I THOUGHT WAS NOTEWORTHY FOR YOU, FOR YOUR KNOWLEDGE, IN FISCAL YEAR 2223, WE HAVE AN ASSET RECOVERY PROGRAM I'M NOT SURE YOU'RE AWARE OF, BUT JOE CORREA, OUR DEPUTY COMMUNITY SERVICES ADMINISTRATOR, AND HIS STAFF CONDUCTS SELLING MULTIPLE ITEMS OVER THE YEAR.
THIS YEAR, 146 SALES OCCURRED FOR $335,000 TO THE CITY.
34 OF THOSE ITEMS WERE FLEET VEHICLES, OF WHICH 229,000 WENT BACK TO OUR RESERVE FUND.
SO THAT'S OUR STAFF CONTINUALLY TRYING TO FIND WAYS OF SAVING MONEY.
WE HAD 37 OF OUR LEASED VEHICLES THAT TERMINATED THE LEASE.
THEY WERE SOLD BY OUR VENDOR, AND THAT RETURNED $744,000 TO THE CITY.
WE ALSO COLLECTED AND RECYCLED AND SOLD 44 TONS OF STEEL AND NON-FERROUS METALS TO A SCRAP RECYCLING CENTER, AND WE RECEIVED OVER $10,000 FOR THAT.
AND THAT'S ALL DUE TO THE EFFORTS OF OUR FLEET OPERATIONS MANAGER, CHRIS, CHRIS DEHNERT AND ALYSSA ROCHA AND OUR STAFF AT THE FLEET MAINTENANCE OPERATION.
WITH THAT, I'D ALSO LIKE TO CALL TO YOUR ATTENTION THE LOVE SERVING AUTISM.
AN ORGANIZATION RECOGNIZED THE TENNIS CENTER AS A PUBLIC TENNIS CENTER OF THE YEAR.
THESE PROGRAMS, WE'VE BEEN ABLE TO HOST OVER 100 FAMILIES WITH SPECIAL NEEDS THROUGH THIS FACILITY.
WE'RE NOW HOSTING PICKLEBALL CLASSES, AND WE ARE THE TRAINING SITE FOR SPECIAL OLYMPICS PICKLEBALL TEAMS. WE ENJOY OUR RELATIONSHIP WITH LOVE SERVING AUTISM, AND LOOK FORWARD TO CONTINUING THAT RELATIONSHIP AND INCLUSIVENESS OVER THE RACKET SPORTS PROGRAMS. IN ADDITION TO THAT, WE HAVE ALSO FINISHED AND COMPLETED THE ARTISTIC BUS SHELTER ON NORTH MILITARY TRAIL ACROSS FROM PALM BEACH GARDENS HIGH SCHOOL WAS COMPLETED A COUPLE OF WEEKS AGO.
WE HAVE 17 OF THESE AROUND TOWN AND THREE OTHERS FOR A TOTAL OF 20.

THIS IS AN ONGOING PROGRAM FOR SEVERAL YEARS NOW OF TRYING TO PROVIDE SHADE AND SHELTER FOR THOSE PEOPLE WHO ARE RIDING THE BUS, AND THIS PARTICULAR ONE, IF YOU GO BY MILITARY TRAIL RIGHT AFTER SCHOOL, IT'S REALLY PACKED OVER THERE.AND THEY WERE WITHOUT SHELTER FOR YEARS, SO WE'RE FINALLY ABLE TO GET THEM THAT SHELTER.
THERE ARE OVER 700 PLAYERS PLAYING AT SEVEN DIFFERENT SITES.
THEY COME FROM 66 DIFFERENT COUNTRIES, 29 DIFFERENT STATES IN THE USA.
THIS TOURNAMENT PROVIDES OUTSTANDING COMPETITION REGIONAL, NATIONAL AND INTERNATIONAL WHILE ENCOURAGING THE THE PARTICIPANTS TO DEVELOP NEW FRIENDSHIPS, LEARN GOOD SPORTSMANSHIP AND MOST OF ALL, THEY HAVE A LOT OF FUN DOING IT. I KNOW SOME OF YOU ARE OUT THERE, PARTICULARLY AT THE OPENING CEREMONY, WHICH IS VERY SATISFYING TO SEE ALL THOSE YOUNG, ENERGETIC KIDS OUT THERE JUST ALL EXCITED ABOUT PLAYING TENNIS AND WATCHING ALL OF THE DIFFERENT COUNTRIES WALK AROUND IN THE PARADE WITH THEIR FLAG, THEIR COUNTRY'S FLAG.

