THE SITE, KNOWN AS PARCEL 4.02, REMAINED WITH THE FUTURE LAND USE DESIGNATION OF COMMERCIAL.

THIS IS AN 11.61 ACRE PIE SHAPED LOT THAT INTERSECTS WITH THE CLO TOWNHOMES COMMUNITY, AND SO CURRENTLY ON SITE.

TODAY YOU HAVE RESIDENTIAL TOWNHOMES WITH THE FUTURE LAND USE DESIGNATION OF COMMERCIAL.

AND SO THIS THIS ORDINANCE IS DESIGNED TO ESSENTIALLY ADDRESS THE NONCONFORMITY BY PROVIDING A CONSISTENT FUTURE LAND USE DESIGNATION. SO IN TERMS OF THE LOCATION WE'RE LOOKING AT DIRECTLY SOUTH OF DONALD ROSS ROAD BETWEEN CENTRAL BOULEVARD AND NORTH MILITARY TRAIL.

THE CURRENT FUTURE LAND USE IS ON SITE. AS YOU CAN SEE, WE HAVE THE COMMERCIAL PIE SHAPED PORTION ON THE TOP LEFT HAND CORNER OF THE SITE, AND THE REMAINDER OF THE SITE IS ZONED AS OR IS DESIGNATED AS A MIXED USE.

AND WE CAN GET A CLOSER ZOOM UP HERE WHERE WE CAN SEE THE COMMERCIAL LAND USE DESIGNATION INTERSECTING WITH THE CIELO TOWNHOME.

SO YOU HAVE A GOOD NUMBER OF RESIDENCES THERE THAT CURRENTLY HAVE THAT FUTURE LAND USE OF COMMERCIAL.

SO IN TERMS OF THE PROPOSAL, WE'RE GOING TO BE AMENDING THE LAND USE TO BE MIXED USE, WHICH WOULD ESTABLISH CONSISTENCY WITH THE REMAINDER OF THE DEVELOPMENT.

AND IT'S IMPORTANT TO NOTE WITH THIS THAT NO DEVELOPMENT IS PROPOSED WITH THIS ORDINANCE.

NO MODIFICATIONS TO THE EXISTING DEVELOPMENT ARE PROPOSED.

ALL EXISTING CONDITIONS OF APPROVAL WILL REMAIN IN FULL FORCE IN EFFECT, AND THIS IS ESSENTIALLY JUST ESTABLISHING CONFORMITY WITH THE CODE, WITH THE COMPREHENSIVE PLAN AND CLEARING UP A NONCONFORMITY.

THE CURRENT ZONING WILL REMAIN AS IS APPROVED AS MIXED USE WITH THE PUD OVERLAY.

WE'LL BE REQUESTING A FUTURE LAND USE AMENDMENT FOR APPROXIMATELY 1.46 ACRES.

WE WILL BE TRANSITIONING FROM RESIDENTIAL LOW DENSITY TO PROFESSIONAL OFFICE AS WELL AS CONSIDERING A PROFESSIONAL OFFICE REZONING.

AND TO COVER THE BACKGROUND HERE. THIS SITE WAS APPROVED IN 1986 BY THE BOARD OF COUNTY COMMISSIONERS AS A CHURCH AND JOINED A DAYCARE.

HOWEVER, ONLY THE DAYCARE PORTION OF THE SITE WAS EVER FINALIZED.

IT WAS EVER BUILT, AND SO SUBSEQUENTLY TO THAT IN SEPTEMBER 15TH, 1988, THE ORDINANCE 35 1988 WAS PASSED, WHICH PROVIDED FOR THE ANNEXATION OF THE SITE INTO THE CITY LIMITS.

THE SITE WAS AT THAT TIME PROVIDED WITH A FUTURE LAND USE DESIGNATION, AS WELL AS A ZONING DESIGNATION, AND SUBSEQUENTLY THE CITY ADOPTED ORDINANCE 13 1994, WHICH ESSENTIALLY WAS DESIGNED IN PURPOSE TO MODERNIZE THE CODE BY UPDATING VARIOUS ZONING DISTRICTS TO TO ESSENTIALLY, YOU KNOW, MEET MEET THE CURRENT CRITERIA LISTED IN THE CODE OF ORDINANCES.

