AND I'D LIKE TO CALL MISS CASEY MITCHELL, GENERAL MANAGER AT SANDHILL CRANE.

WELCOME.

GOOD EVENING. THANK YOU, MAYOR AND COUNCIL, FOR THE RECORD, CASEY MITCHELL, GENERAL MANAGER AT SANDHILL CRANE GOLF CLUB AND THE NEST, PAR THREE. I COME BEFORE YOU TONIGHT WITH A SLIDESHOW JUST WHILE I'M SPEAKING.

BUT I AM PRESENTING FOR THE 2025 MAYOR'S VETERANS GOLF CLASSIC.

FOR THOSE OF YOU WHO DON'T KNOW, WE RUN AN EVENT EVERY YEAR OUT AT SAND HILL.

AND THE BENEFITS? THE PROCEEDS BENEFIT THE VA RESOURCE CENTER.

19 YEARS AGO, THE CITY OF PALM BEACH GARDENS RECOGNIZED A GROWING NEED FOR THE SUPPORT OF OUR HOMELESS AND INDIGENT VETERANS.

A VETERAN HIMSELF OR CITY MANAGER, MR. RON FERRIS, AND THE ADMINISTRATION AND COUNCIL AT THE TIME DECIDED TO ACT IN AN EFFORT TO SERVE THOSE WHO HAVE SELFLESSLY SERVED AND SACRIFICED FOR OUR FREEDOM.

AND FOR THE LAST 19 YEARS, EVERY ADMINISTRATION AND COUNCIL HAS SUPPORTED THIS PHILANTHROPIC INITIATIVE GOING INTO THE NINTH MAYOR'S VETERANS GOLF CLASSIC THAT I HAVE BEEN A PART OF. I WANT TO RECOGNIZE A FEW PEOPLE WHO HAVE HELPED GUIDE AND SUPPORT THIS EVENT.

FIRST AND FOREMOST, OUR CITY MANAGER AND NAVY VETERAN, MR. RON FERRIS, OUR DEPUTY CITY MANAGER AND ARMY VETERAN, MR. STEVE STEPP, OUR CITY ATTORNEY. THE PRESENTING SPONSOR OF THIS EVENT AND A NAVY VETERAN, MR. MAX LOWMAN, AND OUR COMMUNITY SERVICES ADMINISTRATOR, MR. DAVID REYES. THE CITY STAFF WHO VOLUNTEER FOR THIS EVENT, WHO WAKE UP EARLY, VERY EARLY AND STAY VERY LATE UNTIL EVERYTHING IS DONE.

AND MR. BUZZ BRYAN, WHO IS FROM THE VA, HE IS THE DIRECTOR OF COMMUNITY RELATIONS AND OUTREACH, AND HE HAS HELPED DEVELOP A STRONGER RELATIONSHIP AND BOND WITH THE CITY OF PALM BEACH GARDENS AND THE VA, ENCOURAGING VOLUNTEERS AND COORDINATING STAFF.

AT THIS TIME, I'D LIKE TO ACKNOWLEDGE SOME OF THE STAFF FROM THE VA JOINING US TONIGHT, SEAN MONTGOMERY, MR. BUZZ, BRIAN CAREY BOYD, STEPHEN TILLMAN, AND AT THIS TIME JOINING ME, MR. DONALD, DOCTOR RONALD WILLIAMS, CHIEF OF STAFF, AND KAREN ABBOTT, THE SECTION CHIEF OF HOMELESS SERVICES, WHO WILL BE GIVING YOU A LITTLE MORE INFORMATION ON HOW THE FUNDS RAISED FROM THIS EVENT WILL BE USED.

IT BEGINS. WHAT A DAY OF FRIENDLY COMPETITION THAT WAS SHARED.

PURPOSE OF THE GOLF COURSE BECOMES SOMETHING MORE THAN AND MORE MEANINGFUL.

IT BECAME A RENT FOR PAYING VETERANS AND HELPING THEM THROUGH HARD TIMES AND DOING CRISIS.

IT BECOMES UTILITIES RESTORED, TRANSPORTATION TO MEDICAL APPOINTMENTS AND JOB INTERVIEWS, FOOD ON THE TABLE AND ESSENTIAL SUPPLIES, AND IN A NEW HOME. MOST IMPORTANTLY, IT BECOMES STABILITY AND A RENEWED HOPE.

EVERY DOLLAR RAISED GOES DIRECTLY BACK TO VETERANS IN NEED.

YOUR PARTNERSHIP HELPS MOVE VETERANS OFF THE STREETS AND INTO A SAFE, STABLE HOUSING, WHILE ALSO PROVIDING AND CONTINUING SUPPORT NECESSARY TO ENSURE THEY REMAIN HOUSED AND MOVE FORWARD WITH DIGNITY.

AS HEALTHCARE PROFESSIONALS, OUR MISSION IS TO CARE FOR THE WHOLE OF THE VETERAN.

THAT INCLUDES ENSURING THAT THEY HAVE A FOUNDATION FOR SAFETY AND STABILITY.

WE CANNOT DO THIS WORK ALONE. COMMUNITY PARTNERS LIKE YOU MAKE THAT MISSION POSSIBLE.

THIS IS OUR YEARLY PRESENTATION WITH AN UPDATE.