FLORIDA STATUTE REQUIRES THAT EVERY AREA THAT'S PROPOSED TO BE ANNEXED MUST BE CONTIGUOUS, COMPACT, AND NOT IN ANOTHER MUNICIPALITY AT THE TIME THAT THE ANNEXATION PROCESS BEGINS.
FLORIDA STATUTES FURTHER DEFINES CONTIGUOUS AS A SUBSTANTIAL PART OF A BOUNDARY FOR THE AREA TO BE ANNEXED SHARES A BOUNDARY WITH THE ANNEXING MUNICIPALITY TO BE COMPACT.
THE AREA IS DEFINED AS A CONCENTRATION OF PROPERTY IN A SINGLE AREA THAT DOES NOT CREATE AN ENCLAVE OR A POCKET OF UNINCORPORATED LAND, OR A FINGER OR SERPENTINE PATTERN.
BUT WHAT DOES THAT MEAN? WELL, FLORIDA STATUTES ALSO DEFINES AN ENCLAVE AS AN AREA OF ANY UNINCORPORATED AREA THAT IS ENCLOSED WITHIN AND BOUNDED ON ALL SIDES BY A SINGLE MUNICIPALITY OR AN AREA THAT IS ENCLOSED WITHIN AND BOUNDED BY A SINGLE MUNICIPALITY, AND A NATURAL OR MANMADE OBSTACLE THAT ALLOWS THE PASSAGE OF VEHICULAR TRAFFIC TO THAT UNINCORPORATED AREA ONLY THROUGH THE MUNICIPALITY.
HERE I HAVE SOME EXAMPLES OF WHAT AN ENCLAVE ACTUALLY IS.
SO ON THE LEFT WE HAVE AN AREA THAT IS COMPLETELY SURROUNDED BY THE MUNICIPALITY, SHOWN IN GREEN.

ON THE RIGHT WE HAVE AN AREA THAT EXEMPLIFIES THE SECOND TYPE OF ENCLAVE.
AS YOU CAN SEE, PALM BEACH GARDENS SIGNIFIED IN GREEN SHIRTS, HAS THE BOUNDARY ON THE WEST AND THE SOUTH, AND ON THE NORTH AND EAST. THE COMMUNITY IS BOUNDED BY WATER, SO THE VEHICULAR TRAFFIC CAN ONLY ACCESS THROUGH THE CITY OF PALM BEACH GARDENS.
FURTHER, THE STATE STATUTES IDENTIFIES ENCLAVES AS A SIGNIFICANT PROBLEM IN THE PLANNING AND GROWTH MANAGEMENT, AS WELL AS PROVIDING SERVICES IN AN EFFICIENT MANNER, AND AS SUCH, FLORIDA STATUTES SPECIFIES SPECIFICALLY DECLARES THAT IT IS THE POLICY OF THE STATE TO ELIMINATE ENCLAVES WHENEVER POSSIBLE.
SECONDLY, WE HAVE I WANTED TO GIVE AN EXAMPLE OF A POCKET OF UNINCORPORATED LAND.
A POCKET OF UNINCORPORATED LAND IS ANY AREA THAT IS COMPLETELY ENCLOSED WITHIN AND BORDERED ON ALL SIDES BY TWO OR MORE MUNICIPALITIES, WHICH DIFFERENTIATES IT FROM AN ENCLAVE. HERE WE HAVE AN EXAMPLE WHICH IS THE.
THIS IS THE MLK DAYCARE PROPERTY.
IN ADDITION TO BEING CONTIGUOUS AND COMPACT.
CHAPTER 171 043 PROVIDES SEVERAL WAYS IN WHICH THAT CAN BE DETERMINED, INCLUDING, AS I'VE INDICATED, SUBSECTION A WITH A TOTAL RESIDENT POPULATION EQUAL TO AT LEAST TWO PERSONS FOR EACH ACRE OF LAND.
ANNEXATION. THE CITY IS REQUIRED TO PREPARE AN ANNEXATION FEASIBILITY STUDY.

