NOW, WE'D LIKE TO TALK TO YOU ABOUT OUR SUCCESSES AND OUR EXCITING FUTURE.

A CUBESAT IS A SMALLER SATELLITE THAT'S IN THE SHAPE OF A CUBE.

CUBESATS TRANSMIT DATA, SCIENTIFIC RESEARCH AND MORE AT A MORE COST EFFECTIVE RATE.

CUBESATS ARE CONSIDERED A DISRUPTIVE LEARNING TOOL.

CUBESATS ARE ALSO REALLY GOOD FOR LOOKING AT THE EARTH.

PRIMARILY TO A COUPLE OF UNIVERSITIES AND TWO HIGH SCHOOLS WERE CHOSEN BY NASA'S CUBESAT LAUNCH INITIATIVE PROGRAM.

WE WERE THE ONLY MIDDLE SCHOOL TO BE CHOSEN BY NASA, NOT ONLY ONCE, BUT TWICE.

OUR CUBESAT, THE WEISS SAT ONE TESTED [INAUDIBLE] BACTERIA IN HARSH CONDITIONS IN SPACE.

OUR CUBESAT LAUNCHED ON A ROCKET ON A FALCON 9 ROCKET IN VANDENBERG AIR FORCE BASE.

OUR PASSION IGNITED FOR CUBESATS LIKE AEROSPACE EDUCATION AND MORE THANKS TO THE WEISS SAT ONE SUCCESS.

AND NOW HERE IS [INAUDIBLE] TO TALK ABOUT HIS CUBESAT PROPOSAL.

THE [INAUDIBLE] SIDE, WHICH HE PRESENTED [INAUDIBLE] WHICH STANDS FOR INTERNATIONAL ASTRONOMICAL CONGRESS, WHICH IS LOCATED IN WASHINGTON, D.C..

HELLO, I'M THE CO-INVESTIGATOR [INAUDIBLE] ONE SATELLITE.

THE [INAUDIBLE] ONE SATELLITE IS A CUBESAT THAT IS TESTING VARIOUS METHODS AGAINST RADIATION PROTECTION, IT IS SEEING WHICH METHODS ARE MOST EFFECTIVE FOR PROTECTION, THAT THESE EFFECTS OF RADIATION IN THE SPACE ENVIRONMENT ARE KNOWN AS SINGLE VENT OFFSETS, WHERE THE RADIATION WILL CAUSE PROBLEMS TO THE BINARY CODE OF THE SATELLITE.

EARLIER THIS YEAR, WE WERE CHOSEN BY THE INTERNATIONAL ASTRONAUTICAL FEDERATION TO SPEAK AT THE INTERNATIONAL ASTRONAUTICAL CONGRESS, WHERE WE WERE ABLE TO PRESENT TO A ROOMFUL OF PEOPLE WELL-VERSED IN THE FIELD OF SPACE EDUCATION.

DURING OUR STAY AT THE INTERNATIONAL ASTRONOMICAL CONGRESS, WE WERE ABLE TO NETWORK WITH VARIOUS TITANS OF THE SPACE INDUSTRY, SUCH AS [INAUDIBLE] WHERE THEY WERE.

THEY SUPPORTED US IN OUR ENDEAVORS WITH THE [INAUDIBLE] AND PROMISED TO GIVE US SUPPORT FOR OUR POLYETHYLENE RADIATION HARDENING FOR PHYSICAL PROTECTION.

AFTER THE IAC WE SUBMITTED A PROPOSAL TO THE CUBESAT LAUNCH INITIATIVE IN ORDER TO GET FINANCIAL AID FOR OUR SATELLITE [INAUDIBLE] LAUNCH.

WE'RE CURRENTLY WAITING FOR RESULTS.

HOWEVER, WE ARE HOPING TO BE SELECTED.

NEXT, I'D LIKE TO INTRODUCE [INAUDIBLE] WHO WAS CHOSEN EARLIER THIS YEAR FOR THE CUBESAT LAUNCH INITIATIVE. THANK YOU, THEODORE.

THE WOLVERINE CUBESAT DEVELOPMENT TEAM SUBMITTED FIVE [INAUDIBLE] UP PROPOSALS LAST YEAR TO NASA'S CUBESAT LAUNCH INITIATIVE.

ONE OF THOSE MISSIONS, THE [INAUDIBLE] ONE WAS SELECTED AMONG 16 OTHER PROPOSALS NATIONWIDE IN MARCH OF THIS YEAR.

I'M THE CO-INVESTIGATOR OF THIS MISSION.

AND IT'S DESIGNED TO TEST AND VALIDATE A NOVEL CAPACITOR BASED ELECTRICAL POWER SYSTEM IN A ONE [INAUDIBLE] CUBESAT. CAPACITORS ARE A FORM OF BATTERY THAT ARE MUCH SMALLER AND HAVE MUCH GREATER SAFETY BENEFITS THAN THE REGULARLY USED LITHIUM ION POLYMER BATTERIES IN CUBESATS TODAY.

AS THE [INAUDIBLE] IT'S BEEN MY JOB TO MAKE SURE THAT THE [INAUDIBLE] ONE IS FULLY DEVELOPED WHEN IT COMES TO ITS LAUNCH DATE, A PART OF THIS WAS DEVELOPING ITS MISSION TIMELINE, WHICH ESTIMATES ITS LAUNCH DATE TO BE AROUND EARLY TO MID 2021.

THE WOLVERINE CUBESAT DEVELOPMENT TEAM HAS GIVEN ME THE OPPORTUNITIES AND KNOWLEDGE TO COMMUNICATE AND NETWORK WITH COMPONENT VENDORS TO ACTUALLY CONSTRUCT THE [INAUDIBLE] ONE FOR ITS REQUIRED TESTS AND REVIEWS PRIOR TO ITS LAUNCH DATE.

THANK YOU. AND AND I'D LIKE TO INTRODUCE LOGAN [INAUDIBLE] TO TALK ABOUT OUR LUNAR ROVER AND SPACE SETTLEMENT ENDEAVORS.

THANK YOU. SO AS [INAUDIBLE] AND [INAUDIBLE] MENTIONED THE WEISS SCHOOL IS INVOLVED WITH MANY PROJECTS. SO ONE OF THESE PROJECTS IS THE MARS LUNAR ROVER, WHICH STUDENTS FROM THE WOLVERINE CUBESAT DEVELOPMENT TEAM HOPE TO BUILD TEST AND LAUNCH BY THE YEAR 2022.

SO THE MARS LUNAR ROVER HAS A TWO U FOOTPRINT, WHICH IS ABOUT 20 CENTIMETERS BY 10 CENTIMETERS AND A ONE HALF U HEIGHT, WHICH IS ABOUT FIVE CENTIMETERS.