FOR THOSE OF YOU WHO DON'T KNOW THE HISTORY OF THE INITIATIVE. IT STARTED IN 2019, AGAIN WITH THE SUPPORT FROM COUNCIL AND ADMINISTRATION TO RAISE FUNDS THROUGH AN OPTIONAL ON COURSE COMPETITION THROUGH OUR GOLF SHOP. SO WHEN PEOPLE CHECK IN, THEY HAVE THE OPTION.

THEY HAVE THE OPPORTUNITY TO DONATE $5. THAT GOES TO CHARITY.

THEY PLAY THE 19TH HOLE ISLAND GREEN AT THE NEST AND HAVE A CHANCE TO, IF THEY LAND ON THE GREEN, WIN A NUMBER OF GIFT CARDS AND SUMMER MEMBERSHIPS.

THESE ARE SOME OF THE CHARITIES AND ORGANIZATIONS WE WERE ABLE TO HELP THIS PAST YEAR IN 2025.

URBAN YOUTH. IMPACT. PLACE OF HOPE. LITTLE SMILES.

HANLEY FOUNDATION, FISHER HOUSE, EAT BETTER, LIVE BETTER, HOME SAFE, AND MASON'S HOPE FOUNDATION.

IN 2024, WE WERE ABLE TO DONATE THOUSAND $373.82.

IN TOTAL. IN 2025, WE GREW THAT ROUGHLY $20,000 WITH A GOING TO NEARLY 50 CHARITIES WITH A TOTAL OF $65,818.85. AND IN TOTAL, SINCE FEBRUARY OF 2019, WE HAVE DONATED A TOTAL OF $307,900.70 TO OUR LOCAL CHARITIES AND INITIATIVES.

I AM BACK TO TALK ABOUT THE ICE PLEX. SO AS WE KNOW, IT'S A MONSTROSITY.

IF YOU'VE DRIVEN BY, YOU CAN SEE HOW BIG IT IS.

ONE OF THE THINGS THAT I'VE COMPLAINED IN THE PAST IS THAT I FELT THAT THE TRUCKS WERE TOO HEAVY FOR THAT ROAD, WHICH IF YOU DRIVE DOWN NOW, YOU CAN SEE THE SIDE OF THE ROAD WHERE THEY'RE PULLING.

ALL IS ALL FALLING APART. SO I'M HOPING THAT WE'RE GOING TO DO SOMETHING AFTER THIS IS DONE ABOUT FIXING PLANT DRIVE, ABOUT GOING DOWN AND PUTTING A NEW ROAD IN THERE.

THE TRUCKS ARE WAY TOO HEAVY THERE ON THE SIDES OF THE ROAD, DRIVING RIGHT UP ONTO THE RIGHT, UP ONTO THE SIDEWALKS TO MAKE THEIR TURNS IN AND OUT OF THERE.

SO ALL OF THE CEMENT THAT'S THERE, ALL OF OUR DRAINAGE, THAT'S THERE IS I MEAN, IT HAS TO BE BROKEN UNDERNEATH THE GROUND THERE BECAUSE OF THE FACT THAT YOU CAN SEE THE ROAD IS ALREADY ALL FALLING APART.

SO I'M HERE TODAY TO, OF COURSE, BRING THAT TO YOUR ATTENTION AGAIN.

AND THE OTHER THING THAT I'D LIKE TO BRING TO YOUR ATTENTION IS THAT THE CONSTRUCTION WORK ITSELF BOUNCES OFF OF 95, AND THE AMOUNT OF NOISE THAT IT PRODUCES CONCERNS ME, SO THAT WHEN THE ICE PLEX IS OPEN TILL 12:00 AT NIGHT AND THERE'S TOURNAMENTS AND EVERYTHING ELSE GOING ON OVER THERE, WE'RE GOING TO HAVE THAT SAME NOISE THAT'S CONSTANTLY BOUNCING OFF THAT BACK WALL,

THERE'S KIDS THAT ARE SLEEPING 50FT AWAY FROM THAT BUILDING, AND I WOULD LIKE FOR US TO HAVE SOME KIND OF CONCERN ABOUT THAT.

AND I'M NOT SURE WHAT THE BUFFER THAT WE'RE BUILDING THERE.

I KNOW THERE'S GOING TO BE PALM TREES. I KNOW THERE'S GOING TO BE AN EIGHT FOOT SIDEWALK, BUT MAYBE WE NEED TO TALK ABOUT SOME HIGH BUSHES OR SOMETHING THAT'S GOING TO BLOCK THE NOISE BECAUSE IT'S WAY TOO LOUD RIGHT NOW. WE EVEN HAVE WORKERS THAT ARE THERE TILL MIDNIGHT.

SO THE WORK THAT'S GOING ON THERE, I'M NOT SURE IF THERE'S AN ORDINANCE OR IF THEY'RE SUPPOSED TO STOP AT A CERTAIN TIME OF THE DAY, BUT THAT'S NOT HAPPENING. SO I'M JUST BRINGING THAT TO YOUR ATTENTION BECAUSE IT'S A BIT UPSETTING.

WELL, APPARENTLY I PUT MY SIGNS, MAYBE A FEW INCHES TOO TALL, AND INSTEAD OF CALLING ME AND LETTING ME KNOW THAT MY SIGNS WERE JUST A COUPLE INCHES TOO TALL SO I COULD GO OUT AND FIX THEM. THEY JUST DECIDED TO PULL THEM OUT OF THE GROUND AND THROW THEM AWAY.

