WHEN YOU ADD ALL OF THOSE THINGS TOGETHER, WE'VE UTILIZED THE SAME OPERATING GUIDELINE PREMISE.
WE'VE CHANGED IT, BUT THE SAME PREMISE SINCE 2004.
IT'S ALWAYS INCLUDED ASSESSING NONRESIDENT FEES.
THIS IS NOT NEW. THE MODEL HAS PROVEN TO BE SUSTAINABLE FISCALLY.
NOW, IF SOMEBODY SO CHOOSE TO CHANGE THAT SPECIAL REVENUE MODEL AND MOVE THAT $10 MILLION INTO THE GENERAL FUND. I'M GOING TO SHARE WITH YOU THE IMPACT FULLY FUND THROUGH PROPERTY TAXES, THE CITY WOULD NEED TO INCREASE THE MILLAGE RATE BY APPROXIMATELY 10% TO 5.5591 MILLS. HOMESTEADED PROPERTIES WOULD SEE AN ANNUAL INCREASE OF JUST UNDER 300 TO JUST UNDER $700.
NON HOMESTEADED PROPERTIES WOULD SEE AN INCREASE OF JUST UNDER 500 TO JUST OVER 1000.
AND IT ALSO WOULD REQUIRE A SUPERMAJORITY OF YOURSELVES TO MAKE THIS HAPPEN.
THE MODEL THAT WE HAVE PUT TOGETHER HAS KEPT THOSE EXPENSES OUT OF THE GENERAL FUND.

FLORIDA STATUTE REQUIRES US TO ADOPT OUR PLAN WITHIN 18 MONTHS OF SOUTH FLORIDA WATER MANAGEMENT DISTRICT APPROVING THE REGIONAL WATER SUPPLY PLAN FOR OUR AREA. THE REGIONAL WATER SUPPLY PLAN IS THE LOWER EAST COAST WATER SUPPLY PLAN, WHICH WAS ADOPTED ON SEPTEMBER 23RD, 2024, MAKING OUR DEADLINE MARCH 23RD, 2026. FOR A BRIEF OVERVIEW, WATER TO OUR RESIDENTS IN THE CITY IS PROVIDED BY SEACOAST UTILITY AUTHORITY AND PALM BEACH COUNTY WATER UTILITIES DEPARTMENT.

ONE OF THE BIGGEST UPDATES OF THIS PLAN IS DUE TO THE ANNEXATION THAT OCCURRED IN 2023 OF APPROXIMATELY 301 ACRES ON THE WESTERN AREA OF NORTHLAKE BOULEVARD, AND THAT'S BECAUSE THIS AREA IS SERVICED BY PALM BEACH COUNTY WATER UTILITIES DEPARTMENT.IT'S ALSO IMPORTANT TO NOTE THAT THE AREA ON THE NORTH SIDE OF NORTHLAKE BOULEVARD IN OUR WESTERN REGION IS SERVICED THROUGH A BULK PURCHASE AGREEMENT, WHERE SEACOAST CAN PURCHASE UP TO FIVE MILLIONS OF GALLONS OF WATER PER DAY FROM PALM BEACH COUNTY.
HOWEVER, THEY FORESEE NO ISSUES IN GETTING THIS PERMIT RENEWED.
PALM BEACH COUNTIES PERMIT EXPIRES IN 2053. ANOTHER UPDATE IS THAT SEACOAST HAS IDENTIFIED THAT THE AVERAGE USE OF POTABLE WATER HAS DECREASED FROM 189 TO 188 GALLONS PER CAPITA PER DAY.
AND THEY'VE IDENTIFIED A FEW OF THE REASONS THAT THEY BELIEVE HAVE LED TO THIS DECREASE, INCLUDING THEIR CONSERVATION RATES, WHICH IS HOW THEY CHARGE THE RESIDENTS FOR HOW MUCH WATER THEY USE, THEIR LEAK ALERT SOFTWARE, WHICH SEES THE TRENDS IN SOMEONE'S WATER USAGE.
AND IF IT GOES OVER, THEY ALERT THEM THAT THEY BELIEVE THAT THERE'S A LEAK, AS WELL AS THE USAGE OF LOW FLOW PLUMBING FIXTURES BEING UTILIZED MORE FREQUENTLY, AS WELL AS OUR CITY CODES FOR IRRIGATION TIMING AND DROUGHT TOLERANT LANDSCAPING, AS WELL AS A GENERAL KNOWLEDGE FOR THE PUBLIC OF THE IMPORTANCE OF WATER CONSERVATION.
ALL IN ALL, BASED ON THE DATA AND ANALYSIS THAT'S BEEN PROVIDED BY SOUTH FLORIDA WATER MANAGEMENT DISTRICT, SEACOAST AND PALM BEACH COUNTY, THE AMOUNT OF POTABLE WATER AVAILABLE WILL SUFFICIENTLY MEET THE PROJECTED DEMAND THROUGH 2035.
BASED ON THIS UPDATE, STAFF HAS FOUND THAT THERE'S FOUR POLICIES THAT NEED TO BE UPDATED WITHIN THE COMPREHENSIVE PLAN, AND THESE ARE SHOWN HERE IN STRIKE THROUGH AND UNDERLINE FORMAT.