THE MISSION FOR THE MARS ROVER FOCUSES ON BOTH EDUCATIONAL AND TECHNOLOGICAL VALIDATION WITH THE MISSION BEING TO FOCUS ON THE POLARIZATION OF LUNAR DUST ON SOLAR PANELS, WHICH WILL PROVIDE INSIGHT FOR FUTURE LUNAR ROVER MISSIONS.

SO NOT ONLY ARE WE GOING TO BUILD TESTS AND LAUNCH A LUNAR ROVER BY 2022, BUT WE ALSO PARTICIPATE IN TWO ANNUAL SPACE SETTLEMENT COMPETITIONS.

ONE BEING A MIDDLE-SCHOOL COMPETITION THAT IS HOSTED BY NASA [INAUDIBLE] AND THE OTHER, A HIGH SCHOOL COMPETITION HOSTED BY THE FUTURE SPACE SCHOLARS MEET, WHICH IS LOCATED IN CHINA. SO JUST TWO MONTHS AGO, AS A NATIONAL CHAMPION, THE WEISS SCHOOL WAS ABLE TO GO TO BEIJING, CHINA, TO COMPETE IN THE FINAL ROUND OF THE FUTURE SPACE SCHOLARS MEET COMPETITION. SO THE GENERAL IDEA FOR BOTH OF THESE COMPETITIONS FOCUS ON A SETTLEMENT WHICH CAN ORBIT AROUND A MOON OR A PLANET THAT HAS A THAT HAS A SOCIETY THAT SURVIVES AND THRIVES. SO WHILE WE WERE IN CHINA, NOT ONLY DID WE LEARN A LOT OF LESSONS THERE, BUT WE ALSO VISITED DURING THE 70TH ANNIVERSARY OF THE PEOPLE'S REPUBLIC OF CHINA.

SO NOW HERE'S [INAUDIBLE] TO TALK ABOUT PUBLIC POLICY.

THANK YOU. SO AS MOST OF YOU KNOW, THE WEISS SCHOOL IS VERY INVOLVED WITH SPACE POLICY AND OUR MISSION STATEMENT IS TO EDUCATE, COMMUNICATE, ADVOCATE AND LEGISLATE ON BEHALF OF SPACE POLICY. WE RECOGNIZE WHAT WE DO AT OUR PRIVATE SCHOOL IS NOT NECESSARILY AVAILABLE TO STUDENTS IN PUBLIC SCHOOLS AND WE WANT TO CHANGE THE WAY THAT STEM IS TAUGHT IN FLORIDA SCHOOLS. CURRENTLY, WE ARE WORKING WITH OUR STATE REPRESENTATIVES AND SENATORS TO MAKE THIS IDEA GO THROUGH, WE HAVE SUPPORTED THIS JEANS FROM HIGH SCHOOL ARE NOT ONLY ABLE TO WORK ON OUR SATELLITES, BUT ALSO BE ABLE TO SPEAK ABOUT WHAT THEY DO.

STUDENTS IN OUR SCHOOL ALSO ADVOCATE ON THE LOCAL, STATE AND NATIONAL LEVEL AND HAVE ATTENDED VARIOUS EVENTS IN THE PAST FEW YEARS.

LIKE I SAID, IN THE PAST FEW YEARS, WE'VE ATTENDED VARIOUS EVENTS, FLORIDA SPACE DAY, WHICH IS A CONGRESSIONAL VISIT WHERE WE ARE ALLOWED TO SPEAK WITH REPRESENTATIVES AND SENATORS TO DISCUSS THE SPACE INDUSTRY IN FLORIDA.

IN ADDITION TO THAT, WE'VE ALSO BEEN INVITED TO SPEAK AT THE WHITE HOUSE NASA HEADQUARTERS IN ALL TWENTY NINTH FLOOR CONGRESSIONAL OFFICES.

AND WE'VE ALSO NETWORKED AND PRESENTED TO SEVERAL ENGINEERS AND PROFESSIONALS AT SEVERAL DIFFERENT CONFERENCES, WHICH INCLUDE THE MICHIGAN SPACE FORUM, THE SMALL SATELLITE CONFERENCE IN UTAH AND THE INTERNATIONAL ASTRONOMICAL CONGRESS IN WASHINGTON, DC.

NOW, HERE'S MISS [INAUDIBLE] TO ADD TO SHARE WITH YOU ABOUT OUR FEDERAL ADVOCACYS.

AS [INAUDIBLE] SAID, ONE OF OUR PASSIONS REALLY IS TO FIND A WAY FOR STUDENTS IN OUR LOCAL COMMUNITY TO BE ABLE TO DO WHAT OUR STUDENTS HAVE BEEN ABLE TO ACHIEVE.

AND SO IT REALLY ALL STARTED ABOUT A YEAR AND A HALF AGO WHERE MY DEBATE STUDENTS WHO ARE ALSO HIS AEROSPACE STUDENTS KIND OF CAME TOGETHER TO FROM A POLICY TEAM.

WE DEVELOPED A VERY RUDIMENTARY RESOLUTION AND WE REACHED OUT TO OUR OWN REPRESENTATIVE, BRIAN MASS. AND THE IDEA WAS LET'S INCREASE AWARENESS OF THE CUBESAT LAUNCH INITIATIVE.

IF WE CAN DO IT, MAYBE OTHER SCHOOLS CAN DO IT.

MAYBE THE ISSUE IS THEY JUST DON'T KNOW IT EXISTS.

SO LET'S INCREASE AWARENESS OF THAT.

WE WERE SO EXCITED NOT ONLY DID THEY ENCOURAGE US TO ACTUALLY UNDERTAKE WRITING THIS RESOLUTION, THEY ACTUALLY DID IT WITH US.

AND SO WE WERE HAPPY TO REPORT THAT LAST YEAR, REPRESENTIVE MASS INTRODUCED WHAT YOU SEE BEFORE YOU AS THE HR 109, ALSO KNOWN AS THE WEISS SAT ONE ONE RESOLUTION.

AND WE WERE EVEN MORE EXCITED TO SHARE THAT WHILE THERE FLORIDA BIPARTISAN SUPPORT.

WE ARE WORKING WITH HIM AGAIN THIS YEAR TO REACH OUT TO OTHER STATES WHO'VE REALLY BENEFITED FROM THE USE OF CUBESATS IN THEIR EDUCATIONAL PROGRAMS. SO WHEN WE ARE THERE AGAIN IN FEBRUARY, WE ARE EXCITED THAT HE WILL BE REINTRODUCING THAT. BUT ALL OF THIS REALLY COULDN'T HAPPEN WITHOUT SOMEBODY WHO CAN KIND OF SPEARHEAD THESE EFFORTS. AND SO HERE'S KEVIN SIMMONS TO CONCLUDE.