NOW THAT'S A CHANGE IN OUR POLICY. IT ALWAYS USED TO BE WHERE WE WOULD GET A PHONE CALL, AND WE WOULD HAVE A CERTAIN PERIOD OF TIME TO CORRECT THE SIGNS.

I THINK THAT'S A GOOD POLICY. WE ALSO COULD GET OUR SIGNS BACK.

THAT'S NO LONGER POSSIBLE. THEY TOSS THEM AWAY.

I UNDERSTAND THAT THIS POLICY CHANGED BETWEEN THE TIME THAT I WAS ON COUNCIL TO NOW.

I BELIEVE THAT CHANGE WAS MADE BY STAFF. I BELIEVE THAT THAT SHOULD BE A COUNCIL DECISION.

THE FIRST ONE BEING, IF I MAY CALL OUR CITY ENGINEER TODD UP AND ANGELA BROWN.

PLEASE COME UP. WE HAVE A PRESENTATION FOR YOU THAT I THINK IS VALUABLE FOR THE COUNCIL AND THE PUBLIC TO SEE.

IT IS A PROCESS WHICH IS EMPLOYED MOSTLY BY THESE TWO PEOPLE AND THEIR RESPONSIBILITY.

THIS PROCESS IS AMAZING WHAT OUR STAFF CAN DO AND SAVE MONEY IN THE PROCESS OF DOING IT.

JUST FOUND OUT RECENTLY HOW GOOD THEY ARE, AND I THOUGHT THIS WAS SOMETHING THAT THE COUNCIL WOULD LIKE TO SEE AND THE CITIZENS SHOULD KNOW WHAT'S GOING ON.

SO THESE ARE TWO VERY TALENTED PEOPLE RIGHT HERE, AND I APPRECIATE YOU BOTH AND WHAT YOU DO.

I'M HERE WITH TODD ENGEL, CITY ENGINEER. WE ARE HERE TONIGHT TO PROVIDE AN OVERVIEW OF THE PROJECT APPROACH FOR THE FINAL PHASE OF DISTRICT PARK.

WE'RE USING OUR EXPERIENCES TO BUILD THIS FINAL PHASE AS OWNER BUILDERS INSTEAD OF HIRING A GENERAL CONTRACTOR.

TYPICALLY, EVERY PROJECT HAS ELEMENTS WHERE WE HAVE TO COORDINATE CONSTRUCTION.

FOR EXAMPLE, WE HIRE DIRECTLY THE CABLING CONTRACTORS, THE CONTRACTORS, THE SECURITY VENDORS, AND SO FORTH TO WORK WITH THE GENERAL CONTRACTOR.

SO WE'VE ALWAYS HAD TO COORDINATE CONSTRUCTION ON SOME LEVEL WITH ALL PROJECTS.

WITH THIS PROJECT, WE FELT THAT THE ELEMENTS COULD BE COORDINATED BY US ALONE WITH AVAILABLE CITY RESOURCES, SUCH AS TAKING ADVANTAGE OF PIGGYBACK CONTRACTS AND INCLUDING CO-OP AGREEMENTS AND THE CITY'S ANNUAL CONTRACTORS.

WE ALSO WANTED TO SEE IF WE COULD DELIVER THE PROJECT BETTER.

WE WANTED TO BE ABLE TO DELIVER IT ON TIME. WE'VE HAD SOME PAST RECENT PROJECTS THAT HAVE NOT BEEN ON TIME, SO WE WANTED TO SEE IF WE COULD DO IT A LOT BETTER THAN THEY DID.

SO WE'D LIKE TO USE OUR LESSONS LEARNED, IF YOU WILL, AND IMPLEMENT THEM ON THIS PROJECT.

SO WE UTILIZE OUR PUBLIC WORKS STAFF KNOWLEDGE TO DESIGN, CONSTRUCT, BUILD, TEST AND MAINTAIN IN THE FUTURE.

BY THE END OF THIS PROJECT, IT WILL PROBABLY GO TO ABOUT 120.

HE STARTED WITH THE CITY IN THE STREETS AND STORMWATER DIVISION AS A MAINTENANCE TECHNICIAN, ONE PROMOTED TO MAINTENANCE TECHNICIAN 2 IN 2007 AND THEN TO EQUIPMENT OPERATOR IN 2015.

FROM 2006 TO 2015, HE WAS PART OF THE CREW RESPONSIBLE FOR KEEPING OUR CITY CLEAN AND OUR ROADS SAFE.

HE WAS THE PERSON YOU WOULD SEE PRESSURE WASHING THE CONCRETE MEDIANS.

I DON'T KNOW IF YOU'VE EVER SEEN OUR CREWS OUT IN THE MIDDLE OF THE ROADS, CLEANING THOSE MEDIANS AND THOSE CONCRETE MEDIANS ALWAYS LOOKING CLEAN.

HE WAS PART OF THAT TEAM, CLEANING SIDEWALKS, PARKS, FACILITIES AND PERFORMING REPAIRS TO THE STORMWATER SYSTEM AND ROADS.

HE WAS OFTEN THE FIRST TO RESPOND TO GRAFFITI REMOVAL, QUIETLY RESTORING THE PRIDE TO OUR NEIGHBORHOODS.