AND THE MOST IMPORTANT PIECE OF THIS BUILDING IS THE DISTINGUISHED MAIN ENTRY WITH THE PORTE COCHERE. ACTUALLY, THE TOWER FEATURES THE MAIN ENTRY. THOSE ARE ACTUALLY SCREEN WALLS.
SO IT'S IT'S INTERESTING HOW THEY WERE ABLE TO INCORPORATE THAT INTO THE FRONT FACADE.
SO OF COURSE WE HAVE LARGE EXPANSES OF GLASS.

YOU CAN SEE THE HIERARCHY IN THE BUILDING. SO THE PROMINENT CANOPY STRUCTURE, WHICH CLEARLY DEFINES THE MAIN ENTRY, YOU HAVE A DROP OFF AREA RIGHT IN FRONT AND YOU CAN'T SEE IT ON THIS IMAGE.
SO THEY'VE USED A VARIETY OF MATERIALS SUCH AS WHITE STUCCO, BLUE ACCENT GLAZING AND ALUMINUM.
AND THAT'S SEEN THROUGHOUT ALL THREE BUILDINGS HERE.
AND THEN AS WE MOVE OVER TO THE 711, THIS WAS DESIGNED BY RELEVANT STUDIO.
THE GOAL HERE WAS REALLY TO PROVIDE AN ENHANCED ITERATION OF THE EXISTING 7-ELEVEN ON NORTH LAKE AND CONGRESS, WHICH LOOKS FANTASTIC. WE'VE USED DECORATIVE BRACKETS, PARAPET DETAILING AND OF COURSE, PROMOTING PUBLIC SAFETY.
SO WE DO HAVE A CURB AND BOLLARDS AS WELL. BOTH BOTH OF THOSE ON THIS SITE.
SO IF I CAN GET INTO THE LANDSCAPE FOR A MOMENT HERE WE DID HAVE A WHAT I THOUGHT WAS ACTUALLY A VERY GREAT DESIGN ORIGINALLY WITH THE COUNTY. BUT, YOU KNOW, STAFF HAS PUSHED US, YOU KNOW, MANY TIMES TO MAKE THIS EVEN BETTER.

I MEAN, THERE WAS EVERYTHING FROM DANCE CLASSES TO BASKETBALL GOING ON.
EVERY BASKETBALL COURT WAS PACKED. SOME OF OUR STAFF HAD KIDS ON THE TEAM THERE.
GOT TO SIT AND WATCH THEIR CHILDREN PLAY SOME BASKETBALL WITH THEM.
IT WAS A REALLY NEAT EVENT, AND I ACTUALLY BROUGHT SOME OF MY FAMILY OVER TO KIND OF SHOW OFF OUR COMMUNITY CENTER, AND THEY WERE INVOLVED IN CITY GOVERNMENT IN THE PAST.