THANK YOU FOR THE OPPORTUNITY TO SHARE AN UPDATE CONCERNING OUR SATELLITE THAT'S ON ORBIT, THE ONE THAT WE'RE GOING TO PUT ON ORBIT.

AND THE THIRD AND FOURTH PROJECTS WE HAVE IN THE PIPELINE.

SO PALM BEACH GARDENS IS ONE OF THE FEW PLACES RIGHT NOW IN THE WORLD THAT CAN BOAST AND SAY THEY HAVE A SATELLITE ON ORBIT.

I'M HERE TO ADVOCATE TO YOU TONIGHT THAT I THINK WE SHOULD HAVE A PERSISTENT PRESENCE IN SPACE. OUR KIDS ARE GOING TO KEEP PROPOSING TO NASA.

WE'RE GOING TO KEEP BUILDING SPACECRAFT.

WE WANT TO USE THESE VEHICLES TO TRAIN THESE KIDS TO BE COMPETITIVE IN THE 21ST CENTURY WORKFORCE. ONE OF THE MOST FRUSTRATING THINGS FOR MYSELF, MY COLLEAGUE SHAWNA AND ANOTHER TEACHER IS THAT WE TRAIN THESE KIDS FOR THREE YEARS AND THEN WE HAVE TO SEND THEM OFF TO HIGH SCHOOL WHERE THEY DON'T HAVE THE SAME OPPORTUNITIES TO CONTINUE ON IN AEROSPACE.

I WOULD LIKE YOUR HELP IN TRYING TO FIGURE OUT A WAY TO KEEP THESE KIDS IN THE PIPELINE AND TRAIN THEM ALL THE WAY THROUGH THE UNIVERSITY.

PARTNERING WITH UNIVERSITIES SUCH AS EMBRY-RIDDLE AERONAUTICAL UNIVERSITY OR THE FLORIDA INSTITUTE OF TECHNOLOGY SO THAT WE CAN NOT ONLY TRAIN BUT ALSO RETAIN THIS HIGH SKILL WORKFORCE THAT'S ALREADY DOING GREAT WORK.

SO ACTUALLY, KELLY, A LITTLE STORY, IF YOU DON'T MIND.

THESE TWO YEARS AGO, TWINS WERE HERE IN PART OF THE PROJECT AND THEY ACTUALLY COULD NOT FIND A HIGH SCHOOL TO GO TO THAT WOULD CHALLENGE THEM AS MUCH.

THEY ARE HOMESCHOOLING AND DOING COLLEGE ONLINE.

SO WE DO HAVE TO FIND A WAY TO HAVE THEM CONTINUE WHAT THEY'RE WHAT THEY'RE LEARNING.

IT'S SO IMPORTANT.

I AM HERE TONIGHT WITH JERRY SOTELO FROM OUR CUSTOMER SERVICE TEAM AND MICHAEL [INAUDIBLE] FROM OUR POWER DELIVERY TEAM.

SO BUT WE ARE DELIGHTED TO SHARE WITH YOU AND TAKE A COUPLE OF MINUTES YOUR TIME TONIGHT TO TALK A LITTLE BIT ABOUT A PROGRAM THAT WE'RE DOING RIGHT HERE IN THE CITY WITH UNDERGROUNDING SOME OF WHAT WE CALL YOUR NEIGHBORHOOD LINES.

AND WE HAVE STARTED A PILOT.

WE ARE JUST NOW GETTING INTO OUR SECOND YEAR OF A THREE YEAR PILOT WHERE WE ARE GOING THROUGHOUT THE THIRTY FIVE COUNTIES THAT WE SERVE.

LOOKING FOR THOSE NEIGHBORHOOD LINES THAT ARE THE WORST PERFORMING AND SEEING HOW WE CAN HARDEN THEM. AND BY HARDENING THEM, WE ARE ESSENTIALLY RELOCATING THEM TO THE FRONT OF THE PROPERTIES AND PUTTING THEM UNDERGROUND.

SO WE'RE GOING TO TELL YOU A LITTLE BIT ABOUT WHAT WE'RE DOING AND WHY WE'RE DOING IT HERE. AS YOU CAN SEE THROUGHOUT OUR ENTIRE SYSTEM, THE COUNTIES THAT WE SERVE, WE HAVE ABOUT 60 PERCENT OF OUR LINES FROM A POWER DELIVERY, WHICH ARE THE ONES THAT COME OUT OF THE SUBSTATIONS LIKE WE HAVE ON MONET THAT GO THROUGH OUR STREETS AND THEN SERVE OUR HOMES AND BUSINESSES.

40 PERCENT OF THEM ARE UNDERGROUND.

AND PRIMARILY THE ONES THAT HAVE BEEN PLACED UNDERGROUND TO DATE HAVE COME WITH THE DEVELOPMENT OF OUR STATE.

DEVELOPERS RECOGNIZE THE BENEFIT OF GOING UNDERGROUND FROM A STATIC AND PERFORMANCE AND

THEN THEY PASS THOSE COSTS ON TO THE PEOPLE THAT ACQUIRE THOSE PROPERTIES.

BUT WE ARE NOW COMING INTO A PHASE WHERE WE'RE STARTING TO BE MORE ABSORBED INTO OUR ENTIRE NETWORK. WE TALK ABOUT THE LINES THAT COME OUT OF SUBSTATION.

WE HAVE TWO PRIMARY TYPE OF LINES THAT COME OUT OF THOSE SUBSTATIONS, ONE ARE WHAT WE CALL THE MAIN POWER LINES, WHICH ARE THE FEEDERS THAT RUN DOWN THE MAJOR ROADS.

THEY ARE THE ONES THAT, YOU KNOW, CARRY THE HEAVY LOADS THAT THEN GO TO OUR NEIGHBORHOOD POWER LINES THAT PRIMARILY RUN BEHIND THE HOUSES, WHICH WE REFER TO AS THE LAST MILE.

AND THOSE ARE THE ONES THAT ARE REALLY AT EXPOSURE NOW BECAUSE WE HAVE BEEN SINCE 2004, 5 AND 6 SINCE WE HAD THOSE TERRIBLE STORM YEARS, WE HAVE BEEN HARDENING OUR SYSTEM.

WE IMPLEMENTED A PROGRAM CALLED STORM SECURE AND WE STARTED WITH THE FEEDERS THAT WERE MOST CRITICAL TO OUR COMMUNITIES.

WE WENT TO MAKE SURE THE FEEDERS TO OUR PORTS, TO THE HOSPITALS, TO THE POLICE STATIONS WERE ALL HARDENED. WE'VE SINCE MOVED ON TO MAKING SURE OUR NEIGHBORHOOD LINES ARE HARDENED, THE ONES THAT RUN TO THE PUBLIXS AND THE MALLS AND THE ONES THAT FEED ALL THE MAJOR BUILDINGS IN OUR COMMUNITIES.