BUT AFTER HIS PROMOTION TO EQUIPMENT OPERATOR, HARVEY WORKED ALONGSIDE HIS COWORKER HENRY MACKENZIE ON THE THREE CREW.

TOGETHER, THIS TEAM OF TWO WERE RESPONSIBLE FOR TRIMMING, MAINTAINING, REMOVING TREES IN OUR PARK, PARKING LOTS, AND OTHER CITY PROPERTIES. THEIR WORK KEPT OUR PUBLIC SPACES SAFE AND BEAUTIFUL FOR OUR RESIDENTS.

HE WAS ALSO A PROUD GRADUATE OF PALM BEACH GARDENS HIGH SCHOOL AND LOVED SOFTBALL.

HE LOVED SOFTBALL. IN TOTAL, HARVEY DEDICATED 47 YEARS TO PUBLIC SERVICE.

THAT'S 47 YEARS OF SHOWING UP WITH A GREAT ATTITUDE, COMMITMENT AND TAKING PRIDE OF HIS WORK.

HE ALWAYS HAD A SMILE AND A POSITIVE ATTITUDE.

IT DIDN'T MATTER WHAT TASK YOU GAVE HIM, HE WOULD DO IT WITH EXCELLENCE AND WITHOUT A COMPLAINT FOR ME ON A MORE PERSONAL BASIS. WITH HARVEY, I ALWAYS SAW HARVEY AS A QUIET MAN WITH A BIG PRESENCE.

HE WILL FILL UP THE ROOM. WHEN HE SPOKE IN MATTERS MANY TIMES, HARVEY WOULD COME TO TO ME AND WOULD CALL ME IN THE HALLWAY, SAY, BOSS, I NEED TO SPEAK WITH YOU. AND I ALWAYS SAY, HARVEY, YOU'RE MAKING ME NERVOUS.

WAGNER. AS ONE MIGHT SUSPECT WHEN YOU DO SOMETHING WRONG AND YOU END UP GETTING FINED FOR IT, PEOPLE THAT END UP GETTING FINED IN CODE ENFORCEMENT LARGELY END UP GETTING FINED BECAUSE THEY HAVE A PERSONAL RESPONSIBILITY ISSUE.

AND SO THEN WHEN THEY ARE HELD TO ACCOUNT, THEY IN TYPICAL FASHION, BECAUSE THEY HAVE A PERSONAL RESPONSIBILITY ISSUE, THEY HAVE A TENDENCY TO THEN TRY TO POINT FINGERS AT OTHER PEOPLE AND BLAME THEM FOR THEIR PREDICAMENT.

MOST PEOPLE THAT GET SENT INTO PRISON NOW, THESE ARE NOT CRIMINAL CASES, BUT JUST THINK ABOUT IT LOGICALLY. MOST PEOPLE SITTING IN PRISON DON'T HAVE A LOT OF GOOD THINGS TO SAY ABOUT THEIR JUDGE. BUT TRUTHFULLY, CERTAINLY DURING MY TENURE SINCE I'VE BEEN HERE AND I DON'T KNOW HOW IT WAS BEFORE I GOT HERE.

WE HAVE WORKED VERY HARD. I THINK IT'S CLOSER TO 15. WELL, HE RAISED WE INCREASED IT AT ONE POINT FROM 100 AND $125 TO $150 BACK IN 2022. SO HE GOT AN INCREASE, BUT HE'S BEEN WORKING FOR A WAGE THAT YOU CANNOT RETAIN A PARALEGAL FOR.

AND I HAVE SEEN A LOT OF OTHER SPECIAL MAGISTRATES AROUND THE COUNTY, AND I THINK HE HANDLES THE HEARINGS IN A VERY, VERY PROFESSIONAL MANNER. AND AND AGAIN, HE DOESN'T ALWAYS RULE IN OUR FAVOR, WHICH IS GOOD.

WE DON'T WANT THAT. WE WANT HIM TO SIT UP HERE AND BE A QUASI JUDICIAL SPECIAL MAGISTRATE, PROVIDE PEOPLE MAKE SURE THAT THEY'RE BEING AFFORDED PROCEDURAL DUE PROCESS AND THAT THE PROPER LAWS AND REGULATIONS ARE BEING APPLIED AGAINST THEM AND THEN GIVE THEM TIME.

AND I HAVE SEEN THEM. I'VE SEEN HIM GIVE THEM ADDITIONAL TIME, MORE TIME THAN WE WERE WILLING TO ALLOW.

AND I'VE NEVER SEEN HIM NOT GIVE THEM THE TIME.

IF WE ASKED THEM TO GIVE THEM MORE TIME, HE'S NEVER DONE THAT.

QUITE FRANKLY, MANY OF THEM SHOW UP HERE. NOT MANY, I WOULD SAY.

BUT THERE ARE SOME THAT SHOW UP HERE, AND THEN THEY ACT LIKE PETULANT CHILDREN AND YELL AS THEY'RE WALKING OUT THE DOOR, WHICH IS NOT APPROPRIATE FOR THE FORUM OR THE DECORUM YELL AT THE SPECIAL MAGISTRATE, YELL AT THE STAFF.

AND IT'S IT'S REALLY QUITE DISCONCERTING. AND THOSE ARE THE PEOPLE THAT END UP REACHING OUT AND COMPLAINING.

SO I DON'T I DON'T KNOW WHAT ELSE YOU GUYS WANT TO KNOW.