SO WITH THE PASSAGE OF ORDINANCE 13, 1994, VARIOUS REZONING WERE PROVIDED THROUGHOUT THE CITY, MODIFYING THE ZONING DISTRICTS FOR MULTIPLE LOCATIONS, INCLUDING OUR SUBJECT SITE TODAY.

THIS IS WHERE THE PRESENT NONCONFORMITY IS ON SITE CURRENTLY ARISE.

AT THAT TIME, THE SUBJECT SITE WAS GRANTED THE ZONING DESIGNATION OF RESIDENTIAL MEDIUM DENSITY.

THIS ZONING DESIGNATION DOES NOT CONFORM TO THE EXISTING FUTURE LAND USE, NOR DOES IT CONFORM WITH THE EXISTING USES ON SITE.

AND SO THIS IS KIND OF A TWO PART MEASURE OF THIS THIS ORDINANCE.

ON ONE END, WE ARE CLEARING UP THE NONCONFORMITY BETWEEN THE ZONING DISTRICT AND THE FUTURE LAND USE.

AND ON THE OTHER END, WE ARE PROVIDING CONSISTENCY WITH THE CURRENT USES APPROVED ON SITE AND THE ZONING DISTRICT.

AND SO TO BRIEFLY COVER THE LOCATION, WE ARE DIRECTLY SOUTH OF NORTHLAKE BOULEVARD, 0.6 MILES WEST OF NORTH MILITARY TRAIL.

THE CURRENT FUTURE LAND USE ON SITE IS RESIDENTIAL LOW, AND THE PROPOSED FUTURE LAND USE IS PROFESSIONAL OFFICE, AND THE JUSTIFICATION FOR CHOOSING PROFESSIONAL OFFICE COMES IN MULTIPLE MEASURES HERE.

PROFESSIONAL OFFICE IS THE LOWEST MAXIMUM INTENSITY FUTURE LAND USE THAT ESTABLISHES CONSISTENCY ON SITE, AND IT ALSO MEETS THE CRITERIA LISTED WITHIN THE COMPREHENSIVE PLAN.

PROFESSIONAL OFFICE IS INTENDED TO SERVE AS A TRANSITIONAL DISTRICT BETWEEN LOWER AND HIGHER INTENSITY USES.

IN THIS CASE, WE ARE BUFFERING THE RESIDENTIAL LOW IMMEDIATELY TO THE SOUTH FROM THE HIGHER INTENSITY USE OF AN ARTERIAL ROADWAY AND A PUBLIC AND

ESSENTIALLY LINING THE CORRIDOR. AND SO THIS PROFESSIONAL OFFICE FUTURE LAND USE IS HARMONIOUS WITH WITH THE ESTABLISHED KIND OF CHARACTER OF NORTHLAKE BOULEVARD.

THE CURRENT ZONING ON SITE IS RESIDENTIAL MEDIUM DENSITY, AND IT PROVIDES FOR A MAXIMUM DEVELOPMENT INTENSITY OF SEVEN RESIDENTIAL UNITS PER ACRE, AS WELL AS 35% LOT COVERAGE, WITH A MAXIMUM BUILDING HEIGHT OF 36FT.

NOW, THE PROPOSED ZONING AS PROFESSIONAL OFFICE WILL MODIFY THE MAXIMUM INTENSITY IN A SLIGHT WAY.

SO WE'RE LOSING THE POSSIBILITY OF RESIDENTIAL DEVELOPMENT.

MY NAME IS JOANNE SCURRY, ASSISTANT DIRECTOR WITH THE PLANNING AND ZONING DEPARTMENT. AND IT'S MY PLEASURE TO PRESENT TO YOU THE 2025 TO 2029 US HUD CONSOLIDATED FIVE YEAR PLAN AND YEAR ONE ACTION PLAN PRESENTED THROUGH RESOLUTION 44 2025.

SO, FOR A VERY BRIEF BACKGROUND CONGRESS ESTABLISHED THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM IN 1974, AND THIS PROGRAM PROVIDES DIRECT FEDERAL AID TO PRIMARILY BENEFIT LOW, LOWER INCOME HOUSEHOLDS AND NEIGHBORHOODS.

PREVIOUSLY, PALM BEACH GARDENS ALLOCATION OF CDBG FUNDS WERE ADMINISTERED BY PALM BEACH COUNTY, BUT IN 2015, THE CITY BECAME ELIGIBLE AS A DIRECT GRANTEE WITH U.S.