AND NOW WE'RE ESSENTIALLY DONE WITH OUR FEEDERS.

WE HAVE INDEED HARDENED OUR LINES, BUT WE CAN ONLY CONTROL SO MUCH OF WHAT HAPPENS AROUND OUR LINES. THEY ARE WITH [INAUDIBLE] USUALLY WITH AN EASEMENTS OR RIGHT OF WAYS THAT WE KEEP TRIMMED, BUT THE WIND BLOWS THE VEGETATION INTO OUR LINES.

WE LIVE IN A COMMUNITY IN A STATE THAT HAS A GROWING SEASON THAT'S 365 DAYS A YEAR.

SO THESE ARE THE TYPE OF CONDITIONS THAT WE DEAL WITH ON ANY GIVEN STORM SEASON.

SO THE EXTENT THAT WE CAN HARDEN AND IMPROVE OUR SYSTEM AND WE ARE LOOKING AT WAYS THAT WE CAN DO THAT. AND AS YOU CAN SEE HERE, UNDERGROUND LINES ARE IMPROVING OUR ABILITY TO HARDEN AND PROVIDE BETTER RELIABILITY.

AND THAT'S WHY WE ARE NOW DOING THIS PROGRAM.

WE STARTED, AS I MENTIONED IT, IN 2018.

WE'RE WORKING WITH OUR NEIGHBORHOODS OF HOW WE CAN IMPLEMENT THEM.

WE HAVE IDENTIFIED OF THE OVER NEARLY 50 THOUSAND MILES OF NEIGHBORHOOD LINES THAT WE HAVE THAT, WE'RE GOING TO LOOK AT THEM BASED ON THEIR PERFORMANCE AND HOW WE'RE GOING TO PUT THEM IN ORDER OF WHICH ONES WE'RE GONNA TACKLE.

SO FOR US, IT'S BASED ON HOW WELL THEY PERFORM DURING HURRICANE IRMA AND MATTHEW, THAT IN ADDITION TO THE ONES THAT OBVIOUSLY HAVE VEGETATION ISSUES AND THEN DAY TO DAY PERFORMANCE, WE RANK THEM AND WE'VE IDENTIFIED WHICH PROJECTS ARE GOING TO WORK OVER THE NEXT THREE YEARS. AS YOU CAN SEE, WE HAVE THE COMMUNITY RIGHT HERE THAT IS DUE EAST OF I-95, NORTH OF [INAUDIBLE], THAT IS [INAUDIBLE] GARDENS, RIGHT BEHIND GARDENS, CHURCH IN THE GARDENS. AND THAT'S THE AREA THAT WE ARE TARGETING FOR THIS IMPLEMENTATION OF THE HARDENING OF OUR LATERALS.

AS YOU CAN SEE, WE HAVE ONE HUNDRED AND EIGHTY EIGHT CUSTOMERS THAT WE'RE DOING OUTREACH TO RIGHT NOW. AND WE'RE GOING TO WALK THROUGH, MEET WITH EACH OF THEM, SHAKE THEIR HANDS, TELL THEM WHAT WE'RE DOING, TELL THEM WHY WE'RE DOING IT AND HOW IT'S GOING TO BENEFIT THEM. THERE ARE SOME CERTAIN THINGS THAT WE WILL NEED FROM THEM, NOT ONLY ACCESS, BUT SOME OF THEM WILL REQUIRE EASEMENTS FOR [INAUDIBLE] TRANSFORMERS.

WITH THAT, I'M GOING TO TURN IT OVER TO MICHAEL, WHO'S GOING TO KIND OF WALK THROUGH THE CHANGES THAT YOUR RESIDENTS WILL SEE AS WE GO THROUGH THIS PROCESS.

SO I'M JUST GONNA EXPLAIN A LITTLE BIT ABOUT OUR PROCESS AS WE ROLL OUT THESE PROJECTS, PARTICULARLY THIS ONE IN PALM BEACH GARDENS.

WHEN WE DO, THESE PROJECTS WERE PRIMARILY MOVING POWER LINES THAT ARE EXISTING IN THE REAR OF THE NEIGHBORHOODS AND BEHIND HOUSES INTO THE FRONT.

AND WE DO THAT BY METHOD OF DIRECTIONAL BORING BECAUSE WE'RE GOING UNDERGROUND.

SO ONE KEY ONE CRITICAL COMPONENT OF THIS PROJECT AND THIS PROGRAM IS THAT WE ARE NOT DIGGING TRENCHES ACROSS EVERYBODY'S YARDS.

WE PLAN THESE DIRECTIONAL BORING IN THE ILLUSTRATION HERE YOU CAN SEE THAT BASICALLY IT MEANS A POTHOLE ON ONE END OF THE YARD OR ONE END OF THE STREET IN AN UNDERGROUND HORIZONTAL DRILL TO HAVE A MINIMAL IMPACT AS POSSIBLE TO THE TO THE RESIDENTS AND TO THE CUSTOMERS. THIS IS A TYPE OF EQUIPMENT WE'LL BE INSTALLING IN THE FRONT YARDS OF PEOPLE'S HOMES ON THE LEFT.

YOU SEE THERE A PAD MOUNTED TRANSFORMER.

THIS TRANSFORMER, IT REPLACES THE WHITE OR GRAY CYLINDERS THAT YOU'LL SEE ON THE POLES, IN THE BACKYARDS. IT'S THE GREEN BOXES THAT YOU'RE THAT YOU'RE USED TO SEEING MAYBE IN THE FRONT YARDS IN ORDER TO DO THIS WE ARE ASKING CUSTOMERS TO GRANT US A 10 FOOT BY 10 FOOT EASEMENT ON THEIR PROPERTY.

THAT EASEMENT ALLOWS US TO INSTALL THIS TRANSFORMER WITHIN THEIR PROPERTY IN ORDER TO SERVE THEM POWER. THE OTHER THING THAT WE ARE THAT WOULD IMPACT THE CUSTOMER IS THIS JUNCTION BOX OR PUT IT ON THE WALL OF THE HOUSE IN ORDER TO CONVERT THEIR POWER ACTUALLY FROM OVERHEAD TO UNDERGROUND.

WE NEED A JUNCTION BOX THAT MAKES THAT CONVERSION FOR US.

SO WE WOULD BE REMOVING THE LINE THAT GOES UP TO THE ROOF OF A HOME AND WE'D BE

INSTALLING A GRAY BOX IN ADDITION TO THE EXISTING METER CAN ON THE HOME.

WE'D BE INSTALLING THAT GRAY BOX.

THAT'S WHAT WE WOULD RUN OUR UNDERGROUND LINE TO.