I MEAN, CHAPTER 162 IS CHAPTER 162 IS 162. IT HAS BEEN VIRTUALLY UNCHANGED SINCE 1973. I THINK IT WAS. PALM BEACH COUNTY WAS THE FIRST COUNTY IN THE STATE TO USE CHAPTER ONE.

THEY CHOSE PALM BEACH COUNTY BECAUSE WE HAVE THE MOST MUNICIPALITIES. AND SO THEY WANTED TO SEE HOW IT WOULD WORK. THEY TRIED IT FOR A YEAR. IT WORKED PRETTY WELL. THEY PASSED IT INTO LAW AND ESTABLISHED CHAPTER 162. AND SO YOU CAN HAVE A SPECIAL MAGISTRATE ADJUDICATE THESE MATTERS RATHER THAN A JUDGE.

IT'S VERY COST EFFECTIVE. IF WE HAVE ONE HEARING A MONTH, DEPENDING ON THE LENGTH OF THAT HEARING I WOULD BE SURPRISED IF MR. WAGNER'S INVOICES EXCEEDED EVEN TEN HOURS OF BILLABLE HOURS A MONTH, THEY TYPICALLY ARE LESS THAN THAT.

OUR HEARINGS LAST ANYWHERE FROM 2 TO 3 HOURS.

AND THEY DON'T KNOW THE BACKGROUND OF THE CASE. AND SO IT CAUSES THIS DISPARITY AND AN INCONSISTENCY IN, IN THE ADJUDICATIONS AND IN THE RULINGS. MOST MUNICIPALITIES HAVE ONE SOME OF THE LARGER ONES WILL HAVE WILL HAVE MORE THAN ONE LIKE WEST PALM HAS MORE THAN ONE TYPICALLY. BUT THEY USED THE SAME ONES A LOT.

AND TONIGHT, WE'LL HAVE A FEW OTHER ADJUSTMENTS THAT WILL GO INTO GREATER DETAIL IN LATER SLIDES.

SO AS FAR AS THE TOTAL FOR PURCHASE ORDERS AND CAPITAL IMPROVEMENT PROJECT BALANCES BEING CARRIED FORWARD, PURCHASE ORDERS TOTAL 15.8 MILLION AND UNSPENT BALANCES ON CIP PROJECTS TOTAL 26.6 MILLION, FOR A TOTAL OF 42.5 MILLION BEING CARRIED INTO THE CURRENT YEAR.

THIS SLIDE HIGHLIGHTS THE MORE SIGNIFICANT PROJECTS BEING CARRIED FORWARD FROM THE PRIOR YEAR.

FUNDING INCLUDES 16.2 MILLION FOR THE DISTRICT PARK FIELDHOUSE TO CONSTRUCT THAT MULTI-USE INDOOR RECREATION FACILITY, 2 MILLION REMAINING FOR THE BURNS ROAD COMMUNITY CENTER PROJECT, 1.8 MILLION FOR THE ECONOMIC AND COCONUT EXTENSION PROJECT, WHICH IS CURRENTLY UNDERWAY AND BEING CONSTRUCTED BY AVENIR DEVELOPMENT WITH CITY FUNDING.

CITY FUNDING. ADDING ADDITIONAL OF THE SECOND LANE TO INCREASE FUTURE ROADWAY CAPACITY.

1 MILLION FOR THE REPLACEMENT OF THE CITY'S FINANCIAL SYSTEM DUE TO THE SUNSET OF SUPPORT FOR OUR EXISTING SOFTWARE, AND 1 MILLION FOR A SINGLE FAMILY HOME IMPROVEMENT PROGRAM, WHICH IS FUNDED THROUGH OUR WORKFORCE HOUSING FUND.

ADDITIONALLY, FUNDING STAFF HAS A FEW OTHER RECOMMENDED ADJUSTMENTS.

FUNDING INCLUDES 2.1 MILLION FOR THE GARDENS, NATURE TRAIL AND PARK PROJECT.

WE APPLIED FOR AND WERE AWARDED A LAND AND WATER CONSERVATION FUND REIMBURSEMENT GRANT, WHICH ALLOWS US TO MOVE THIS PROJECT FORWARD SO CONSTRUCTION CAN BEGIN NOW.

WE ARE ALSO REQUESTING TO ALLOCATE 1.2 MILLION FOR CITY WIDE SECURITY ENHANCEMENTS TO BRING OUR FACILITIES IN LINE WITH CURRENT BEST PRACTICES.

THIS INVESTMENT INCLUDES CAMERAS, HARDWARES, DRONES AND SUPPORTING SOFTWARE.

IN ADDITION, 1 MILLION IS ALSO BEING REQUESTED TO BE ALLOCATED IN DEDICATION TO FACILITY HARDENING, SECURITY INFRASTRUCTURE AND LANDSCAPE IMPROVEMENT TO STRENGTHEN THE AND SAFETY OF OUR FACILITIES AT DISTRICT PARK FIELDHOUSE, WE'RE REQUESTING 1.4 MILLION TO BE ALLOCATED FOR OUTDOOR IMPROVEMENTS AT THE FIELDHOUSE.

THESE UPGRADES WILL INCLUDE NEW OUTDOOR BASKETBALL AND SAND VOLLEYBALL COURTS, SPORTS FIELD LIGHTING TO EXTEND EVENING USE, A LARGE PAVILION AND EXPANDED PLAYGROUND AMENITIES WITH ADDITIONAL SHADE.