HUD TO ADMINISTER FUNDS WHEN OUR POPULATION RECEIVED REACHED 50,000 RESIDENTS.

THERE ARE SOME REQUIREMENTS THAT COME WITH THIS FUNDING. 70% OF THE FUNDS MUST BENEFIT LOW TO MODERATE INCOME PERSONS, WHICH IS DEFINED AT, AT OR BELOW 80% OF THE AREA MEDIAN INCOME, AND A COUPLE OTHER REQUIREMENTS REGARDING ADMINISTRATIVE ACTIVITY CAPS AND PUBLIC SERVICES. AND ON YOUR SCREEN, YOU'LL SEE THE CURRENT YEAR ADOPTED INCOME LIMITS AT THE 80%.

SO WITH THE GRANT FUNDING, THE FORMULA GRANT FUNDING, THERE ARE A FEW ROUTINE REQUIREMENTS.

EVERY YEAR IN AUGUST, THE COUNCIL SEES AND APPROVES AN ACTION PLAN FOR SUBMISSION TO US HUD.

AND IN EVERY YEAR IN DECEMBER, WE SUBMIT A PAPER OR AN EVALUATION REPORT TO US HUD.

AND WHAT'S BEFORE YOU TONIGHT IS THE CONSOLIDATED PLAN, WHICH IS REQUIRED BY US HUD EVERY FIVE YEARS.

IT'S MORE OF A LONG RANGE PLANNING DOCUMENT. SO TO GIVE A BRIEF BACKGROUND ON THE PREVIOUS FIVE YEAR PLANS THAT THE CITY COUNCIL HAS APPROVED IN 2015, WE HAD A SINGLE FAMILY HOME REHABILITATION PROGRAM IN 2020.

WE SWITCHED GEARS TO DO AN INFRASTRUCTURE PROJECT AND IN 2025 THE PROPOSAL IS VARIOUS PUBLIC FACILITIES PROJECTS.

SO BRIEFLY TO UPDATE ON THE OWNER OCCUPIED RESIDENTIAL REHABILITATION ASSISTANCE PROGRAM.

THIS PROGRAM OPENED IN 2016 AND WAS TO BENEFIT APPLICANTS THAT ARE BELOW THE 80% AREA MEDIAN INCOME.

ELIGIBLE IMPROVEMENTS INCLUDED ROOFS, WINDOWS, DOORS, GARAGE DOORS, DRIVEWAYS, AND LANDSCAPING, AND WE WERE ABLE TO HARDEN AND BEAUTIFY 31 HOMES, EXPENDING NEARLY $1 MILLION OF US HUD GRANT FUNDING TO BENEFIT OUR CITY RESIDENTS.

AND YOU'LL SEE ON THIS MAP SOME OF THE LOCATIONS WHERE WE IMPLEMENTED THIS PROGRAM.

SO IN 2020, WE SWITCHED GEARS TO AN INFRASTRUCTURE PROJECT, AND THE GOAL WAS TO PROVIDE POTABLE WATER TO THE RESIDENTS OF MARY CIRCLE AND DANIA DRIVE.

AND THAT TOOK A LITTLE PLANNING WITH ENVIRONMENTAL REVIEW THAT'S REQUIRED BY HUD SURVEYING AND DESIGN.

AND THE CONSTRUCTION FINALLY BEGAN IN WINTER OF 2024.

THE PROJECT WAS COMPLETED WITH CONSTRUCTION IN AUGUST AND SEPTEMBER OF 2024.

AND THROUGH THIS PROJECT, WE WERE ABLE TO ACQUIRE THE RIGHT OF WAY OF MARY CIRCLE FROM PALM BEACH COUNTY AND THE DANIA DRIVE RIGHT OF WAY FROM THE RESIDENCE, WHICH WAS NO EASY FEAT. WE'RE ALSO ABLE TO LEVERAGE THE SEAWAY SEWER PROGRAM TO PROVIDE SEWER SERVICE TO THOSE RESIDENTS ON DANIA DRIVE, AND IMPROVED FIRE SERVICE THROUGH A NEW HYDRANT, AND MANY OF THE RESIDENTS HAVE CONNECTED, AND SEVERAL ARE IN THE PROCESS AS WELL. AND HERE ARE SOME PHOTOS OF THE CONSTRUCTION, INCLUDING OUR NEW FIRE HYDRANT.