SO WE'RE ASKING OUR CUSTOMERS TO SIGN AN AGREEMENT FOR US TO PUT A BOX ON THEIR WALL AS WELL. THIS IS AN ILLUSTRATION OF KIND OF THE LIFESPAN OF THE PROJECT ON THE LEFT.

YOU SEE WHAT WOULD BE A TYPICAL NEIGHBORHOOD WITH THE POWER LINES ON A POLE IN THE BACKYARD. THE TRANSFORMER ON THAT POLE.

YOU'LL BE USED TO SEEING TREES THAT HAVE BEEN TRIMMED AROUND THE POWER LINES BECAUSE OF THE EXTENSIVE VEGETATION ALLERGIES WE HAVE.

AND THEN YOU'LL SEE THE LINE FROM THE POLE TO THE HOUSE.

WE'LL BE REMOVING ALL THOSE FPL LINES FROM THE BACKYARD AND MOVING THEM UNDERGROUND OUT TO THE FRONT. AND MANY TIMES CONNECTING THAT GREEN TRANSFORMER, THE GREEN BOX.

ONE THING TO POINT OUT IS THAT WE'RE ONLY REMOVING THE FPL POWER LINES.

THE POLE WILL REMAIN AS WILL THE USUALLY THE TELECOMMUNICATION LINES ON THOSE POLES, AT&T, COMCAST, ETC..

SO THAT'S ONE KEY THAT WE WOULD NEED TO GET ACROSS TO OUR CUSTOMERS.

SOME PHOTOS ON THE LEFT IS OUR DIRECTIONAL BORING EQUIPMENT.

SO WE'LL BE SEEING THOSE IN THE NEIGHBORHOODS AS WE GO ON THE PROJECT AS WELL AS THESE RULES OF CABLE. AND THEN I A FEW PHOTOS OF PROJECTS WE'VE ALREADY COMPLETED, SO I WANTED TO GET A LITTLE BIT IT REALLY QUICKLY INTO OUR CUSTOMER OUTREACH PROCESS.

SO I'VE EXPLAINED TO YOU THAT WE NEED EASEMENTS TO DO THIS.

SO WE HAVE A SOLID, VERY LARGE TEAM OF PEOPLE WHOSE JOB IT IS TO SEND OUT MAIL, WRITE E-MAILS AND MAKE PHONE CALLS, AS WELL AS VISIT AT THEIR HOMES TO PEOPLE TO EXPLAIN OUR PROCESS TO OBTAIN ANY NECESSARY AGREEMENTS OR EASEMENTS THAT WE NEED.

AND JUST TO GENERALLY EDUCATE THE RESIDENTS AND OUR CUSTOMERS ABOUT WHAT IT IS WE'RE TRYING TO DO AND WHY WE DO IT.

SO WE SPENT A LOT OF TIME ON CUSTOMER OUTREACH AND A LOT OF EFFORT.

AND THEN THIS IS OUR FINISHED PRODUCT.

THERE YOU CAN SEE OUR OUR NEW TRANSFORMER THERE ON THE BOTTOM LEFT OF THE PHOTO.

WE LIKE TO THINK THAT IT'S RELATIVELY UNOBTRUSIVE TO THESE HOMES.

THIS IS NOT GOING ON EVERY HOME.

ON AVERAGE, ONCE EVERY SIX OR EIGHT HOMES WOULD HAVE ONE OF THOSE TRANSFORMERS.

SO THAT'S THE GENERAL IMPACT OF OF OUR PROJECTS.

THE RELIABILITY BENEFITS ARE VERY SIGNIFICANT.

OUR UNDERGROUND LINES PERFORM MUCH, MUCH BETTER THAN OUR OVERHEAD LINES, PARTICULARLY DURING HURRICANES. AND THEN YOU SAW EARLIER THAT THAT [INAUDIBLE] DRIVE, I-95 AREA IS THE PROJECT THAT WE ARE TARGETING HERE IN PALM BEACH GARDENS.

SO I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU HAVE ON OUR PROCESS.

SO IT'S GOING TO BE ABOUT A 30 YEAR PLAN FOR US TO GO AHEAD AND DO THIS THROUGHOUT OUR ENTIRE TERRITORY. BUT WE'RE DELIGHTED THAT WE CAN DO ONE OF THEM RIGHT HERE IN PALM BEACH GARDENS. PARDON THE LARYNGITIS .

WHAT HAPPENS IF A HOMEOWNER REFUSES? REGARDING OUR EASEMENTS, WE'RE REQUESTING AN EASEMENT GENERALLY SPEAKING, ONCE EVERY SIX OR EIGHT HOMES, IF THERE IS A CUSTOMER THAT DOES NOT WANT TO PROVIDE THAT EASEMENT FOR THAT TRANSFORMER, WE CANNOT FORCE THEM, OBVIOUSLY TO GIVE US THAT EASEMENT THAT COMES BACK TO MY ENGINEERING TEAM AND WE WILL TRY OUR BEST TO DESIGN AROUND THEM.

MEANING WE WILL USUALLY JUST ASK ONE OF THEIR NEIGHBORS IF THEY'D BE ABLE TO GIVE US THAT EASEMENT. BEING THAT IT'S ONLY ONCE EVERY SIX OR EIGHT HOUSES WE CAN USUALLY FIND A WAY TO MAKE THE PROJECT WORK.

WE DON'T WANT TO MOVE ON FROM A PROJECT ONCE WE'VE ALREADY STARTED.

OUR GOAL HERE IS TO IMPROVE THAT SYSTEM.

HOWEVER, IF THERE'S ENOUGH PEOPLE IN THE AREA THAT SIMPLY DO NOT WANT TO PARTICIPATE IN THIS PROGRAM, WE WOULD CANCEL THE PROJECT AND MOVE ON.

BUT THE LINES ARE GOING IN THE RIGHT AWAY.

SO THEY'RE NOT WE'RE NOT REQUIRING EASEMENT FOR THE LINES.

QUESTION HOW DOES THIS DIFFER FROM COMMUNITIES LIKE.

[INAUDIBLE] AND PALM BEACH SHORES, I WAS THINKING PALM BEACH SHORES EHEN THEY'RE DOING THEIR HARDENING. HOW DOES THAT DIFFER? SO THEY ARE DOING BOTH THE FEEDERS, WHICH ARE THE MAIN LINES THAT ARE RUNNING DOWN THEIR MAIN THOROUGHFARES AND THEY ARE DOING THESE NEIGHBORHOOD LINES AND THEY ARE DOING THEM ON THEIR SCHEDULE AND THEY'RE DOING THEM AT THEIR EXPENSE.

AND THEY ARE IN SOME NEEDS NEED OF SOME SERIOUS DOLLARS FOR THAT FIELD AS IT IS REALLY THREADBARE. AND I WAS VERY PROUD THAT THE CITY.