AND FINALLY, WE ARE REQUESTING 700,000 FOR A PUBLIC AN ADDITIONAL PUBLIC RADIO TOWER TO PROVIDE RELIABLE CITYWIDE PUBLIC SAFETY RADIO COVERAGE.

NEXT, THE CITY IS REQUESTING ONE ADDITIONAL FULL TIME POSITION TO ADD AN EMERGENCY VEHICLE TECHNICIAN IN ORDER TO FULFILL AN INTERLOCAL AGREEMENT WITH THE TOWN OF JUPITER. THIS POSITION WILL PROVIDE VEHICLE MAINTENANCE SUPPORT FOR THE JUPITER FIRE RESCUE DEPARTMENT AND OTHER FIRE EMERGENCY RESPONSE VEHICLES.

THERE WILL BE NO FINANCIAL IMPACT TO THE CITY, AS THE TOWN OF JUPITER WILL FULLY REIMBURSE THE CITY FOR THE COST OF THIS POSITION.

UNDER THE AGREEMENT AMENDING OUR FULL TIME POSITION COUNT TO 675.

ADDITIONALLY, STAFF IS REQUESTING APPROVAL TO TRANSFER 500,000 TO PRE-FUND THE SERVICE REQUIREMENTS UNDER THIS INTERLOCAL AGREEMENT.

THE TRANSFER IS ADMINISTRATIVE IN NATURE AND WILL ENSURE THAT THE FUNDS ARE AVAILABLE TO SUPPORT THE MAINTENANCE OPERATIONS FOR THE TOWN OF JUPITER PRIOR TO THE REIMBURSEMENT.

ALL ASSOCIATED COSTS WILL BE FULLY REIMBURSED BY THE TOWN OF JUPITER, RESULTING IN NO NET FINANCIAL IMPACT TO THE CITY.

AND FINALLY, WE MOVE ON TO THE ANALYSIS OF THE GENERAL FUND RESERVES.

WE HAD A BEGINNING FUND BALANCE IN BUDGET STABILIZATION OF 8.5 MILLION.

AND AFTER WE CLOSED THE BOOKS OUT FOR THE YEAR, WE HAD AN INCREASE OF 4.1 THAT WE ADDED BACK TO RESERVES.

THIS IS LARGELY DUE TO A SIGNIFICANT INCREASE THAT WE HAD IN BUILDING PERMIT REVENUE AND INVESTMENT INCOME.

WE HAVE A FEW OTHER RECOMMENDED ALLOCATIONS THAT WE HAD DISCUSSED FROM BUDGET STABILIZATION FOR VARIOUS PROJECTS AND FUND BALANCE ADJUSTMENTS THAT TOTAL 6.9 MILLION. AND AFTER ALL OF THOSE ADJUSTMENTS, THAT WILL LEAVE 5.7 MILLION IN OUR BUDGET STABILIZATION FUND.

STAFF DOES BELIEVE THIS IS A CONSERVATIVE FIGURE THAT WILL PROVIDE A FINANCIAL BUFFER IN LIGHT OF THE ONGOING UNCERTAINTIES RELATED TO THE POTENTIAL PROPERTY TAX INITIATIVES THAT ARE BEING DISCUSSED IN TALLAHASSEE, AS WELL AS THE RAPID CHANGING TARIFF ENVIRONMENT THAT COULD IMPACT OUR MATERIALS AND CONSTRUCTION COSTS.

AND FINALLY, THIS YEAR, WE INCREASED OUR UNASSIGNED RESERVE BALANCE TO 32.6 MILLION TO STRENGTHEN THE CITY'S ABILITY TO RESPOND TO NATURAL DISASTERS AND EMERGENCIES. AND THIS BALANCE REPRESENTS 20% OF OUR CURRENT YEAR BUDGETED EXPENDITURES, WHICH EXCEEDS THE CITY'S POLICY THRESHOLD SET AT 17%.

THAT WORK INCLUDED COORDINATING WITH OUR FORMER COMMISSIONER VALEISHA AND NEARBY PROPERTY OWNERS, INCLUDING THE PALM BEACH COUNTY RESIDENTS, WHO RELY ON THIS CORRIDOR EVERY SINGLE DAY.

AND MORE RECENTLY, THAT COORDINATION HAS CONTINUED WITH COMMISSIONER MARINO AS THE PROJECT HAS MOVED FORWARD.

PHASE ONE OF THIS EXTENSION OPENED ABOUT A MONTH AND A HALF AGO, AND AGAIN, YOU CAN SEE PHASE ONE DIRECTLY WITHIN OUR PARCELS.

PHASE TWO, WHICH I JUST BROUGHT UP ON THE SCREEN HERE, IS FULLY FUNDED.

AND ON JANUARY 6TH, THE COUNTY AUTHORIZED THE FILING OF EMINENT DOMAIN FOR THE REMAINING RIGHT OF WAY PARCELS.

THOSE ACQUISITIONS ARE ANTICIPATED TO BE COMPLETED THIS SUMMER, WITH THE COUNTY INDICATING THAT THE PROJECT COULD MOVE FORWARD TOWARDS BIDDING LATER IN THE SUMMER OR FALL, WITH THE CONSTRUCTION POTENTIALLY BEGINNING LATER THIS YEAR OR EARLY 2027.