AREA, AND IDENTIFY WHAT WOULD BE REQUIRED TO PROVIDE THOSE SAME LEVEL OF SERVICE FOR THOSE PUBLIC SERVICES IN THE AREA PROPOSED TO BE ANNEXED, AS IS PROVIDED TO THE REST OF THE CITY, WITHOUT REDUCING THAT OVERALL LEVEL OF SERVICE.AND FINALLY, IT MAKES A DETERMINATION AS TO WHETHER OR NOT THE ANNEXATION IS FEASIBLE FOR THE CITY.
AND THESE PROPOSED ANNEXATION AREAS WILL ALLOW THE CITY TO REMOVE GAPS IN THE MUNICIPAL BOUNDARY AND ALSO EXTEND THE MUNICIPAL BOUNDARY TO LOGICAL NATURAL STOPPING POINTS SUCH AS THE INTERCOASTAL WATERWAY, LITTLE LAKE WORTH, AND ALSO THE NEIGHBORING MUNICIPAL BOUNDARIES.
WE HAVE FIVE SEPARATE AREAS, AND CONSISTENT WITH STATE STATUTES, WE HAVE FIVE SEPARATE ORDINANCES AND EACH WILL HAVE FIVE DIFFERENT REFERENDUMS. THIS BASICALLY MEANS THAT THE PEOPLE IN AREA ONE WILL VOTE FOR THEIR REFERENDUM, AND THAT VOTE WILL HAVE NO IMPACT ON ANY OF THE OTHER AREAS, AND VICE VERSA.
A LITTLE SUMMARY OF THE DEMOGRAPHICS FOR THE AREA.
ALL TOLD, WE HAVE APPROXIMATELY 3500 PARCELS AND JUST UNDER 4000 DWELLING UNITS, WHICH EQUATES TO ABOUT 8300 POTENTIAL RESIDENTS AND A TOTAL OF JUST OVER 1300 ACRES.

NEIGHBORHOOD SERVICES IS MORE COMMONLY KNOWN IN OTHER AREAS AS CODE ENFORCEMENT.
THE CITY WOULD REQUIRE, DUE TO THE ADDITIONAL AREA, THE CITY WOULD NEED TO ADD ADDITIONAL PERSONNEL, VEHICLES, AND EQUIPMENT WITH AN ANTICIPATED COST OF $400,000. THE POLICE HAS ESTABLISHED A LEVEL OF SERVICE STANDARD BASED ON CALLS FOR SERVICE, AND GENERALLY EQUATES TO TWO OFFICERS PER 1000 RESIDENTS.
THIS HAS AN ANTICIPATED FIRST YEAR COST OF $3.08 MILLION.
HOWEVER, DUE TO THE THE NATURE OF THE UPFRONT COSTS FOR VEHICLES AND EQUIPMENT, THE FOLLOWING YEARS ARE ANTICIPATED TO HAVE A LOWER COST FOR FIRE RESCUE.
THE AREAS TO THE WEST OF THE INTERCOASTAL WATERWAY ARE CURRENTLY WITHIN THE PALM BEACH GARDENS FIRE RESCUE SERVICE AREA, AND PALM BEACH GARDENS IS GENERALLY THE FIRST CALL FOR CALLS FOR SERVICE IN THIS AREA.
THE CITY ALSO SERVICES THE EAST SIDE OF THE INTERCOASTAL WATERWAY THROUGH AN AUTOMATIC AID AGREEMENT WITH NORTH PALM BEACH AND PALM BEACH COUNTY, AND THIS WILL CONTINUE WOULD CONTINUE AFTER THE ANNEXATION BASED ON THE AUTOMATIC AID AGREEMENTS.
NO ADDITIONAL COSTS ARE ANTICIPATED FOR FIRE RESCUE SERVICE.
THE ANTICIPATED FIRST YEAR COSTS ARE $276,000.
IT IS ANTICIPATED THAT A TRANSFER OF 17 ACRES ACRES OF CANAL RIGHT AWAY WOULD BE WOULD RESULT FROM THE ANNEXATION, AND THAT THOSE WOULD BE ADDED TO THE CITY'S MAINTENANCE WORK PROGRAM IN FUTURE YEARS.
THERE IS AN ANTICIPATED COST OF $537,000.
GENERAL GOVERNMENT SERVICES INCLUDES ALL OF THE ADMINISTRATIVE, FINANCE IT CLERK SERVICES.

AND SO THIS BEING A REALLY CRITICAL LOCATION THAT WE FEEL IS A POSITIVE FOR THE ENTIRE AREA.
LOOKING AT ACCESS AGAIN, WORKING WITH STAFF AND THE FIRE DEPARTMENT, POLICE DEPARTMENT, MAKING SURE THAT OUR ACCESS FOR OUR EMERGENCY VEHICLES IS CONVENIENT WITH AS FEW CONFLICT POINTS AS POSSIBLE.