BUT I'M VERY PROUD OF THE CITY OF PALM BEACH GARDENS FOR PARTNERING WITH THE MIRACLE LEAGUE. THESE KIDS.

THIS IS AN ORGANIZATION FOR HANDICAPPED CHILDREN AND THEY JUST GET TO BE KIDS OUT ON A BASEBALL FIELD AND HAVE SO MUCH SUPPORT AND SO MANY MENTORS THAT HELP THEM.

SO ANYTHING THAT WE CAN DO IS REALLY ABOVE AND BEYOND AND THEY COULD USE IT.

I VOLUNTEER AT THE BIG HART BRIGADE THANKSGIVING EFFORTS.

THEN, OF COURSE, THE USUAL PALM BEACH COUNTY LEAGUE OF CITY BOARD MEETING AND LUNCHEON.

RACHELLE ATTENDED THAT ALSO AT NORTH COUNTY TENNIS CHALLENGE AT [INAUDIBLE] I WANT TO THANK OUR OUR TENNIS PROS FOR BEING IN THIS FIRST EVER EXHIBITION MATCH OF ALL OF OUR TENNIS PROS FROM AROUND THE COUNTY.

IT WAS IT WAS FUN TO SEE ALL THE DIFFERENT COMMUNITIES COME TOGETHER AND CHEERING ON THEIR PROS. AND I AND IT WAS A WORTHWHILE FUNDRAISER AND IT WENT TO AUTISM BECAUSE WE DO OUR TENNIS PROGRAM, WE HAVE A TENNIS PROGRAM FOR AUTISM.

SO IT WAS A REALLY NATURAL TIE IN.

I WAS A PRESENTER AT THE JOINT MEETING OF THE PALM BEACH COUNTY LEGISLATIVE DELEGATION AND LEAGUE OF CITIES.

WE TALKED ABOUT TRANSPORTATION, HOUSING AND WATER.

FINALLY, ARCADIA GROUNDBREAKING, WHERE EVERYONE FROM THE COUNCIL EXCEPT RACHELLE BECAUSE SHE WAS [INAUDIBLE] AND IT WAS NICE TO FINALLY SEE ARCADIA GARDENS AT THAT JUNCTURE, BECAUSE AS I SAID, IT WAS THREE AND A HALF YEARS AGO WHEN I FIRST SAT DOWN WITH MALCOLM [INAUDIBLE] AND SAW THEIR FIRST ITERATION AND TO NOW SEE A FACILITY THAT WILL REALLY BENEFIT THE SENIORS IN OUR COMMUNITY.

AT PALM BEACH GARDENS CITY HALL, THERE WILL BE A GIANT MENORAH LIGHTING WITH THE COUNCIL AND LOCAL CLERGY AND LEADERS IN THE COMMUNITY, A ROCK N ROLL BAND, ROCK CLIMBING, BUNGEE JUMPING, BOUNCE HOUSES, ARTS AND CRAFTS, FACE PAINTING AND [INAUDIBLE] AND DOUGHNUTS FOR EVERYONE.

AND THERE'S GOING TO BE A CONTEST FOR WHO CAN BUILD THE NICEST MENORAH WITH A $500 PRIZE FOR THE NICEST MENORAH.

ON THE 27TH, I ATTENDED A BEAUTIFUL INTERFAITH THANKSGIVING SERVICE THAT WAS SPONSORED BY TEMPLE [INAUDIBLE] JUPITER FIRST AND ST.

PETER'S. AND FATHER DON GAVE A VERY INSPIRING SERMON.

ON THE FOURTH, THERE WAS ARCADIA GARDENS GROUNDBREAKING, AND TODAY WE ALL WENT TO THE CHAMBER HOLIDAY PARTY.

SO I'M REALLY KIND OF EXCITED TO GIVE YOU SOME GOOD NEWS ON THE PROGRESS THAT WE HAVE ON ALL THE PROJECTS. SO FOR THE RECORD, DAVID [INAUDIBLE], COMMUNITY SERVICES ADMINISTRATOR, SO CURRENTLY WE HAVE 53 ACTIVE PROJECTS.

ELEVEN OF THOSE PROJECTS WERE ADDED IN THIS FISCAL YEAR.

SO THE NEW PROJECTS FOR THIS FISCAL YEAR FOR A TOTAL OF JUST OVER $71 MILLION IN PROJECTS THAT WE HAVE THE FIRST FOUR PROJECTS THAT ARE GOING TO BE TALKING ABOUT AND GIVING UPDATES ARE THE ONES THAT ARE FUNDED ON THE ONE CENT SALES TAX.

THE FIRST ONE IS OUR GARDENS DISTRICT PARK, THE CONSTRUCTION FOR THIS PROJECT STARTED IN MARCH OF 2018.

WE HAD A GRAND OPENING FOR THIS PARK IN JUNE IN 2019, JUST OVER ONE YEAR FROM STARTING THE CONSTRUCTION TO OPENING UP THE PARK.

SO THIS PARK IS CURRENTLY OPEN TO THE PUBLIC.

RIGHT NOW, STAFF JUST WORKING ON SOME ADDITIONAL AMENITIES JUST TO ENHANCE TO PARKS SUCH AS SOME PRESERVING [INAUDIBLE] LARGE GROUP PAVILION AND SOME ADDITIONAL PLAYGROUNDS.

AND ALSO HAPPY TO REPORT THAT THIS PROJECT IS ALSO IN WITHIN BUDGET.

ANOTHER PROJECT, ALSO FUNDED UNDER THE ONE CENT SALES TAX IS OUR NEW OPERATIONS CENTER, THIS. THIRTY SEVEN THOUSAND FOUR HUNDRED SQUARE FEET FACILITY MERGE BOTH PUBLIC WORKS AND PUBLIC SERVICES. THE [INAUDIBLE] BOTH INTO ONE ROOF, ONE BUILDING FOR A TOTAL OF SEVENTY FIVE EMPLOYEES THAT ARE ACTUALLY NOW WORKING OUT OF THIS FACILITY THAT USED TO BE SPREAD OUT THROUGHOUT THE CITY.

CONSTRUCTION FOR THIS PROJECT STARTED IN SEPTEMBER OF 2018 AND THE PROJECT WAS COMPLETED IN 2019.

THIS IS ANOTHER PROJECT THAT'S ALREADY BEEN COMPLETED.

STAFF MOVED INTO THE BUILDING OCTOBER OF 2019, AND WE'RE CURRENTLY OPERATING OUT OF THIS BUILDING. WE'RE CURRENTLY WORKING ON AN OPEN HOUSE.

SO BE ABLE TO HAVE THE PUBLIC COME IN AND ENJOY THE FACILITY OR SEE IT.