AND AND WE ARE COMMITTED TO PROVIDING FOR ENHANCEMENTS OF THAT INTERSECTION AT NORTH LAKE BOULEVARD AND CONGRESS AVENUE RIGHT THERE.

THE PEDESTRIAN CROSSWALKS ARE TRULY THERE, STRIPED CROSSWALKS.

AND SO WHAT WE'RE DOING IS WE'RE PROVIDING A COMMITMENT TO PROVIDE ENHANCED CROSSWALKS WITH STAMPED ASPHALT.

AND AGAIN, WE'LL PROVIDE A VISUAL REPRESENTATION THAT THERE ARE PEDESTRIANS CROSSING IN THAT AREA.

SO WE ARE PROVIDING FOR LANDSCAPE BUFFERS THAT EXCEED THE MINIMUM REQUIREMENTS ON ALL OF THE DIFFERENT SIDES OF THE PROPERTY.

MORE SPECIFICALLY, YOU CAN SEE THAT CONGRESS AVENUE AND THE NORTHERN PORTIONS ALONG THE SEA COAST AREAS ARE MUCH LARGER.

AND WE ARE PROVIDING FOR IN OUR LANDSCAPE PLANS SOME PLANTINGS WITHIN THAT AREA AS WELL.

THEY DO HAVE A SPECIFIED PLANT PALETTE, WHICH WE'VE REVIEWED AND AND HAVE ALIGNED WITH.

AND SO WE ARE COMMITTED TO BE ABLE TO PROVIDE PLANS AND PLANTINGS FOR THAT AS WELL, AS LONG AS IT'S SOMETHING IN THE FUTURE THAT CAN BE PERMITTED.

THE BUILDINGS CLOSER TO PROVIDE A LITTLE BIT OF ENHANCEMENT ENGAGEMENT TO THAT CANAL RIGHT OF WAY AREA.

AND THIS ALSO ALLOWS US TO HAVE A SIGNIFICANTLY INCREASED LANDSCAPE BUFFER ALONG CONGRESS AVENUE.

THERE ARE AREAS, ESPECIALLY ALONG THE NORTHERN PORTION OF CONGRESS AVENUE, WHERE WE HAVE LANDSCAPE BUFFERS EXCEEDING 30, 35FT, AGAIN, TO PROVIDE SIGNIFICANT LANDSCAPING WITH BERMS AND HAVING THAT MEANDERING PATHWAY.

SO THERE WAS A LOT OF BENEFIT TO US PUSHING THIS OVER, WHICH REQUIRES US TO ASK FOR A WAIVER ON THE SOUTH PROPERTY LINE.

WE ARE 43FT FROM THAT PROPERTY LINE. AND IT SHOULD BE NOTED THAT WE DO, AGAIN, HAVE SIGNIFICANT LANDSCAPING ALONG THAT SOUTH BOUNDARY.

AND THERE ARE MANY LARGE OAK TREES ALONG THAT PROPERTY LINE AS WELL, JUST BEYOND OURS.

AND THEN MOVING ALONG TO CONGRESS AVENUE. WE DO HAVE THE CENTRAL MOST BUILDING AT 79FT FROM CONGRESS AVENUE AND THE NORTHERN ONE AT 185. SO I'M GOING TO ZOOM YOU IN TO THAT 185 FOOT SETBACK RIGHT NOW.

SO THE ARCHITECTURAL CHARACTER OF THIS PROJECT IS REALLY ROOTED IN THE DUTCH WEST INDIES STYLE, AND IT WAS SELECTED FOR ITS REFINED COASTAL ELEGANCE, A WARM MATERIAL PALETTE AND ITS ABILITY TO REDUCE BUILDING MASS THROUGH ARTICULATED ROOF LINES, DEEP OVERHANGS AND DETAILED FACADE ELEMENTS.

NOW THESE ARE THE NEXT FEW SLIDES ARE VISUAL REPRESENTATIONS OF OUR ARCHITECTURE WHICH WE ARE PROPOSING TONIGHT.

JUST SKIPPING ALONG. SO AS PREVIOUSLY MENTIONED, THE APPLICANT IS PROPOSING TO USE THE CITY'S WORKFORCE HOUSING PROGRAM IN 2023.

THE CITY COUNCIL APPROVED THE CITY'S WORKFORCE HOUSING PROGRAM, AND THIS PROGRAM ENCOURAGES DEVELOPERS TO PROVIDE WORKFORCE HOUSING THROUGH INCENTIVES, SUCH AS A DENSITY BONUS WHEN A PROJECT MEETS A MINIMUM OF 10% OF THE TOTAL UNITS FOR HOUSEHOLDS EARNING BETWEEN 80 AND 120% OF THE AREA MEDIAN INCOME. THE CHART SHOWN ON THE SCREEN IS PROVIDED BY THE FLORIDA HOUSING FINANCE CORPORATION, UPDATED ANNUALLY FOR PALM BEACH COUNTY, THAT SHOWS THE AREA MEDIAN INCOME, OR AMI, AND THE DIFFERENT RENT CATEGORIES AND LIMITS. FOR THIS PROPOSAL, THE APPLICANT IS PROPOSING 12.5% OF THE UNITS FOR A TOTAL OF 54 UNITS.

HALF OF THESE UNITS AT THE 80% CATEGORY, A QUARTER AT 100 AND A QUARTER AT 120.