SO FOR OUR 2025 CONSOLIDATED PLAN, WE ISSUED WITH THE HELP OF OUR PURCHASING DEPARTMENT, AN RFQ IN DECEMBER, AND WE ENTERED INTO AN AGREEMENT WITH FLORIDA HOUSING COALITION IN FEBRUARY.

AND THEY ACTUALLY COMPLETED OUR 2020 PLAN AS WELL.

AND THEY COMPLETED THE REQUIRED ELEMENTS OF OUR CITIZEN PARTICIPATION PLAN, INCLUDING A SURVEY AND A SERIES OF PUBLIC INPUT MEETINGS THAT WERE PUBLICLY ADVERTISED.

AND THAT RESULTED IN A DRAFT PLAN THAT'S CURRENTLY POSTED ON OUR WEBSITE FOR THE REQUIRED 30 DAY COMMENT PERIOD, WHICH ENDS THIS EVENING WITH THIS PUBLIC HEARING. IT WAS ADVERTISED IN THE PALM BEACH POST, AND IT'S REQUIRED TO BE SUBMITTED TO US HUD NO LATER THAN AUGUST 15TH TO CONTINUE AUGUST 16TH TO CONTINUE RECEIVING FUNDS.

THIS MAP SHOWS THE GENERAL AREAS OF CENSUS TRACTS THAT ARE CONSIDERED LOW TO MODERATE INCOME,

AND THE CITY ANTICIPATES RECEIVING APPROXIMATELY 1.3 MILLION OVER FIVE YEARS.

THAT FUNDING IS NOT GUARANTEED. IT'S UP TO ANNUAL CONGRESS FUNDING, BUT THAT'S THE ESTIMATE BASED ON THE CURRENT ALLOCATION.

SOME OF THE POTENTIAL PROJECTS THAT ARE LISTED IN THE LONG RANGE PLAN ARE TO ASSIST RESIDENTS WITH THE CONNECTION FEES TO THE NEW WATER LINE THAT IS CONSTRUCTED IN WATERBURY CIRCLE AND DANIA DRIVE. WE'RE ALSO LOOKING AT SIDEWALK AND CROSSWALK IMPROVEMENTS IN THESE AREAS, PUBLIC FACILITIES AND PARK IMPROVEMENTS, AND POTENTIALLY EVEN A PERMANENT TRAFFIC GARDEN IF WE'RE ABLE TO FIND A SUITABLE LOCATION.

AND SO WITH THAT, STAFF RECOMMENDS APPROVAL OF RESOLUTION 44 2025, ADOPTING THE CONSOLIDATED PLAN, INCLUSIVE OF THE YEAR ONE ACTION PLAN AND AUTHORIZING THE SUBMISSION OF THE CONSOLIDATED PLAN, YEAR ONE ACTION PLAN, AND THE REQUIRED FORMS TO US.

THEIR FACILITIES HAVE BEEN IN PLACE FOR, YOU KNOW, 30 PLUS YEARS.

A LOT OF THOSE BUILDINGS ARE THE ORIGINAL BUILDINGS. SO GENERALLY, WHAT WE'RE TALKING ABOUT TONIGHT IS REVAMPING ALL OF THOSE FACILITIES. SO A LOT OF THEM ARE BEING TORN DOWN AND REBUILT. AND SO I'LL JUMP RIGHT IN.

AND. FOUR OF THE EXISTING STRUCTURES WILL BE RENOVATED, AND THEN THEY'RE GOING TO BE BUILDING NEW STRUCTURES.

SO THE TWO OR I GUESS THERE'S REALLY THREE PRIMARY STRUCTURES THAT FUNCTION THERE.

THERE'S CURRENTLY ABOUT A 20,000 SQUARE FOOT BUILDING THAT'S GOING TO BE TORN DOWN AND REPLACED WITH A NEW 23,000 SQUARE FOOT BUILDING. THAT BUILDING IS THE GOLF COURSE OPERATIONS AND MAINTENANCE BUILDING. THEN THERE'S A 5000 SQUARE FOOT STORAGE BUILDING AND THEN A 4800 SQUARE FOOT LANDSCAPE OPERATIONS BUILDING.