SO WE'RE LOOKING AT FEBRUARY OF 2020, BUT WE DON'T HAVE AN EXACT DATE.

ONCE WE DO, WE'LL BE SHARING THAT INFORMATION WITH YOU ALL.

NEXT, PROJECTS ARE CITY HALL RENOVATIONS AND EXPANSION THIS PROJECTS INCLUDES A AN ADDITION OF OVER 16000 SQUARE FEET AND RENOVATING JUST OVER 9000 SQUARE FEET ON THE EXISTING FOOTPRINT OF THE BUILDING.

THIS PROJECT STARTED IN MARCH OF 2019 AND THE ESTIMATED COMPLETION FOR THE EXPANSION PORTION OF THE WORK IS TO MARCH OF 2020 AND FOLLOWED BY THE RENOVATIONS AS EXPECTED TO BE COMPLETED BY JULY OF 2020.

AND THE NEXT PROJECTS WAS ALSO FUNDED UNDER THE ONE CENT SALES TAX IS THE POLICE DEPARTMENT RENOVATIONS.

THIS PROJECT INCLUDES RENOVATION OF JUST OVER SIX THOUSAND SQUARE FEET ON THE EXISTING BUILDING. WE ALREADY STARTED THAT PROJECT.

THE DEMOLITION WORK STARTED IN NOVEMBER OF 2019 AND WE ESTIMATE THIS PROJECT TO BE COMPLETED BY APRIL OF 2020.

SO THIS FOUR PROJECTS ARE ALL THE ONES THAT WERE FUNDED UNDER THE ONE CENT SALES TAX.

TWO ALREADY COMPLETED AND TWO THERE ARE OVER 50 PERCENT NOW CLOSE TO COMPLETION.

THERE'S A COUPLE OF PROJECTS THAT I ALSO WANT TO SHARE AN UPDATE WITH YOU.

THE FIRST ONE IS GARDENS, PARKS BASEBALL COMPLEX.

THIS PROJECT INCLUDES CONSTRUCTION OF A REGULATION SIZE BASEBALL FIELD, A PRIVATE PRACTICE FIELD, BATTING CAGES AND A 10000 SQUARE FOOT GYM WHICH WILL BE BUILT THROUGH THE PUBLIC PRIVATE PARTNERSHIP.

THE CONSTRUCTION FOR THIS PROJECT STARTED IN SEPTEMBER OF 2019.

THE PUBLIC PRIVATE PARTNERSHIP BUILDING SHOULD BE COMPLETED BY THE END OF THIS YEAR AND OPEN IN THE REST OF THE PROJECT.

IT'S ESTIMATED TO BE COMPLETED BY MAY OF 2020 TO REOPEN.

ANOTHER PROJECT IS THE TENNIS CENTER CLUBHOUSE.

THIS PROJECT INCLUDES THE CONSTRUCTION OF A TWELVE THOUSAND SEVEN HUNDRED SQUARE FOOT KEY WEST STYLE CLUBHOUSE, WHICH INCLUDE INDOOR CAFE AND MULTIPURPOSE ROOMS, OUTDOOR DINING AND OBSERVATION DECK.

CONSTRUCTION ALSO STARTED ON THIS PROJECT IN APRIL OF 2018 AND THE ESTIMATED COMPLETION IS JULY OF 2020.

ANOTHER PROJECT IS OUR GOLF MAINTENANCE BUILDING THIS NEW 12000 SQUARE FOOT FOOT MAINTENANCE FACILITY INCLUDES OFFICES, A STORAGE AREA, BREAK ROOM AND LARGE BAYS.

AND WHAT'S INTERESTING ABOUT THIS PROJECT, THIS BUILDING HAS BEEN BUILT TO ACCOMMODATE FOR ALL THE FUTURE EXPANSION IN GOLF.

SO THIS BUILDING IS ALREADY ANTICIPATING FUTURE CONSTRUCTION FOR THIS PROJECT STARTED IN APRIL OF 2019 AND IS EXPECTED TO BE COMPLETED BY JANUARY 2020.

SO IT'S ALMOST COMPLETED.

AND THE LAST PROJECT THAT I WANT TO UPDATE YOU TONIGHT IS THAT JOHNSON DAIRY ROAD IMPROVEMENT. THIS INCLUDED ADDITIONAL DRAINAGE LANDSCAPE IMPROVEMENTS, SIDEWALKS, CONNECTIONS AND ON STREET PARKING ALONE JOINTS ON THE ROAD, INCLUDING EXTENSION OF THE ROAD TO REACH OUT TO THE NEW OPERATIONS CENTER.

ALL THE DRAINAGE LANDSCAPE AND ROAD WORK FOR THIS PROJECT HAS BEEN COMPLETED.

WITH ALL THAT WORK IS DONE, THE ONLY REMAINING ITEM IS THE UNDERGROUND OR THE POWER LINE, WHICH IS ALSO PART OF THE SCOPE OF WORK OF THIS.

THIS IS A RESOLUTION THAT THE TOWN COUNCIL OF PALM BEACH PUT TOGETHER TO ENCOURAGE THE STATE LEGISLATURE TO APPROVE SENATE BILL 182.

AND THERE IS A HOUSE COMPANION BILL AS WELL THAT RELATES TO PRE-EMPTION OF RECYCLABLE AND POLYSTYRENE MATERIALS.

YOU MAY ALL RECALL THAT THE SET THE TOWN OF PALM BEACH ACTUALLY PASSED AN ORDINANCE TO PROHIBIT SINGLE USE, PLASTIC STRAWS AND IN THE TOWN OF PALM BEACH.

BUT BECAUSE THERE WAS A STATE REQUIREMENT THAT THAT COULDN'T HAPPEN, THEY HAD TO HAVE AN EMERGENCY ORDINANCE TO REPEAL IT.

AND NOW THERE IS ACTUALLY A SENATE BILL THAT'S OUT THERE THAT IS ASKING THE LEGISLATURE TO PASS SOME SOMETHING TO RE ALLOW MUNICIPALITIES TO PASS THEIR OWN ORDINANCES IN REFERENCE TO SINGLE-USE PLASTICS.

SO THE CITY WAS ASKED IF WE WOULD SUPPORT THAT.

I THOUGHT IT WOULD BE WISE IF AS A COUNCIL, WE DISCUSSED IT.

AND IF EVERYBODY'S AMENABLE TO IT, THAT WE SUBMIT OUR OWN AGREEMENT TO THAT.

SO I'VE HAD THE CONVERSATION WITH THE CITY MANAGER ALREADY.