AND AS PREVIOUSLY MENTIONED, THIS IS SIGNIFICANT BECAUSE IT IS ABOVE AND BEYOND OUR CODE REQUIREMENT, AND IS ONE OF THE FIRST PROJECT IN THE CITY TO PROVIDE 180.

THE APPLICANT DISCUSSED THE ACCESSES FOR THE SITE.

I WOULD LIKE TO ADDITIONALLY POINT OUT THAT THE NORTH ACCESS IS SHARED WITH OUR WILL BE SHARED WITH OUR FIRE AND POLICE TRAINING FACILITY TO THE NORTH, AND THE ACCESS ROAD SHOWN HAS BEEN COORDINATED WITH CITY STAFF AND WILL BE CONSTRUCTED BY THE APPLICANT.

FOR SITE. THE SITE PLAN THE APPLICANT WAS REQUIRED TO PROVIDE A SITE ASSESSMENT STUDY FOR THE SPECIFIC PROPOSAL FOR THE SITE AND THE STUDY. IT DOES INDICATE THAT IT MEETS OUR CITY'S LEVEL OF SERVICE STANDARDS AND OUR MOBILITY PLAN.

QUALITY OF SERVICE STANDARDS. THE BUFFERS FOR THE SITE WERE REVIEWED VERY CAREFULLY, AND JUST TO POINT OUT, THE APPLICANT IS PROVIDING IS MEETING OUR OPEN SPACE REQUIREMENT AND PROVIDES MORE THAN DOUBLE THE AMOUNT OF LANDSCAPING POINTS THAT ARE REQUIRED FOR THE SITE. THE NORTH BUFFER IS PROVIDING TALL AND MATURE LANDSCAPING WITH MID AND LOW STORY PLANTINGS, AS WELL TO FORM AN OPAQUE BUFFER FOR THE ADJACENT PROPERTY.

I WOULD ALSO LIKE TO POINT OUT THAT THE APPLICANT WILL BE PROVIDING LANDSCAPING ALONG THE EASTERN SIDE OF CONGRESS AVENUE TO CREATE A COHESIVE CORRIDOR IN THIS AREA. THEY WILL ALSO BE PROVIDING LANDSCAPING AT THE CORNER.

THE NORTHWEST CORNER ON THE SEACOAST PROPERTY THAT MIRRORS AND MATCHES THE LANDSCAPING ON THEIR SIDE TO ENSURE THAT THIS ACCESS IS APPROPRIATE FOR THE RESIDENTS. THE APPLICANT WILL ALSO BE PROVIDING ALONG THE EASTERNMOST SIDE OF PARCEL TWO, A SIX FOOT TALL PVC FENCE AND LANDSCAPING AS WELL ADJACENT TO THE PALM BEACH COUNTY RESIDENTS.

I'LL READ IT. PALM BEACH STATE COLLEGE HAS AN OPPORTUNITY TO SUBMIT PROPOSALS TO CONGRESSMAN MASTER'S OFFICE IN HOPES OF RECEIVING SOME LEVEL OF FEDERAL FUNDING SUPPORT DURING THEIR NEXT BUDGET CYCLE. OUR PROPOSAL IS FOR AN INTERDISCIPLINARY TRADES VILLAGE AT THE PALM BEACH GARDENS CAMPUS.

THE IDEA IS THAT THE VILLAGE WILL BE A PLACE WHERE STUDENTS IN VARIOUS TRADES CAN WORK TOGETHER, AS THEY WOULD ON REAL LIFE REAL LIFE JOB SITES.

AND HE SAYS, I UNDERSTAND A FULL ENDORSEMENT FROM THE CITY IS REQUIRED, REQUIRES A VOTE FROM THE CITY COUNCIL.

BUT I'M HOPING THAT YOU WOULD BE WILLING TO SEND A LETTER TO CONGRESSMAN MASS TO STRENGTHEN THEIR REQUEST.

WE HAD A HOLDING PERIOD. WE WERE ABLE TO GO TO THE TO THE AREA, AND OUR CODE ENFORCEMENT OFFICERS WOULD GIVE US A COURTESY CALL AND SAID, YOUR SIGN IS WHATEVER, IT'S IN THE RIGHT OF WAY.

YOU NEED TO EITHER REMOVE IT OR FIX THE ISSUE.

AND YEAH, WE LEARN BY SOME OF THE THINGS THAT HAPPENED TO US ALONG THE WAY.

SO AND THE, THE CALLING AND THE TELLING PEOPLE, WELL, YOU HAVE SO MUCH TIME TO REMOVE WE GET A LOT OF EXCUSES, A LOT OF ISSUES. AND THAT TIES UP STAFF'S TIME MORE AND MORE.

AND THE SIGN DOESN'T GET PULLED OR IT DOES GET PULLED.

AND THE SAFETY ISSUE WITH THE DUMPSTER, WE HAD FIRES AND ALL KINDS OF THINGS PEOPLE WERE DOING TO THAT DUMPSTER BECAUSE IT WAS OUT IN THE PUBLIC VIEW.

AND WE CAN'T HAVE PEOPLE COMING ON TO A CITY PROPERTY DOWN THERE AT THE LOGISTICS CENTER BECAUSE OF THE LIABILITIES AND ISSUES.

SO IT BECAME SOMETHING WE GRADUALLY TOOK BACK BECAUSE OF THOSE ISSUES.