SO THE DIFFERENCE IS, THE 4800 SQUARE FOOT BUILDING IS WHAT THEY OPERATE FOR ALL OF THE COMMON AREA MAINTENANCE FOR THE ROADWAYS AND MEDIANS AND SOME OF THE SMALLER RESIDENTIAL UNITS, AND THEN THE LARGER FACILITY THERE IS FOR THE GOLF COURSE THERE'S A SMALL GUARDHOUSE THAT'S GOING TO BE ADDED TO THE FACILITY AS WELL, AND THEN SOME ANCILLARY STRUCTURES FOR COVERED MATERIAL STORAGE AND FUELING AND WASH DOWN AREA.

AND THAT'S BEEN UTILIZED AS PART OF THE MAINTENANCE AREA. SO WE'RE GOING TO FORMALIZE THAT WITH THIS APPLICATION. HERE'S THE PROPOSED SITE PLAN.

SO AS YOU CAN SEE SOME THINGS SHIFT AROUND A LITTLE BIT. BUILDING A AGAIN IS THE MAIN OPERATIONS BUILDING.

THAT'S THE BIG RED BUILDING IN THE CENTER OF THE SITE THERE THEY'RE ABOUT 20,000FT².

THAT WILL BE FOR GOLF OPERATIONS. THE STAFF PARKING AREA NOW MOVES TO THE NORTH PART OF THE SITE, ON THE LEFT SIDE OF THE SCREEN, AND THEN THE THE POA LANDSCAPE OPERATION BUILDING IS THE GREEN BUILDING TO THE RIGHT THERE.

SO THAT'S WHERE ALL OF THE COMMON AREA MAINTENANCE IS DONE FROM BUILDING C, WHICH IS THE ORANGE BUILDING, IS THE FUELING AND WASH DOWN AREA FOR ALL THE TRUCKS AND EQUIPMENT BUILDING.

I'M NOT SURE IF YOU PAY MUCH ATTENTION TO WHAT'S TUCKED AWAY BEHIND THE EUREKA PALMS THERE, BUT THERE'S A LITTLE 20 FOOT ACCESS POINT THAT GOES IN ITS TWO WAY ACCESS AND A 20 FOOT ROADWAY.

SO WE'RE ACTUALLY WIDENING THAT ONCE YOU COME THROUGH. WE'RE NOT CHANGING THE ACCESS OFF OF THE DOT ROAD THERE, BUT IF YOU AFTER YOU COME THROUGH THE ACCESS POINT, WE'RE ABLE TO GO AHEAD AND PUT A PROPER GUARDHOUSE IN THE CENTER OF THE MEDIAN, HAVE TWO GATES. SO AN ENTRANCE AND EXIT GATE AND A AND THE GATEHOUSE WILL BE NOW IN THE CENTER MEDIAN.

THERE WE HAVE STACKING FOR I BELIEVE THAT'S FIVE VEHICLES, ABOUT 108FT OF STACKING.

AND CURRENTLY, IF YOU'RE A VENDOR OR A SOMEBODY THAT DOES WORK IN FRENCHMAN'S CREEK, YOU HAVE TO HAVE A BADGE.

SO YOU GO TO THE MAINTENANCE AREA TO GET YOUR BADGE, AND THAT BECOMES A LITTLE BIT OF A ROADBLOCK WHERE PEOPLE ARE STACKING UP.

THEY MIGHT NOT HAVE ACCESS. SO NOW WE'VE GOT THIS VENDOR SECURITY PARKING AREA JUST THERE TO THE RIGHT.

SO THAT'S 12 SPACES FOR ANYBODY THAT WE'RE COMING TO GET A BADGE.

WE WORKED CLOSELY WITH CITY STAFF TO DEVELOP THE LANDSCAPE AND THE BUFFERS TO MAKE SURE THAT IT'S GOING TO BE ADEQUATE, BUT THE CLOSEST RESIDENT TO THE SOUTH IS APPROXIMATELY.

I THINK WE'RE ABOUT 600FT AWAY ON THAT SIDE. SO A COUPLE FOOTBALL FIELDS AND THEN TO THE NORTH, THEY'RE ABOUT 250 TO 270FT, SOMETHING LIKE THAT.

SO A LONG WAYS AWAY ACROSS A LOT OF LANDSCAPING GOLF COURSE SO THEY WON'T BE IMPACTED.

FROM A PARKING STANDPOINT, THE CODE DOESN'T ACTUALLY DEFINE RATIOS FOR MAINTENANCE FACILITIES.

AND THE NUMBER OF TRAFFIC TRIPS THAT BRIGHTLINE HAS SAVED ON THE ROADWAYS IS EXPONENTIAL.