AND I THINK THAT'S A GOOD POINT RACHELLE IN STATING THAT WE DON'T KNOW IF WE'RE GOING TO WANT TO TRY TO PASS SOME TYPE OF ORDINANCE IN THE CITY, BUT WE WANT TO LET THE LEGISLATORS KNOW THAT WE ARE VERY MUCH OPPOSED TO THEM TELLING US WHAT WE CAN'T CAN'T DO WHEN IT COMES TO ISSUES OF HOME RULE.

AND THEY REPEALED THAT LANGUAGE.

THE SAMPLE OF THE BILL WE GOT TO AND IT JUST REPEALS THE PARTS, SAYING THAT THE CITY'S CAN'T PREEMPTIVE CAN'T BAN IF THEY WANT TO.

I MEAN, THEY'RE ON THE WATER, JUPITERS ON THE WATER TO [INAUDIBLE] THE OTHER CITIES THAT ARE IMPACTED AT THE BEACH NEED TO BE ABLE TO DO WHAT THEY NEED TO DO AS QUICK AS THEY CAN. AND HAVING THE PREEMPTION IN THE STATE LAW THAT REALLY TO ME, I DON'T SEE WHERE THE CARTER ASSOCIATION COMES IN EXCEPT AS AS AN ORGANIZATION THEY THEMSELVES CAN SUPPORT REMOVING THE BAN.

WE DON'T HAVE TO PASS A RESOLUTION BANNING PLASTICS WITHOUT THE CARTER.

I THINK THAT'S WHERE WE WOULD BRING THE CARTER ASSOCIATION IN TO TALK ABOUT BUSINESS AND THE CITY IF WE'RE GONNA MAKE THAT DECISION.

THE CHAMBER HAS THE, THE PALM BEACH GARDENS CHAMBER OF COMMERCE HAS THIS THE ENVIRONMENTAL SUSTAINABILITY COMMITTEE, WHICH IS WORKING RIGHT NOW TO DEVELOP SOME TYPE OF POLICY THAT THE CHAMBER OF COMMERCE IS GOING TO PUT TOGETHER IN TERMS OF ALL OF THESE OTHER ISSUES, WHICH WE AS A COUNCIL DECIDED LAST MONTH TO WAIT TO HEAR WHAT THEY'RE GOING TO SAY BEFORE WE DISCUSS ANY TYPE OF RESOLUTIONS OR ORDINANCES IN REGARDS TO THOSE TYPES OF POLICIES. THAT'S NOT WHAT WE'RE TALKING ABOUT TONIGHT.

ALL RIGHT. SO JUST WHY WE'RE HERE AND JUST BECAUSE IT WAS BROUGHT UP, I'D LIKE MAX TO CLARIFY EXACTLY WHAT THE STATE LAW IS.

WELL, THE STATE LAW BASICALLY JUST PROHIBITS LOCAL GOVERNMENTS.

STRAWS WAS VETOED BY THE GOVERNOR SAYS STRAWS AREN'T INCLUDED.

IT IS. BUT IT'S IT'S ALL PART OF ANYWAY.

YOU'RE PREEMPTED FROM THESE THINGS SO THAT THEY CAN.

TO PREVENT YOU FROM THEN UNDER HOME RULE, ADOPTING YOUR OWN MUNICIPALITY BY MUNICIPALITY OR COUNTY BY COUNTY REGULATION.

THAT'S THE BIG THE BIG ISSUE.

AND THIS BILL WAS SUBMITTED BY A LEGISLATOR.

AND THOUGH TRY AND SEE IF THEY CAN GET IT TO MOVE FORWARD.

THE PROGNOSIS FOR THIS BILL, IF YOU WILL, IS NOT VERY GOOD.

SO IT'S JUST REALLY IT'S A DECISION FOR THE COUNCIL TO MAKE WHETHER OR NOT YOU WANT TO EXPEND YOUR POLITICAL CAPITAL ON IT.

RIGHT. IT'S NOT ABOUT WHETHER IT'S A GOOD IDEA.

IN THIS PARTICULAR INSTANCE, BECAUSE OF OUR MAKEUP RIGHT NOW BEING SUPPORTED BY THE DOMINANT PARTY, THEY DON'T TYPICALLY MAKE IT OUT OF COMMITTEE THE FIRST YEAR.

IF THEY MAKE IT OUT OF COMMITTEE THE SECOND YEAR, THEY DON'T MAKE IT TO THE FLOOR FOR A VOTE. AND THEN THEY MIGHT HAVE A CHANCE AT GETTING A VOTE AND PASSING ON THE THIRD YEAR.

AND THAT'S TYPICALLY EVEN WHEN THEY'RE SUPPORTED, LUKEWARM.

I DON'T KNOW THAT FROM WHAT WE'VE BEEN ABLE TO DETERMINE THUS FAR, THERE'S VIRTUALLY NO SUPPORT FOR THIS BILL IN THE HOUSE AND THE SENATE AT THE TALLAHASSEE LEVEL.

BUT IF IT'S THE COUNCIL'S DESIRE TO ADOPT A RESOLUTION SUPPORTING IT, THAT'S CERTAINLY WITHIN YOUR AUTHORITY TO DO SO.

AND WE COULD USE WE COULD MODEL IT SOMEWHAT AFTER PALM BEACHES.

PALM BEACHES IS NOT JUST ABOUT A HOME RULE.

REPEAL IT. IT'S ABOUT THE EVIL OF PLASTIC AND POLYSTYRENE AND THAT THEY WANT TO READAPT THEIR ORDINANCE. AND THAT MAY BE WHAT YOU GUYS WANT TO DO.

I DON'T KNOW. BUT THAT'S THE DECISION TO THE DIRECTION THAT WE WOULD HAVE.

SO WE WILL EVENTUALLY GET TO SOME TYPE OF DISCUSSION ABOUT THAT IN THE FUTURE I WOULD THINK AFTER THE CHAMBERS COMMITTEE HAS THEIR FINAL REPORT AND IN THAT REPORT IS GOING TO COME DISCUSSIONS WITH THE COURT OR ASSOCIATION AND THE BUSINESS COMMUNITY AS WELL.

THE GOVERNOR TOOK A BOLD STEP BY VETOING THE LEGISLATION THAT WAS GOING TO BAN STRAWS.

HE SAID NO. HE'S BEEN A BIG ADVOCATE FOR WATER AND HE'S WORKING REALLY HARD TO HELP THE STATE SOLVE SOME OF THE ENVIRONMENTAL ISSUES WE HAVE AROUND THE AREA OF WATER.

SO IT'S NOT A GIVEN THAT IT WON'T HAPPEN.

IT MAY NOT HAPPEN THIS TIME.

BUT I THINK FOR US TO TAKE A STAND AND SAY WE WANT THE RIGHT TO DO THIS, YOU SHOULDN'T HAVE THE RIGHT TO TELL US WHAT TO DO IS IMPORTANT.
